T H E FOLIC GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 22, 1899. VOL. XVI., No. 1668. BEaULATIONS. 1. All announcements for insert Urn in. the POLICE GAZETTE, and all communications relating t » them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will he likewise inserted in one ismc, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must he given, and. the exact condition* must be clearly stated. 5. Portraits of persons i chose apprehension is sought for serious offences, and engravings of stolen property will be inserted' at u cost of 15s. per portrait, and of 7s. & d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must he guaranteed, by the signature of an officer of not less rank than Superintendent: and, if the name of such person is required to be inserted and no warrant, is in force against him, the requisition must, be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property War a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE < SAZETTE, inuht, on their apprehension or recovery, at once transmit to thr Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request fin- the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not Inter than noon on Wednesday, and. for the Tuesday edition not later than Saturday morning. Thoy must, be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must, be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing mm only be accepted on payment, and the charges for the insertion of the same will be given on application. P.,. ANDERSON, Editor. SPECIAL NOTICE. TH B gang of criminals who traded as MADAME FRAIN, mentioned in the warning notice which appeared in these columns on 9th September. 1898, were convicted at the November Sessions of the Central Criminal Court for inciting women to administer to themselves noxious things with intent to procure miscarriage. In sentencing the prisoners, Mr. Justice Darling referred in the following terms to the newspapers whieh inserted the advertisements of such criminals :—" If any advertisement which incited to this or any other crime appeared again, the proprietors. Editors, and printers of the news- papers which made them public, would deserve to find themselves— and if any words of his had any influence with the Treasury, they would find themselves— in that dock ; and although they pointed out no particular means for the com- mission of the crime, if the Jury found that they did incite to crime, they would probably receive a more severe sentence than that passed in this case."—( The Times, 27th November, 1899). APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1 B Division. — For obtaining £ 6 by false pretences— JAMES McPHERSON, a Scotch- mail, age 30, height 5 ft. 10 in., complexion dark, hair black, eyes brown, high cheek bones, tooth missing in upper jaw : dress, black double- breasted jacket suit, black muffler, black hard hat, lace boots, green overcoat with velvet collar. He calls on clergymen, states he is a deserter and anxious to rejoin* his regiment, obtains money to pay his railway fare and redeem his uniform, which is in pledge. Warrant issued. ' 2.— C Division.— For forging anil tittering a cheque for £ 43 on the London Provincial Bank. Tottenham Branch — EDWARD or HUBERT JONES, age 28 to 30, height 5 ft. 11 in., com- plexion fair, hair light, clean shaved, eyes blue, of good address; dress, frock coat spit, silk hat. Stated he was a traveller for the London and Provincial Menu Supply Company, Birmingham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For obtaining a quantity of hosiery, 10th ult., by a worthless cheque on the Northampton- shire Union Bank, Limited, Leicester— B. HENRY, alias MICHAEL FOSTER, age 16, height 5 ft. 6 in., stout build, complexion pale, hair ( turning grey) and moustache dark : dress, black morning coat and vest, dark fancy striped trousers, black hard felt hat. BEDFORDSHIRE. 1.— Bedford { Borough).— For embezzle- ment and larceny— HORACE WELLER, age 24, height 5 ft. 7 in., slight build, complexion fair, hair brown, moustache fair, 2 or 3 upper teeth missing, scar back of one hand ; dress, black coat and vest, grey striped trousers, light tie, brown leather leggings. A shoe hand ; has lately been employed as a milk carrier. Warrant issued. Information to Chief Constable Thody, Bedford. f) to BERKSHIRE. 5. — Wokingham { County). — For embezzlement, at Wargrave— WILLIAM TAY- LOR, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache light brown, very high forehead, is fond of singing at concerts, & c."; dress, when last seen, grey ( double breasted jacket) suit, black hard hat, brown boots. A baker ; native of Reading. Warrant issued. Information to Supt. Molsher, Wokingham. 6.— Reading { Borough).— For failing report— Licence- holder THOMAS HUGGINS, alias GEORGE WHEELER, Office No. 1718- 98, age 51, height 5 ft. 4 in., complexion sallow, hair and eyes dark brown, mole right cheek, scar left elbow and right shin, ruptured both sides. Sen- tenced at Reading Sessions, 29th January, 1894, for stealing boots, to 5 years penal servitude and remanet of former sentence of 20 years penal servitude, which expires 2Cth November, 1903. Licenced 11th June. 1898. X. E. U. 807. Warrant issued. Information to the Chief Constable, Borough Police, Reading. BUCKINGHAMSHIRE 7.— Aylesbury { County)— For stealing, 11th ult., a " Popular" bicycle, makers New Beeston, Coventry, rather high build, large cork handles, pitch chain, Warwick tyre back, Beeston front, 28 in. wheel, 60 gear, lamp, bell, and tool bag, and brown luggage canvas bag— ARTHUR JACKSON, age about 311, height 5 ft. 5 or 6 in., complexion fair, hair and heavy moustache brown, eyes grey ; dress, black jacket and vest, light grey plaid trousers, grey cap, bow tie. Jones, Pwllheli, CHESHIRE. 10.— Runcorn ( County).— For obtaining food and lodgings by false pretences and stealing a silver- mounted pipe, 14th nit.— — FRASER, age about 50, height 5 ft 9 or 10 in., slight build, complexion fresh, hair ( partly bald on top), sandy, turning grey, long thin moustache light, strong Scotch accent; dress, pepper and salt coloured tweed suit, cardigan jacket, black tie, black hard felt hat. He represented himself as captain of a steamer lying at Runcorn Docks, and left the following morning, stating he was going to the station to meet his wife and family. Warrant issued. A canvasser. Had in his possession an order- book marked " D. Hatton & Co., Barrow- in- Furness," and a sample enlarged photograph of a little girl. Absconded 15th ult. Warrant issued. DERBYSHIRE. 13.— Eckington ( County).— For burglary, 5th inst., at Meersbrook, and stealing a cash- box containing 3 £ 5 Bank of England notes, Nos. ," 4 14224- 6, and £ 11 12s. 6d.— FREDERICK DAFT, age 16, height 5 ft. 1 in., complexion fresh, hair and eyes brown, squints in right eye ; wear- ing new suit and cap. RAIL, age about 40, height 5 ft. 2 or 3 in., stont build, moustache dark brown, cast in one eye ; dress, grey mixture overcoat, dark trousers, cap. He represents himself as a traveller, and calls on small shopkeepers for orders for fireworks, sweets, chocolate, & c., and obtains money by promising to forward a show- case. Warrant issued. Saffron Walden { County). — For assault on Police— ARTHUR CAKEBREAD, alias PUDNEY, age about 24, height 5 ft. 6 or 7 in., complexion very fresh, hair and moustache dark, slightly bow- legged ; dress, dark green velveteen coat, light cord trousers, red neckerchief, dark peak cap. — FREDERICK CAKEBREAD, age about 22, height about 5 ft. 5 in., complexion fair, hair light brown, slight light moustache ; dress, light coat, green cord trousers, light peak cap. MARTIN ( supposed false), age 28 to 30, height about 5 ft. 8 in., complexion dark, hair brown ; dress, pepper and salt coloured suit, and cap to match ; and A MAN, age 25 to 28, height 5 ft. 5 or 6 in., complexion and hair ( curly) dark, nose crooked and inclines to right, cut mark left side of upper lip, short neck, leans forward when walking ; dress, blue serge suit, long cream colour overcoat, black hard felt hat ; had the appearance of horse dealers. ISLE OF WIGHT. 22.— Newport ( County).— For obtaining £ 20 by false pretences, 8th ult.— ARTHUR HIBBERD, age about 30, height about 5 ft. 10 in., complexion fresh, hair dark brown, eyes ( deep set) blue; dress, morning suit. A butler ; carried a black bag and some paper parcels. Absconded 2nd inst., accompanied by a woman, age 28, small build, hair black, complexion and eyes dark ; had with her a brown tin clothes- box and a hat- box. May endeavour to leave the country. KENT. 23.— Chatham ( County).- - For leaving his wife and children chargeable to the common fund of the Strood Union— THOMAS TUMBER, age 45, height 5 ft. 6 or 7 in., rather stout build, com- plexion pale, hair dark, moustache and eyes brown, cut scar on one wrist, mark centre of back; dress, mixture tweed jacket and vest, dark brown cord trousers, skull cap, light lace boots. A painter.— COURTNEY L. WIL- LIAMS, alius HARMER, Bon of above, age 19, height 5 ft. 2 in., complexion dark. Also a painter. Wanted elsewhere. Information to Head Constable Sanders, Dover. 27.— Maidstone ( Borough).— For deserting her children, about 19th October last, leaving them chargeable to the Common Fuud of the Maid- stone Union— MARY ANN MCCARTHY, alias SPRINGETT, age 42, height 4 ft. 11 in., com- plexion dark, hair dark brown, eyes blue, addic- ted to drink ; wearing black clothing. A hawker; may be found at low lodging- houses. Warrant issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 28.— Burnley ( County). — For stealing £ 48 10s„ at CIiviger— GEORGE FREDERICK NADEN, age 20, height 5 ft. 9 in., complexion fresh, hair light brown, cut mark over one eye, one thumb deformed, iarge nose and feet. A native of Stockport. Information to Supt. Barnett, County Police Office, Burnley. 29.— Old Trafford ( Counly).— For failing to report— Licence- holder HENRY RICHARDS, alias CHARLES HENRY WALKER, ROBERTS, JORDAN, JONES, and EDWARDS, Office No. 1776- 99, age 30, height 5 ft. 1 in., complexion sallow, hair black, eyes brown, scar outer angle left eye, left middle finger, red mole right of chest, 2 blue dots left forearm. A grocer ; native of York. Sentenced at Knutsford Quarter Sessions, 6th January, 1897, to 3 years penal servitude for larceny. Remanet of licence expires 14th April, 1901), but subject to police supervision on former sentence until 13th April, 1903. Licenced 20th June last. R. X. 120. Information to the Superintendent, County Police, Old Trafford. 30.— Wigan ( County).— Escaped from custody charged with assault on police, 18th ult.— JAMES DURKIN, age about 25, height 5 ft. 8 or 9 in., rather stout build, complexion, slight moustache, and eyes ( cast in both) dark, slightly round- shouldered ; may be wearing dark suit. METROPOLITAN POLICE DISTRICT 31.— A Division, — For causing grievous bodily harm by throwing corrosive fluid— KARL FROSKL, alias RUSSELL, ROSSELL, ALBERT, TARRY, TARREY, BELLAMY, ARNOLD and FEARNEHOUGH, a Swede, age 35, height 5 ft. 7 or 8 in., complexion sallow, hair ( thin on top) and moustache ( curly) light, has a habit of shrugging his shoulders anil twitching his eyes, an inveterate cigarette smoker ; dress, light suit, fawn- colour overcoat velvet collar, black bowler hat, varnished boots, brown kid gloves, may have a blue overcoat with cape. Has been connected with company promoters. Uses high- class hotels. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. NORFOLK. £ 10 REWARD. 32 - Kings Lynn ( Borough).— For stealing £ 290— ARTHUR BOULTER, age 24, height 5 ft. ti or 7 in., complexion fresh, hair and small mous- tache light brown, eyes blue ; dress, brown tweed unit, dark cloth overcoat with yellowish plaid lining, red tie, black hard felt hut, brown boots. A brewer's clerk ; native of Norwich. The above reward will be paid by Messrs. Steward and Patterson, Limited, Norwich and Lynn, for such information as will lead to the arrest of Houlter. Warrant issued. Information to Chief Countable Payne, Kings Lynn. YORKSHIRE ( East Riding). £ 5 REWARD. 33.— Hull City .— For embezzlement— WIL- LIAM FINNINGLEY SMITH, age 38 to 40. height abont 5 ft. 10 in., slight build, square shoulders, complexion sallow, hair and moustache black, wears glasses; dress, dark suit and over- coat. A tailor's traveller. May endeavour to leave the country. Warrant issued. Information to Captain Gurney, Chief Constable, Hull, by whom the above reward will be paid to any person giving such information as will lead to the apprehension of Smith. YORKSHIRE ( West Riding). 34. - Wakefield ( City).- For embezzle- ment— HENRY HILLABY, age about 36, height 5 ft, 7 or 8 in., complexion sallow, moustache dark, prominent eyes, abscess mark left side of neck, small mole on forehead, inther square chin.
