POLIC GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 11, 1900 VOL. XVII., No. 1708. REGULATIONS. 1. All anmuamnuiiO* for insertim in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON. S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to he thereby identitied. 4. In all cases where a reward is ottered, the name and address of some person responsible for the payment must, be giren, and the exact conditions must, be clearly stated. 6. Portraits of person* whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 1 ;>.?. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a ptrrson, must be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person is required, to he inserted and iw warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Amwuncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. w 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in. the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request, for the insertion of any announcement ivill be icholly responsible for any proceedings which may result from such publication. 11 Annou necme nts for the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition iwt later than Saturday morning. They m ust be clearly written on one side of the paper only ; they must be in the usual form, aiid accompanied by a co wring letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Amwwncements concerning propeHy lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present" circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found nece- sary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. HAMPSHIRE. 12.- Basingstoke ( County).— For stealing, 8tli inst., an open- face silver English lever watch, small piece off dial at figure 6, No. 123810, silver curb chain and small round compass attached— A MAN, age about 22, height 5 ft. 5 or 6 in., com- plexion dark, hair dark brown, clean shaved; dress, faded dark jacket, dark vest and trousers, dark cap, lace boots, cut on one toe ; the appear- ance of a fireman. Represented that he was employed on the G. W. Railway. Information to Supt. Hale, Basingstoke. KENT. £ 1 REWARD. 13•— Ashford ( County).— For leaving his two children chargeable to the West Ashford Union— GEORGE WEBB, age 45 to 50, height 5 ft. 1 in., slight build, complexion fresh, sharp features, hair ( bald on top) light brown, small side whiskers, eyes grey; dress, light brown jacket, check trousers, blue cap, usually wears a neckerchief. A tailor. Warrant issued. The above reward will be paid by the Guardians of the West Ashford Union to any person giving such information as will lead to the arrest of WEBB. Information to Supt. Bailey, Ashford. 14.— Chatham ( County).— For deserting his wife and family— WILLIAM WATSON, age 58, height 5 ft. 11 in., complexion fresh, hair ( turning grey, bald on top) and moustache dark, beard, sometimes wears side whiskers, eyes grey, nose turned to the right, has been broken, only 1 upper tooth, limps, addicted to drink ; dress, monkey jacket, blue guernsey, cord trousers and vest, navvy's cap with tassel. LINCOLNSHIRE. 20.— Boston ( Borough).— For stealing, I6th March, a watch ( recovered)— HERBERT PARISH, age 22, height .5 ft, 7 in., slight build, complexion pale, hair dark brown, eyes grey, is subject to fits, walks with a stick. A drover; native of Orby, Lines. Information to Head Constable Wyse, Boston. MONMOUTHSHIRE. 21 Risca ( County).— For stealing a pony, 6th February last ( recovered) — WILLIAM CROOM, alias COMBS and BILLY THE SWEEP, age 32, height 5 ft. 3i in., complexion dark, hair black, eyes dark brown, nose broken, scar left shoulder, 3 scars back of head, 2 right side of head, addicted to drink. A tramping chimney sweep ; native of Canton, Cardiff. Previously convicted of larceny and attempted rape. Warrant issued. Information to Supt. Porter, Risca. 22.— Newport ( Borough).— For embezzling £ 49, 14th ult.— WILLIAM CAMPBELL McKAY, age about 23, height about 6 ft., complexion fresh, clean shaved, eyes dark blue; dress, blue serge suit, black bowler hat, stand- up collar, brown boots. Lately employed as a traveller in the provision trade. [ s a good actor and singer. May endeavour to enlist or go to South Africa. Warrant issued. NORTHAMPTONSHIRE. 23. — Wellingborough ( County). — For stealing, 20th ult., a pair of light lace boots, size 8, kid legs, patent studs in heels ( horse- shoe shape)— JOSEPH FLETCHER, alias RAYNOR, age about 22, height ."> ft. 6 or 7 in., complexion fresh, hair light brown, slight moustache light, eyes grey, mole left side nose ; dress, old black serge jacket, blue trousers, dark blue cap, old belt with soldiers thereon. A native of Heanor, Derbyshire. May seek work at farms, iron furnaces, or coal pits. Warrant issued. Information to Supt. Alexander, Welling- borough. OXFORDSHIRE. 2i.— Banbury ( Borough).— Far sle& Wng, 17th ult., a lady's silver watch, " Eliza Clarke, 1, Wine Place, Reading," scratched inside case, silver chain with fourpenny piece attached ; 1 black morning coat, brown buttons; and 25s.— ALFRED or HARRY PLANT, age 27 to 30, height 5 ft. 9 or 10 in., slight build, clean shaved, prominent nose, swinging gait; dress, stolen coat, black vest, light brown trousers with large check, cloth cap. A journeyman chimney sweep. Has been in the Army. Warrant issued. Information to Chief Constable Hatcher, Ban- bury. SHROPSHIRE. 25.— Oswestry ( County) — For stealing, 2nd inst., at EHesmere, a bicycle ( recovered)— GEORGE BEAMONT or BREMONT ( supposed false), age about 10, height about 5 ft. 9 in., com- plexion, hair, and moustache dark, appearance of a foreigner; dress, grey mixture jacket, plaid knickers, cycling stockings, black hard hat, strong lace boots. He spoke of promoting watch clubs for a London firm. Warrant issued. 2li.— Oswestry ( County).— For deserting his wife and family— CHARLES WILLIAM JOHNSON, age 37, height 5 ft. 6 or 7 in., stout build, complexion fair, hair and heavy moustache dark, eyes brown. A shoemaker ; native of Brad- ford. Warrant issued. Information to Supt. Lewis, Oswestry. SOMERSETSHIRE. 27.— Bath ( Citif). For stealing £ 4, 27th ult. - JOSEPH MORETON, age 30, height 5 ft. 9 in., complexion sallow, round features, hair light, clean shaved; dress, black jacket, light trousers, light plaid cap. A labourer. Warrant issued. Information to the Chief Constable, Bath. 2S.— Bridgwater ( Borough).— For stealing, 20th ult., a gold Albert, round links, gold locket, " I. O. G. T." engraved thereon, and an old- fashioned gold seal attached A MAN, age about 28, height 6 ft., well built, complexion sallow, hair dark, slight moustache brown, smart appearance; dress, black jacket and vest, dark grey trousers, brown gloves, black bowler hat with high crown, brown boots, wore a gold Albert. Is identical with MAN, Case No. 71, 13tli ult. Information to Chief Constable Barnett, Bridg- water. STAFFORDSHIRE. 29.— Brierley Hill ( County). For obtain- ing 10s. by false pretences JOHN STEVENSON, alias JOHN THOMAS HOGG, GEORGE DAVIS, JOHN BROWN MCKENZIE, ARMSTRONG, and WILSON, Office No. 2852- 98, age 70, height 5 ft. 11 in., complexion fresh, hair grey ( bald), eyes hazel, scar left of forehead, right eyebrow, and lower part of left leg. An engineer ; native of Cowlairs, N. B. Sentenced at Bucks Sessions, 4th April, 1898, to 6 months imprisonment for obtaining money by false pretences. Previously convicted at Wakefield, Stafford, Worcester, Leeds, Derby, Bedford, Manchester, and Iiswich. Spendlove, Brierley Hill. 30.— Burslem ( County).— For stealing, 2nd inst., a pony, harness, and cart ( recovered)— MICHAEL COSTELLO, age 30, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel, ship, bird, and woman tattooed on right forearm, bracelet left wrist; dress, dark cloth jacket, light cord trousers, cap ( all old). A rag gatherer or labourer; supposed a native of Macclesfield. Warrant issued. 31.— Burslem ( County).— For attempted murder, 19th ult., at Longport— HARRY BATE- MAN, alias YANKEE or DARKIE, age 27, height 5 ft. 4 or 5 in., stout build, complexion dark, hair black, may be wearing a short beard, eyes brown, i man or woman tattooed both arms; dress, black cloth coat and vest, light cord trousers, red and black silk neckerchief, black cloth cap. A labourer ; native of Tunstall. 32.— BursSem ( County).— For deserting his wife and family, 27th March— JOSEPH JAMES PEATY, age 35, height 5 ft. 6 in., complexion fresh, hair, moustache, and eyes dark ; dress, drab plaid cloth suit, black hard hat. A dray- man ; native of Burslem. Warrant issued. £ 1 REWARD. 33.- Burslem ( County). Absconded, 1st inst., from Werrington Industrial School — WILLIAM HENRY HIGGINS, age 14, height 4 ft. 4 in., complexion fresh, hair light brown, eyes dark blue ; dress, brown sailor jacket, check cloth trousers, blue socks, lace boots. A native of Congleton, Cheshire. The above reward will be paid by Mr. Horth, Superintendent of Werrington Industrial School, to any person giving such information as will lead to the arrest of Higgins. Information to Chief Supt.
