TIOKTS. 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by amther force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, anil the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15.?. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. €. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and,, if the name of such person is required to be inserted and no warrant is in force against h im, the requ isition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Aiinouncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Aniwuncements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The. force which causes particulars concerning delinquents on' stolen property to be inserted in the POLICE G AZETTE, must, on their apprehension or recovery, at oiwe transmit to the Editor iwtice of the fact, referring to the number of the announcement, for insertion in the next, issue. 10. In. all cases the officer signing tlu; request for the insertion of any amwu/ ncement will ha wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly zorittcn on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Previously convicted at Warwick, 14th December, 1889, Worcester, 30th June, 1890, Lichfield, 1891, and Leicester, 7th April, 1896, of cattle stealing, false pretences, larceny, and fowl stealing respectively— GEORGE CLARK, age 45, height 5 ft. 8 in., complexion, and hair ( turning grey) dark ; dress, dark tweed jacket suit, felt hat with square crown. Accom- panied by two women, one age about 30, tall, stout build, complexion dark, hair brown ; the other age about 25, short, complexion fresh, hair ( wavy) red, had with her a child age about 6 months. They represent themselves as horse dealers, and on purchasing a horse, pay part of the purchase money, making an appointment to pay the balance, which they fail to do. Warrant issued. C." on back, and £ 1— HARRY STEVENS, age about 35, height 5 ft. 8 in., stout build, complexion fair, hair light, clean shaved ; dress, black coat, grey trousers, black soft hat, brown boots. He repre- sented himself as a painter ; spoke with north country accent. Warrant issued. Information to Supt. Robotham, Newbury. 5.— Windsor [ Borough).— For stealing, 14th ult., a " Quadrant " bicycle, 24 in. frame, 28 and 30 in. wheels, new Dunlop tyre on back wheel, old ditto on front, flat handle bar, felt handles ( one nearly off), black Dover gear case, mudguards and pump— C. COOK, age 20 to 22, height 5 ft. 3 or 4 in., round face, dark moustache ; dress, brownish tweed jacket, check trousers, dark cap ; appearance of a foreign waiter. ESSEX. 7 — Chelmsford ( County).— For stealing, 28th ult., a nearly- new 25 in. frame bicycle, black with gold lines, Phoenix pneumatic tyres, " Handsworth Cycle Co., Birmingham," on front — ALBERT WEBB ( supposed false), age about 22, height about 5 ft. 6 in.; dress, light grey suit, and cap. Information to the Deputy Chief Constable, Chelmsford. 8.— Halstead County). — For larceny— ALICE WASS, age 141 ( looks older), height 5 ft. 6 or 7 in., slight build, complexion, hair, and eyes dark ; dress, blue jacket, 2 rows of pearl buttons, blue skirt, green and white blouse, black straw hat with green band, low shoes, sometimes wears black jacket and skirt. S." tattooed on one arm ; dress, dark serge suit, light cap, lace boots, leggings. The appearance of a groom ; native of Bury, Lanes. Had in his possession on 24th ult. a cream coloured horse, aged, 14 hands, hog mane, shod with leather, sore back, black stripes on fore- legs ; a low trap to seat 4, shafts and wheels painted yellow, splashboard on near side repaired with 2 plates underneath, maker A. HAMPSHIRE. 10.— Fareham ( County). — For obtaining £ 1 4s. by false pretences, at Emsworth, 25th ult. — E. PORTER, alios GEORGE GRAHAM, age 40 to 45, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache dark, appearance of a heavy drinker, walks slowly ; dress, dark suit, black tie with gold ring, silk hat, lace boots, wore a gold double Albert chain, had with him 3 par- cels ( 2 brown paper, the other covered with black shiny cloth). Hack, Fareham. 11 .— Petersfield { County).— For stealing, 28th inst., at Privett, £ 7 15s. and 2 pawn tickets relating to 2 silver watches pledged at Bristol about 3rd ult,, in names of T. Andrews and W. Callaway— SAM EMERY, age about 42, height about 5 ft. 10 in., complexion, hair, moustache, and eyes ( sunken) dark, thin features, addicted to drink, of military appearance ; dress, light brown coat, white cord vest, coarse cord trousers, dark cap, heavy lace boots, may be wearing a soft felt hat. A navvy. Warrant issued. Information to Supt, King, Petersfield. 12 — Winchester ( City)— For stealing £ 4 19s. 6d.— ERNEST CHINNELL, age 25, height 5ft. 6 or 7 in., slight build, complexion dark, hair and moustache black, eyes ( peculiar expression in one) very dark ; dress, blue serge morning coat suit, or brown mixture Norfolk cycling suit. A cycle agent's assistant; supposed a native of Oxford. Is believed well known at Leicester, Coventry, Birmingham, and Bristol. Warrant issued. Information to Head Constable Felton, Win- chester. 13.— Portsmouth Borough).— For stealing, 29th ult., a horse, cart and harness ( recovered)— FRED COLLINS, alias BARBER and SIMMONS, age about 30, height 5 ft. 9 or 10 in., complexion florid, clean shaved, walks erect; dress, dark blue or black suit, black felt hat. Supposed identical with F. BARBER, Case No. 15, 8th September last. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 14.— Leominster ( County).— For assault— FRANCIS EVANS, age about 40, height 5 ft. 9 in., complexion fresh, hair ( turning grey) dark sandy, eyes blue, recent cut scars on face ; dress, grey plaid monkey jacket, cord trousers, dark cap, strong nailed boots. Barnett, Wigmore. 15 — Weobley ( County).— For stealing, 28th April last, a dark blue plaid suit; 1 nickel plated silver watch chain, 5 cent, piece attached— JAMES HUGHES, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark sandy, may be clean shaved ; dress, blue slop, cord trousers, dark grey cap, lace boots, may be wearing the stolen suit. HERTFORDSHIRE. 16 — Hemel Hempstead ( County).— For stealing, 22nd ult., at Tring, a leather purse, brass fastening with 2 small knobs ; 1 pair lace boots, hand sewn, straight toe caps— A MAN, age 35 to 40, height about 5 ft. 6 in., stout build, com- plexion, hair, and eyes dark, clean shaved ; dress, dark jacket and vest, light grey trousers, black soft felt hat. Frogley, Hemel Hemp- stead. 11 — Watford ( County).— For stealing, 12th ult., a safety bicycle, 26 in. frame, " Clipper" tyres, solid rims, rough enamel on back rim, flat handle bars, cork handles, black tips, " Brookes B. 10" saddle, no brake, rubber pedals, transfer on head, " The Cheylesmore, Cheylesmore Cycle Co., Ltd., Coventry, England," enamelled black ( nearly new) — A MAN, age about 26, height about 5 ft. 7 in., slight build, complexion fair ; dress, black morn- ing coat and vest, light trousers, black hard felt hat. REWARD. 18.— St. Albans ( City).— For deserting his wife and family— HENRY WALTER SKINNER, alias INKY, age 48, height 5 ft, 5i in., complexion dark, hair and moustache black, eyes ( slight cast) dark brown, rather thin face, high cheek bones. A bricklayer. Warrant issued. The above reward will be paid by the Guardians of St. Albans Union to any person giving such information as will lead to the arrest of Skinner. KENT. 19•— Darttord ( County).— For assault, 8th March last— ARTHUR FITCHETT, age 22, height • 6 ft. 1 in., slight build, complexion fresh, hair and slight moustache dark, eyes hazel, speaks slowly, broad accent, slightly deaf ; dress when last seen, black morning coat and vest, dark tweed trousers, hard felt hat, light lace boots. Sharp, Dartford. 20.— Tonbridge ( County).— For stealing a purse and £ 3 12s. 3d.— HORACE GURR, age 17, height 5 ft. 7 in., complexion fair, hair and eyes dark, " H. G." tattooed on one arm, dancing girl on other ; dress, dark jacket and vest, dark cord trousers, cloth cap. May endeavour to join the Navy. A native of Tonbridge. Warrant issued. Styles, Tonbridge. 21 .— Gravesend ( Borough).— For stealing, 16th ult., a lady's 18 ct. gold Geneva watch, No. 15285, and along small link gold chain— HENRY ERNEST WHIDDETT, age 21, height 5 ft, 8J in., complexion sallow, hair dark brown, slight mous- tache. LANCASHIRE. 22.- Bolton ( County). — For stealing, 4th inst,, at Aspull, a silver brooch, oblong shape, gold centre ( 3 legs of man), and £ 4 5s. 5d.— NELLIE LAMONT, alias HILL, age about 20, height 5 ft. 5 in., complexion dark, hair black, glass right eye ; dress, black dress, brown hat, spring side boots. Leeming, Bolton. 23.— Prescot ( County).— For larceny from his lodgings at Rainford on 14th ult.— SAMUEL LEWIS, alias ERASTUS LEWIS, LOUIS ALLEN, and HENRY BIRCHALL, Office No. 1023- 00, age 34, height 5 ft. 5 in., complexion fresh, hair turning grey ( bald), eyes blue, sear on right thumb and first right finger. An engine driver; native of Sunderland. Sentenced at Knutsford, 16th October, 1899, to 6 months imprisonment for stealing watch and chain and obtaining credit by fraud. Previously convicted at Liverpool, Preston, Durham, and Chester. Information to Supt. Baxehdale, Prescot, 24.— Liverpool (' ' ity).— For failing to report — Licence - holder HENRY FITZCLARENCE, alias BURTON, LEE, DE BRACEY, DOUGLAS, LESLIE, ALEXANDER, and HALL, Office No. 1429- 00, age 53, height 5 ft, 5J in., complexion fresh, hair grey, eyes brown, left little finger deformed, scar 3rd left finger, right cheek, and under left ear, right little finger contracted. A seaman, native of Dublin. Sentenced at Horsham Sessions 25th June, 1896, to 3 years penal servitude for larceny and false pretences. Licenced 26th ult., L. S. W. 526. MERIONETHSHIRE. 25.— Dolgelley ( County).— For housebreak- ing— JOHN WILLIAMS, alias JACK THE SAILOR, age 35, height 5 ft. in., complexion fresh, hair dark brown, moustache light brown, eyes greyish blue, long scar on left temple, scar between eyebrows, right forefinger, several back of head, blue mark left cheek bone, blue dot base 2nd right finger and left thumb, 2 blue scars back left hand, broad cheek bones, narrow chin, 3 upper front teeth deficient, slightly bow- legged, carries his head slightly forward, sometimes appears to be lame ; dress, dark blue chain jacket, brown trousers ( too large at waist and seat), dark blue sailor cap, lace boots. A tramping labourer ; native of Blaenau- Festiniog. Warrant issued. Information to Deputy Chief Constable Jones, Dolgelley. MONTGOMERYSHIRE. 26.— Llanidloes ( County).— For deserting his wife and leaving her chargeable to the New- town and Llanidloes Union— JOHN WILLIAMS, alias SALVATION JACK, age 55 or 56, height 5 ft. 8 in., stout build, complexion fresh, hair ( turning grey) brown, side whiskers and mous- tache, cut maz'k on right cheek, burn marks on loins. A labourer ; native of Llanbadarn. Warrant issued. Information to Inspector Lake, Llanidloes. NORFOLK. 27— Downham Market ( County).— For obtaining £ 1 16s. by false pretences on 3rd February last at Denver— THOMAS MERRY, age 40 to 45, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light brown, eyes blue. A farm steward or labourer. Supposed native of Pidley, Hunts. He left Denver about 12th ult. with his wife and 3 girls, aged 12, 9, and 7 respectively. Warrant issued. NORTHAMPTONSHIRE. 28.— Northampton ( County).— For cruelty to a horse, 7th ult.— WILLIAM HEARN, age 24, height 5 ft. 7 in., complexion, hair, and small moustache dark ; wears dark velvet coat and vest, light plaid cap. A gipsy; travels the country with his father, who has two vans, with wicker baskets. Warrant issued. 29.— Northampton ( County).— For steal- ing, 19th ult., at Far Cotton, 1 new black coat and vest ; 1 gold signet ring, set red stones ; 1 heavy silver ring, 2- anna piece thereon ; 1 lady's silver Albert, tassels at end ; 2 silk handkerchiefs; 2 new shirts; and £ 4— ARTHUR CHARLTON, I age 26, height 5 ft, 6 or 7 in., complexion ruddy, J hair and eyes dark, scar over left eye ; wearing , I the stolen coat and vest, dark cord trousers, dark * I cap. A furnace fitter's labourer; native of Kettering. Previously convicted. Warrant issued. 30.— Northampton ( County). — For em- bezzlement — WILLIAM MANNING, age 22, | height 5 ft. 9 or 10 in., complexion fresh, hair light brown, clean shaved, eyes ( supposed) grey, teeth deficient, mouth draws to one side when he is speaking. A baker; native of Little Brington. Warrant issued. Information to Supt. Webster, Northampton. 31.— Wellingborough ( County). — For stealing a bicycle ( recovered) — WILLIAM CHANDLER, age 35 to 40, height 5 ft. 9 or 10 in., slightly round shouldered, complexion very fresh, hair and moustache dark brown, scar bridge of nose and left of neck, left hand deformed and shape of small foot; dress, blue serge jacket and trousers, fancy vest, dark check cap, brown boots. Warrant issued. Information to Supt. Alexander, Welling- borough. 32.— Northampton ( Borough).— For steal- ing, 19th ult., a brown beaver cloth overcoat, plain collar, may have " ' thorneyloe " on tab ; 1 pair black worsted gloves ; 1 red striped Oxford shirt; 1 white flannelette night dress, pink edging down front; 1 pink striped do., may have " Stroulger" thereon; 1 pair white calico drawers; 2 under- shirts; 1 chemise ; and a piccolo, bushed holes and mouthpiece, 6 nickel- plated keys— A MAN, who gave the names of —• BENNETT and WATTS, age about 30, height 5' ft. 2 or 3 in., Roman nose, hair and moustache dark ; wearing dark clothes. SHROPSHIRE. 33.— Shrewsbury ( County).— For larceny, and obtaining food and lodgings by false pretences — BENJAMIN ROBERTS, alias FARRAR, age 32, height 5 ft. 7i in., complexion fresh, hair and eyes brown, cut seas' left cheek and back of head, ship tattooed on right forearm, vase of flowers left - forearm ; dress, grey mixture cloth suit, light cap, lace boots. A stone mason ; native of Shrews- bury. Supposed previously convicted and wanted elsewhere. Warrant issued. Information to Supt. Griffiths, Shrewsbury. SOMERSETSHIRE. 34.— Frome ( County).— For obtaining 4s. 6d. by false pretences— J. WATTS ( supposed false), age about 40, height 5 ft. 6 or 7 in., complexion sallow, hair brown, eyes ( supposed) blue ; dress, blue suit, light brown dust coat, bowler hat, sometimes wears leggings, had with him a canvas bag. He calls at a farmhouse, and obtains per- mission to photograph the front, stating he requires the picture for the London Stereoscopic Co., and receives money for copies, which he promises to supply. Warrant issued. Information to Supt, Rawlings, Froine. 35.— llminster ( County). — For non- pay- ment of £ 24, maintenance arrears — SAMUEL WHITEHEAD, age 42, height 5 ft, 6 in., com- plexion fresh, hair brown, eyes hazel, scars 1 wrist, and left side of forehead; dress, reefer jacket, moleskin vest and trousers, cloth cap. A native of South I'etherton. He left Glastonbury about 3 weeks ago, accompanied by a woman and 3 children. Warrant issued. 36.— llminster ( County). — For failing to appear at Crewkerne, 19th ult., to answer a sum- mons for assault— FREDERICK PITTS, age 20, height 5 ft. 5 or 6 in., complexion fair, hair brown ; dress, dark jacket and vest, greenish mixture trousers, cap, may be wearing breeches and gaiters. Usually employed as ostler or groom at hotels; native of Crewkerne. May endeavour to enlist. Warrant issued. Information to Supt, Jennings, Ilminster. TUESDAY, JUNE 12, 1900. METROPOLITAN POLICE DISTRICT 37.- P Division. for embezzling £ 36 8s. and other sums— SEPTIMUS HALL, late a lunacy officer, age 40, height 5 ft. 1 in., thick set, com- plexion fresh, hair ( brushed back) anil moustache ( bushy) dark, turning grey, eyes blue, full round face, high forehead, bad teeth, has a peculiar habit ol' twitching his eyes when excited, walks with short, quick step ; dress, usually dark jacket suit, black hard felt hat, rides a bicycle. Well known at lunatic asylums and workhouses throughout England. Absconded 12th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W.
