POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 1, 1900. VOL. XVII., No. 1714. REGULATIONS. 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLIOE GAZETTE, NEW .' SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stoleji property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. Qd. per photo- graph or sketch of a stolen article. 6. Every announeonent, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE & AZETTE, mnst, on their apprehension or recovery, at oiwc transmit to the Editor notice of the. fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from, such publication. 11. Announcements for the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition iwt later than Satu/ rday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be, in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of tlie same will be given on application. R. ANDERSON, EdiUr. SPECIAL NOTICE. • fi certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to 6ay that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. Warrant issued. 2.— J Division*— For stealing £ 120 and a snake- pattern diamond ring, set 7 stones— EMMA BOWHILL, nee FLATT, age 25, height 5 ft., complexion fresh, freckled, hair dark red, eyes grey, " I L G D E F " on left forearm : dress, black dress and cape, black hat trimmed red roses and fur. A native of London. Supposed accom- panied by her husband, and to have with them a boy age 18 months. May be found at a seaside resort. Warrant issued. 3.— P Division. — For embezzlement — SEPTIMUS HALL, age 40, height 5 ft. 1 in., complexion fresh, hair and moustache ( bushy) dark brown, eyes bine, round face, high forehead, 1 upper front tooth deficient; dresB, dark jacket suit, rough black overcoat, black hard felt hat. A lunacy officer. Warrant issued. Not to be apprehended out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office. New Scotland Yard, S. W. 4.— If Division.— ERNEST LANGBEIN, Case No. 112, 23rd April, 1897, not to be arrested. Warrant withdrawn. BERKSHIRE. 5. — Newbury ( County). — For stealing, 18th ult., an American gold watch, " H. C." on back, and £ 1— HARRY STEVENS, age about 35, height 5 ft. 8 in., stout build, complexion fair, hair light, clean shaved ; dress, black coat, grey trousers, black soft hat, brown boots. He repre- sented himself as a painter; spoke with north country accent. Warrant issued. 6.— Newbury { County).— For cruelty to a horse— THOMAS BREAKSPEAR, age 65, height 5 ft. in., complexion fair, hair grey, eyes blue, scar on upper lip and left forearm. A native of Newbury. He travels the country dealing in old horses and collects old iron, visits markets, & c. Is well known in Berkshire, Hampshire, Oxford- shire and Wiltshire. Warrant issued. Information to Supt. Robotham, Newbury. 7.— Windsor { Borough).— For stealing, 14th ult., a " Quadrant " bicycle, 24 in. frame, 28 and 30 in. wheels, new Dunlop tyre on back wheel, old ditto on front, flat handle bar, felt handles ( one nearly off), black Dover gear case, mudguards and pump— C. COOK, age 20. to 22, height 5 ft. 3 or 4 in., round face, dark moustache ; dress, brownish tweed jacket, check trousers, dark cap ; ' ppearance of a foreign waiter. Had in his possession a green pocket book with " Jointless hollow rim " on cover. Information to Head Constable Carter, Windsor. CUMBERLAND. 8.— Cocker mouth { County).— For utter- ing a worthless cheque, 25th April— PHILIP VYNER, alias RALPH MUSGRAVE and VUNOR, age 55, height 5 ft. 10 in., slight build, whiskers and moustache grey, American accent, walks badly ; dress, dark grey suit, tweed cap. Warrant issued. Information to Supt. Graham, Cockermouth. ESSEX. 9 — Chelmsford { County).— For stealing, 28th ult., a nearly- new 25 in. frame bicycle, black with gold lines, Phcenix pneumatic tyres, " Handsworth Cycle Co., Birmingham," on front — ALBERT WEBB ( supposed false), age about 22, height about 5 ft. 6 in.; dress, light grey suit, and cap. Information to the Deputy Chief Constable, Chelmsford. 10.— Halstead { County). — For larceny— ALICE WASS, age 14J ( looks older), height 5 ft. 6 or 7 in., slight build, complexion, hair, and eyes dark ; dreBS, blue jacket, 2 rows of pearl buttons, blue skirt, green and white blouse, black straw hat with green band, low shoes, sometimes wears black jacket and skirt. A native of Earls Colne. May be found in company of loose women. Warrant issued. Information to Inspector Barnard, Halstead. FLINTSHIRE. 11.— Mold { County).— For stealing, 24th ult., a horse ( recovered)— JAMES STEWART, age 18 to 20, height 5 ft. 3 or 4 in., stout build, com- plexion fresh, hair brown, " J. S." tattooed on one arm ; dress, dark serge suit, light cap, lace boots, leggings. The appearance of a groom ; native of Bury, Lanes. Had in his possession on 24th ult. a cream coloured horse, aged, 14 hands, hog mane, shod with leather, sore back, black stripes on fore- legs ; a low trap to seat 4, shafts and wheels painted yellow, splashboard on near side repaired with 2 plates underneath, maker A. Grant, Oxford Road, Manchester, dark brown cushions, india- rubber mat, black silver- mounted harness, wheat sheaf on pad, brown bridle. Warrant issued. Information to Supt. Davies, Mold. HAMPSHIRE. lZ.— Fareham { County). — For obtaining £ 1 4s. by false pretences, at Emsworth, 25th ult. — E. He calls on small shopkeepers, offers for sale a powder for re- silvering plated goods, and stated he would appoint the person purchasing a quantity, agent for the district; the powder is afterwards found to be worthless. VA— Winchester [ City) . — For stealing £ 4 19s. 6d.— ERNEST CHINNELL, age 25, height 5ft. 6 or 7 in., slight build, complexion dark, hair and moustache black, eyes ( peculiar expression in one) very dark ; dress, blue serge morning coat suit, or brown mixture Norfolk cycling suit. A cycle agent's assistant; supposed a native of Oxford. Is believed well known at Leicester, Coventry, Birmingham, and Bristol. Warrant issued. Information to Head Constable Felton, Win- chester. HEREFORDSHIRE. 14.- Leominster ( County).— For assault— FRANCIS EVANS, age about 40, height 5 ft. 9 in., complexion fresh, hair ( turning grey) dark sandy, eyes blue, recent cut scars on face"; dress, grey plaid monkey jacket, cord trousers, dark cap, strong nailed boots. A native of Welshpool. Warrant issued. Information to Supt. Price, Leominster, or Sergt. Barnett, Wigmore. HERTFORDSHIRE. 15.— Hemel Hempstead { County).— For stealing, 22nd ult., at Tring, a leather purse, brass fastening with 2 small knobs ; 1 pair lace boots, hand sewn, straight toe caps— A MAN, age 35 to 40, height about 5 ft. 6 in., stout build, com- plexion, hair, and eyes dark, clean shaved ; dress, dark jacket and vest, light grey trousers, black soft felt hat. Frogley, Hemel Hemp- stead. 1<< — Watford { County).— For stealing, 12th ult., a safety bicycle, 26 in. frame," Clipper" tyres, solid rims, rough enamel on back rim, flat handle bars, cork handles, black . tips, " Brookes B. 10" saddle, no brake, rubber pedals, transfer on head, " The Cheylesmore, Cheylesmore Cycle Co., Ltd., Coventry, England," enamelled black ( nearly new) — A MAN, age about 26, height about 5 ft. 7 in., slight build, complexion fair ; dress, black morn- ing coat and vest, light trousers, black hard felt hat. REWARD. 17.— St. Albans { City).— For deserting his wife and family— HENRY WALTER SKINNER, alias INKY, age 48, height 5 ft. 5^ in., complexion dark, hair and moustache black, eyes ( slight cast) dark brown, rather thin face, high cheek bones. A bricklayer. Warrant issued. The above reward will be paid by the Guardians of St. Albans Union to any person giving such information as will lead to the arrest of Skinner. Information to Head Constable Blatch, St. Albans. KENT. £ 1 REWARD. 18.— Ashford { County).— For leaving his two children chargeable to the West Ashford Union— GEORGE WEBB, age 45 to 50, height 5 ft. X in., slight build, complexion fresh, sharp features, hair ( bald on top) light brown, small side whiskers, eyes grey; dress, light brown jacket, check trousers, blue cap, usually wears a neckerchief. A tailor. Warrant issued. The above reward will be paid by the Guardians of the West Ashford Union to any person giving such information as will lead to the arrest of WEBB. Information to Supt. Bailey, Ashford. 19.— Darttord ' County).— For assault, 8th March last— ARTHUR FITCHETT, age 22, height 6 ft. 1 in., slight build, complexion fresh, hair and slight moustache dark, eyes hazel, speaks slowly, broad accent, slightly deaf ; dress when last seen, black morning coat and vest, dark tweed trousers, hard felt hat, light lace boots. An asylum atten- dant. Warrant issued. Information to Supt. Sharp, Dartford. 20.— Tonbridge { County).— For stealing a purse and £ 3 12s. 3d.— HORACE GURR, age 17, height 5 ft. 7 in., complexion fair, hair and eyes dark, " H. G." tattooed on one arm, dancing girl on other ; dress, dark jacket and vest, dark cord trousers, cloth cap. May endeavour to join the Navy. A native of Tonbridge. Warrant issued. Cravesend { Borough}.— For stealing, 16th ult.. a lady's 18 ct. gold Geneva watch, No. 15285, and along small link gold chain— HENRY ERNEST WHIDDETT, age 21, height 5 ft. 84 in., complexion sallow, hair dark brown, slight mous- tache. Warrant issued. Information to Chief Constable Thornton, Gravesend. LANCASHIRE. 22.— Prescot { County).— For larceny from his lodgings at Rainford on '. 4th ult.— SAMUEL LEWIS, alias ERASTUS LEWIS, LOUIS ALLEN, and HENRY BIRCHALL, Office No. 1023- 00, age 34, height 5 ft. 5 in., complexion fresh, hair turning grey ( bald), eyes blue, scar on right thumb and first right finger. An engine driver; native of Sunderland. Sentenced at Knutsford, 16th October, 1899, to 6 months imprisonment for stealing watch and chain and obtaining credit by fraud. Previously convicted at Liverpool, Preston, Durham, and Chester. Information to Supt. Baxendale, Prescot. MONMOUTHSHIRE. 23.— Newport { Borough).— For embezzling £ 49, April 14— WILLIAM CAMPBELL McKAY, age about 23, height about 6 ft., complexion fresh, clean shaved, eyes dark blue; dress, blue serge suit, black bowler hat, stand- up collar, brown boots. Lately employed as a traveller in the provision trade. Is a good actor and singer. May endeavour to enlist or go to South Africa. Warrant issued. Information to Chief Constable Sinclair, New- port, Mon. MONTGOMERYSHIRE. 24.— Llanidloes { County).— For deserting his wife and leaving her chargeable to the New- town and Llanidloes Union— JOHN WILLIAMS, alias SALVATION JACK, age 55 or 56, height 5 ft. 8 in., stout build, complexion fresh, hair ( turning grey) brown, side whiskers and mous- tache, cut mark on right cheek, burn marks on loins. A labourer ; native of Llanbadarn. Warrant issued. Information to Inspector Lake, Llanidloes. NORFOLK. 2o.— Downham Market { County).— For obtaining £ 1 16s. by false pretences on 3rd February last at Denver— THOMAS MERRY, age 40 to 45, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light brown, eyes blue. A farm steward or labourer. Supposed native of Pidley, Hunts. He left Denver about 12th ult. with his wife and 3 girls, aged 12, 9, and 7 respectively. Warrant issued. NORTHAMPTONSHIRE. 26.— Northampton { County).— For cruelty to a horse, 7tli ult.— WILLIAM HEARN, age 24, height 5 ft. 7 in., complexion, hair, and small moustache dark ; wears dark velvet coat and vest, light plaid cap. A gipsy; travels the country with his father, who has two vans, with wicker baskets. Warrant issued. 27.— Northampton { County).— For steal- ing, 19th ult., at Far Cotton, 1 new black coat and vest ; 1 gold signet ring, set red stones ; 1 heavy silver ring, 2- anna piece thereon ; 1 lady's silver Albert, tassels at end ; 2 silk handkerchiefs ; 2 new shirts ; and £ 4— ARTHUR CHARLTON, age 26, height 5 ft. 6 or 7 in., complexion ruddy, hair and eyes dark, scar over left eye ; wearing the stolen coat and vest, dark cord trousers, dark cap. A furnace fitter's labourer; native of Kettering. Previously convicted. Warrant issued. 28 — Northampton { County). - For em- bezzlement — WILLIAM MANNING, age 22, height 5 ft. 9 or 10 in., complexion fresh, hair light brown, clean shaved, eyes ( supposed) grey, teeth deficient, mouth draws to one side when he is speaking. A baker ; native of Little Brington. Warrant issued. Information to Supt. Webster, Northampton. 29.— Wellingborough { County). — For stealing a bicycle ( recovered) — WILLIAM CHANDLER, age 35 to 40, height 5 ft. 9 or 10 in., slightly round shouldered, complexion very fresh, hair and moustache dark brown, scar bridge of nose and left of neck, left hand deformed and shape of small foot; dress, blue serge jacket and trousers, fancy vest, dark check cap, brown boots. Warrant issued. Information to Supt. Alexander, Welling- borough. 30. — Northampton { Borough). — For forging and uttering a cheque for £ 11 10s. on 23rd ult.— JOSEPH O'SHEA age 21 or 22, height 5 ft. 4 or 5 in., slight build, sharp features, small moustache brown, sloping shoulders; wearing black morning coat. A clerk or porter ; native of Leicester. Had in his possession 2 other cheques on the Northampton Union Bank, Limited, one of which he has endeavoured to cash, the other will probably be made payable to himself and signed " M. Sunn." Warrant issued. 31.— Northampton { Borough).— For steal- ing, 19th ult., a brown beaver cloth overcoat, plain collar, may have " Thorneyloe " on tab; I pair black worsted gloves; 1 red striped Oxford shirt; 1 white flannelette night dress, pink edging down front; 1 pink striped do., may have " Stroulger" thereon; 1 pair white calico drawers ; 2 under- shirts; 1 chemise ; and,~ » piccolo, bushed holes and mouthpiece, 6 nickei- plated keys— A MAN, who gave the names of — BENNETT and WATTS, age about 30, height 5 ft. 2 or 3 in., Roman nose, hair and moustache dark ; wearing dark clothes. SHROPSHIRE. 32.— Shrewsbury { County).— For larceny, and obtaining food and lodgings by false pretences — BENJAMIN ROBERTS, alias FARRAR, age 32, height 5 ft. 7s in., complexion fresh, hair and eyes brown, cut scar left cheek and back of head, ship tattooed on right forearm, vase of flowers left forearm ; dress, grey mixture cloth suit, light cap, lace boots. A stone mason ; native of Shrews- bury. Supposed previously convicted and wanted elsewhere. Warrant issued. Information to Supt. Griffiths, Shrewsbury. SOMERSETSHIRE. 33.— Frame { County).— For obtaining 4s. 6d. by false pretences— J. WATTS ( supposed false), age about 40, height 5 ft. 6 or 7 in., complexion sallow, hair brown, eyes ( supposed) blue ; dress, blue suit, light brown dust coat, bowler hat, sometimes wears leggings, had with him a canvas bag. He calls at a farmhouse, and obtains per- mission to photograph the front, stating he requires the picture for the London Stereoscopic Co., and receives money for copies, which he promises to supply. Rawlings, Frome. 34.— Ilminster { County). — For non- pay- ment of £ 24, maintenance arrears — SAMUEL WHITEHEAD, age 42, height 5 ft. 6 in., com- plexion fresh, hair brown, eyes hazel, scars left wrist, and left side of forehead ; dress, reefer jacket, moleskin vest and trousers, cloth cap. A native of South Petherton. He left Glastonbury about 3 weeks ago, accompanied by a woman and 3 children. Warrant issued. 35.— ilminster { County). — For failing to appear at Crewkerne, 19th ult., to answer a sum- mons for assault— FREDERICK PITTS, age 20, height 5 ft. 5 or 6 in., complexion fair, hair brown; dress, dark jacket and vest, greenish mixture trousers, cap, may be wearing breeches and gaiters. Usually employed as ostler or groom at hotels; native of Crewkerne. May endeavour to enlist. Warrant issued. Information to Supt. Jennings, Ilminster. STAFFOROSHIRE. Z&.— Tettenhall { County). — For larceny ( bailee), and cruelty to his children— BENJAMIN FARRAR, alias ROBERTS, age 33, height 5 ft. 8 or 9 in., complexion sallow, hair dark brown, slight moustache dark, eyes blue; dress, dark grey cloth jacket and vest, cord trousers, black hard felt hat, lace boots. A stonemason; native of Shrewsbury. Warrants issued. Information to Supt. Price, Tettenhall. SUFFOLK. 37.— Lowestoft { County).— For leaving his wife and family chargeable to the Mutford and L - ingland Union at Oulton, 14th ult.— WILLIAM REYNOLDS PALMER, alias MAVIS, age 31, height 5 ft. 4£ in., complexion fresh, hair and mous- tache brown, eyes blue," W. Palmer " tattooed out- side, anchor, heart, cross, and 4 dots inside right forearm, 2 anchors, cross, and 2 dots left forearm ; dress, white jumper, black trousers, black peak cap, lace boots or shoes. A fisherman or labourer; native of Lowestoft. Warrant issued. A reward of £ 1 will be paid by the Guardians of the Mutford and Lothingland Union to any person giving such information as will lead to the arrest of Palmer, and £ 1 for the arrest. GLOUCES TERSHIRE. £ 1 REWARD. 39.— Cheltenham ( County).— For desert- ing his wife and children, 25th February last— CHARLES ROLES, age 43, height 5 ft. 7 or 8 in., complexion, hair, heard, moustache, and eyes dark, scar over rt eye, very thick lower lip ; dress when last seen, dark jacket, dark cord trousers, grey cap, heavy lace boots. A mason's labourer ; native of Broadway, Worcestershire. Warrant issued. E., who was found guilty at the North London Ses- sions, 16th inst., of larceny ( trick, ringing the Age 22, height 5 ft 5* in., complexion fresh, hair brown, eyes hazel, 4 dots and indistinct mark left forearm, ring on 2nd left finger ; a barman, well dressed.
