THE POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 5, 1900. VOL. XVII., No. 1750. BEOTTI. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought urill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property mill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property zoill be inserted at a cost of 1.5$. per portrait, and of Is. 6d. per photo- araph or sketeh of a stolen article. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no - warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. TIOXS. 7. Anrmineements concerning stolen property must be guaranteed by an officer of not lest rank them Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabeticaliy arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor iwtice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annov/ ncement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received rwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missivig can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, EdiUr. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. PULLEN, Office No. 2528- 99, age 28, height 5 ft, 4 in, complexion fresh, hair ( turning grey) dark brown, eyes hazel, scar on left elbow, wearing dark clothes and bowler hat. A native of Portsmouth. Warrant issued. 2.— C Division.— For stealing, a gold half- hunter keyless watch, No. 84948, crest ( lion stantant on the cap of maintenance, with motto— " Et- Decus- et- Pretium- Recti ")— on plate fastened on back case ; 1 double close curb Albert, swivel at tach end, a gold telescope pencil attached ; 1 gold scarf pin, Bhape of a hunting horn, platinum mouthpiece; 1 pair of sleeve- links, white and yellow metal, Scot's Guards' crest; a gold safety pin ; several gold studs ( shirt and collar); a silver curb key- chain; 1 chased silver match- box; 5 silver pencil cases, House of Commons pattern ; 1 gold mounted amber cigarette- holder, in silver case ; 1 blue serge suit; about 20 shirts ( white and coloured); and a quantity of underclothing, marked " R. F. & R." ' Fitzroy " ; 1 large brown leather kit- bag ; and a black leather brief bag— HARRY GASCOYNE, age 20, height 5 ft. 8J in, complexion fresh, hair dark brown, clean shaved, eyes grey, 2 small scars right shin ; dress, blue serge or dark grey cheviot tweed suit. A private of the 3rd Battalion Scots Guards ; native of Don- caster. Absconded 29th ult. Warrant issued. 3.— D Division.— Forstealing 18 paintings — PATRICK STANLEY, age about 30, height 5 ft. 9 or 10 in, complexion fair, hair and mous- tache brown, eyes hazel, stoops slightly ; dress, black frock coat and vest, dark trousers, silk hat, may be wearing a dark tweed suit, grey alpine hat. Warrant issued. 4.— D Division.— For obtaining guns, & c, by fraud — HERBERT FAULKNER, alias ALEXANDER MCDONALD and H. A. HAMIL- TON, age about 40, height 5 ft. 9 or 10 in, com- plexion fresh, hair and eyes dark, speaks with Scotch accent, the appearance of a servant, wearing dark clothing. He sends telegrams purporting to emanate from the office of the Exchange and Mart, that a deposit has been paid and that the goods are to be forwarded. Warrant issued. 5.— K Division.— For stealing, 25th ult., a light chestnut Russian gelding, 12 hands, slight scar on belly and chest, thick mane, long tail, a set of harness, white metal mounts, except bridle, which is brass, and a costermonger's barrow, painted green, picked out red, " Dan Christie," in gold letters, on both sides— JAMES HARRISON, age 20, height 5 ft. 4 or 5 in, complexion fair, hair light; dress, pepper and salt coloured suit and cap. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 0.— For obtaining credit to the amount of £ 94 lis. lOd. by fraud— RICHARD HARVEY, late of 28 Finsbury Pavement, E. G., age 35, height about 5 ft. 6 in, complexion fair, hair and stubby moustache light, eyes light blue ; wearing when last seen, black frock coat, white straw hat with black band, brown boots, sometimes wearB a square top hard felt hat. Has traded as the Hertford Engineering Co, Ltd, Ware, and at Huntingdon. Warrant issued. 7.— For absconding from his bail, charged with receiving a quantity of furs — ALEXANDER FISHMAN, late of 25 Walden Street, Commercial Road, E, age 34, height 5 ft. 5 in, complexion sallow, hair and small moustache dark, eyes hazel; dress, dark jacket suit, black hard felt hat. A furrier. Warrant issued. 8.— For embezzlement — ARTHUR PERRY, age 28, height about 5 ft. 9 in, complexion fresh, hair and eyes dark, clean shaved, right hand deformed; dress, when last seen, light tweed jacket and trousers, brown vest with red check, black and white check cap, brown boots. Late of Plaistow. Warrant issued. Information to Supt. McWilliam, 26 Old Jewry, E. C. BEDFORDSHIRE. 9. — Bedford ( Borough). — For fraud— A. J. LINCOLN, alias LUCAS, age 21, height 5 ft. 9 or 10 in, complexion pale, hair ginger, slight moustache light, hare lip, fond of cycling. A painter and paperhanger. Absconded 12th ult. Warrant issued. Information to Chief Constable Thody, Bedford. CORNWALL. 10.— Launceston ( County).— For house- breaking, 14th ult, and stealing a gold scarf pin, 1 navy blue cap, and about £ 8 8s.— EDWARD VICTOR TAYLOR, alias SANDERCOCK, age 15, complexion fair, hair light brown ; dress, dark grey suit, navy blue cap, lace boots. A native of London. Has been employed at a farm, on pro- bation from Ware Reformatory School. Is well known at Stratford, Essex, and at Ware. Information to Supt. Nicholls, Launceston, or to Inspector Smallcombe, Camelford. DERBYSHIRE. 11.— Eckington ( County).— For obtaining food, lodgings, and money, by false pretences— HENRY GOODWIN, alias GIBBONS, DAY, 2 T H E P O L I C E GAZETTE FRIDAY, SEPTEMBER 7, 1900. CLARK, and BIG HARRY, age 66, height 5 ft. 7J in., very stout build, weight 18 to 20 stones, complexion pale, oval face, hair, moustache, and eyes grey, 2 small coal scars left forearm, 1 on right arm and centre of noBe, long scar top of head, mole left side of face, nose deformed; dress, brown coat, grey vest and trousers, grey cap. A collier ; native of Notting- ham. He obtains lodgings by representing he is an Army Reservist, and states he has come into a large sum of money through the death of a relative. May represent himself as an innkeeper. Has been previously convicted in Derbyshire, Nottinghamshire, and Yorkshire. Photograph can be seen on application. Warrant issued. Information to Supt. Talbot, Eckington. 12.— Chesterfield ( Borough). — For lar- ceny, 29th ult.— ELIZABETH WALKER, age 36, height 5 ft. 1 in., slight build, complexion dark, thin face, hair black, eyes ( slight cast in one) dark blue, good teeth ; dress, blue dress skirt, dark blue bodice, black straw hat, trimmed flowers and black ribbon. Left here 29th ult., accompanied by her husband, age 50, height 5 ft. 7 or 8 in., hair and moustache dark brown, wearing dark clothes, carries one arm in a sling, and daughter, age 13. Warrant issued. Information to Head Constable Emery, Chester- field. DEVONSHIRE. 13.— Exeter ( City).— For stealing, 12th ult., a brown leather purse, containing £ 13— — SCHNEPP, a Belgian, age about 35, height about 5 ft. 6 in., very stout build, complexion fair, full round face, hair brown, rather full eyes; dress, brown coat and vest, dark trousers, bow tie, black bowler hat, brown lace boots. A ladies' tailor. Warrant issued. Information to the Chief Constable, Exeter. DURHAM. 14.— Durham ( City).— For obtaining £ 6 10s. by false pretences, 17th ult.— GEORGE HEADE HOPPER, alms GEORGE HOPPER, EDWARD DIXON, and HARRY SULLIVAN, age about 25, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved, eyes grey; dress, light grey jacket suit, black felt hat with broad brim or light check peak cap, turn down collar, light tie. A professional runner or barman. He called at a public house and represented that he kept an hotel at Thornaby- on- Tees, and asked for a telegraph form, which he filled up. Shortly afterwards he received a telegram stating money sent, on the strength of which he obtained the above sum. Previously convicted at Bishop Auckland, North London Sessions, Dundee, and Glasgow, of fraud and larceny. Scottish Criminal Register No. 253- 00. May be found in the company of betting men. ESSEX. 15.— Brentwood ( County).— For stealing, 22nd ult., a gold chain ( recovered)— A MAN of colour, age 28, height 5 ft. 11 in., hair ( curly) black, thick lips, deep crack in bottom lip ; dress, black coat and vest, " No. 7798" and " J. V. N." on sleeve lining, dark trousers, white straw hat, patent leather lace boots. Stated he was a news- paper correspondent and a Baptist minister. Information to Supt. Allen, Brentwood. 16 — Chelmsford ( County). — Absconded, 2nd inst., from the Essex . Industrial School, Chelmsford — ALBERT MARDELL, age 16, height 4 ft. lli in., hair light. Mother resides at Hertford.— FREDERICK JOHNSON, age 12, height 4 ft. 6 in., complexion swarthy, hair dark. Mother resides at Luton.— BERTIE CODD, age 14, height 4 ft. 6 in., hair light. Mother resides at Harwich. Information to the Deputy Chief Constable, Chelmsford. 17. Saffron Walden ( County). — On commitment warrant for non- payment of £ 1 3s. fine and costs, imposed for using indecent language— GEORGE SHEPHERD, age 25, height 5 ft. 5J in., hair brown, eyes hazel. A labourer or fish hawker. 18. — Saffron Walden ( County) — For stealing £ 2 Is. 6d.— HARRY TATUM, age 26, height 5 ft. 5J in., complexion fair, hair and slight moustache light, eyes blue, wooden right leg; dress, light fawn coloured suit, light cap. A shoe maker ; native of Long Melford, Suffolk. Warrant issued. Information to Supt. Pryke, Saffron Walden. GLAMORGANSHIRE. 19 — Swansea ( Borough). — For obtaining money by false pretences— JOSEPH BUTT, alias LEE, age 35 to 40, height about 5 ft. 7 in., com- plexion, hair, and moustache ( turning grey) dark ; dress, black morning coat, dark brown trousers, black bowler hat. Warrant issued. 20.— Swansea ( Borough).— For obtaining food, lodgings, and money by false pretences— JACOB CALDER, a man of colour, age about 24, height 5 ft. 6 or 7 in., strong build, curly hair, large flat feet, speaks good English, is fond of talking about pugilists ; dress, dark jacket, pepper and salt colour trousers, black and white plaid or blue cheesecutter cap. Warrant issued. Information to Captain Colquhoun, Chief Con- stable, Swansea. HAMPSHIRE. 21.— Lyndhurst ( County).— For stealing a bicycle ( recovered)— ARTHUR ELVEY, age 21 or 22, height 5 ft. 5 or 6 in., complexion and hair dark, clean shaved; wearing brown Norfolk jacket, white tie, brown cap — FRANCIS J. PERIGRINO, a man of colour, age 30, height 5 ft. 10 in., is well educated. Represents himself to be a preacher. Native of South Africa. Warrant issued. 22.— Lyndhurst ( County).— For obtaining, by false pretences, 17th ult, a horse ( recovered) — H. JACKSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache dark ; dress, blue serge suit, light brown over- coat, brown soft felt hat. A horse dealer ; stated he belonged to London. Warrant issued. Information to Supt. Courtney, Lyndhurst. HERTFORDSHIRE. 23 — St. Albans ( City).— For larceny— MARY CLARKE, age 39, height 5 ft., complexion fresh, hair brown, eyes blue, rather high cheek bones; dress, black skirt, black laced bodice, yellow lining, black or black and white straw hat. A native of Aylesbury. Had with her a girl age 11, and a boy age 7. Warrant issued. 24.— St. Albans ( City).— For deserting their families— ALFRED HILL, age 47, height 5 ft. 9 in., complexion fresh, hair ( turning grey) and eyes dark, moustache brown, mole on forehead, rings tattooed on fingers. A labourer ; native of London Colney, near St. Albans. — HENRY WALTER SKINNER, alias INKY, age 48, height 5 ft. 5 in., complexion dark, rather thin face, high cheek bones, hair and moustache black, eyes ( slight cast) dark brown, addicted to drink. A bricklayer. Warrants issued. A reward of £ 1 Is. will be paid by the Guardians of the St. Albans Poor Law Union to any person giving such information as will lead to the apprehension of either of the above. KENT. 25.— Canterbury ( County). — For mis- appropriating the sum of £ 315— ALBERT ROW- DEN WEATHERLEY, age about 50, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes hazel, usually wears a grey suit. A native of Whitstable. May endeavour to leave the country. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 26. West Malling ( County).— Escaped from custody at Yalding, having been arrested for assault on Police— ROBERT PERFECK, alias BOKO, age about 28, height 5 ft. 9 in., complexion, hair and moustache dark, bruised near right eye ; dress, dark shooting coat, supposed dark trousers. A native of Bexley Heath. Warrant issued. Information to Supt. Hoare, West Mailing. 27.— Canterbury ( City).— For stealing £ 16 — FREDERICK JOHN COLLINS, age 30, height 5 ft. 6j in., complexion pale, hair and moustache sandy, eyes grey. A cook ; native of Chelsea. Is a deserter from the 3rd East Kent Regiment. Absconded 18th ult. Information to Chief Constable Farmery, Canter- bury. LANCASHIRE. 28.— Hurst ( County).— For carnally knowing a girl under 16— THOMAS MILLER, age 32, height 5 ft. 3 or 4 in., complexion fresh, hair and moustache light, peculiar twitching of eyes, swinging gait, wearing black clothes and hat. A tin plate worker. Warrant issued. Information to Supt. Hewitt, Hurst, near Ashton- under- Lyne. 29.— Liverpool ( City).— For failing to re- port and larceny ( lodgings) — Licence- holder JOSEPH SANDON, Office No. 2228- 00, age 44, height 5 ft. 3£ in., complexion fresh, hair brown, eyes blue, 2 scars left back of head, centre of forehead, and root of nose, tumor left side of back, 2 outside left upper arm, back of left forefinger and thumb, blue dot tattooed between left thumb and linger. Sentenced at Liverpool Assizes, 14th November, 1896, to 5 years penal servitude for burglary and housebreaking. Released from H. M. Convict Prison, Dartmoor, 15th August last. W. 500. Timms" thereon ; 1 shaving glass ; 1 canvas strop ; 1 leather do.; 1 do., with canvas bag; a number of ties; 1 green box containing about 20 ties, studs in lid; 1 square green box, marked " Collars," con- taining collars, 5 or 6 pairs of braces; 1 cardboard box, containing pipes; 1 button stick, marked " 10th Hussars"; 8 or 9 silk handkerchiefs, old- fashioned patterns ( some white) ; several shaving brushes; a number of letters, & c.— WILLIAM CROSSLAND, age about 35, height 5 ft. 6 or 7 in., dark moustache, 2 or 3 upper teeth missing, north country accent; dress, black suit, black bowler hat. Warrant issued. 31.— Blackpool ( Borough).-— For stealing, 22nd ult., a lady's silver Geneva watch, No. 4361, gold fingers, flowers on dial; a heavy silver curb Albert, silver medal with gold centre, initials " M. S. R. Y. L." thereon, attached — THOMAS GALLAGHER, age about 18, height 5 ft. 4 in., slight build, complexion sallow, hair black, very red lips, of Jewish appearance, stoops ; dress, greenish jacket suit, green tie with red stripes, dark plaid cap, kid boots. NORFOLK. 32. - Pulham ( County). — For stealing 2 purses ( 1 drabbet; 1 leather, with snap fastenings), and £ 40 10s.— FREDERICK PUXLEY, age 19 ( looks older), height 5 ft. 4 or 5 in., complexion dark, hair and eyes dark brown ; dress, navy blue jacket, brown trousers, dark cap. Supposed a native of Brentwood, Essex. Is a deserter from the Royal Artillery. Warrant issued. Information to Supt. Willmott, Pulham. NOTTINGHAMSHIRE. 33.— Nottingham ( County).— For stealing, 10th ult., at Eastwood, a pair of new hand sewn button boots, size 8, kid tops, calf fronts, ace of clubs stamped on soles— JOHN COOPER, age 52 ( looks younger), height 5 ft. 6 in., square build, complexion swarthy, hair ( rather long and curly) black, moustache dark brown, eyes brown, ad- dicted to drink ; dress, old brown dust coat, dark vest, cord trousers, usually wears a black apron. A tramping shoemaker ; native of Nottingham. Warrant issued. 34.— Nottingham ( County).— For stealing, 15th ult., at Kimberley, a silver Geneva watch, white dial, " Kay, Worcester," thereon, brass fingers, an Abyssinian gold Albert attached ; and £ 2— WILLIAM CROSS, age 24, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, thick moustache dark sandy, eyes grey ; dress, black jacket suit, black bone buttons, black felt hat, light lace boots. A labourer ; native of New Holland, near Hull. Warrant issued. Information to Deputy Chief Constable Harrop, County Police Office, Nottingham. OXFORDSHIRE. 35.— Chipping Norton ( County). — For stealing, 26th ult., at Charlbury, a watch and chain ( recovered)— EDWARD COOPER, age 18, height 5 ft., complexion fresh, hair dark brown, eyes blue, scar on both wrists, birthmark on throat, left arm tattooed ; dress, dark serge suit, white muffler, black peak cap, brown boots. A native of Chadlington, Oxon. Previously con- victed at Banbury, Stow- on- the- Wold, Oxford Gloucester, and Birmingham. Warrant issued. Information to Supt. Keal, Chipping Norton. TUESDAY, . Great Yarmouth ( Borough).- 23rd nit., found dead on the beach - A WOMAN, name supposed HOOD, age about 27, length 5 ft. 2 in., complexion fair, hair dyed very light, eyes blue; dress, light grey tailor made skiit and jacket ( trimmed white braid), violet velvet bodice, grey corsets, dark bloomers, black stockings, patent leather button boots, wore gold frame spectacles, wedding, keeper, and 3 dress rings. She arrived at Yarmouth on 15th nit. with a girl, age 1 year 11 months, whose name she stated was Rose, that her husband had died a month before the child was born, and that she had since been under the protection of her husband's brother, with whom SHROPSHIRE. 37.— Shrewsbury ( County).— For stealing, 16th ult., a mare ( recovered)— ROBERT MAR- FLEET, age 21, height 5 ft. 6^ in., complexion fresh, hair light brown, eyes grey, scar back of right forearm, palm of left hand, and left fore- finger, mole both arms ; dress, dark plaid coat and vest, velvet collars, white bone buttons, light trousers with blue stripes, dark plaid peak cap, brown boots. Appearance of a horse dealer; native of Dresden, Staffs. See Portrait, Case No. 40. 27th July last, and Case No. 9, 21st ult. Warrant issued. Information to Supt. Griffiths, Mount Pleasant, Shrewsbury. SOMERSETSHIRE. 38.- Wells ( County).— For stealing, 9th ult., a patent silver lever watch, Nos. 0955 and 5648, a metal neck chain, and a walking stick— FRANK JAMES LYNCH, age about 26, height 5 ft. 10 or 11 in., complexion fair, hair brown, small msus- tache light, eyes grey, of smart appearance ; dress, now blue serge suit, light cap. A plumber and painter; native of Bishopstone, Bristol. Hasbeen employed as an attendant at Wells Asylum. Warrant issued.
