TIONS. 1 AH announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons ivhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. „ . 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some, person responsible for the payment must be given, and the er. net conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- f/ rt. ph or sketch of a stolen article. 6. Ei- or ii announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars cower/ ting delinquents or stolen property to be inserted in the POLICE CRAZETTE, mint, on their apprehension or recovery, at once transmit to the Editor notice of the. fact, referring to the number of the amwwncenient, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any avmuncemod will be wholly responsible for any proceedings which may result from such, publication. 11 AmwiuLCcmcnts for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly ivritten on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1 ,— K Division. — For stealing ( bailee), 3rd inst., a pneumatic safety bicycle, black enamelled frame, 28 in. wheels, plain tyres, rat- trap pedals, small chain wheel, " The Leader, William Lea, Stanley Terrace, Red Post Lane, E. Ham," on transfer— J. ROLFE ( supposed false), age about 17, height 5 ft. 1 or 2 in., complexion dark, hair brown ; dress, dark brown jacket suit and cap, dark muffler, lace boots. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BRECONSHIRE. 2— Crichhowell ( County).— For obtain- ing £ 5 15s. by false pretences— W. E. PALMER, age about 24, height about 5 ft., complexion pale, hair light brown, moustache light, eyes blue, small mole one side of face. Recently employed as an agent for the Singer Sewing Machine Company ; native of Kidderminster. Had with him 2 tin boxes. Absconded 2nd inst. May endeavour to leave the country. Warrant issued. Information to Supt. Winterson, Crickhowell ; or Sergt. Evans, Hay. CARMARTHENSHIRE. 3.— Carmarthen ( County).— For stealing timber— WILLIAM SAUNDERS, age 26, height 5 ft. 6 in., complexion fresh, hair ( inclined to curl) and moustache red, eyes blue, long recent scar back of left hand ; dress, blue serge suit, bowler hat. A sawyer ; native of Beaford, Devon. Warrant issued. Information to the Deputy Chief Constable, Carmarthen. CHESHIRE. £ 2 REWARD. i.— Middlewich ( County).— For deserting his family— CHARLES DAVIES, age 44, height 5 ft. 6 in., complexion sallow, hair black, stoops slightly, carries his head on one side. A native of Northwich. Warrant issued. The above reward will be paid by the Guardians of the Northwich Union to any person giving such information as will lead to the arrest of Davies. Information to Supt. Large, Middlewich. 5.— Chester ( City).— For obtaining 2 Bkirts by false pretences— MRS. CLEVELAND, age about 25, height 5 ft. 4 in., slight build, com- plexion pale, thin features, hair dark brown ; dress, black slack jacket, black skirt with several rows of black ribbon around bottom, grey felt hat, 2 white feathers at side. Warrant issued. Information to Chief Constable Laybourne, Town Hall, Chester. ESSEX. 6.— Epping ( County).— On commitment warrant for non- payment of a fine for wilful damage— JOHN BIBBEY, age 19, height 5 ft. 5 in., complexion dark, hair black, eyes dark, high cheek bones. A gipsy ; travels with his father in a yellow van. Information to Supt. Womack, Epping, or Inspector Gibbons, Harlow. GLOUCESTERSHIRE. 7.— Cheltenham ( County).— For obtain- ing jewellery by a fictitious cheque ( see Case No. 18, 23rd ult.)— G. BLACKMAN, or BLAKE- MAN, BLACKMORE, or BLAKEMORE, age 40 to 45, height 5 ft. 6 or 7 in., slight build, hair and beard dark, short and pointed, turning grey, speaks quickly ; dress, dark mixture suit, dark tie, black soft felt hat, blue Inverness overcoat with cape, carried a small brown leather bag. Was accompanied by A WOMAN, age 28 to 30, height 5 ft. 5 or 6 in., complexion pale, long face, hair dark brown ; dress, black dress, light drab colour short jacket, sailor hat trimmed velvet and jet flowers, carried a small handbag. Hopkins, Cheltenham. 8.— Gloucester ( County).— For failing to report — Supervisee WILLIAM JONES, alias CHARLES MATTHEW HOPKINS, Office No. 526- 00, age 73, height 5 ft. ins., complexion fresh, hair white, eyes blue, cut scar right of fore- head, root of nose, right thumb, blue scar outer corner left eyebrow, round shouldered. A shoe- maker, native of Wells. Sentenced at Gloucester Quarter Sessions 18th October, 1899, to 4 months' imprisonment and 5 years' police supervision for larceny. Information to the Deputy Chief Constable, Gloucester. 9.— Bristol ( City).— For failing to surrender to his bail at Bristol Assizes, 20th ult., charged with obtaining £ 300 by false pretences, and perjury — JAMES READ ROE, age 39, height 5 ft. 4± in., complexion fresh, hair and moustache ( turning grey) brown, eyes grey, wears pince- nez, dot back right forearm, eruption on back and chest. A journalist; native of Salisbury. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 10.— Aldershot ( County).— For stealing £ 42 15s. 2id.— HENRY BLACK, age 39, height 5 ft. 5J in., slight build, complexion fresh, thin features, hair brown, heavy moustache light brown, scar on abdomen, addicted to drink ; dress, blue diagonal serge jacket and vest, dark striped trousers, blue cloth cap. A clerk ; native of Liverpool. Is a pay- sergeant of the Militia Medical Staff Corps ; formerly served in the Northamp- tonshire Regiment. May endeavour to leave the country. Information to Supt. U.— Fareham { County).— For obtaining, by false pretences, a mare, cart, and harness ( re- covered)— JOHN BAKER ( supposed false), age 30 to 35, height 5 ft. 5 or 6 in., complexion fair, rather full face, double chin, hair brown, small moustache light, nose appears to have been broken, very soft voice; dress, light dust coat, dark trousers, black hard felt hat, lace boots, brown gaiters, carried an umbrella ; the appearance of a horse dealer.— And A MAN, age about 45, height about 5 ft. 9 in., stout build, complexion ruddy, hair, whiskers ( rather thin on chin), and mous tache dark brown ; dress, dark overcoat, sealskin vest, dark trousers, black hard felt hat. They attend markets. Warrant issued. Information to Supt. Hack, Fareham. 12 - Petersfield ( County).— For obtaining £ 2 17s. by false pretences, 1st inst.— 6. SHANE ( supposed false), age 60 to 70, height 5 ft. 6 or 7 in., complexion fair, hair ( turning grey) sandy, beard on chin, and moustache, left eye defective, stooping gait; wearing dark brown coat, brown spats, canvas shoes, brown soft felt hat, carried a rough brown overcoat and a black American bag. Stated he was in the employ of a firm of engineers at Deptford. Is identical with GEORGE PIERCE, Case No. 22, 9th inBt. Warrant issued. Information to Supt. King, Petersfield. 13 — Portsmouth ( Borough).— F6r leaving his children chargeable to the Common Fund of the Portsea Island Union— FRANCIS FAITHFULL, age 28, height 5 ft. 7 or 8 in., complexion fair, face and neck freckled, hair red, supposed clean shaved, eyes hazel, rather large head, scar left elbow ; dress, check tweed jacket and vest, light cord trousers, black hard felt hat, lace boots. Is a good flute and piccolo player, may seek employment with bands. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 14.— Ledbury ( County).— For leaving his wife and family chargeable to the Ledbury Union, 17th ult. — WILLIAM COOPER, age 25, height 5 ft. 1 in., complexion dark sallow, hair and mous- tache black, eyes dark ; dress, dark jacket and vest, fustian trousers, black hard hat, strong nail boots, had with him a black box. A pedlar ; native of Coventry. Has in his possession a pedlar's certificate, granted at Ledbury, 9th November, 1899. May be found singing in the streets, accompanied by a woman, and a girl age 7. Warrant issued. Information to Supt. Phillips, Ledbury. 15.— Ross ( County).— For an indecent assault — FREDERICK VAUGHAN, age 19, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, slight moustache dark; dress, old brown coat, dark blue jacket, 2 vests ( 1 dark cord, 1 black), dark cord trousers, brown cloth cap, heavy nail boots. A native of Little Dewchurch, Herefordshire. May seek employment as a farm labourer. Warrant issued. Information to Supt. Jordan, Ross ; or Sergt. Lloyd, Harwood End. HERTFORDSHIRE. 16.— Watford ( County). — For embezzle- ment— THOMAS COBB, age 29 ( looks younger), height about 5 ft. 8£ in., complexion florid, hair, small moustache light brown; dress, black diagonal coat and vest, coat patched below right pocket, dark trousers, light stripe cap. Warrant issued. Information to Supt. Wood, Watford. HUNTINGDONSHIRE. 17.— St. Neots ( County).— For obtaining food, lodgings, and money by false pretences— GEORGE PIERCE, age about 60, height 5 ft. 4 or 5 in., slight build, round shoulders, hair, beard, and moustache grey, dyed brown, left eye defec- tive : dress, black coat and trousers, brown soft felt hat, brown canvas shoes. He presented a worthless cheque for more than the amount of his bill, and received the balance. Represented that he was in the employ of a firm of brewers at Stratford- on- Avon. Warrant issued. Information to Supt. Freestone, St. Neots. ISLE OF WIGHT. IS.— Newport ( County).— For leaving his wife and family chargeable to the common fund of the Isle of Wight Union. 20th October, 1899— CHARLES MABEY, age 35, height 5 ft. 6 in., complexion fresh, hair and moustache light brown, eyes blue, 3 strokes tattooed back right wrist; dress, when last seen, grey or black jacket and vest, moleskin trousers, white silk muffler, skull cap, wore a black leather belt with snake buckle and brass ornaments. A labourer. Warrant issued. Information to Supt. Hale, Newport. KENT. 19— Chatham ( County).— For deserting his wife at Strood— WILLIE HAIGH, age 30, height 5 ft. 4 in., complexion fair, hair dark brown, moustache light, may be clean shaved, eyes blue, " Haigh " and a man tattooed on one arm, cut scar right eye ; dress, dark blue stable suit, long over- coat, blue serge cap. A stableman or cab driver. Warrant issued. 20.— Chatham ( County).— For stealing a gold locket ; 1 brass case watch ; and a purse con- taining 10s.— JOHN SIMPSON, age 21, height 5 ft. 9 in., slight build, hair ( frizzy in front) dark, clean shaved, eyes brown, cross, " In memory of my dear mother" tattooed on front of one leg, lump on one foot; dress, dark clothes and cap. A b'. lliard marker. Warrant issued. 21.— Chatham ( County).— For deserting their wives and families— ALFRED ALLARD, age 27, height 5 ft. 6 or 7 in., stout build, com- plexion pale, hair and eyes brown, moustache ginger; dress, jersey jacket, dark trousers, cap, light lace boots. A labourer.— JOHN JAMES YOUSE- MAN, age 39, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, moustache brown, eyes grey, scar nndcr chin. A cement labourer. Warrants issued. Information to Supt. Lacy, Chatham. LANCASHIRE. 22.— Kirkham ( County).— For stealing £ 4, at St. Anne's, between 22nd and 26th ult.— J. C. ADAMS, alias JOHN LANE, age 35 to 40, height 5 ft. 6 in., complexion, hair ( bald on top, turning grey) and heavy moustache dark, round face, appears to twist his left side when walking ; dress, black tweed or navy blue jacket and vest, blue trousers, black felt hat, may be wearing brown lace boots. Had with him two small handbags ; left behind a small tin box and a traveller's order book for 1892. Warrant issued. Information to Supt. Ormerod, Kirkham. 23.— Wigan ( County). — For stealing, 31st Jan., at Bamfurlong, a Swiss silver lever watch, No. 709078, large figures, 10/ 666/ 9 M scratched inside outer case, and 19s.— DENNIS TOCKER, age 17, height 4 ft. 5 or 6 in., complexion fair, hair and eyes brown, large nose ; dress, slate colour coat and cap, dark brown cord trousers, clogs. Previously convicted of larceny, and has been on a reformatory ship. Information to Supt. Brassington, Wigan. 24.— Liverpool ( City). — For failing to report— Licence- holder WILLIAM CUNNING- HAM, alias COLLINS and ANDERSON, age 34, height 5 ft. 5} in., complexion swarthy, hair black, eyes blue grey, cut scar right temple and front of right thigh, oval birthmark on chest, W. C. front and P. faint back of left forearm, two dots tattooed on web between thumb and finger left hand, cut scar back of head. Sentenced at Glasgow High Court, 28th June, 1S95, to three years' penal servitude for housebreaking, and at Glasgow High Court 17th January, 1 « 9S, to 18 months' imprison- ment and licence revoked for housebreaking. Liberated from H. M. Prison, Peterhead, 26th January last on a second licence, which will expire 31st inst. Information to the Head Constable, Detective Department, Liverpool. 25 — Bootle ( Borough).— YOT stealing. 21st ult., a lady's gold watch ( recovered), and a 9 ct. gold chain— MARY ESTCOURT, alias BARTON and COURTNEY, age about 28, height 5 ft, 4 in., complexion fresh, hair ( short) dark brown, eyes brown, thin sharp nose, of theatrical appearance ; dress, grey costume, grey vest with blue check black straw hat trimmed white lace, brown gloves, carried a square handbag. She obtains lodgings on the representation that she is employed in the neighbourhood. Information to the Chief Constable, Bootle. 26.— Oldham ( Borough).— For stealing, 9th inst., a lady's gold keyless Geneva watch, No. 153531; a brown plaid jacket; 1 rough blue serge vest; and a light blue necktie — JACK REYNOLDS, alias BELL, HILL, MOSS, & c., age 38, height 5 ft. 5 in., complexion fresh, hair ( bald in front) brown, moustache sandy, eyes blue, sailor and woman with glaBS in hand, table and bottle on left arm, female on right; wearing the stolen jacket, vest, and tie, brown cap, white cord trousers, and lady's lace boots. Previously con- victed. A native of Manchester. See Case No 36, 9th April, 1897. 27— Oldham ( Borough).— For stealing, 8th inst., a lady's light fawn slack back jacket, double breasted, pearl buttons ; 1 black corded poplin dress skirt, trimmed heliotrope, corded silk ribbon and chiffon in front; 1 black lustre skirt — ALICE LOUISA HAMILTON, age about 24, height about 5 ft. 2 in., complexion fair, hair light brown, eyes blue, 2 upper front teeth irregular; wearing the stolen jacket, black straw sailor hat, black tie with white ruffles. 28.— Oldham ( Borough).— For non- payment of maintenance arrears— MICHAEL JOSEPH FEGAN, age 36, height 5 ft. 9 in., complexion fresh, hair light brown, moustache sandy, eyes blue, prominent nose. A native of Newry. He travels the country selling books entitled " The Golden Book of Life." Is accompanied by his four brothers. Warrant issued. Information to Chief Constable Turner, Oldham. LEICESTERSHIRE. 29.— Leicester ( Borough).— For obtaining, by a worthless cheque on the East Molesey Bank, on 20th ult,, 1 18 ct. double close- curb Albert; 1 diamond and pearl brooch, circle pattern ; 3 diamonds in shape of shamrock and a large pearl between ; 1 gun- metal watch, No. 860444, Roman dial; 1 plain 9 ct. gold cigarette case.— A MAN, giving the name of W. V. CLIFFORD, age about 35, height 5 ft. 11 in., complexion fresh, hair brown, small moustache light brown, walks erect; dress, dark blue overcoat, striped or check trousers, turn- down collar, low at neck, black and white stripe tie, brown hard hat, new tan colour gloves ; of good appearance and address. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. MONMOUTHSHIRE. 30.— Pontypool ( County). — For stealing, 17th ult., a silver English lever watch, " Wheeler and Gee" on dial; 1 silver lever watch, " Allmark, Pontypool" on dial; 1 10 ct. gold Albert, with cross pendant; 1 silver curb pattern Albert; and £ 1 19s. 6d.— WILLIAM THOMAS, age about 30, height 5 ft. 4 or 5 in., complexion fair, hair light brown, small moustache light, eyes blue; dress, dark suit, brown leather leggings, bowler hat, or cap. A billiard marker, boots, or ostler. Warrant issued. Information to Supt. James, Pontypool. MONTGOMERYSHIRE. 31.— Welshpool ( County). — For leaving his wife and family chargeable to the Llanfyllin Union, 8th ult. — WILLIAM HUGHES, age 48, height about 5 ft. 7 in., complexion fresh, hair ( bald on top) and moustache dark brown, usually wears whiskers on chin, eyes light brown, Roman nose rather red, W. H. on back left hand, dot between right thumb and forefinger. A labourer; may be found at farmhouses or on public works. Warrant issued. Information toDeputy Chief Constable Williams, Welshpool; or Sergeant Meredith, Llanfyllin. NORFOLK. 32.— Norwich ( City).— For obtaining money by false pretences— WILLIAM POND, age 27, height 5 ft. 7 or 8 in., complexion fresh, hair brown, small moustache light, eyes blue; dress, black overcoat, mixture cloth jacket and vest, brown breeches and gaiters, coloured wrapper, cloth cap. A dairyman; native of Norwich. Frequents public- houses in company of farmers and dealers. May endeavour to enlist. Warrant issued. Information to Chief Constable Winch, Nor- wich. 33.— Norwich ( City). — WILLIAM COX- HALL, alias CLARKE, Case No. 13, 2nd ult., not now wanted. Warrant withdrawn. NORTHAMPTONSHIRE. 34.— Northampton ( Borough).— For fail- ing to report— Licence holder JOHN BOSWELL alias JOHN NICHOLSON, THOMPSON ENNIS, BROWN and WILLIAMS, Office No. 211- 00, age 60, height 5 ft. 2 in., complexion sallow, hair brown, eyes hazel, tattoo, female front left forearm, sailor front right forearm, blue mark bridge of nose, mole right side of face, ship on chest; a labourer, native of Hull. Sentenced at Durham Quarter Sessions 3rd April, 1893, to 7 years penal servitude and remanet of former sentence for housebreaking; sentence expires 19th February, 1902. Licenced 27th January last. Previously convicted at York, Leeds, Shef- field, Liverpool, Northallerton, and Cardiff. DENBIGHSHIRE. 37.— Wrexham ( County).— For forgery— WILLIAM GRONNOW PRICE, age 21, height about 5 ft. 3 in., sharp features, hair ( bushy in front) dark brown, eyes ( supposed) blue, rather prominent nose; dress, navy blue suit, brown leather leggings, lace boots, may have with him a dust coat; of theatrical appearance. A solicitor's clerk; native of Rhosrobin, near Wrexham. May endeavour to leave the country or enlist. Ab- sconded 7th inst. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. NORTHAMPTONSHI RE. 38.— Daventry ( County\— For failing to report— Supervisee FREDERICK ROBINSON, Office No. 885- 99, age 34, height 5 ft. 4| in., com- plexion fresh, hair dark brown, eyes hazel, anchor back of left forearm, R and dot back of left hand, X back of left middle finger ; a shoemaker, native of Northampton. Sentenced at Northampton Quarter Sessions, 1st April, 1898, to 12 months imprisonment and 2 years police supervision for obtaining goods by fraud.
