REGUIiATIONS. 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of ' a*, per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank titan Superintendent; and, if the name of such person is required to be inserted and iw warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, andr as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in, the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the unnou neement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will bo wltolly responsible for any proceedings which mag result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for tin• Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. The author of this fraud is » he JOHN HENRY NICHOLSON, who was exposed in this column or. 17th February, 1893. By grossly mis- leading advertisements, he is imposing on many credulous people at home and abroad, by the sale of ear drums and other quack remedies for deaf- ness. DENIS BUTLER, " Rosel," Parsons Mead, Croydon ( C. O., C. I. D., Correspondence No. 69080). This man, who has succeeded to the business previously carried on by his father at South Norwood, deals extensively in cutlery, plate, & c. He advertises very largely in both London and provincial newspapers, using various names and addresses, and obtains high prices for goods of inferior quality. Complaints have been received about this man and his father from all parts of the country, in some cases because of the character of the goods sent, and in others because the goods paid for were not forthcoming. Robotham, Newbury. 6.— Reading [ Borough).— For obtaining money by false pretences, 3rd inst.— RICHARD SKINNER, age about 30, height 5 ft. 8 in., com- plexion, hair, and slight moustache dark ( some- times clean shaved). He takes lodgings at a private house and advertises ferrets, & c., for sale at a very low price, and in this way obtains various sums of money and absconds. Is accompanied by his wife, age 26, height 5 ft. 3 in., very fair complexion, hair light, of delicate appearance. Warrant issued. Information to Capt. Henderson, Chief Con- stable, Reading. CARNARVONSHIRE. 7.— Carnarvon { County).— For abscond- ing with workhouse clothing— DAVID DAVIES, age 55, height 5 ft. 2 in., complexion fair, hair light, eyes blue, clean shaved; dress, pilot cloth coat and vest, brown cord trousers, grey flannel singlet and pants, calico shirt, lace boots, all marked " C Union." A labourer; native of Aberdare. Warrant issued. 8.— Carnarvon ( County).— For perjury— THOMAS M. County). — For stealing 22nd tilt., at Creswell, a watch and chain ( re- covered) ; 1 pair dark brown trousers, slight red squares ; 1 pair lace boots, size 7, nearly new ; and 13s. lOd.— A MAN, age 21, height 5 ft. 7 in., complexion dark, hair black, slight moustache, eyes ( slight cast in one) and bushy eyebrows dark; dress^ black jacket and vest, dark cap, blue neckerchief with white spots, and the stolen trousers and boots. DEVONSHIRE. 12.— Devonport ( Borough).— For stealing, 19th inst., a silver open- face watch, No. 12572, " Samuel Edgcumbe" on dial, a silver cable- pattern Albert, with a spiked compass attached : 1 old silver verge watch, case worn through ; 1 silver Albert, long and short links alternately, 2 pendants ( 1 square- shaped locket and compass combined, photograph of a woman inside, 1 horse- shoe compass) attached; 1 pair of men's lace boots, toe caps— GEORGE PARKER, age 23, height 5 ft. 9 in., complexion rather dark, hair dark brown, eyes brown, good set of teeth, true Love tattooed front of left forearm, anchor and heart on outside and anchor on front of right forearm, scar on scalp above left eye ; dress, dark brown mixed jacket suit, blue skull cap, white turn- down collar and front combined, blue tie ( sailor's knot), and the stolen boots. DURHAM. 13.— Hartlepool { Borough).— For obtaining £ 10 by means of fictitious cheque— CHARLES JEFF ( supposed identical with THOMAS JOB- SON, see ILLUSTRATED CIRCULAR, No. 48, figure 2), age about 35, height 5 ft. 8 in., complexion fresh, hair brown, thin features, slender build, of respectable appearance ; dress, long grey overcoat, black velvet collar, white front and tie, black hard felt hat. He calls upon ship's chandlers, & c., stating he is manager for a shipping firm. Orders large quantities of goods for ship arriving in port on following day. Had in his possession a cheque book belonging to Lincoln and Lindsey Banking Company, Grimsby. Warrant issued. Information tc the Chief Constable, Borough Police, Hartlepool. ESSEX. 14.— Witham ( County).— For assault on police— URIAH GRAY, alias JONAS GRAY, age 30, height 5 ft. 2 in., slight build, complexion, hair, and eyes dark, speaks quickly ; dress, cord vest with sleeves, cord trousers, blue cap. He travels the country with an old bay pony, and a cart with tent poles therein, " Uriah Gray, Great Totham, Essex" thereon; accompanied by a woman, and a girl age 3 years— JOHN WEBB, age 40, height 5 ft. 9 in., complexion sallow, hair, side whiskers, and eyes dark; dress, old cord jacket suit, brown cap— VALENTINE WEBB, age 17, height 4 ft. 10 in., complexion fresh, hair and eyes dark ; dress, brown jacket, cord trousers, brown cap. FLINTSHIRE. lb.— Mold ( County). — On commitment warrant for non- payment of a fine and costs— MATTHEW SPENCER, age about GO, height 5 ft. 10 or 11 in., slight build, complexion fresh, hair grey, clean shaved, walks lame, appearance of a farmer; dress, grey tweed suit, black felt hat, lace boots. Is known at Chester, Manchester^ Liverpool, Wrexham, and Crewe. He travels the country with a horse and a spring cart, selling hams and cheese. Accompanied by a woman age about 55, very Btout. GLAMORGANSHIRE. 10.— Cardiff ( Borough). — For obtaining money by a forged advance note, 15th ult JAMES STEPHENS, age about 45, height 5 ft. 8 in., muscular build, hair brown, tuft of hair on chin, walks rather stiff ; wearing a blue pilot cloth overcoat, and black hard felt hat with flat crown. A ship's carpenter or mate ; native of Dundee. Warrant issued. 17.— Cardiff ( Borough).— For stealing, 25th ult., a bicycle ( recovered)— RICHARD JAMES P\ RR, age 21, height 5 ft. 7 in., muscular build, complexion fresh, long face, high forehead, pointed chin, hair light brown, eyes grey, broad nose; dress when last seen, black coat and vest, check trousers, patched, yellow and red muffler, blue cap. GL OUCES TERSHIRE. 18.— Cheltenham ( County).— For obtain- ing by a fictitious cheque, a case of lady's dress rings,'!), 15, and 18 ct. ; 2 lady's gold keyless semi- liunter watches; and an old- fashioned gold watch case— G. BLACKMAN, age 42 to 45, height 5 ft. 5 or G in., hair, beard, and moustache dark ( turn- ing grey); usually wears a blue Inverness over- coat with cape, and soft felt hat. Warrant issued. HAMPSHIRE. 20.— Gosport ' County).— For obtaining by- false pretences, 26th December last, a " Royal Reigate " safety bicycle, No. 1938, Clincher tyres, free wheel; " Darley and Trant," front rim brake, rat- trap pedals, upturned handle bars, cork handles, variegated ends, National saddle, transfer on head and seat tube " Royal Reigate, Reigate & Mason, Birmingham," bantam cock in centre of transfer, plated lamp, bell, bag and pump attached, no mudguards— JAMES P. CAMBRIDGE, age about 23, height about 5 ft. 8 in., complexion fair, thin features, rather high cheek bones, hair light brown, moustache light ; dress, dark blue suit, white muffler, black hard felt hat, brown boots. A native of Gloucester ; absconded 2Gth December last. Warrant issued. Information to Supt. Silver, Gosport. 21.— Kingsclere County).— For falsifying the books of the Kingsclere Workhouse— JAMES CLAYTON, age 37, height 5 ft. 6 or 7 in., stout build, complexion fair, hair ( turning grey) brown, moustache ginger, short neck; dress, black morn- ing coat, dark tweed trousers and vest, light covert coat, blue melton overcoat, black hard felt hat, lace boots. Late master of the Kingsclere Work- house. Absconded 27th December last. Warrant issued. Information to Inspector Wakeford, Kingsclere. 22.— Southampton ( Borough).— For em- bezzlement.— FREDERICK BOYLETT, age 36, height 5 ft. 5 or 6 in., complexion sallow, hair, moustache, and eyes dark ; dress, dark overcoat, dark mixture coat and vest, black serge trousers and cap, dark brown striped muffler, lace boots. A ship's baker ; native of Pirbright. Has in his possession discharges from the steamships " Paris," " St. Louis," and " St. Paul." Absconded 12th inst. Warrant issued. HEREFORDSHIRE. 23.— Ledbury ( County).— For leaving his wife and family chargeable to the Ledbury Union, 17th inst.— WILLIAM COOPER, age 25, height 5 ft. 1 in., complexion sallow, hair and moustache black, eyes dark ; dress, dark jacket and vest, fustian trousers, black hard hat, strong nail boots. A pedlar ; native of Coventry. Has in his pos- session a pedlar's certificate, granted at Ledbury 9th November, 1899. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 24. — Hitchin ( County). — For stealing £ 16 4s., a bank cheque for £ 2 3s., and 1 for £ 2, drawn on Messrs. Barclay & Co.' s Bank, Hitchin Branch, and a postal order for 3s., entrusted to him to deposit at the Stevenage Bank— GEORGE MUNDEN, age about 22, height about 5 ft. 6 in., complexion fresh, hair inclined to sandy, slight moustache, eyes blue ; dress, old grey cloth suit and cap, lace boots. A native of Hoxton. Ab- sconded 31st ult. Warrant issued. Information to the Deputy Chief Constable, Hitchin. 25.— St. Albans ( County).- - For stealing a nearly new plain leather purse, £ 1, and 2 postage stamps— WILLIAM GREEN, age 37, height 5 ft'. 8 in., complexion, hair, and moustache ( turning grey) dark, walks erect, of military appearance; dress, light cloth dust overcoat, cord trousers, cloth cap. A farm labourer. Warrant issued. Information to Inspector Hassall, County Police Office, St. Albans. ISLE OF WIGHT. 26.— Newport ( County).— For stealing, 6th inst., a silver watch and chain ( recovered)— A WOMAN, who gave the names of MONTRESS, MORTON and GRAY, age about 55, height about 5 ft., slight build, complexion and hair ( turning grey) dark ; dress, black three- quarter jacket, piece of black fur around neck, old black alpaca dress, small dark bonnet and veil, carried an umbrella. She calls at houses, pro- duces a testimonial purporting to have been given by a manager of a London firm, and states, she is in search of a runaway daughter. Supposed known at Bournemouth, London, Liverpool and Portsmouth. Information to Chief Inspector Ayres, Quay Street, Newport. KENT. 27. — Chatham ( County). — For stealing, 30th ult., a gold watch, keyless, " Presented to Sidney Ernest Bessent on his 21st birthday, 23rd June, 1893" engraved inside; 1 lady's gold watch, No. 44684, small gold chain attached ; 2 gold bracelets ( one snake pattern, other chain); 1 gold wire brooch, 1890 in centre ( pin missing); 1 pair small gold earrings; 1 gold ring, set red stone and pearls ; 1 small gold oval locket; and several gold studs— TWO MEN, 1st, age 28 to 30, height 5 ft. 8 or 9 in., slight build, small mous- tache ; 2nd, age about 26, height about 5 ft. 7 in.; dressed as dealers. Information to Supt. Lacy, Chatham. 28.— Folkestone ( Borough)— For embezzle- ment — PERCY CHETWYND PALMER, age 36, height 5 ft. 7 in., stout build, complexion dark, hair and moustache black, eyes full dark ; dress when last seen, dark overcoat with velvet collar, brown mixture vest, striped trousers, dark cap, lace boots. A reporter. Is in possession of an ambulance first aid certificate, and may endeavour to join a volunteer corps proceeding to South Africa. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Reeve, Folke- stone. 29.— Ramsgate ( Borough).— For stealing a pony and cart ( recovered)— WILLIAM EVES, age 35 to 40, height 5 ft. 2 or 3 in., complexion fair, moustache light, humpbacked ; wearing large pattern plaid suit. JOHN FLANIGAN and GEORGE GLOVER, Office No. 42607, age 64, height 5 ft. 2$ in., com- plexion sallow, hair and whiskers turning grey, eyes blue, J. M. B. front of left forearm, anchor between left thumb and finger ; may be found working on Hats or canal boats. Sentenced at Liv erpool Assizes 6th November, 1886, to 7 years1 penal servitude for burglaty ; liberated 11th April, 1892. C. M. 450. Information to Superintendent Baxendale, Prescot. 31.— Wigan ( County). — For stealing, 31st ult.. at Bamfurlong, a Swiss silver lever watch, No. 709078, large figures, 10/ 666/ 9 M scratched inside outer case, and 19s.— DENNIS TOCKER, age 17, height 4 ft. 5 or 6 in., complexion fair' hair and eyes brown, large nose ; dress, slate colour coat and cap, dark brown cord trousers, clogs. A wheelwright; native of Bethnal Green. Was sentenced at South London Sessions, 14th July, 1898, to 9 months hard labour for attempted larceny; and at North London Sessions, 8th April, 1897, to 3 months hard labour for possess- ing housebreaking tools. METROPOLITAN POLICE DISTRICT 33.— P Division. — For stealing jewellery from her lodgings at Beckenham, 1st inst.— ANNIE HOLLAND, alias MAGGIE ANDERSON, Office No. 1231- 96, age 31, height 5 ft. 1£ in. ( without shoes), hair and eyes dark brown, complexion sallow, sharp nose, two vaccination marks left arm, mole back of right upper ann, left cheek, left side of neck, front of left shoulder, on left side of waist, and on chest, scar left temple, ears pierced ; a servant; dress, when last seen, brown jacket and dress, black waterproof with cape, black sailor hat, black band. Was sentenced at Lambeth on 10th October, 1894, to six months hard labour; at Dartford, on loth August, 1895, to ten days hard labour; at South London Sessions, on 10th Sep- tember, 1895, to seven months hard labour ; and at Maidstone Borough Quarter Sessions on 18th April, 1896, to twelve months hard labour for larceny. She takes lodgings at first- class boarding houses and commits larcenies. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard. METROPOLITAN POLICE DISTRICT 34.— c Division.— For stealing notes, Arc., value £ 300— VALERIAN VELDEMAN, a French subject, age 16, height 5 ft. 1 in., complexion dark, hair dark brown, eyes dark; dress, light grey overcoat, blue serge suit, dark cap.
