Gd. per photo- graph or sketch of a stolen article. tj, Ecery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superiideit'leid ; and, if the name of such person is required to be inserted and no warrant is in. force against, him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they arc alphabeticaiiy arranged by couidies. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE V" R AZETTE, must, mi ' their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annowncement will be wholly responsible fur any proceedings which may result from such, publication. 11 Announcements for the Friday issue should be for tour tied so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They • must, be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in ddcance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to Bay that, in any ordinary case, a photograph is not. necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. A native of Sussex. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 2.— Ayr { County). — For fraud — HARRY OLIVER, age 36, height 5 ft. 7 in., stout build, hair brown, moustache light; dress, light grey tweed jacket suit, black felt hat. Previously convicted at Warwick, 14th December, 1889, Worcester, 30th June, 1890, Lichfield, 1891, and Leicester, 7th April, 1896, of cattle stealing, false pretences, larceny, and fowl stealing respectively— GEORGE CLARK, age 45, height 5 ft. 8 in., complexion, and hair ( turning grey) dark; dress, dark tweed jacket suit, felt hat with square crown. Accom- panied by two women, one age about 30, tall, stout build, complexion dark, hair brown ; the other age about 25, short, complexion fresh, hair ( wavy) red, had with her a child age about 6 months. They represent themselves as horse dealers, and on purchasing a horse, pay part of the purchase money, making an appointment to pay the balance, which they fail to do. Warrant issued. BEDFORDSHIRE. 3.— Am pt hiII ( County)— For embezzlement — GEORGE WOODBRIDGE, age 25 to 30, height 5 ft. 7 or 8 in., complexion pale, hair ( curly), moustache, and eyes dark, small scar on chin ; dress, blue serge suit. A grocer's assistant; sup- posed a native of Brighton. Warrant issued. Information to Deputy Chief Constable James, Ampthill. BERKSHIRE, i.— Newbury ( County). — For stealing, 18th ult., an American gold watch, " H. C." on back, and £ 1— HARRY STEVENS, age about 35, height 5 ft. 8 in., stout build, complexion fair, hair light, clean shaved ; dress, black coat, grey trousers, black soft hat, brown boots. lie repre- sented himself as a painter; spoke with north country accent. Warrant issued. Information to Supt. Robotham, Newbury. 5.— Windsor ( Borough).— For stealing, 14th ult., a " Quadrant " bicycle, 24 in. frame, 28 and 30 in. wheels, new Dunlop tyre on back wheel, old ditto on front, flat handle bar, felt handles ( one nearly off), black Dover gear case, mudguards and pump— C. COOK, age 20 to 22, height 5 ft. 3 or 4 in., round face, dark moustache ; dress, brownish tweed jacket, check trousers, dark cap ; appearance of a foreign waiter. Had in his possession a green pocket book with " Jointless hollow rim " on cover. Information to Head Constable Carter, Windsor. BRECONSHIRE. 6.— Brecon ( County).— For failing to re- port.— Licence Holder SAMSON WILLIAMS, Office No. 840- 00, age 61, height 5 ft. 7 in., com- plexion fresh, hair and eyes grey, scars forehead and left forearm, left forefinger and nail of right forefinger deformed. A labourer ; native of New- town, Mon. Sentenced at Hants Assizes, 25th June, 1896, to 5 years penal servitude for stack firing. T. W. 201. T.— Altrincham ( Court w.— For embezzl- ing £ 10 10s., on 6th inst.— GEORGE GANDY, alias MOORE, age 18, height 5 ft. 6 or 7 in., com- plexion pale, consumptive looking, hair dark brown, eyes hazel; dress, mixture brown jacket suit, brown cap, stand- up collar, plaid tie, lace boots. A jobbing gardener and groom; may endeavour to enlist. Warrant issued. Information to Supt. Okell, Altrincham. 8.— Liscard [ County).— For obtaining, by false pretences, a brown coat and vest, blue mix- ture trousers, a pair of lace boots, and 10s.- » - H. MONTAGUE, age 40 to 45, height 5 ft. 6 or 7 in., slight build, hair ( thin in front) brown, speaks with London accent; dress, black coat and vest, dark trousers, hard felt hat, side spring boots. Represented himself as head attendant at a lunatic asylum. Warrant issued. Information to Supt. McDonald, Liscard. 9.— Middlewich ( County)— For obtaining food and lodgings and £ 1 by false pretences at Alsager— A WOMAN, giving the name of MISS RAYNOR, age 30, height 5 ft. 3 or 4 in., com- plexion fair, hair short ; dress, black dress, black hat, white veil, wore a gold chain. CUMBERLAND. 10- Cockermouth ( County).— For utter- ing a worthless cheque, 25th April— PHILIP VYNER, alias RALPH MUSGRAVE and VUNOR, age 55, height 5 ft. 10 in., slight build, whiskers and moustache grey, American accent, walks badly ; dtess, dark grey suit, tweed cap. Chelmsford [ County).— For stealing, 28th ult., a nearly- new 25 in. frame bicycle, black with gold lines, Phoenix pneumatic tyres, " Handsworth Cycle Co., Birmingham," on front — ALBERT WEBB ( supposed false), age about 22, height about 5 ft. G in.; dress, light grey suit, and cap. Information to the Deputy Chief Constable, Chelmsford. VA.— Halstead ( County). — For larceny— ALICE WASS, age 14 ( looks older), height 5 ft. 6 or 7 in., slight build, complexion, hair, and eyes dark ; dress, blue jacket, 2 rows of pearl buttons, blue skirt, green and white blouse, black straw hat with green band, low shoes, sometimes wears black jacket and skirt. A quarter- master- sergeant of the Army Service Corps, wearing plain clothes. May be found in company of betting men. Absconded 8th inst. Information to Supt. Hawkins, Aldershot. 16 - Basingstoke ( County).— For stealing, Oth inst., a grey mixture stable suit— GEORGE ALFRED JONES, age 22, height 5 ft. 9± in., slight build, complexion fair, hair light brown, clean shaved, eyes grey, mole right of neck, cut mark right forearm, wearing the stolen suit or blue suit and cap, or black hard hat. Callaway— SAM EMERY, age about 42, height about 5 ft. 10 in., complexion, hair, moustache, and eyes ( sunken) dark, thin features, addicted to drink, of military appearance ; dress, light brown coat, white cord vest, coarse cord trousers, dark cap, heavy lace boots, may be wearing a soft felt hat. King, Petersfield. 18.— Ringwood ( County).— For obtaining £ 7 by a fictitious cheque, 25th ult.— ROBERT BARRETT, age 33 to 35, height 5 ft. 7 or 8 in., complexion fair, small sharp features, hair light brown, cut mark inside right wrist, 3rd and 4th rigltt fingers deformed, very talkative, is fond of betting; dress, blue serge jacket and vest, light striped trousers, black hard felt hat or blue cap, may be wearing a black ( frock coat) suit. Is using cheques on the Wilts and Dorset Bank, Lymington Branch. Warrant issued. Information to Supt. Payne, Ringwood. 19— Winchester ( City). — For stealing £ 4 19s. 6d.— ERNEST CHINNELL, age 25, height 5ft. 6 or 7 in., slight build, complexion dark, hair and moustache black, eyes ( peculiar expression in one) very dark ; dress, blue serge morning coat suit, or brown mixture Norfolk cycling suit. A cycle agent's assistant; supposed a native of Oxford. Is believed well known at Leicester, Coventry, Birmingham, and Bristol. Warrant issued. Information to Head Constable Felton, Win- chester. 20— Portsmouth ( Borough).— For obtain- ing food, & c., by false pretences — JENNY MORTON, age 50 to 55, height about 4 ft. 10 in., complexion sallow, rather small round face, hair ( frizzed in front) iron grey, several upper front teeth deficient; dress, black corded silk dress, trimmed black chiffon, bodice trimmed blue, covered with black lace on shoulders, black cape, black jet bonnet trimmed white roses, cream tie, wore a mourning, and small gold ring, set heart. Warrant issued. 21.— Portsmouth( Horough).— For stealing, 29th ult., a horse, cart and harness ( recovered)— FRED COLLINS, alias BARBER and SIMMONS, age about 30, height 5 ft. 9 or 10 in., complexion florid, clean shaved, walks erect; dress, dark blue or black suit, black felt hat. Supposed identical with F. BARBER, Case No. 15, 8th September last. Warrant issued. LONNQUEST, a Swede, age 30 to 35, height 5 ft. 8J in., complexion fair, hair and moustache light; dress ( probably) dark grey suit ( double- breasted vest). A clerk. Absconded 11th ult. Barnett, Wigmore. 24.— Weohley ( County).— For stealing, 28th April last, a dark blue plaid suit; 1 nickel plated silver watch chain, 5 cent, piece attached— JAMES HUGHES, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark sandy, may be clean shaved; dress, blue slop, cord trousers, dark grey cap, lace boots, may be wearing the stolen suit. HER TFORDSHIRE. 25.— Hemel Hempstead ( County).— For stealing, 22nd ult., at Tring, a leather purse, brass fastening with 2 small knobs ; 1 pair lace boots, hand sewn, straight toe caps— A MAN, age 35 to 40, height about 5 ft. 6 in., stout build, com- plexion, hair, and eyes dark, clean shaved ; dress, dark jacket and vest, light grey trousers, black soft felt hat. Frogley, Hemel Hemp- stead. 26.— St. Albans ( County1. — For cruelty to a horse at St. Peter's, ,6th inst.— HENRY JOHNSON, a gipsy, age about 50, height about 5 £ t. 7 in., complexion swarthy, hair, beard and moustache turning grey JOHNSON, son of above, clean shaved. Appearance of low horse dealers, 1 they travel the country with an old- fashioned van, " Pearce, Wheathampstead," there- on, a trolley, 2 or 3 horses and a grey pony. REWARD. 27.— St. Albans ( City).— For deserting his wife and family— HENRY WALTER SKINNER, alias INKY, age 48, height 5 ft. 5i in., complexion dark, hair and moustache black, eyes ( slight cast) dark brown, rather thin face, high cheek bones. A bricklayer. Warrant issued. The above reward will be paid by the Guardians of St. Albans Union to any person giving such information as will lead to the arrest of Skinner. ISLE OF WIGHT. 28. — Ryde ( Borough).— For stealing, 7th inst., a horse, cart, and harness ( recovered)— FREDERICK CHARLES BEALE, alias COL LINS, BARBER, and SIMMONS, age about 23, height 5 ft. 7i in., complexion fresh, hair light brown, eyes brown, clean shaved, scar outside right thigh ; dress, greenish brown jacket and vest, blue trousers, straw hat, red, green and blue bow tie, lace boots. KENT. 29.- Tonbridge ( County).— For stealing a purse and £ 3 12s. 3d.— HORACE GURR, age 17, height 5 ft. 7 in., complexion fair, hair and eyes dark, " H. LANCASHIRE. 31.— Bolton ( County). — For stealing, 4th inst., at Aspull, a silver brooch, oblong shape, gold centre ( 3 legs of man), and £ 4 5s. 5d.— NELLIE LAMONT, alias HILL, age about 20, height 5 ft. 5 in., complexion dark, hair black, glass right eye; dress, black dress, brown hat, spring side boots. Leeming, Bolton. 32 — Leigh ( County).— For rape— EDWARD LEONARD, or LENNON, age 29, height 5 ft. 6| in., stout build, complexion fresh, round features, hair light brown, moustache sandy, cut mark across chin ; dress, blue pilot jacket, moleskin trousers and vest, blue cloth peak cap. A labourer, may be found working at excavations for new buildings. Warrant issued. Information to Supt. Higginbotham, Leigh. • 33 — Prescot ( County).— For larceny from his lodgings at Rainford on 14th ult.— SAMUEL LEWIS, alias ERASTUS LEWIS, LOUIS ALLEN, and HENRY BIRCHALL, Office No. 1023- 00, age 34, height 5 ft. 5 in., complexion fresh, hair turning grey ( bald), eyes blue, scar on right thumb and first right linger. An engine driver; native of Sunderland. Sentenced at Knutsford, 16th October, 1899, to 6 months imprisonment for stealing watch and chain and obtaining credit by fraud. Previously convicted at Liverpool, Preston, Durham, and Chester. Information to Supt. Baxendale, Prescot. 34.— Liverpool ( City).— For manslaughter — A MAN, age 24 to 26, height 5 ft. 8 in., com- plexion, hair and moustache ( short) dark, high forehead ; dress, dark jacket, cord or moleskin trousers, light cloth cap. MERIONETHSHIRE. 35 — Dolgelley ( County).— For housebreak- ing— JOHN WILLIAMS, alias JACK THE SAILOR, age 35, height 5 ft. in., complexion fresh, hair dark brown, moustache light brown, eyes greyish blue, long scar on left temple, scar between eyebrows, right forefinger, several back of head, blue mark left cheek bone, blue dot base 2nd right finger and left thumb, 2 blue scars back left hand, broad cheek bones, narrow chin, 3 upper front teeth deficient, slightly bow legged, carries his head slightly forward, sometimes appears to be lame ; dress, dark blue chain jacket, brown trousers ( too large at waist and seat), dark blue sailor cap, lace boots. MONMOUTHSHIRE. 36.— Pontypool ( County).— For failing to attend the audit of accounts of the Pontypool Union, 26th March last — JOHN EDMONDE, alias ALAW GWENT, age 48, height about 5 ft. 8 in., stout build, complexion swarthy, pock- marked, hair and moustache black ( turning grey), eyes dark, usually wears dark clothes and bowler hat. A good bass singer. Late a relieving officer ; native of St. Fagan's, near Cardiff. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. James, Pontypool. MONTGOMER YSHIRE. ST.— Llanidloes ( County).— For deserting his wife and leaving her chargeable to the New- town and Llanidloes Union— JOHN WILLIAMS alias SALVATION JACK, age 55 or 56, height 5 ft. 8 in., stout build, complexion fresh, hair ( turning grey) brown, side whiskers and mous- tache, cut mark on right cheek, burn marks on loins. A labourer; native of Llanbadarn. Warrant issued. Information to Inspector Lake, Llanidloes. 3 PORTRAITS OF PERSONS WANTED METROPOLITAN POLICE DISTRICT 38 P Division.— For embezzling £ 36 8s. and other sums— SEPTIMUS HALL, late a lunacy officer, age 40, height 5 ft. 1 in., thick set, com- plexion fresh, hair ( brushed back) and moustache ( bushy) dark, turning grey, eyes blu_ r, full round face, high forehead, bad teeth, has a peculiar habit of twitching his eyes when excited, walks with short, quick step ; dress, usually dark jacket suit, black hard felt hat, rides a bicycle. Well known at lunatic asylums and workhouses throughout England. Absconded 12th ult. Warrant issued. Not to be arrested out of the United Kingdom. LANCASHIRE. 39.— Liverpool ( City).— for obtaining £ 2,000 by forged cheques — DAVID DUNCAN LAMB, a bank manager, age 27, height 5 ft. 9 in., slight build, complexion pale, hair light sandy, small moustache sandy, speaks with Scotch accent; dress, light morning coat suit, long brown dustcoat, carried a small brown handbag. A native of Nairn. Absconded 31st ult; had the money with him in gold. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. NORFOLK. iO.— Downham Market ( County).— For obtaining £ 1 16s. by false pretences on 3rd February last at Denver— THOMAS MERRY, age 40 to 45, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light brown, eyes blue. A farm steward or labourer. Supposed native of Pidley, Hunts. He left Denver about 12th ult. with his wife and 3 girls, aged 12, 9, and 7 respectively. Warrant issued. NORTHAMPTONSHIRE. 41.— Northampton ( County).— For cruelty to a horse, 7th ult.— WILLIAM HEARN, age 21, height 5 ft. 7 in., complexion, hair, and small moustache dark ; wears dark velvet coat and vest, light plaid cap.
