All announcements for insertion WI the POLICE GAZETTE, and all commmiications relating t,< them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought mill be inseHed in. one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name awl address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements conccrniTig stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Jdditor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the reqvs. st, for the insertion of any announcement will he wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and, for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All paymenU must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( ft) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Warrant issued. 4.— E Division.— For stealing, 7th ult., £ 71 and a postal order for 7s. 6d.— FREDERICK BAGGETT, age 28, height about 5 ft. 6 in., com- plexion dark, thin features, hair and slight mous- tache dark brown, bad teeth. Warrant issued. 5.— K Division.— For stealing a set of harness ( recovered)— THOMAS LEIGH, age 24, height 5 ft. 9 in., slight build, complexion pale, hair brown, eyes black, scar left elbow, right fore- arm, both sides of forehead, left thigh, 2 on left shin and 3 on right shin ; dress, supposed blue overcoat, brown jacket suit. A horse coper or dealer ; native of Bethnal Green. Warrant issued. 6.— I" Division.— For embezzling £ 1 14s. — LIONEL EDWARD ALBERT SANDY, age 23, height 5 ft. 9 in., complexion fair, hair light, eyes grey ; dress, dark overcoat, grey tweed trousers, black hard felt hat. He takes respectable lodgings, arid advertises for a business manager to assist him in his dramatic recitals, & c., and for a smart lad to act as companion, cashier, or pianist— from whom he generally manages to secure a sum of money. CUMBERLAND. 16.— Cockermouth County).— For leav- ing his children chargeable to the Common Fund of the Cockermouth Union— JOHN JACKSON STODDART, age about 40, height 5 ft. 10 in., slight build, hair dark brown, heavy moustache brown. HUGHES, a surveyor, age 24 to 26, height 5 ft. 7 or 8 in., slight build, hair light brown, mous- tache brown, sharp thin features, smartly dressed; usually wears tanned leggings, also heavy gold ring on left third finger. DORSETSHIRE. 18.— Dorchester { County).— For stealing, 6th inst. at Portland, 1 clipping machine; 1 singeing lamp ; 1 chamois leather, and 4 stable brushes— JOSEPH PICKETT, age 59, height 5 ft. 11^ in., complexion fair, hair brown, clean shaved, eyes blue, scar over right eyebrow, small of back, outside right elbow, both shins, 2nd left finger, and left knee : dress, dark grey jacket, cord breeches, box cloth leggings, tweed cap. A stableman ; native of Stoke, Bucks. Warrant issued. Information to Supt. Burden, Dorchester. 19.— Poole { County). — For burglary, 30th ult., and stealing jewellery, concerned with MEN, Case No. 41— A MAN, age about 27, height 5 ft. 3 or 4 in., rather thin face, long light moustache, long prominent nose ; wearing blue Melton overcoat with velvet collar, black bowler hat, trousers frayed at bottoms. He is believed to have in his possession 50 22 ct. wedding rings, marked " H. & S."; 6 ladies' diamond rings, half hoop pattern ; and a lady's small antique gold gem watch, rubies and pearls all round. ESSEX. 20.— Brentwood { County).— For embezz- ling 4s.— JAMES SEDDON, age 17, height 5 ft. i in., complexion fair, hair light brown, weak legs ; dress, black suit and cap ; a native of Brentwood. Allen, Brentwood. 21.— Epping { County).— For obtaining, 20th ult., 4 gold rings by a fictitious cheque, No. ' 41849, on the London Provident Bank, 51, Moor- gate Street, City.— G. MEEARS, age 40 to 45, height 5 ft. 6 or 7 in., hair, and beard ( pointed) dark brown ; wearing dark blue overcoat and black hard felt hat. He called at a jeweller's and selected rings to half the amount of the cheque, which he left with the shopkeeper requesting that the change be forwarded to an address that he would notify him in. a day or so. Native of Westerleigh, Gloucestershire. Sentenced at Gloucester, 6th January, 1897, to I. months hard labour and 3 years police supervision for stealing rabbits. 17621). Warrant issued. Maidstone( Borough).— For neglecting and abandoning his daughter, age 13— CHARLES COSTEN, age about 56, height about 5 ft. 4 in., thick set, long face, hair nearly white, whiskers grey eyes, blue, very large front teeth ; dress, blue reefer jacket, cardigan jacket, dark cord trousers, black and white scarf, brown cap, new black leather leggings, nailed boots. LANCASHIRE. 26.— Bolton ( County). — For embezzlement at Belmont, between 27th Nov. and 4th ult.— GEORGE McNAIR, age 35, height 5 ft. 6 or 7 in., complexion fresh, hair, whiskers, and moustache brown, eyes light blue ; dress, fawn coloured suit, black tie, dark brown cap with red stripe, lace boots. A farm bailiff ; native of Milngavie. Stirlingshire. May be found in company of farmers or cattle dealers. Warrant issued. Information to Supt. Leeming, Bolton. 27.— Blackpool ( Borough).— For stealing a silver keyless watch, gold button, 12 Roman and 12 plain red figures inside representing 21 hours, No. 326506, maker " Monk," Bolton, gold curb Albert with small hammer as pendant attached ; an umbrella, dark bone handle, gold mount, " W. Hilton " thereon ; and a purse containing £ 5 10s.— A man giving the name of JAMES RICHARDS, age about 50, height 5ft. 8 or 9 in., broad shoulders, complexion fresh, hair nearly white, thin in front, bald on top, short grey moustache, Roman nose; dress, black worsted suit ( square- cut double- breasted jacket), black over- coat with velvet collar, stand- up collar, black tie, hard felt hat, lace boots. He stayed at an hotel, and left 2nd inst. without paying his bill. Stated he had been a butcher, and had also been in the wine, spirit, and cigar trade. Warrant issued. Information to Chief Constable Derham, Blackpool. 28.— Bootle ( Borough).— For embezzlement — THOMAS NORTON, age 25, height 5 ft. 10 in., slight build, complexion sallow, hair black, clean shaved; dress, fawn colour dust coat, dark trousers, light brown hard hat, stand- up collar, of smart appearance, speaks with slight Irish - American accent. A grocer, lately employed as collector for the Singer Co.; absconded 4th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Cumming, Bootle. NORFOLK. 29- Docking County).— For embezzlement — FREDERICK BEST, age about 60, height 5 ft. 9 or 10 in., complexion fresh, hair, moustache, and side whiskers grey, eyes dark brown, usually wears glasses, of smart appearance ; dress, dark tweed suit, Alpine hat, sometimes wears a fur cap. Was employed as caretaker at Hunstanton County Club. Stated he was a native of London Left Hunstanton 3rd ult., accompanied by his wife, age about 35. Warrant issued. Information to Supt. Baldwin, Docking. 30 Norwich ( City). For stealing 22,000 bricks— GEORGE QUANTRELL, age 38, height 5 ft. 9 in., complexion fair, long thin face, high cheek bones, pointed nose, hair and moustache light brown, carries his right shoulder higher than oilier; wearing long rough black coat, black hard hat and wrapper. May seek employment as a boot finisher or butcher. Frequents low public houses. Warrant issued. Information to Chief Constable Winch, Norwich. NORTHAMPTONSHIRE. 31.- Daventry ( County).— For obtaining food and lodgings by false pretences at Crick, between 11th and 16th ult.— A MAN, age about 41), height 5 ft. 1 or 2 in., complexion fresh, hair ( turning grey) brown, heavy moustache light brown, beard about 3 days' growth, eyes blue, north country accent; dress, black jacket and vest, dark grey trousers, light dust coat, red and black tie, brown cap, lace boots. Stated he was a foreman in the Government Telegraph Depart- ment. Warrant issued. Information to Supt. Hustler, Daventry. NORTHUMBERLAND. £ 1 REWARD. 32.— Berwick ( Borough).— For neglecting to maintain his family— ADAM SANDERS, age 28, height 5 ft. 4 in., complexion fresh, hair brown, eyes hazel. A native of Berwick. Warrant issued. The above reward will be paid by the Berwick Board of Guardians to any person giving such information as will lead to the arrest of Sanders. £ 2 REWARD. 33.— Berwick ( Borough).— For neglecting to maintain his family— ROBERT HERBERT- SON, age 37, height 5 ft. 3| in. OXFORDSHIRE. 34.— Burford County).— For larceny ( bailee) CHARLES BOTTON, age 62, height 5 ft., com- plexion dark, hair ( turning grey) and moustache black, eyes dark, moves his head up and down and talks to himself when walking, deaf, of Jewish appearance, is addicted to drink; dress, black cloth frock coat, light mixture plaid trousers, light cloth cap. A watch and clock cleaner; native of Colchester. Absconded 9th ult. Warrant issued, Information to Inspector Porter, Burford. 35.— Oxford { County).— For stealing, 4th inst., from Cowley Barracks, a brown Gladstone bag, brass fittings, double locks, several labels thereon, including Continental, containing about 7 coloured shirts, soft fronts ; 2 pairs pants ; 2 vests;. 12 handkerchiefs; sponge, clothes, and hairbrushes; comb; sleeping suit; blue flannel coat and vest; all marked A. S. W.; 1 pair scissors— CHARLES BALDWIN ( supposed false), age about 23, height 5 ft. 7 in., complexion dark, hair ( inclined to curl) black, slight moustache dark, scar l ight elbow : dress, blue serge jacket suit, dark cap, lace boots. SUFFOLK. 37.- Ipswich ( Borough) For obtaining money and food by false pretences— J PHILIP PENROSE, age 21, height 6 ft. 3 in., weight about 12 stones, complexion fresh, hair light brown, eyes blue, scar left side of neck and over left eye, mole on back of one hand ; well educated ; dress, dark navy blue suit, red tie, black hard felt hat, brown lace boots. A native of West Ham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. suit. A clerk; native of Oxford Absconded l"> tli ult., had with him a brown leather kit bag " L.
