Particulars cowwrning parsons whose apprehension i. x nought, will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen, property will he likewise inserted in one issue, if sufficient to enable the article in question to he thereby i lent i tied. 4. In all cases where, a reward is otferei. the name aiul address of some person responsible for the payment, must be gicen, and, the enact conditions must be clearly stated. 5. Portraits of person* whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, ami of 7s. 6d. per photo- graph or sltetch of a stolen article. 6. Erery announcement, if for the apprehension of a person, must, he guaranteed, by the signature of an officer of not, less rank than Super in' endent,; and, if the name of such person is • required to he inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must he guaranteed hq an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended, or of stolen property bear a number, and. as far as practicable, they are alphabetically arranged by - counties. 9. The force which causes particulars concerning deling units or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the a nnou neement, for insertion in the neat issue. 10. In all cases the officer signing the request for the insertion of any announcement will be • wholly responsible for any proeeedi ngs which may result from such publication. 11 Announcements for the Friday issue should be forwarded, so as to he received not later than noon on Wednesday, ami for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the - usual form, and accompanied by a, covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and, the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. NOTICE. 1. SPECIAL NOTICE. Iu certain cases questions have arisen as to the payment for photographs applied for by Police Forces under home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. SPECIAL NOTICES. COMPLAINTS are frequently received from persons living in the Provinces about their busi- ness transactions with W. COOPER, of 753, Old Kent Road, a dealer in bicycles, & c. This man seems to do a genuine business, but his methods are so unsatisfactory that his customers very naturally suspect fraud. ( C. I. D. No. 11967). E. H. SEAGER, the subject of a Special Notice in the POLICE GAZETTE of 29th September, 1899, was on 27th ult., at Derby Assizes, sentenced to 18 months imprisonment for stealing a gun adver- tised for sale in the " Bazaar and Mart." APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— A Division.— For causing grievous bodily harm by throwing corrosive fluid— KARL FROSEL, age 36 to 40, height 5 ft. 7 or 8 in., com- plexion sallow, hair ( thin 011 top) and moustache ( curly) light, has a habit of shrugging his shoulders and twitching his eyes, an inveterate cigarette smoker; wearing fawn- colour or blue Melton overcoat, black bowler hat, varnished boots, brown kid gloves. Supposed a Hungarian. Has been connected with company promoters. Uses high- class hotels. 2.— B Division. For embezzling £ 4 16s. — ARTHUR EDWARD JACQUES, age 15, height 5 ft. 4 in., slight build, complexion sallow, thin face, hair very dark, eyes blue ; dress, dark jacket suit and cap. A native of London. Warrant issued. 3.- B Division.— For obtaining money by worthless cheques— COLIN GARLISH BLAKE GOULDESBOROUGH, alias LEO WHITE, age 24, height 6 ft. 0J in., very thin build, com- plexion sallow, hair and moustache dark brown ; dress, blue serge suit, long light overcoat, hard felt hat. A native of Worksop, Notts. Warrant issued. J^ Ki / 4.— Division.— For malicious wound- ing— JOHN TURNER, age 32, height 5 ft. 2 or 3 in., complexion, hair and eyes dark, slight Roman nose, walks quickly ; dress, black morning coat and vest, pepper and salt coloured trousers, blue cloth cap. A native of Holloway. . Warrant issued. 5.— X Division. For embezzling £ 100 WILLIAM JAMES PARISH age 29, height 5 ft. 7 or 8 in., complexion fresh, hair brown, eyes ( full), brown, red spot 011 bridge of nose, small red veins on face, wart on lower lip; dress, blue serge jacket suit. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W.^ CITY OF LONDON. 6.— For obtaining a quantity of hosiery, 10th ult., by a worthless cheque on the Northampton- shire Union Bank, Limited, Leicester— B. HENRY, alias MICHAEL FOSTER, age 46, height 5 ft. 6 in., stout build, complexion pale, hair ( turning grey) and moustache dark ; dress, black morning coat and vest, dark fancy striped trousers, black hard felt hat, Supposed known at Nottingham. Warrant issued. 7.— For falsification of accounts'— JOHN THORN AINSLIE WALKER, late of South- wick, Sussex, age 34, height 5 ft. 7 or 8 in., com- plexion sallow, hair black, slight moustache dark. BERKSHIRE. 8. — Wokingham ( County). — For embezzlement, at Wargrave— WILLIAM TAY- LOR, age 30, height 5 ft, 6 or 7 in., complexion fresh, hair and slight moustache light brown, very high forehead, is fond of singing at concerts, & c. ; dress, when last seen, grey ( double breasted jacket) suit, black hard hat, brown boots. A baker ; native of Reading. Warrant issued. Information to Supt. Molsher, Wokingham. ,0- BUCKINGHAMSHIRE. 9.— Aylesbury county)— For stealing, 11th ult., a " Popular " bicycle, makers New Beeston, Coventry, rather high build, large cork handles, pitch chain, Warwick tyre back, Beeston front, 28 in. wheel, 60 gear, lamp, bell, and tool bag, ami brown luggage canvas bag— ARTHUR JACKSON, age about 30, height 5 ft. 5 or 6 in., complexion fair, hair and heavy moustache brown, eyes grey ; dress, black jacket and vest, light grey plaid trousers, grey cap, bow tie. Has been employed at cycle works at Coventiy, Oxford, and Bicester. Warrant issued. Information to Supt. Pitson, Aylesbury. CHESHIRE. 10.— Runcorn [ County).— For obtaining food and lodgings by false pretences and stealing a silver- mounted pipe, 14th ult.— — FRASER, age about 50, height 5 ft. 9 or 10 in , slight build, complexion fresh, hair ( partly bald on tup), sandy, turning grey, long thin moustache light, strong Scotch accent; dress, pepper and salt coloured tweed suit, cardigan jacket, black tie, black hard felt hat. He represented himself as captain of a steamer lying at Runcorn Docks, and left the following morning, stating he was going to the station to meet his wife and family. Warrant issued. Information to Supt. Pearson, Runcorn. FRIDAY, DECEMBER 8, 1899. CUMBERLAND. 11.— Workington { County). - For em- bezzling 10s.— JOHN STEVENSON, age about 33, height 5 ft. 8 in., complexion pale, hair and moustache dark brown, eyes blue grey, eyebrows meet, Scotch accent, walks erect, of good address ; dress, black coat and vest, grey trousers, blue overcoat with black velvet collar, tartan tie. A canvasser. Had in his possession an order- book marked " D. Hatton & Co., Barrow- in- Furness," and a sample enlarged photograph of a little girl. Absconded 15th ult. Warrant issued. Information to Supt. Hope, Workington. DORSETSHIRE. 12.— Dorchester ( County).— For stealing, 5th ult., 10 sheep ( recovered) — FREDERICK COGANS, alias THOMAS, age about 25, height 5 ft. ] 1J in., complexion very fresh, freckled face, hair light sandy, may have recent cut marks back of head, slouching gait ; dress, blue serge suit, grey skull cap. A cattle drover; native of Bristol. Had with him a well bred brown greyhound. Absconded 7th ult. May be found in company of low horse dealers. Warrant issued. Information to Supt. Burden, Dorchester. , ESSEX. 13.— Chelmsford ( County).— For stealing a bull and 16 heifers at West Hanningfield, lGth ult.— JOSEPH FLACK, age about 40, height about 5 ft. 7 in., slight build, complexion sallow, hair and moustache dark, eyes small; dress, brown overcoat, dark trousers, brown soft felt hat. Stated he came from Stevenage, Herts. Information to the Deputy Chief Constable, Chelmsford. HAMPSHIRE. 14.— Gosport { County).— For obtaining by false pretences at Alverstoke, 3rd ult., a cart ( recovered)— H. MARTIN ( supposed false), age 28 to 30, height about 5 ft. 8 in., complexion dark, hair brown ; dress, pepper and salt coloured suit, and cap to match ; and A MAN, age 25 to 28, height 5 ft. 5 or 6 in., complexion and hair ( curly) dark, nose crooked and inclines to right, cut mark left side of upper lip, short neck, leans forward when walking; dress, blue serge suit, long cream colour overcoat, black hard felt hat ; had the appearance of horse dealers. Silver, Gosport. 15.— Portsmouth ' Borough).— For steal- ing, 29th ult., a large brown Gladstone bag ; 1 black morocco work box, containing a marriage certificate ; 1 pair 18 ct. gold earrings ; 1 gold pencil case ; 1 gold scarf pin ( small flag); about 12 silver Indian bangles; 2 old wedding rings; 1 18 ct. gold dress ring, set pearls and rubies ; 1 18 ct. gold plain buckle ring; 1 9 ct. gold buckle ring, set 2 rubies and 2 pearls ; 1 do., set white and green stone ; 1 pair 9 ct. gold earrings, set pearl; 1 brooch, set 5 pearls ; 1 lady's metal watch ; 1 do., silver, No. 65933, maker " j. Yabsley " ; 1 long metal chain ; 1 black alpacca skirt ; 1 pair lady's spring- side boots, size 6 ; and £ 2 12s.— TERESA FITZGERALD, alias WILSON and PRESTON, age 24 to 30, height 5 ft. 1 or 2 in., complexion fresh, high cheek bones, hair brown, eyes blue, Irish accent, stoops slightly, is believed to drag one foot when walking; dress, black three- quarter jacket, black skirt, navy blue or black soft felt hat with black and white or blue and white band. HERTFORDSHIRE. 16.— Watford ( County)— For deserting his wife and children, 21st September last, leaving them chargeable to the Common Fund of the Watford Union— JOHN HUDDLE, age 26, height 5 ft. 9 or 10 in., complexion fair, hair light brown, eyes blue. A post office clerk ; native of Wat- ford. Warrant issued. Information to Supt. Information to Chief Constable Farmery, Canterbury. 18.— Dover ( Bonrugh).— For burglary, 27th ult.— HENRY WILLIAMS, alias HARMER, age 45 to 50. height 5 ft. 6 or 7 in., complexion pale, hair ( turning grey) light brown, moustache ( cut close) brown. A painter.— COURTNEY L. WIL- LIAMS, alias HARMER, son of above, age 19, height 5 ft. 2 in., complexion dark. Also a painter. Wanted elsewhere. Information to Head Constable Sanders, Dover. 19.— Folkestone ( Borough).— For being concerned with a man in custody, charged with stealing lead ( recovered)— JAMES BUMPAS, alias TAYLOR and JIMMY the TOTTER, age about 35, height 5 ft. 8 or 9 in., slight build, com- plexion fair, hair ( short) dark brown, clean shaved, long nose ; dress, old light brown coat, blue guernsey, white cord trousers, light cloth cap. Supposed a native of Deptford. May be found at common lodging- houses or low beer- houses. Information to Chief Constable Reeve, Folke- stone. 20.— Maidstone ( Borough).— For deserting her children, about 19th October last, leaving them chargeable to the Common Fund of the Maid- stone Union— MARY ANN MCCARTHY, alias SPRINGETT, age 42, height 4 ft. 11 in., com- plexion dark, hair dark brown, eyes blue, addic- ted to drink ; wearing black clothing. A hawker; may be found at low lodging- houses. Warrant issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 21.— Wiff an ( County).— Escaped from custody charged with assault on police, 18th ult.— JAMES DURKIN, age about 25, height 5 ft, 8 or 9 in., rather stout build, complexion, slight moustache, and eyes ( cast in both) dark, slightly round- shouldered ; may be wearing dark suit. A coal mine labourer. Supposed a native of Leitrim, or Tubbercurry, Sligo. Warrant issued. Information to Supt. Brassington, Wigan. 22.— LiverpOOl ( City).— For failing to report, Licence- Holder JAMES FARRELL, Office No. 2708- 98, age 32, height 5 ft. 5j in., hair brown, eyes brown, complexion fresh, lost left fore- finger, scar inside left elbow, above wrist front left little finger, and back of right middle finger, cut right forehead, and near outer corner left eye, small blue cut left cheek, scar under left jaw. Sentenced at Liverpool Assizes, 8th May, 1893, to 7 years penal servitude for possessing a mould for counterfeit coin. Licensed 17th September, 1898. T. 209. NORFOLK. 23. — Thetford ( County). — For non- pay- ment of maintenance arrears— GEORGE FOX, age 37, height 5 ft. in. complexion swarthy, thin pale face, hair and moustache black, eyes grey, mole right cheek, deep scars left wrist, two men boxing tattooed on chest. A labourer; native of Elveden, Suffolk. May seek employ- ment at gas or on corporation works. Has served in the 1st Suffolk Regiment. Warrant issued. Information to Supt. Is accompanied by his wife, age 40, height 5 ft. 4 in., slight build, complexion fair, hair ( cut short) light, and a girl, age 7. He takes situations as a gardener. Warrant issued. SOMERSETSHIRE. 28.— Bath County .— For obtaining food by false pretences— HARRY MITCHELL, age about 17, height 5 ft, 6 or 7 in., slight build, complexion fair, long face, hair ginger ; dress, dark grey suit, seaman's cap, shoes. Stated he was a steward's assistant. Absconded 25th ult. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Constable, Bath. STAFFORDSHIRE. Burslem ( County).— For stealing from lodgings at Burslem, on 23rd ult.— Expiree THOMAS HEXTALL, alias CHARLES WRIGHT and ANTHONY SMITH, Office No. 1107- 96, age 37, height 5 ft. 7% in., complexion pale, hair dark brown, curly ( turning grey), eyes grey, anchor on right forearm, blue mark under left eye, coal mark back of right hand. A miner or photographer, supposed native of Witherley, near Atherstone. Is of very stylish appearance, and frequents first- class hotels ; dressed in very long fawn- coloured overcoat, dark brown plaid sac jacket suit, striped tie, carried bamboo cane. Sentenced at Boston Sessions 27th June, 1892, to 5 years penal servitude for stealing a gelding with bridle, saddle, etc. Liberated 13th April, 1896. S. 264. Warrant issued. A florist; native of Maidstone.— CHARLES JORTAN, age 41 ( looks older), height about 5 ft., hair and long beard turning grey, wears glasses, lame right leg, wears a club boot, walks with a crutch. SUSSEX ( East). 32.— Uckfield ( County).— For obtaining 34 bullocks by false pretences at Cross in Hand Fair, 20th ult.— FREDERICK HERBERT GOUGH, age about 40, height 5 ft. 5 or 6 in., complexion rather sallow, hair ( turning grey) dark brown, stubby moustache, whiskers about 2 weeks' growth, eyes ( dull) dark ; dress ( supposed) covert coat, pepper and salt coloured breeches, brown gaiters, fine corduroy cap, brown boots ( nearly new). A cattle dealer. Warrant issued. ^ Information to Supt. Criddle, Uckfield. 33.— Brighton ( Borough).— For obtaining £ 9 15s. Od. by a fictitious cheque, 11th ult.— H. JOHNSTONE ( supposed false), age about 30, height 5 ft. 9 in., stout build, complexion fair, wearing light clothes. WILKINS ( supposed false), age about 28, height 5 ft. 6 in., stout build, complexion fair, slight light moustache ; wearing a buff cofour covert coat and dark cap. Had the appearance of horse- dealers. May have in their possession 4 cheque forms on the London City and Midland Bank, Limited, Brighton Branch, No. s A49018, 49020, 49024, and 49025. Warrant issued. HEAD, age 28, height 5 ft. 8 in., hair ( wavy) and mous- tache reddish, jerky walk ; wearing black morning coat, double- breasted fancy vest, white spots, black rough cloth overcoat, black hard felt hat. Had with him a brown Gladstone bag, " F. R. H." thereon, containing a blue serge suit and brown rug. A clerk ; late of Willesden Park. Warrant issued. Information to Supt. YORKSHIRE ( East Riding). £ 5 REWARD. 35 - Hull [ City).— For embezzlement— WIL- LIAM FINNINGLEY SMITH, age 38 to 40, height about 5 ft. 10 in., slight build, square shoulders, complexion sallow, hair and moustache black, wears glasses; dress, dark suit and over- coat. A tailor's traveller. May endeavour to leave the country. Warrant issued. Information to Captain Gurney, Chief Constable, Hull, by whom the above reward will be paid to any person giving such information as will lead to the apprehension of Smith. RENFREWSHIRE. 36.— Greenock ( Burgh).— Portrait and description of CATHERINE BROWN or HEN- DERSON, in custody charged with larceny— age 43. height 4 ft." 10£ in., complexion fresh, hair dark brown, eyes blue, upper right teeth missing, front tooth prominent, birthmark back of left shoulder, scar above right knee, 4 in. long, J in. wide. Is believed to have been several times convicted in England. Information to Chief Constable Angus, Greenock. SUSSEX ( East). 37.- Eastbourne ( Borough)— For stealing, 9th October, a bicycle ( recovered)— W. H. AUS- TIN, age about 45, height 5 ft. 9 in., complexion, hair and moustache dark, long eyebrows, broad features; dress, when last seen, in a drab cycling suit. A cycle company's traveller; supposed a native of Worcester. Warrant issued. Information to Chief Constable Plumb, East- bourne. 38.— Hastings ( Borough).— For deserting his child, leaving it chargeable to the Common Fund of the Hastings Union ALFRED BRAD- SHAW, age 31, height 5 ft., complexion fair, hair ( bald on top) and moustache dark, eyes blue ; dress when last seen, black jacket and vest, brown tweed trousers, black hard felt hat, black overcoat with black velvet collar.
