CE GAZETTE, and all com muttieati< ms relating to them, should be addressed to THE ELM roll OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought- will be inserted in one issue of the POLICE GAZETTE, if then are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the e ract conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offe/ wes, and engravings of stolen property will be inserted at a cost of 15 s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE CRAZETTE, mint, on their apprehension or recovery, at once transmit to the Editor notice of the. fact, referring to the number of the amwuncement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must, be clearly written on one side of the paper only ; they must be in the usual form, and aeeompanicd by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same loill be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, Mn which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— E Division.— For stealing £ 140— HORACE DWIGHT STEVEN'S, age looks older), height '< ft. 8 in., complexion fair, hair dark brown, clean shaved, eyes bright blue : wearing dark clothing, silk hut. Supposed an American. Absconded 21st ult. Warrant issued. Information lo be forwarded to the Metropolitan Police Office, New Scotland Yard, S. w. CITY OF LONDON. 2. - For obtaining £ 500 by fraud — SIDNEY LATHAM, age 40 to 50, short, complexion pale, sharp features, aquiline nose, hair and eyes grey, long narrow hands; dress, usually tweed suit, very high collar, wears his hat on one side. May be accompanied by his wife, age about 20, very small build, speaks with American accent, well dressed. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 3.— Reading (. Borough).— For stealing, 29th March, a Sparkbrook " road racer safety bicycle, Warwick tyres, fiat handle bars slightly dropped, lady's saddle, chain wheel left side, " Baker" transfer on head— THOMAS FOSTER, age 22, height 5 ft. 7 or 8 in., slight build, complexion and slight moustache dark; dress, short dark jacket, brown mixture trousers, brown striped silk neckerchief, check cap, cycling badge attached. Recently employed as a grocer's assistant at Theale and Reading. Information to Captain Henderson, Chief Con- stable, Reading. BUCKINGHAMSHIRE. 4. High Wycombe ( Borough). For malicious wounding, 22nd nIt. — JOSEPPE QUALANGENLO, age 24. height about 5 ft. ti in., complexion dark, hair and slight moustache black, sear on head, brown spot on left side of nose ; dress, dark blue jacket and trousers, mixture tweed vest, black soft felt hat, lace boots. An organ grinder; native of Senerchia De Yillina, Italy. May be accompanied by his wife. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable Sparling, High Wycombe. CARNARVONSHIRE. 5.— Bangor ( County). — For obtaining money by false pretences— C. R. FRANCIS, age about 26, height about 5 ft. 5 in., complexion and hair dark, eyes ha/.- l; dress, dark coat and trousers, hard felt hat, appearance of a shop assistant. Stated he was secretary to the Rugged School United Mission, Manchester. Warrant issued. Information to Deputy Chief Constable Harris, Bangor. CHESHIRE. 6.- Macclesfield { County).— Yor larceny — Licence - holder GEORGE ROWSON, alius JOHN THOMPSON and WILLIAM HENSHAW, Office No. 2162- 99, age 61, height 5 ft. 7 J in., complexion fresh, hair grey, eyes blue, scars left eyebrow, 3 left side chest, front right knee and shin, front left shin, brown mole left side back, " G. Rowson," anchor, front left forearm, bracelet front left wrist, gunner back left hand, ring left ring finger, " GUMEB " front left forearm, wreath with " GR" and cross over in centre, bracelet back right forearm, cross pipes back right wrist; dress, cloth cap, cord trousers, sometimes wears breeches and leggings, may be wearing the stolen property, viz., gentleman's grey and green plaid overcoat, strap at back, which buttons in centre, 1 gentle- man's black cloth vest, nearly new. C." marked on top and ends, containing a gold brooch, diamond in centre, edge has been crushed ; 1 white figured silk opera cloak, trimmed white feathers ; 12 white linen handkerchiefs ; 3 or 4 pairs of combinations; 1 pair black corsets; 1 pink dress, marked " Miss Boothby, King Edward Street " ; 3 or 4 blouseB and 2 Jaeger flannelettes, marked " Sheldon, Chestergate" ; 2 night dresses, trimmed needlework ; 1 black hat, trimmed gold ; 1 hat, trimmed flowers and ribbon, marked •• Sargeant" — LOUISA L. PEARC'E, alias BIDDLE and BIDDLECOMBE, age 22, height 5 ft. in., stout build, complexion fresh, hair brown, eyes blue, mole left of forehead and left forearm, scar on nose and back of right leg, may be wearing some of the stolen clothes. A domestic servant; native of Shrewsbury. Previously con- victed of larceny at Wem, 27th March, 1890, Salford, 1st June, 1890, Shropshire County Sessions, 5th January, 1897, and at Shropshire Assizes 1st March, 1898. Warrant issued. Sentenced at Derby Assizes, 24th February, 1837, to 3 years penal servitude ( and remanet of former sentence, which expires ltith March, 1901) for sending a threatening letter. Licenced 14th March. DORSETSHIRE. 9.- Blandford ( County). — For stealing, 31st March, a silver hunter Geneva watch, No. 6847, double case— JAMES MATTHEWS, alias WILLIAM LANE, age 28 to 30, height 5 ft. 5 or 6 in., complexion fresh, rather full face, hair brown, slight moustache ( curled at ends) light, one front tooth missing, of military appearance ; dress, brown mixture or light check jacket, old dark cord trousers, light cap, lace boots. ESSEX. 13.— Castle Hedingham ( County). — For larceny ( bailee)— WILLIAM BRAND, age 31, height 5 ft. 1 in., complexion fresh, hair light brown, eyes blue; dress, fustian jacket, cord trousers, black cheesecutter cap. A labourer or sweep ; native of Sible Hedingham. Warrant issued. Information to Inspector Wapling, Castle Hed- ingham. 11 — Colchester {. Borough).— For stealing, 0th ult., a lady's gold watch, open face, gold dial, dark figures, chased back ; 1 gold snake pattern ring ; 1 lady's gold ring set 5 stones ( one stone missing)— CHARLES HOWARD alias WILLIAM FITZGERALD, age 30 to 35, height 5 ft. ( 1 or 7 in., complexion pale, hair ( bald in front) dark, eyes light grey, sleepy appearance ; dress, black over- coat, blue serge jacket, black trousers, hard felt hat. FLINTSHIRE. 15.— Mold County).— For obtaining boots by false pretences— THOMAS JOHNSON or Mr DERMOTT, age about 30, height 5 ft. 6 or 7 in., complexion, hair, and eyes dark, moustache dark brown; dress, black coat and vest, light striped trousers, billy- cock hat, lace boots with Bquare toes. GLAMORGANSHIRE. 16. — Cardiff ( Borough). — For larceny ( bailee)— FREDERICK WILLIAM POOLE, age 40, height 5 ft. 3 in., complexion sallow, hair and moustache brown ( turning grey), red turn- up nose, wait upper lip, turns his toes out. A baker ; supposed on tramp. Warrant issued. 17. — Cardiff ( Borough). — For larceny ( servant)— REGINALD J. CORNFORD, age 30, height 5 ft. 7J in., complexion fresh, hair and moustache ( turned up), brown, oval face, military appearance. A draper's traveller. Absconded 12th ult. 18. — Cardiff ( Borough). — For obtaining money by a forged order, 21st March.— JOHN JOHNSON, alias JOHANSEN, and WILSON, age 38, height 5 ft. 7* in., complexion swarthy, hair red, moustache sandy, eyes grey, nose broken and bent, " Mary Ann," heart, and anchor tattooed on right arm, scars right buttock and shin ; dress, dark suit, hard felt hat. A seaman ; native of Brisbane. 19.— Cardiff Borough).— For larceny ( lodg- ings)— JAMES O'DONNELL, alias MCDONALD, age 40, height 5 ft. 8 in., slight build, complexion sallow, long face, hair, short moustache, and eyes dark ; dress, dark blue serge jacket suit, white tie with bird- shape pin, black bowler hat. A ship's steward ; native of South Shields. Warrant issued. 20 .— Cardiff ( Borough). — For fraud— THOMAS ARTHUR MORGAN, age 27, height 5 ft. JO in., slight build, broad shoulders, com- plexion sallow, face long and thin, hair dark, clean shaved, pimples on face, pointed chin, walks and speaks quickly, has been to South Africa, and is fond of talking of same ; dreBS, navy blue or black serge jacket suit, soft felt hat. A native of Cardiff. Is accompanied by his wife, age 25, short, slight build, delicate appearance, hair reddish brown, only one tooth in upper jaw ; dress, black and white check silk blouse, grey loose coat costume, black velvet hat with orange colour trimmings. A native of Bridgend. May be found staying at hotels. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 21.- Bournemouth ( County).— For steal- ing, 16th ult., at Pokesdown, a safety bicycle, 29 or 30 in. frame ( with 2 top bars), or in. cranks, geared to 70, extra large rat- trap pedals with toe clips, rather narrow curved handle bars, white handles with black tips, B. S. A. fittings, Fieuss single tube tyres, transfer on head " Dance Cycle Co. < fc Dance Special" on top bar, brake attached, no mudguards— EMIL SCHADLICK, a German waiter, age about 25, height about 5 ft. 5 in., complexion dark, pimples on face, hair dark brown, long moustache brown ; dress, black three- quarter overcoat, black coat and vest, blue serge trousers, black soft felt hat. Warrant issued. Information to Supt. Foster, Bournemouth. 22.— Ringwood ( County).— For attempting to commit an unnatural offence— JOHN TRIM, age 30, height about 5 ft. 4 in., complexion sallow, hair ( bald in front, curly at back) brown ; dress, old grey clothes, skull cap, heavy lace boots, usually wears straps around legs. A labourer ; native of Wood Green. Warrant issued. Information to Supt. Payne, Ringwood. HEREFORDSHIRE. 23 — Leominster ( County).— For stealing 2 yards of fancy Scotch tweed at Leintwardine— ABSOLAM WILLIAM DAVIS, age about 45, height 5 ft. 5 in., complexion sallow, hair and moustache ( turning grey) light, lost i ight eye ; dress, blue jacket, plaid check vest, brown trousers, black soft hat. A tramping tailor. Warrant issued. Information to Supt. Price, Leominster; or Sergt. Burnett, Wigmore. HERTFORDSHIRE. 21.— Hemel Hempstead ( County).— For deserting his wife and family — WILLIAM HAWKINS, age 35, height 5 ft. 6 in., complexion fresh, hair brown, full beard, lost left eye, right blue ; wearing old clothing, cheesecutter eap. A general labourer ; native of Berkhampstead. Warrant issued. Information to Supt. Frogley, Hemel Hemp- stead. KENT. 25.— Chatham ( County).— For deserting his wife and family— WILLIAM WATSON, age 58, height 5 ft. 11 in., complexion fresh, hair ( turning grey, bald on top) and moustache dark, beard, sometimes wears side whiskers, eyes grey, nose turned to the right, has been broken, only 1 upper tooth, limps, addicted to drink ; dress, monkey jacket, blue guernsey, cord trousers and vest, navvy's cap with tassel. A labourer. Warrant issued. 26.— Chatham { County).— For deserting his wife and children— THOMAS KITCHINGHAM, age 33, height 5 ft. 4 in., rather stout build, com- plexion fresh, hair and moustache light brown, eyes brown, 4 dots left arm, scar left side of head ; dress, black jacket and vest, moleskin trousers, and cap. Warrant issued. Information to Supt. Lacy, Chatham. 27.— Tunbridge Wells ( Borough).— For embezzlement— ERNEST DAY, age about 22, height 5 ft. 6 in., complexion fair, hair and very slight moustache light, eyes blue, good teeth, dress usually blue serge suit, brown boots. Warrant issued. Information to Chief- Constable Prior, Tun- bridge Wells. LANCASHIRE. £ 1 REWARD. 2S.- Bolton ( County).— For neglecting^ to maintain his wife and family, whereby they became chargeable to the Bolton Union— WIL- LIAM BEST, age 35, height 5 ft. 3 or 4 in., complexion sallow, blotched face, hair ( curly) black, eyes grey, wears glasses, 2nd right finger contracted. A pianist, plays at public houses; native of Bolton. Warrant issued. The above reward will be paid by the Guardians of the Bolton Union to any person giving such information as will lead to the arrest of Best. Information to Supt. Leeming, County Police Office, Bolton. 29.— Blackpool ( Borough).— For stealing, 27th ult., 1 lady's silver watch ( recovered); 1 gold chain ; 1 18 ct. gold diamond ring, set 4 or 5 stones ; 1 18 ct. diamond breast pin ; 1 18 ct. gold diamond clasp pin— A MAN, age about 30, height 5 ft. 7 or 8 in., hair and thin moustache sandy; dress, pepper and salt colour mixture coat and trousers, cord vest, fawn colour Newmarket over- coat, high collar, soft black hat. Stated he was a horse dealer. He obtains access to houses on the pretence of hiring apartments. Information to Chief Constable Derham, Black- pool. LINCOLNSHIRE. 30.— Alford ( County).— For obtaining 21 geese by false pretences, 15th January last— WALTER BAKER, age 28, height 5 ft. 9J in., complexion fresh, hair brown, slight moustache light, eyes grey, dimple on chin, ruptured left side, 3 dots left forearm ; dress when last seen, light covert coat, grey suit and cap. Previously convicted at Lindsey. Is well known to poultry dealers and betting men at Derby, Newark, and Lincoln. Warrant issued. Information to Supt. Spofforth, Alford. 31 — Boston ( Borough).— For stealing, 16th March, a watch ( recovered)— HERBERT PARISH, age 22, height o ft. 7 in., slight build, complexion pale, hair dark brown, eyes grey, is subject to fits, walks with a stick. A drover; native of Orby, Lines. Information to Head Constable Wyse, Boston. MONMOUTHSHIRE. 32.- Monmouth ( County). — HENRY MARTIN, Case No. 36, 30th March, 1900. Warrant withdrawn. 33.— Risca ( County).— For stealing a pony, fith February last ( recovered) — WILLIAM CROOM, alias COMBS and BILLY THE SWEEP, age 32, height 5 ft. 3J in., complexion dark, hair black, eyes dark brown, nose broken, scar left shoulder, 3 scars back of head, 2 right side of head, addicted to drink. A tramping chimney sweep ; native of Canton, Cardiff. Previously convicted of larceny and attempted rape. Warrant issued. Information to Supt. Porter, Risca. • Si.— Newport ( Borough). — For stealing 26th March, at Beaufort, a pony, trap and harness ( recovered)— FREDERICK HENRY COLLINS, alias COGANS and THOMAS, age about 25, height 5 ft. 114 in., slight build, complexion fresh, freckled face, hair and moustache light sandy, slouching gait ; dress, blue serge jacket, grey mixture trousers and vest, light cap, rather heavy boots, sometimes wears a blue pilot keeper's coat, grey cloth jacket, breeches and leggings. A native of Bristol. May Beek employment as a timber haulier, drover, or farm servant ( see portrait, Case No. 39, 12th January, 1900). Was last heard of 29th ult., when he was accompanied by a woman, age about 30, complexion pale, hair black, eyes dark, lame ; wearing a three- quarter length brown jacket, white straw sailor hat with dark band. Warrant issued. Information to Chief Constable Sinclair, New- port. FRIDAY, MAY 4, 1000. 3 PORTRAITS OF PERSONS WANTED. FORFARSHIRE. 35.— Dundee { City). For obtaining £ 62 10s., by fraud - JAMES DOUGLAS, alias SAMUEL POLLOCK, age about 30, height about 5 ft. 8 in., complexion fresh, hair dark brown, moustache dark, wears 2 rings. A horse dealer ; native of Kelso. He sold worthless horses as Bound, and upon their being returned resold them and absconded. Previously convicted at Edinburgh and Northallerton. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. 36.— Cheltenham ( County). — For em- bezzling £ 10— JAMBS HALL, age 27, height about 5 ft. 8 in., complexion pale, hair and moustache dark, two blue dots oil one wrist ; dress, dark mixture suit ( round jacket), black bowler hat, lace boots. A clerk ; native of Aber- deen. Absconded 20th ult. May endeavour to go abroad. Warrant issued. Information to Supt. Hopkins, Cheltenham. MONTGOMERYSHIRE. 37.— Llanidloes [ County).— For deserting his two children, leaving thein chargeable to the Newtown and Llanidloes Union — GEORGE OLIVER, age 45, height 5 ft. 4 in., hair dark brown, eyes grey, scar above right eye. A cooper; may be employed at a brewery. Warrant issued. Information to Inspector Lake, Llanidloes. NORTHAMPTONSHIRE. 38.— Northampton ( County).— For steal- ing, 7tli ult., from houses in course of erection at Far Cotton, a slater's hammer ; 5 trowels ; 4 jointers ; 1 j' square file ; 1 screw driver ; and a Brussels carpet nail bag— A MAN, age about 30, height 5 ft. ti or 7 in., slight light moustache, eyes grey; dress, dark coat and vest, dark cord trousers, black hard hat. He disposed of some of the tools at Leicester, 8th ult. Warrant issued. Information to Supt.
