REGUIJATIONS. 2. 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted w. one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by another force. . !. Particulars as to stolen property will be lilicwise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must, be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and: engravings of stolen property will be inserted at a cost of I5s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. I. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of tin officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. w 8. Announcements of all persons to be apprehended, or of stolen, property bear a number, and, as far as practicable, they are alphabetically arranged by counties, 9. The force which ca uses pa rt iculars concerning delinquents or stolen property to be inserted in the POLICE CIAZETTE. must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of amyg/ v/ nouncement will be wholly responsible fur any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must, be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street, Post Office. 13. Annou/ nccments concerning property lost or ' persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. BERKSHIRE. 0. — Reading ( County). — For obtaining food and lodgings by false pretences, 13th to 15th inst., at Upton— WILLIAM DAVIS, age about 56, height 5 ft. 6 in., complexion fresh, hair, whiskers, and moustache grey, chin shaved, eyes blue, 2 lumps left side of head, scar inside left wrist, small abscess scar back of neck and top of right shoulder; dress, old fashion plain black suit, black hard hat, lace boots. A native of Lydbrook, Gloucester. He takes lodgings, representing that he has been engaged by the Government to make a map of the district, and after staying a few days leaves on the pretence of going to the station to meet his companions. A collier; native of Pye- bridge, Derbyshire. Sentenced at Derby Sessions 7th January, 1891, to 7 years penal servitude for larceny, license revoked at. Late cashier of the Cavalry Brigade Canteen. Formerly served in the 4th Hussars. May be found in company of soldiers, cabmen, or betting men. Warrant issued. TAYLOR ( supposed false), age about 10, height 5 ft. 6 in., complexion dark, hair ( cut short andturning grey) dark, clean shaved, eyes blue, wart on left cheek ; dress, navy blue serge jacket suit, black bowler hat, lace boots, the appearance of a servant. Speaks French fluently. Stated he was an engineer. He takes private lodgings, and borrows money from trades- men on the pretence that he has not received his remittance from London. Traced to his possession and supposed stolen, a lady's gold Geneva watch, No. 2G7'. I0, " E. M." on hack ; an old- fashioned gold Albert chain, round gold mounted seal, cornelian and blood stones therein attached. Warrant issued. Information to Head Constable Felton, Win- chester. 15.— Portsmouth ( Borough).— For stealing £ 22, 22nd inst., ROYAL WEST, age 15J, height 5 ft. 3 or 4 in., thick set, dress blue reefer coat, black vest, brown plaid trousers, red striped belt, grey military shirt, white tie, lace boots. He was discharged from Heaton Mersey Industrial School about 3 months ago. Is a fair musician and may endeavour to enlist. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 16.— Ross ( County). — For stealing ( bailee) llith inst., a white metal watch, open face, a lady's silver chain, twisted pattern, with a star- shape seal attached— EDWARD ST. JOHN, age 23 to 25, height 5 ft. 3 to 5 in., complexion fair, hair bushy on one side of forehead, small moustache light, eyes ( supposed) blue, upper eyelids much inflamed; dress, black jacket, pepper and salt coloured vest ( double - breasted), grey cloth trousers, light lace boots with broad welts. Stated he was a clerk and nalive of Leamington. Is identical with ARTHUR BEVINGTON, Case No. 44, 5th inst. Warrant issued. Information to Supt. Jordan, Ross. ISLE OF WIGHT. 17 Newport ( County).— For forging and uttering 2 bills of exchange, 1 for £ 80 and 1 for £ 125, oil 19th September and 5th October, 1899— CALVERT VARTY, jun., age 28 to 30, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair and moustache dark, fleshy growth behind one ear ; dress, usually dark clothes, double- breasted jacket^ black hard felt hat, A grocer and provision mer- chant. MEYER, age 40 to 45, height 5 ft. 7 or S in., complexion ruddy, hair ( turning grey) dark, eyes brown, scar back of head; dress, new light mackintosh coat with brown velvet collar, grey check suit, grey soft felt hat with black band, patent leather boots. ( j or 7 in., completion fair, hair brown, moustache light brown ; dress, light grey jacket, square cut corners, dark trousers, black hard felt hat. Information to Chief Constable Farmery, Can- terbury. 20.— Dover ( Borough).— For obtaining £ 100 by fraud during November or December, 1898— ALBERT E. JENKINSON, age 30 to 35, height 5 ft. 7 or 8 in., complexion, hair, and moustache dark ; dress, usually in dark clothes and soft felt hat, A printer. Supposed a native of Cambridge- shire. Rigg"— WILLIAM SWISS ( supposed false), age 30, height 5 ft. 2 or 3 in., complexion fresh, slight brown moustache ; wearing a turn- down collar, scarf, and cap. 23. Rochdale ( Borough).— For stealing, 9th inst., a lady's black silk umbrella, silver handle, hoof shape; 1 pair lady's button boots ( new); 1 black crepon skirt; 1 black bodice trimmed watered silk ; 1 red and white flowered table cloth 2 white flannel petticoats— MARY ANN TAYLOR, age 4( 1, height 5 ft. 3J in., com- plexion fi esh, blotchy face, large nose, hair ( turn- ing grey) dark brown. A butcher ; native of Norwich. Was sentenced at Norwich Sessions, 4th January, 1893, to 5 years penal servitude for fowl stealing, liberated 16th October, 1896. M. T. 542. NOTTINGHAMSHIRE. 27.— Newark ( Borough).— For larceny— WILLIAM PEARSON, alias DIDO, age 46^ height 5 ft. 7{ in., complexion ruddy, hair brown, eyes ( cast in right) grey, scar left temple, 2 left cheek, right side of throat, and left hip, boil scar back of neck. A drover; native of Leicester. Attends cattle fairs. Warrant issued. Information to Chief Constable Challen, Newark. OXFORDSHIRE. 28.- Oxford ( County).— For stealing, 4th inst., from Cowley Barracks, a brown Gladstone bag, brass fittings, double locks, several labels thereon, including Continental, containing about 7 coloured shirts, soft fronts ; 2 pairs pants ; 2 vests; 12 handkerchiefs; sponge, clothes, and hair brushes; comb; sleeping suit; blue flannel coat and vest; all marked A. S. W.; 1 pair scissors— CHARLES BALDWIN ( supposed false), age about 23, height 5 ft. 7 in., complexion dark, hair ( inclined to curl) black, slight moustache dark, scar right elbow ; dress, blue serge jacket suit, dark cap, lace boots. May endeavour to enlist. Warrant issued. Information to the Chief Constable, Oxfordshire. Constabulary, Oxford. 29.— Witney ( County).— For deserting his wife and family, leaving them chargeable to the common fund of the Witney Union— JAMES KNIGHT SUMMERVILLE, age 37, height 6 ft. Oi in., complexion fresh, hair and moustache light brown, eyes hazel. Has served in the Scots Guards and Police. May seek employment as a timekeeper at builders. Warrant issued. Information to Supt. Cooke, Witney. SHROPSHIRE. 30.— Oswestry ( County).— For embezzle- ment, 7th April, 1898— JOHN DAVIES, age 34, height 5 ft. 6 in., complexion sallow, hair and moustache dark A carter. Has been employed at a mineral water factory. Warrant issued. 31.— Oswestry ( County).— For embezzle- ment, 23rd March, 1898— THOMAS JONES, age 28 to 30, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache light brown, shuffling gait and turns his toes inwards. A gardener ; native of Pant, Warrant issued. 32.— Oswestry ( County). — For stealing ( bailee), a new " Rapid" No. 8 bicycle, 25 in. frame, Fleuss tubeless tyres, 28 and 30 in. wheels, maker's No. 27403, handle- bars slightly raised, and " No. 11" stamped in the centre, new Rapid rubber brake, steel mudguards, cork handles with tortoiseshell tips, rubber pedals, bell, lamp, pump, and tool bag, may have transfer " Higham, Oswestry and Welshpool" on frame— J. NICHOL- SON, age 38 to 40, height about 5 ft. 6 in , rather stout build, complexion fresh, hair, whiskers, moustache, and ( short) beard dark. Was employed as a publisher's and bookseller's- agent. He left here in December, 1898, accompanied by his wife, age about 30, short, complexion fresh, hair dark, supposed a native of Burton- on- Trent, and a girl. Warrant issued. 33 — Oswestry ( County).— Hot leaving his wife ami children chargeable to the Oswestry Union— HENRY SIMMONS, age 41, height 5 ft. 6 in., complexion fresh, hair dark, of dissipated habits. FORFARSHIRE. 31.- Dundee (. city).— For fraud— JAMES WATSON RObERTSON, alias JAMES ROBERT- SON and McCONNELLY, age 33, height 5 ft. 6 in., hair ( turning grey) black, long thin moustache dark, light grey eyes, " Annie Love " tattooed on right forearm, point of right little finger turned inwards ; wearing, when last seen, dark overcoat, round hard felt hat. Previously convicted at Durham, Newcastle, Edinburgh, Glasgow, and Bathgate. Scotch Criminal Register No. 820- 97. Warrant issued. Information to Chief Constable Dewar, Dundee. LANCASHIRE. 35.— Blackpool ( Borough).— For stealing a silver keyless watch, gold button, 12 Roman and 12 plain red figures inside representing 24 hours, No. 326506, maker " Monk," Bolton, gold curb Albert with small hammer as pendant attached ; an umbrella, dark bone handle, gold mount, " W. Hilton" thereon; and a purse containing £ 5 10s.— A man giving the name of JAMES RICHARDS, age about 50, height 5 ft. 8 or 9 in., broad shoulders, complexion fresh, hair nearly white, thin in front, bald on top, short grey moustache, Roman nose; dress, black worsted suit ( square- cut double breasted jacket), black over- coat with velvet collar, stand- up collar, black tie, hard felt hat, lace boots. He stayed at an hotel, and left 2nd inst. without paying his bill. Stated he had been a butcher, and had also been in the wine, spirit, and cigar trade. Warrant issued.
