AU announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be" addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concern! ng persons whose apprehension is sought will he inserted, iv one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted, at a cost of 15.$. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen a rticle. < 6. Every announcement, if . for the apprehension of a person, must be guaranteed, by the signature of an officer of not less rank than Superintendent ; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. " 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as fa r as - practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE CIAZETTE, must, on their apprehension or recovery, at owe transmit to the Editor notice of the fact, referring to the number of the a nnou/ ncement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annmuncemeni will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than mot/ on Wednesday, and for the Tuesday edition not later than Saturday morning. They, must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in adva7ice, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted o% payment, and the charges for the inseHion of the same icill be given on application. R. ANDERSON, EdiUr. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( i) The conditions on which it is payable. ( c) The name and address of the person by wliom it will be paid. ( d) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— Tliere are 190 Stations of the Metro- politan Police Force at which Notices can be posted. LITTERY, an American, age 32 to 35, height about 5 ft. 10 in., complexion fair, hair and eyes light; dress, grey morning ( coat) suit, hard felt hat, or black morning coat and vest with braided edges, light trousers, boots or shoes with square toes. Warrant issued. 3.— For obtaining money by false pretences — CHARLES JOSEPH MELVILLE, age 23, height 5 ft. 8 in., complexion and hair ( long) dark, clean shaved, eyelids slightly inflamed ; dress, dark clothes, white collar, black bow tie, black hard felt hat, which appears too large for him. ANGLESEY. 4.— Holyhead ( County).— For the wilful neglect of a girl, age 11— JAMES HEALEY, age 32, height 5 ft., complexion pale, hair dark brown, eyes grey, scar behind left ear.— ELIZABETH HEALEY, age 30, height 5 ft., complexion fresh, hair brown, eyes grey. BERKSHIRE. 5.- Maidenhead County).— For obtain- ing £ 6 by a worthless cheque, 28th ult.— MARY FRASER, alias FOSTER, THORNTON, and KATE JACKSON, age 32, height 5 ft. 3 in., com- plexion fair, hair and eyes brown, 3 moles right forearm, 2 left cheek, scar on forehead; dress, blue cloth coat and skirt, white muslin blouse, Tuscan hat with wide brim, trimmed black feathers and chiffon. Warrant issued. 12.— Grays ( County).— For stealing ( by trick) ith ult., 2 blue serge suits : 2 shirts ; and 2 pairs of focks— ALFRED WILLIAM BULL, age 38, height 5 ft. 9 in., complexion fresh, hair and eyes brown, mole right breast, abscess scars under jaw, fleshy mole on back, left thumb and fingers missing. An insurance agent; native of Bishops Stortford. Warrant issued. Information to Supt. Jordan, Grays. 13 — Romford [ County).— For leaving his wife and children chargeable to the common fund of the Romford Union, 30th April last— HARRY MANN, age 32, height 5 ft. 5 in., complexion fresh, hair ( inclined to curl), moustache, and eyes brown, cut scar on one wrist, scar about in. long on right cheek ; dress, when last seen, dark tweed jacket and vest, cord trousers, black hard felt hat. A bricklayer; native of Nayland, Suffolk. Sometimes works as a sweep, also as a rag and bone gatherer. Frequents the company of low horse dealers and gipsies. Warrant issued. Information to Supt. GLAMORGANSHIRE. £ 1 REWARD. 14. — Neath ( Borough). — For deserting his wife and family— GEORGE DEAKIN, age 37 to 40, height about 5 ft. 7 in., round shoulders, complexion sallow, long face, hair and moustache dark brown, eyes ( full, cast in one) hazel, stoops and carries his head forward. A herbalist; native of Neath ; may be found at markets selling herbs, sweets, & c. Warrant issued. The above reward will be paid by the Guardians of the Neath Union to any person giving such information as will lead to the arrest of Deakin. Information to Chief Constable Kilpatrick, Neath. 15.- Swansea ( Borough).— For obtaining money by false pretences— A MAN, who gave the names of DAVID JONES and DAVID ROTH, age about 25, height 5 ft. 9 or 10 in., complexion fresh, hair and slight moustache light; dress, dark jacket and vest, brown cord trousers ( all old), bowler hat. He called on the wife of a coal merchant, stated that he had sold a portion of a set of harness to her husband, and produced a note purporting to have been written by the latter, instructing her to pay the bearer. Warrant issued. Information to Chief Constable Colquhoun, Swansea. GLOUCESTERSHIRE. 16.- Bristol ( City).— For failing to appear to his bail at Bristol Assizes, 5th ult., charged with buggery— JABEZ SKINGLE, age 53, height 5 ft. 3J in., stout build, complexion fresh, hair { turning grey) brown, ' A brown moles on left forearm, 1 on left upper arm, 2 boil marks between shoulders, 1 on back of neck. HAMPSHIRE. 17.— Aldershot ( County).— For stealing £ 20, 17th ult. — CHARLES FRED HUDSON, age 26|, height 5 ft. 5J in., complexion fair, hair brown, eyes blue, bad teeth ; dress, blue serge suit, grey cap. Is a private of the 7th King's Royal Rifle Corps. 18.— Aldershot ( County). — For stealing, 23rd ult,, a vest and a silver chain ( recovered)— A MAN, age about 27, height 5 ft. 5 or 6 in., hair light brown, clean shaved, slight cut mark on upper lip, heart and arrow tattooed back of left wrist; dress, dark navy blue jacket and trousers, blue guernsey, flag and anchor badges thereon, blue and white cheese cutter cap. Appearance of a sailor. He takes lodgings, commits a larceny, and decamps. Information to Supt. Hawkins, Aldershot. 19.— Lyndhurst ( County).— For deserting his wife and family, whereby they became charge- able to the common fund of the Lymington Uniun — DAVID JOHN TOTTERDELL, age 44, height 5 ft. 3 in., complexion fresh, hair and moustache dark brown ( turning grey), eyes blue, cut mark under lower lip, is addicted to drink. A clerk ; native of Lymington, Hants. Warrant issued. Information to Supt, Courtney, Lyndhurst. 20.— Winchester ( City). — For stealing ( bailee) a bicycle ( recovered)— JOHN WILLIAM FORSTER, age about 40, height 5 ft. 7 or 8 in., stout build, complexion fresh, full face, hair, moustache, and eyes dark, right foot slightly deformed, heel of boot thicker than left, of good address, quiet and reserved in manner; dress, dark grey jacket suit, black and white check straw hat, dark tie, lace boots, wearing adouble gold Albert. A brewer's traveller. Previously served in the King's Royal Rifles. May be accompanied by his wife, and a boy age about 3. Warrant issued. Information to Head Constable Felton, Win- chester. 21 .— Southampton ( Borough).— For em- bezzlement — WILLIAM WHITFORD, age 17, height 5 ft. 2 in., complexion sunburnt, sunken cheeks, hair and eyes brown ; dress, dark grey cloth suit, cloth cap. An errand boy ; native of Southampton. May endeavour to join the Navy. Warrant issued. 22.- Southampton ( Borough).— For fail- ing to report— Licence holder JAMES WILLIAM JOWETT, Office No. 1994- 00, age 30, height 5 ft, 6 in., complexion fresh, hair brown, eyes grey, scar outer angle of right eye and front of throat, scar back of left forefinger, scar back of fore and ring fingers right hand. A journalist; native of Bradford. Sentenced at Leeds Assizes, 3rd December, 1896, to 3 years penal servitude for forgery. Liberated on second licence 21st July, 1900, which expires 27th September next. NORTHAMPTONSHIRE. 36.— Kettering ( County).— For obtaining a pony, trap and harness by a worthless cheque, 10th ult.— ARTHUR STONE, age 42, height 5 ft. 5£ in., complexion fresh, hair brown, eyes dark grey, scar on forehead, root of nose, and right nostril, lost 1st joint left little finger; dress, brown tweed suit ( nearly new).
