Particulars as to stolen property trill be likewise inserted in one isiue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is o'Yerc. l, the name and address of some person responsible for the payment must, be given, and the exaot condition# must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will\ be inserted- at a cost of 1.5*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. ' 6. Ever y announcement, if for tint apprehension of a. pi r son, must be guaranteed by the signature of an officer of not less rank than Super i- ntenhnt; and, if the, nunc of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen propeHy must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and. as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE OAZETTE, must, on their apprehension or recovery, at owe transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request, for the insertion of any annoumcement toill be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly imittcn on one side of the paper only ; they must be in the usual form, aiid accompanied, by a covering letter. 12. All payment* must, be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. CHESHIRE. £ 2 REWARD. 9.— Middlewich ( County).— For deserting his family— SAMUEL BUCKLEY, age 34, height 5 ft. 11 in., complexion and moustache dark, hair black, scar over left eye. A chemical labourer ; native of Northwich. Warrant issued. The above reward will be paid by the Guardians of the Northwich Union to any person giving such information as will lead to the arrest of Buckley. Information to Supt. Large, Middlewich. A shipwright. Sentenced at South London Sessions 12th July, 1899, to 12 months imprisonment for fraud. Previously convicted of fraud at Hexham, Liverpool, Dur- ham, Boston, and Norwich. Represents himself to be the owner of a vessel. Warrant issued. Information to Inspector Waterman, Maldon. 15.— Romford ( County).— For obtaining £ 6, 23rd May last, by a worthless cheque on the London and South Western Bank, Limited, East Ham Branch — CHARLES BROWN, age about 45, height about 5 ft. 8 in., stout build, complexion fresh, full face, hair ( turning grey) brown, mous- tache light, eyes full, slight cast in one, one eyelid droops, has a peculiar walk ; wearing a Chester- field overcoat, black frock coat, black bowler hat. A bookmaker. Warrant issued. 16.— Romford ( County).— For housebreak- ing at Havering, 19th ult., and stealing a silver curb pattern Albert chain, seal with 2 stones ( 1 cracked) and heart attached— TWO MEN, 1st, age about 26, height 5 ft. 7 in., complexion, hair and slight moustache dark ; wearing black morn- ing coat and black felt hat, 2nd, age about 26, height 5 ft. 8 or 9 in., full, red face, hair brown, supposed slight dark moustache ; dress, black morning coat, grey trousers, soft black hat. Both speak with foreign accent and are believed to be Jews. Information to Supt. Creasy, Romford. HAMPSHIRE. 17.— Aldershot ( County).— For stealing ( bailee) £ 75, Sth ult. — GEORGE ALFRED WHIFFEN, age 31, height 5 ft. 5 in., complexion fair, hair light brown, moustache sandy, eyes grey. A quarter- master- sergeant of the Army Service Corps, wearing plain clothes. May be found in company of betting men. Absconded" 8th ult. Information to Supt, Hawkins, Aldershot. ' 18.— Ringwood ( County).— For obtaining £ 7 by a fictitious cheque, 25th May— ROBERT BARRETT, age 33 to 35, height 5 ft. 7 or 8 in., complexion fair, small sharp features, hair light brown, cut mark inside right wrist, 3rd and 4th right fingers deformed, very talkative, is fond of betting ; dress, blue serge jacket and vest, light striped trousers, black hard felt hat or blue cap, may be wearing a black ( frock coat) suit. Is using cheques on the Wilts and Dorset Bank, Lymington Branch. Warrant issued. Information to Supt. Payne, Ringwood. 19. — Winchester ( City).— For embezzling £ 3 5s.— ERNEST ANDREWS, age 33, height 5 ft. 9J in., complexion pale, hair, moustache, and whiskers dark brown, may be clean shaved, eyes grey, bust of woman on right forearm, peacock on left, is subject to fits ; dress, blue serge jacket suit, black cloth cap. Has served in the Hamp- shire Regiment. May seek employment as a carpenter or porter. Absconded 4th ult. Warrant issued. Information to Head Constable Felton, Win- chester. 20 Portsmouth ( Borough).— For obtain- ing food, & c., by false pretences — JENNY MORTON, age 50 to 55, height about 4 ft, 10 in., complexion sallow, rather small round face, hair ( frizzed in front) iron grey, several upper front teeth deficient; dress, black corded silk dress, trimmed black chiffon, bodice trimmed blue, covered with black lace on shoulders, black cape, black jet bonnet trimmed white roses, cream tie, wore a mourning, and small gold ring, set heart. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton ( Borough).— for steal- ing £ 7 16s. 5d.— JAMES FRANCIS BAVER- STOCK, age 31, height 5 ft. 8 in., complexion fresh, hair and moustache light brown, eyes blue; dress, light grey suit or uniform of a ship's steward, sometimes wears a brown mixture cycling suit. A barman or steward, previously employed as a cycle repairer ; native of Stoke Damerell, Devon. Warrant issued. 22- Southampton ( Borough).— For em- bezzlement— KENNETH E. LONNQUEST. a Swede, age 30 to 35, height. 5 ft. 8+ in., complexion fair, hair and moustache light ; dress ( probably) dark grey suit ( double- breasted vest). A cleric. Absconded 11th May. ' Ml— Folkestone ( Borough).— For obtain- ing money by false pretences — HERBERT AUSTIN COLLINGWOOD, alias RICHARD COLLINS, age 33 ( looks older), height about 5 ft. 5 in., wrinkled face, hair ( bald in front) inclined to ginger, clean shaved, small ( weak) eyes dark, abscess scar on one cheek, head inclines to left side, rather high forehead, several front upper teeth missing, sometimes wears blue glasses, short quick step ; dress, blue serge suit, black bow tie, blue cap or black hard felt hat, brown boots with square toes ( rubber soles), carries a congo- wood stick ( crook handle, silver mounted). May seek employment with bill posters ; supposed a native of Maidstone. Stays at common lodging- houses. He represented that a legacy had been left to him and required money to enable him to employ a solicitor. Absconded 7th ult. A hairdresser; native of London. Sentenced at Cardiff Assizes, 14th October, 1896, to 3 years penal servitude for larceny; also sentenced at Southampton, 7th June, 1899, to 6 months im- prisonment and licence revoked for larceny. Liberated on 2nd licence, which expires 29th August next, on 25th ult. W. 350. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 25.— Hereford ( City).— For stealing, 15th ult., 3 rings ( 1 broad plain gold; 1 gold- plated, snake pattern; 1 old- fashioned, gold, set 12 red stones, glass and hair in centre) ; 3 gold brooches ( 1 oval, white stone in centre; 1 about 1J in. long. 3 corals in centre ; 1, set 5 white stones ( 1 missing), cross, heart and anchor attached); 1 red silk or mohair bracelet, stone therein set in gold ; and several bent threepenny pieces GREEN, alias GREEN- VAUGHAN, age 25 to 30, height about 5 ft. 8 in., complexion dark, rather thick lips, impediment in speech, foreign accent ; wearing dark suit with narrow white stripe and silk hat. ISLE OF WIGHT. 26. — Ryde ( Borough).— For stealing, 7th ult,, a horse, cart, and harness ( recovered) — FREDERICK CHARLES BEALE, alias COL- LINS, BARBER, and SIMMONS, age about 23, height 5 ft. 7& in., complexion fresh, hair light brown, eyes brown, clean shaved, scar outside right thigh ; dress, greenish brown jacket and vest, blue trousers, straw hat, red, green and blue bow tie, lace boots. KENT. 27.— Chatham [ County).— For deserting his children — WILLIAM CHARLES BLACKTOP, age 43, height 5 ft. 2 in., complexion fresh, hair light brown, eyes blue, rings on left 2nd and 3rd fingers ; dress, black jacket and vest, cord trousers, heavy lace boots, usually wears a cap. A native of Chatham. Warrant issued. 28.— Chatham ( County).— For deserting his wife and children— JAMES EDWARDS, age 43, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue ; dress, grey tweed suit, hard felt hat, A native of Chatham. Warrant issued. 32.- Tunbridge Wells ( Borough).— For stealing, 22nd ult., a grey mare, 15 hands 3 in., 5 years old, short mane and tail ; a set of black leather harness, silver- plated mounts; and a dog cart, black body, red wheels ( lined black), brass lamps BRYANT or WILLIAMSON, age about 27, height 5 ft. 7 or 8 in., clean shaved ; dress, snuff- coloured suit, black hard hat. LANCASHIRE. 33.— Chorley ( County).— For embezzling £ 5— WILLIAM FRY, age about 36, height 5 ft. 3 or 4 in., rather stout build, complexion fresh, hair and moustache black, eyes bloodshot, turns his feet out, has a habit of twitching his shoulders and head when talking, speaks with Welsh accent; dress, blue serge jacket suit, dark brown tweed cap, light tie, square- toed lace boots. Is addicted to drink. Late salesman and collector for a sewing machine company. Warrant issued. Information to Supt. Norris, Chorley. 34.— Liverpool ( City).— For failing to sur- render to his bail, 12th ult,, charged with feloniously receiving pictures, & c.— WALTER HARRIS, alias HUMPHRIES and DEANE, age 32, height 5 ft. in., complexion pale, hair and moustache brown, eyes ( slight squint in left) blue grey ; dress, grey tweed suit ( much worn), black soft felt hat, A tailor. Is accompanied by his wife, and child age 2 years. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 35.— Bootle ( Borough).— For embezzlement — JOSEPH BRADLEY, age about 24, height 5 ft. 4 or 5 in., well built, hair and moustache dark ; dress, usually blue serge suit, black hard felt hat. A native of Scarva Down ; has been employed as a bill distributer. Warrant issued. Information to the Chief Constable, Bootle. NORFOLK. 36.— Pulham ( County). — For larceny — ROBERT WILSON, age 40, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache dark, one front tooth deficient; dress, dark ribbed coat and vest, brown cord breeches and gaiters, dark cap, heavy nailed boots. A native of South Walsham. Warrant issued. Information to Supt. Willmott, Pulham Market. OXFORDSHIRE. ST.— Banbury ( County).— For leaving his child chargeable to the Banbury Union — FREDERICK FRENCH, age about 45, height about 5 ft. 9 in., complexion fresh, blotched, hair and moustache brown. A fish and potato mer- chant ; native of Dresden, Staffs. Maybe found lodging at public houses. Previously convicted at Stafford, and Derby Quarter Sessions of horse stealing. Warrant issued. Information to Supt. Burford, Ashbourne. M. S. P Division. For failing to report, Expiree EDWARD PHILLIPS, alias ALBERT SMITH and ALBERT ADAMS, Office No. 714- 99, age 27, height 5 ft. 11^ in., complexion fresh, hair dark brown, eyes brown, scar left of forehead, left thumb, left middle linger, right forefinger and front of right knee, brown moles right of lore- head, left side of chest, two left of back and base | r of right thumb, well dressed. An expert travelling housebreaker and pickpocket. Apprehension also sought at Dublin for housebreaking and in this district for attempted housebreaking. May be found at race meetings.
