POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 1, 1899. VOL. XVI., No. 1662. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehemion is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question, to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment m ust be given, and the exact conditions must, be clearly stated. 5. Portraits of persons whose apprehemion is sought for serious offences, ami engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per plioto- qraph or slceteh of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed, by the signature of an officer of not, less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Amwuncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended: or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in. the POLICE CIAZETTE. must, on their apprehension or recovery, at once transmit to the Editor notice of the. fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded' so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the - usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. IB. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editer. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. BUGKINGHAMSHIRE. 6.— Aylesbury ( County)— For stealing, 11th lilt., a " Popular" bicycle, makers New lieeston, Coventry, rather high build, large cork handles, pitch chain, Warwick tyre back, Beeston front, 28 in. wheel, 60 gear, lamp, bell, and tool bag, and brown luggage canvas bag— ARTHUR JACKSON, age about 30, height 5 ft. 5 or 6 in., complexion fair, hair and heavy moustache brown, eyes grey ; dress, black jacket and vest, light grey plaid trousers, grey cap, bow tie. CHESHIRE. 7.— Oakmere ( County).— For rape, at Over, 21st ult.— JOHN GALLEY, age 27, height 5 ft. 7 in., stout build, broad shoulders, complexion fresh, hair dark brown, eyes grey ; dress, dark short round jacket, dark trousers, black peak cap, usually wears clogs. J* 8.— Runcorn County).— For obtaining food and lodgings by false pretences and stealing a silver- mounted pipe, 14th ult.— — FRASER, age about 50, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair ( partly bald on top), sandy, turning grey, long thin moustache light, strong Scotch accent; dress, pepper and salt coloured tweed suit, cardigan jacket, black tie, black hard felt hat. He represented himself as captain of a steamer lying at Runcorn Docks, and left the following morning, stating he was going to the station to meet his wife and family. Warrant issued. Information to Supt. Pearson, Runcorn. DORSETSHIRE. 9.- Dorchester [ County).— For stealing, 5th ult., 10 sheep recovered) — FREDERICK H. THOMAS, alias COGANS, age about 25, height 5 ft. 11 in., complexion fresh, freckled face, hair and moustache light sandy, may have recent cut narks back of head, slouching gait; dress, blue serge suit, grey skull cap. A drover ; native of Bristol. Supposed to have served in the Life Guards and may have discharge papers in his possession. Absconded 7th ult. May be found in company of low horse dealers. Burden, Dorchester. // ESSEX. 10.— Chelmsford ( County).— For stealing a bull and 16 heifers at West Hanningfield, 16th ult.— JOSEPH FLACK, age about 40, height about 5 ft. 7 in., slight build, complexion sallow, hair and moustache dark, eyes small; dress, brown overcoat, dark trousers, brown soft felt hat. Stated he came from Stevenage, Herts. Information to the Deputy Chief Constable, Chelmsford. 11.— Colchester County).— For obtaining goods by false pretences at Walton- on- Naze, 6th August last— WALTER WERE, age about 40, height 5 ft. 6 or 7 in., complexion dark, hair and moustache black, eyes dark brown : dress, usually in a small check suit, of smart appearance. FRIDAY, DECEMBER 1, 1899. 12.— MaIdon County).— For obtaining food and lodgings by false pretences, 25th ult.— TWO MEN, 1st, age about 30, height 5 ft. 9 or 10 in., slight build, small dark moustache, wearing black morning coat, black and red scarf, hard felt hat; 2nd, age about 32, height about 5 ft. 8 in., com- plexion fair, hair light brown, moustache ( thick) light; dress, grey coat, light check trousers, light cap, lace boots. They take lodgings on the repre- sentation that they have obtained several weeks1 work in the neighbourhood. Warrant issued. Information to Inspector Waterman, Maldon. FLINTSHIRE. 13.— Holywell! County).— For stealing a bi- cycle, 4th October last WOOD, alias HARRIS, age 33, height 5 ft. 10J in., complexion swarthy, hair brown, prominent cheek bones, impediment in speech, throws his head back and drops his jaw when speaking, American accent; dress, dark mixture jacket and vest, drab riding breeches, dark brown leather leggings, brown boots( blacked). GLAMORGANSHIRE. 14.— Swansea ' Borough).— For forging and uttering a request for payment of money and a receipt for money, the property of the Postmaster General, in May last— ALFRED HARVEY, age about 28, height about 5 ft. 10 in., stout build, complexion fair, slight light moustache ; dress, when last seen in June last, dark suit, bowler hat, brown shoes. Is a deserter from the Grenadier Guards. Stated he was a native of Vauxhall, London. Warrant issued. Information to Chief Constable Colquhoun, Swansea. HAMPSHIRE. V'.— Gosport ( County).— For obtaining by false pretences at Alverstoke, 3rd ult., a cart ( recovered)— H. MARTIN ( supposed false), age 28 to 30, height about 5 ft. 8 in., complexion dark, hair brown ; dress, pepper and salt coloured suit, and cap to match ; and A MAN, age 25 to 28, height 5 ft. 5 or 6 in., complexion and hair ( curly) dark, nose crooked and inclines to right, cut mark left side of upper lip, short neck, leans forward when walking ; dress, blue serge suit, long cream colour overcoat, black hard felt hat ; had the appearance of horse dealers. Stated they were farmers. Warrant issued. Information to Supt. Silver, Gosport It'.- Portsmouth { Borough).— For stealing from his lodgings, a silver open- face lever watch, " R. Pengelly " scratched 011 inside of case ; an Anglo- American metal keyless watch, minute hand missing ; 1 pair heavy gold folders, pebble glasses, one loop broken off ; 1 fancy vest, green shade with small light blue spots, lined scarlet flannel, maker " Pile," Park Street, Camden Town, London— ARTHUR EDWARDS, age 22 to 24, height 5 ft. 7 or 8 in., complexion fair, hair ( short) brown, clean shaved, eyes sunken; dress, black coat, brown woollen jersey with turn- down collar, dark trousers, grey shirt, light tie, cycle stockings, red neckerchief, dark tweed cap, brown shoes. Had in his possession ( supposed stolen) a new safety bicycle, " Haddon " on head, black enamelled, usual parts plated, old lamp. Stated he was going to join the Navy as an engine- room artificer. Information to the Chief Constable, Town Hall, Portsmouth. 17 — Southampton { Borough).— For steal- ing a purse containing £ 6— FRANK EBURN, age 22, height 5 ft. 7 or 8 in., complexion pale, hair and moustache light brown, eyes ( supposed) grey ; dress, when last seen, black cloth coat and vest, blue cloth trousers, light tie, hard felt hat. A painter and paperhanger, native of Southamp- ton. Warrant issued. Information to the Chief Constable, South- ampton. HERTFORDSHIRE. IS— Hatfield ( County).— For being con- cerned with a man in custody charged with having housebreaking implements in his posses- sion— CHARLES alias CAPTAIN FRENCH, age about 60, height 5 ft. 7 or 8 in., complexion florid, hair ( turning grey) dark, whiskers ( bushy and trimmed to a point) iron grey, broad northern accent, addicted to drink, appearance of a mariner. Stated he was a naval pensioner and had been employed by large shipping companies. Warrant issued. Information to Supt. A., rat- trap pedals with toe- clips, 28- inch back and 30- inch front wheel, 1898 Dunlop- Welch tyre on back wheel, Palmerpatterntyre on front wheel, tortoise- shell handles rather pointed, 71- gear, no tool bag, lamp, or bell; and a " Brixton " bicycle, 30- inch front wheel, 28- inch back wheel, 24- inch frame, old Dunlop tyres, top bar sloping, transfer on head, back tyre has been recovered with basket pattern rubber, rat- trap pedals, drop handle bars, enamelled black, no brake, mud- guards, lamp, or tool bag, " D " back stays and fork, oval front forks, old pattern machine— HENRY PRITARD, age about 25, height 5 ft. 9 in., very slight build, complexion sallow, sunken cheeks, hair light brown, clean shaved, German accent; dress, light mixture suit, light brown peak cap, wears a large steel chain ; of good appearance TIBBLES, age 25, height 5 ft. 5 in., com- plexion, hair, and slight moustache dark, rather full face, German accent; dress, black suit, brown golf cap, wears large gold Albert. Warrant issued. 20.— Watford ( County)— For deserting his wife and children, 21st September last, leaving them chargeable to the Common Fund of the Watford Union— JOHN HUDDLE, age 26, height 5 ft. 9 or 10 in., complexion fair, hair light brown, eyes blue. A post office clerk ; native of Wat- ford. Warrant issued. Information to Supt. Wood, Watford. HUNTINGDONSHIRE. 21.— St. Neots ( County).— For stealing, 7th ult., a bicycle ( recovered) — A MAN, age 24, height 5 ft. 7 or 8 in., complexion fair, hair and slight moustache light brown, scar about an inch long left of forehead, Yorkshire accent; dress, blue twill jacket, lined large check, dark brown corduroy vest, greenish colour trousers, grey cap. Gave the names of WILSON and RAY, and stated he was going to Doncaster. Warrant issued. Information to Supt. Freestone, St. Neots. KENT. 22.— Chatham ( County).— For leaving his wife and children chargeable to the common fund of the Strood Union— JAMES JOBSON, age 44, height 5 ft. 9 in., slight build, complexion fair, hair light brown, moustache ginger, eyes brown, left ear larger than right, tattooed on breast ; dress, black cloth suit, white tie, hard hat, light lace boots. A labourer ; may be found working on trams or omnibuses. Warrant issued. Information to Supt. Lacy, Chatham, 23. — Canterbury ( City).— For stealing from his lodgings, 19th ult., a pair of solid gold links, chased, in a plush lined leather case; 1 solid gold scarf pin, horseshoe with whip; 1 silver Albert; 1 leather do. with bit in centre— A MAN, who gave the name of " Haddon," age 25 to 30, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, clean shaved, sore on lower lip left side; dress, dark jacket and trousers, fancy blue vest with white figuring, dark brown mix- ture sweater, cloth cap, tan cycling shoes. Stated he was an electrical engineer. Had in his possession a nearly new bicycle, drop handle bars, with pump, made by the Haddon Cycle Company, Limited. Supposed identical with man case No. 15, 24th ult. 24.— Canterbury ( City).— For forgery— HARRY ANDERSON, age 24, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, mole calf left leg. A groom ; native of Ware, Hert- fordshire. Has served in the 1st West Riding Regiment. Warrant issued. Information to Chief Constable Farmery, Canterbury. LANCASHIRE. 25.— Old Trafford County).— For stealing at Moss Side, a lady's fawn coloured jacket, velvet collar, cloth applique round bottom, 2 small pockets on right side, 1 on left, large smoked pearl buttons ; 1 brown fur necklet, 4 tails, spring fastening; 1 lady's gloria silk umbrella, straight grey horn handle with gold mounting, stamped 18 ct.; 1 pair lady's lace boots ( box kid), lined1 grey flannel; 1 brown stuff dress; 1 blue and white print dress ( new); 1 large green plaid woollen shawl with white stripe ; 1 brown felt skirt, yellow lining, scalloped around the bottom ;: 1 pair low shoes ; 1 pair women's boots ; 1 small shoulder shawl— A WOMAN, age 42, slight build, complexion rather sallow, hair dark brown, short sighted, wears glasses ; dress, blue skirt, blue and black blouse, black jacket, black straw hat. May be wearing some of the stolen articles. A domestic servant. She obtains situations through, registry offices and homes connected with religious bodies. Information to Supt. Bent, Old Trafford 26.— Rochdale ( County). — For embezz- ling £ 93 9s.— JOHN SCHOFIELD, age 35 to 40, height about 5 ft. 9 in., complexion fresh, hair dark, moustache brown ( inclined to sandy), bad teeth, walks briskly, slight rolling gait, of good address. A grocer's and corn miller's traveller ; native of Chadderton. Warrant issued. Information to Supt. McQueen, Rochdale. 27.— Wigan ( County).— Escaped from custody- charged with assault 011 police, 18th ult.— JAMES DURKIN, age about 25, height 5 ft. 8 or 9 in., rather stout build, complexion, slight moustache, and eyes ( cast in both) dark, slightly round- shouldered ; may be wearing dark suit. A coal mine labourer. Supposed a native of Leitrim, or Tubbercurry, Sligo. Warrant issued. Information to Supt. Brassington, Wigan. 28.— Bolton ( Borough).— For attempting to carnally know a girl— WILLIAM SCHOFIELD,. age 36, height 5 ft. 5 or 6 in., complexion sallow, hair dark brown, eyes grey, deeply pock- marked. A corder; native of Bolton. Pre- viously employed at Preston and Bamber Bridge. Warrant issued. Information to Chief Constable Holgate, Bolton. 29.— Rochdale ( Borough).— For larceny— HENRY SANDERSON ( supposed false), age about 40, height 5 ft. 8 in., stout build, dissipated appearance; wearing dark clothes, white linen jacket, old boots. 30.— Rochdale ( Borough). - For larceny— MARY SEXTON, age 50, height 5 ft. 2 in., com- plexion sallow, thin face, hair black, eyes brown, two small fleshy lumps over left eye; dress, black skirt, dark shawl, old boots. I LEICESTERSHIRE. 31. — Loughborough ( County). — For housebreaking, 2nd ult., and stealing 1 lady's 18 ct. gold lever watch, No. 60145, crystal glass, gold dial, engraved back ; 1 lady's 18 ct. gold Albert ( double chain), with gold locket ( oval shape) and tassel attached; 1 black rough serge frock coat, covered buttons, usual pockets; 1 black and white check cap ( new), " Golf Cap " stamped inside; 1 white calico night shirt; 1 pair chocolate coloured kid gloves, fur lined;. 1 maroon coloured leather purse; a lady's- umbrella, cherrywood handle with 2 silver bands round handle ; 1 large pocket knife, buckhorn handle, with 3 blades ( 1 silver and 2 steel), small silver plate on handle, " Richard Bayldon, 1836," thereon — GEORGE WILKINSON, alias PER- KINS ( supposed false), age about 35, height 5 ft. 8 or 9 in., complexion pale, hair and moustache dark brown ; dress, black jacket and vest, cotton cord trousers, blue muffler, black hard hat, heavy nailed boots. Information to Deputy Chief Constable Smith, Loughborough. NORFOLK. 32.- Thetford ( County).— For non- pay- ment of maintenance arrears— GEORGE FOX, age 37, height 5 ft. 8* in. complexion swarthy, thin pale face, hair and moustache black, eyes grey, mole right cheek, deep scars left wrist, two men boxing tattooed on chest. A labourer; native of Elveden, Suffolk. May seek employ- ment at gas or on corporation works. Has served in the 1st Suffolk Regiment. Warrant issued. Information to Supt. Wright, East Harling, or Inspector Simpson, Thetford. 33.— Kings Lynn ( Borough).— For stealing £ 290— ARTHUR BOULTER, age 24, height 5 ft. 6 or 7 in., complexion fresh, hair and small mous- tache light brown, eyes blue ; dress, brown tweed suit, dark cloth overcoat with yellowish plaid lining, red tie, black hard felt hat, brown boots. A brewer's clerk ; native of Norwich. Absconded 18th inst., accompanied by A WOMAN, age 21. Warrant issued. Information to Chief Constable Payne, Kings Lynn. FRIDAY, DECEMBER 1, 1899. 3 PORTRAIT OF A PERSON WANTED. CITY OF LONDON. 34.— For embezzlement— FRANK R. HEAD, age 28, height 5 ft. S in., hair ( wavy) and mous- tache reddish, jerky walk ; wearing black morning coat, double- breasted fancy vest, white spots, black rough cloth overcoat, black hard felt hat. Had with him a brown Gladstone bag, " F. R. H." thereon, containing a blue serge suit and brown rug. A clerk ; late of Willesden Park. Warrant issued. Information to Supt. NORTHAMPTONSHIRE. 35. — Wellingborough { County). — For embezzling 23s., at Higham Ferrers, during October— EDWARD SAIT, age 50, height 5 ft. 8 or 9 in., slight build, complexion sallow, hair brown, full beard and moustache sandy ( turning grey), round shoulders, carries his head forward ; dress, brown plaid cloth jacket, black cloth vest, dark coloured cord trousers, brown and grey cap, heavy nailed boots. A labourer or milkman; supposed a native of Guildford. Warrant issued. 36. — Wellingborough { County). — For stealing, 10th ult., an old three- quarter brown cloth overcoat, black buttons; 1 black serge jacket; 1 hand lamp, 3 squares of glass with sliding reflecting lights ( red, green and white); 2 engineers' hammers, double face, one end larger than other, 4 centre dots on side of head, weight about li lb. ; 1 cold steel chisel; 1 steel flat ( fitter's) " drift— ARTHUR CHARLTON, age 26, height 5 ft. 5 or 6 in., complexion, hair, and slight moustache dark, long thin face, bone pro- jecting over left eye; dress ( supposed), stolen coats, moleskin trousers ( greasy), black cloth peak cap with raised crown. Found in pockets a portemonnaie, small two- blade penknife, and a small cheap brooch, pin broken. The body is believed to have been in the water about a fortnight, and to be that of an Englishman, named GEORGE SANDFORD, who was at Boulogne from 10th to 12th October, when he stated that he had gone to France to study the language, with a view to a business appoint- ment.
