AH announcements for insertion in the POLICE GAZETTE, and all communications relating t » i hem, shout I be addressed to THE KIN roR OF IHE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose appndwnsi m is sought will be inserted in one issue of the POLICE GAZETTE, if they are suffi ie/ it to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one isuie. if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is o'ferel. the name and address of same person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property zoill be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed' by the signature of an officer of not less rank th in Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him,, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the annouoicement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annou/ ncement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Satu/ rday morning. They must be clearly written on one side of the. paper only ; they must be in the usual form,, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post. Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. A native of Newbury. He travels the country dealing in old horses and collects old iron, visits markets, & c. Is well known in Berkshire, Hampshire, Oxford- shire and Wiltshire. Warrant issued. HAMPSHIRE. 14.— Basingstoke ( County).— For stealing, 8th inst., an open- face silver English lever watch, small piece off dial at figure 6, No. 123810, silver curb chain and small round compass attached— A MAN, age about 22, height 5 ft. 5 or 6 in., com- plexion dark, hair dark brown, clean shaved; dress, faded dark jacket, dark vest and trousers, dark cap, lace boots, cot on one toe ; the appear- ance of a fireman. Represented that he was employed on the G. W. Railway. Information to Supt. Hale, Basingstoke. 15 — Bournemouth { County).— For steal- ing, 8th inst., at Boscombe, a 9 ct. gold chain, rouud links with cross- bar, hall- marked; 1 pair gold oblong links, ivy leaf engraved thereon ; 1 open- face silver watch, Swiss make, " Arthur Tuck, The Grove, Portland," and a date engraved inside back case ; 1 9 ct. gold signet ring, set blood stone— ALBERT GEISLER, a Swiss Ger- man, age about 30, height about 5 ft. ti^ in., high cheek bones, flat nose with rather large nostrils, hair dark brown, moustache light brown; dress, short black jacket and vest, or frock coat with ribbed silk linings, light grey trousers, white straw hat with red and yellow band. A hair- dresser. Carried a black American cloth bag with brown straps. Had in his possession a safety bicycle, Warwick pneumatic tyres, " No. 123 " on top of handle bars, white celluloid handles with black tips, rat- trap pedals, patch about 6 in. long in front tyre. Warrant issued. Information to Supt Foster, Bournemouth. 16.— Fareham ( County). — For obtaining £ 1 4s. by false pretences, at Kmswoith, 25th ult. — E. PORTER, alias GEORGE GRAHAM, age 40 to 45, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache dark, appearance of a heavy drinker, walks slowly ; dress, dark suit, black tie with gold ring, silk hat, lace boots, wore a gold double Albert chain, had with him 3 par- cels ( 2 brown paper, the other covered with black shiny cloth). He calls on small shopkeepers, offers for sale a powder for re- silvering plated goods, and stated he would appoint the person purchasing a quantity, agent for the district; the powder is afterwards found to be worthless. REWARD. 20.— St. Albans ( City).— For deserting his wife and family— HENRY WALTER SKINNER, alias INKY, age 48, height 5 ft. 5£ in., complexion dark, hair and moustache black, eyes ( slight cast) dark brown, rather thin face, high cheek bones. A bricklayer. Warrant issued. The above reward will be paid by the Guardians of St. Albans Union to any person giving such information as will lead to the arrest of Skinner. KENT. £ 1 REWARD. 21.— Ashford ( County).— For leaving his two children chargeable to the West Ashford Union— GEORGE WEBB, age 45 to 50, height 5 ft. 1 in., slight build, complexion fresh, sharp features, hair ( bald on top) light brown, small side whiskers, eyes grey; dress, light brown jacket, check trousers, blue cap, usually wears a neckerchief. A tailor. Warrant issued. The above reward will be paid by the Guardians of the West Ashford Union to any person giving such information as will lead to the arrest of WEBB. Information to Supt. Bailey, Ashford. 22.— Darttord ( County).— For assault, 8th March last— ARTHUR FITCHETT, age 22, height 6 ft. 1 in., slight build, complexion fresh, hair and slight moustache dark, eyes hazel, speaks slowly, broad accent, slightly deaf ; dress when last seen, black morning coat and vest, dark tweed trousers, hard felt hat, light lace boots. An asylum atten- dant. Warrant issued. Information to Supt. Sharp, Dartford. 23.— Sandwich ( County). — For stealing, 12th inst., at Deal, 1 large old- fashioned gold brooch, oblong with raised centre, shape of an egg, encircled with 2 bars, the outer finer than the other, glass back ; 1 Bmall silver brooch, bird with wings outstretched ; and £ 1— A WOMAN, giving the name of MRS. MCDONALD, age 35 to 40, height about 5 ft. 7 in., complexion fresh, hair dark brown, Roman nose, pointed chin, upper front teeth deficient, speaks with Scotch accent; dress, black dress and jacket, 3 pearl buttons on front of jacket and 2 on back, black straw hat trimmed black chiffon bow in front and side, black silk knot tie fastened with black brooch. Chaney, Sandwich. 24.— Tonbridge ( County).— For stealing a purse and £ 3 12s. 3d.— HORACE GURR, age 17, height 5 ft. 7 in., complexion fair, hair and eyes dark, " H. G." tattooed on one arm, dancing girl on other ; dress, dark jacket and vest, dark cord trousers, cloth cap. May endeavour to join the Navy. A native of Tonbridge. Warrant issued. Canterbury ( City).— For failing to report— License Holder WILLIAM FOX, Office No. 2041- 99, age 57, height 5 ft. 7 in., complexion frenh, hair and eyes grey, scar left wrist and back of left hand, abscess under left chin, left wrist dis- located, rose, part of wreath and flower pot front right forearm, lost all upper teeth. Sentenced at Maidstone on the 8th July, 1893, to 5 years penal servitude for burglary. License revoked ; libera- ted on second License 30th June, 189.', which expires 30th September, 1900. E. R. LANCASHIRE. £ 1 REWARD. 26.— Bolton ( County).— For neglecting to maintain his wife and family, whereby they became chargeable to the Bolton Union— WIL- LIAM BEST, age 35, height 5 ft. 3 or 4 in., complexion sallow, blotched face, hair ( curly) black, eyes grey, wears glasses, 2nd right finger contracted. A pianist, plays at public houses; native of Bolton. Warrant issued. The above reward will be paid by the Guardians of the Bolton Union to any person giving such information as will lead to the arrest of Best. Information to Supt. REWARD. 27.— Bury ( County).— For deserting his wife and family— BERTIE LESLIE, alias MON- TROSE, LEWIS, & c., age 25, height 5 ft. 4 in., complexion fresh, hair ( frizzy in front) brown, eyes hazel ( near- sighted). A music- hall artiste. May be found singing at public- houses. Warrant issued. The above reward will be paid by the Guardians of the Bury Union to any person giving such information as will lead to the arrest of Leslie. Information to Supt. Noblett, Bury. 28— Chorley ( Couinty).— For stealing 8s., between 13th and 14th inst.— A MAN, age about 35, height 5 ft. 8 in., complexion pale, long features, hair light brown, clean shaved, eyes sunken ; dress, black coat and vest, navy blue trousers, red tie, mixture tweed cap. He repre- sented that he had been sent from London as a collector at Chorley Railway Station. Information to Supt. Norris, Chorley. 29 — Leigh ( County).— For embezzling £ 20 — WILLIAM LONGDEN, age 50, height 5 ft. 8 in., stout build, complexion fair, hair and moustache light; dress, light grey tweed suit, black hat, lace boots. A butcher. Warrant issued. Information to Supt. Higginbotham, Leigh. 30.— Widnes ( County).— For failing to re- port— Licence- holder THOMAS HOUGHTON, alias WILLIAM SMITH, Office No. 417- 00, age 30, height 5 ft. 2 in., complexion sallow, hair dark brown, eyes hazel, scars on head, centre forehead, right eyebrow, and right side of chest, several scars inside left forearm, brown mole outside left upper arm. Sentenced at Liverpool 2nd Novem- ber, 1897, to 3 years penal servitude for house- breaking. Licensed 10th February last. X 322. Information to the Superintendent, County Police, Widnes. 31.— Blackpool ( Borough).— For stealing, 27th ult., 1 lady's silver watch ( recovered); 1 gold chain ; 1 18 ct. gold diamond ring, set 4 or 5 stones; 1 18 ct. diamond breast pin ; 1 18 ct. gold diamond clasp pin— A MAN, age about 30, height 5 ft. 7 or 8 in., hair and thin moustache sandy; dress, pepper and salt colour mixture coat and trousers, cord vest, fawn colour Newmarket over- coat, high collar, soft black hat. Stated he was a horse dealer. He obtains access to houses on the pretence of hiring apartments. Information to Chief Constable Derham, Black- pool. MONMOUTHSHIRE. 32.— Newport ( Borough).— For embezzling £ 49, 14th ult,— WILLIAM CAMPBELL McKAY, age about 23, height about 6 ft., complexion fresh, clean shaved, eyes dark blue; dress, blue serge suit, black bowler hat, stand- up collar, brown boots. Lately employed as a traveller in the provision trade. Is a good actor and singer. May endeavour to enlist or go to South Africa. Warrant issued. MONTGOMERYSHIRE. 33.— Llanidloes ( County).— For deserting his wife and leaving her chargeable to the New- town and Llanidloes Union— JOHN WILLIAMS, alias SALVATION JACK, age 55 or 56, height 5 ft. 8 in., stout build, complexion fresh, hair ( turning grey) brown, side whiskers and mous- tache, cut mark on right cheek, burn marks on loins. A labourer ; native of Llanbadarn. Warrant issued. Information to Inspector Lake, Llanidloes. NORTHAMPTONSHI RE. 34.— Wellingborough ( County). — For stealing a bicycle ( recovered) — WILLIAM CHANDLER, age 35 to 40, height 5 ft. 9 or 10 in., slightly round shouldered, complexion very fresh, hair and moustache dark brown, scar bridge of nose and left of neck, left hand deformed and shape of small foot; dress, blue serge jacket and trousers, fancy vest, dark check cap, brown boots.
