All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIC* GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer if not less rank than Superintendent; and, if the name of such person be required to be inserUa} imd no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. " Announcements concerning stolen property must be guaranteed by an officer of not less rank \ an Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of ant, announcement, will he wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded it a* to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. I.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. METROPOLITAN POLICE DISTRICT 1.— W. RANSOME, alias HENRY HARTLEY, expiree ( described in POLICE GAZETTE of 31 stMay last, case No. 1) not yet apprehended, and the warrant for his arrest is still in force. This man is still pursuing his system of obtaining money by fraud in the manner detailed in the POLICE GAZETTE quoted above, and it is earnestly requested that police of the United Kingdom will search all newspapers published in their respective districts for advertisements emanating from this man, who assumes various names, and gives addresses chiefly in the East- ern, Eastern- Central, Northern, and North- Eastern Districts of London. The following is his usual form of advertisement:— " Money lent privately and promptly to respectable persons, male or female, on their note of hand alone, in sums of £ 50 to £ 1,000, at 6 per cent, per annum. Repayment in one to ten years by instalments, or in lump sum, at convenience of borrower. No fees. Immediate attention given to every application. Apply, stating sum required and how to be repaid, and enclose stamped addressed envelope for reply." In the event of same being discovered in any news- paper immediate information should be sent to the Assistant Commissioner, Criminal Investigation De- partment, Great Scotland- yard, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lsi of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party ahall be found within the territories of the other party." " In no case, nor under any consideration whatever, thall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty in that either Government may deliver up its own subjects to the other Government, but can not be considered b « und to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. £ 50 REWARD. 2.— R Division.— Woodcut portrait and descrip- tion of JAMES EDWARD SUTHERLAND, whose apprehension is sought for stealing £ 1,213 7s. 9d., age 45, height 5 ft. 6 in., complexion fair, hair reddish- brown, moustache inclined to be ginger, high fore- head ; dress, black diagonal coat and vest, light tweed trousers, sidespring boots, high, black hat, gentlemanly appearance and address. Lately practising at Wool- wich as a solicitor. Well known at Brighton, where he was acquainted with a woman known as " Louie," who had a little girl named Daisy." His father re- sides at Little Ferry Cottage, Golspie, N. B. Native of Melrose Abbey, Roxburghshire. Warrant issued. The above reward will be paid by Mr. Wm. Beech- ing, 48, Samuel- street, Woolwich, to any person who shall give such information as shall lead to the arrest of the above- named person. Information to be forwarded to the Metropolitan Police Office, Great. Scotland- yard, London, S. W. CITY OF LONDON. 3.— For embezzlement— JOHN E. MURPHY, a clerk, age 20, height 5 ft. 10 in., complexion sallow, hair brown, moustache ( slight) dark, eyes ( full and watery) hazel; dress, dark cutaway coat, dark trousers, black felt hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 4.— Ayr ( Burgh).— For obtaining £ 10 by fraud— THOMAS BRYDEN, a shirt manufacturer, age 45 ( looks older), height 5 ft. 6 or 7 in., stout build, hair ( inclining to grey) light, bald top of head, short whiskers and moustache, eyes ( large and full) grey, round face, slightly round shouldered; dress, tweed jacket suit with light and dark half- inch check, print cotton shirt with dark stripe on white ground, black hard felt hat ( broad rim), shoes. Has a soft appear- ance, and walks with toes turned inwards. Is a good penman, and may endeavour to obtain employment as a clerk or warehouseman, or may endeavour to leave the country. Left Ayr on 8th inst. A native of Kilmarnock, Ayrshire. Warrant issued. Information to Supt. McKay, Ayr. BERKSHIRE. 5.— Reading ( County).— For stealing, 7th inst., a " Monarch Cripper Tricycle," front wheel 28 in., driv- ing wheels 36 in., f inch tyres, band brake, 4 bearings to axle, " Monarch, W. T. Pitt and Co., makers, Bir- mingham," in gold letters on front tube, but can be easily defaced, painted and fine lined, axle and other parts plated, had a pair of rifle clips attached, which can be easily detached— A MAN, who gave the name of JOHN GARDENER, of 76, King's- road, Reading ( false), age about 20, height about 5 ft. 6 in., rather full face ; dress, light cloth jacket and peak cap. He hired the machine for 2 hours, and did not return. Information to Chief Constable Tewsley, Reading. 6.— Maidenhead ( Borough).— For stealing, 15th inst., 1 pearl purse ; 1 gold ten- franc piece ; 1 silver lever watch, No. 18425, maker " J. Commercial- road, Landport," with lady's gold chain ( with tassel) attached; 2 ten- franc pieces, made into earrings; I gold dagger brooch, red stone in centre; 1 pair silver earrings, horse- shoe pattern; 2 lion shil- lings ; 1 lion sixpence; £ 12 gold, 30a. silver, and 3 packets, each containing 5s. in pennies— TWO MEN : 1st, age about 25, height 5 ft. 6 in., complexion fair, hair light brown, slight moustache and small side- whiskers ; dress, dark coat and vest, light trousers, and brown hard felt hat; wore a heavy silver chain; 2nd, age about 28, height 5 ft. 7 in., stout build, complexion, hair, side- whiskers, moustache and eyes dark ; dress, black coat and vest, dark trousers, and black hard felt hat; wore a heavy silver chain. Drove away with a dark brown cob, about 14 hands white face and nose, and a Bassleton car, yellow wheels with stripes, which they had hired. ( Supposed same as described in Cases iVos. 10 and 19, 11* A inst.) Information to Supt. Taylor, Maidenhead. 7.— Reading ( Borough).— For stealing 7 head of cattle ( recovered) and obtaining a gun by false pre- tences- A. CARTER, age 28 to 30, height 5 ft. 9 or 10 in., stout build, hair brown, moustache light brown, slight side whiskers; dress, light brown dust coat, light tweed suit, light brown cloth gaiters, and brown felt hat; appearance of a farmer or dealer.— JOE PALMER, alias BLAKE, age about 42, height 5 ft. 8 or 9 in., corpulent build, hair, mougtache and side whiskers black; dress, dark cloth overcoat, dark clothes, and black hard felt hat; appearance of a dealer. Warrant issued. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 8.— Crickhowell ( County).— For stealing a pig ( recovered) at Llangywinder Fair— JOHN DAVIS, age 45 to 50, height 5 ft. 2 in., very weak voice; dress, dirty grey coat, cord trousers, and lace boots. A cattle drover; travels Carmarthenshire, Cardiganshire, Pem- brokeshire, Radnorshire, and Glamorganshire. Was seen at Cowbridge 1st inst. Warrant issued. 9.— Crickhowell ( County)— For stealing £ 5 at Yilwern, 18th inst.- A DOMESTIC SERVANT, age about 28, medium height, hair ( parted on right side, and fringe on forehead) dark, eyes dark, small features, long hook nose; dress, black cloth jacket black merino skirt with black velvet let in front, white straw hat trimmed with red- and- green striped ribbon, and a black mackintosh. A native of Hanley. Has lived at Worcester, Manchester, Birmingham, and Ludlow, and about 3 months since at the " Ship and ilot" Inn, Cardiff. Information to Supt. Joseph, Crickhowell. BUCKINGHAMSHIRE. 10.— Aylesbury ( County).— For stealing, 7th inst., a 52- in. bicycle, with 5- in. gun metal hubs to front wheel, hollow forks, ball bearings to both wheels, cranked handle- bar, long spoon brake, coil spring painted black with green lines— A YOUTH, who gave the name of C. WOOD, 20, Golborne- road, Westbourne- park, London ( false), age about 18, height 5 ft. 6 or 7 in., complexion fair, hair light brown ; dress, dark overcoat ( rather long), light grey trousers, and brown felt hat. Warrant issued. Information to Supt. Webb, Aylesbury. CHESHIRE. 11.— Altrincham ( County).— For failing to report — Supervisee MARY JACKSON, alias SARAH JACK- SON and ELIZABETH DERBYSHIRE, Office No. 38457, age 32, height 4 ft. 11J in., complexion fresh, hair brown, eyes blue, mole on nose and right cheek, scars over both eyebrows. Sentenced at Manchester, 11th October, 1888, to 12 months' hard labour and 3 years' police supervision for larceny. 2666. Information to Supt. Leighton, Altrincham. 12.— Birkenhead ( County).— For stealing ducks ac Bromborough, 26th ult.— JOHN PERRY, age about 36, height 5 ft. 6 in., slight build, complexion sallow, eyes hazel, hair light brown, small light whiskers all round face ; dress, dark tweed suit, old boots, and black hard felt hat. A labourer ; native of Lower Bebington, near Birkenhead. Warrant issued. 13.— Birkenhead ( County).— For stealing a lady's black corded dress, buttons down front and cuffs, and 3s. cash— ANNIE WEBSTER, a widow, age about 55 ( looks younger), height about 5 ft. 3 in., complexion pale, hair ( turning grey) and eyes dark, long features, rather good- looking ; dress, long black jacket trimmed with black astrachan, dark striped dress, and black hat trimmed with light feather. Her two sons and mother reside at 56, Harrowby- street, Princess- road, Liverpool. Warrant issued. Information to Chief Supt. Hindley, County Hal), Birkenhead. 14.— Macclesfield ( Borough).— For stealing, 18th inst., a lady's gold Geneva watch, out of order, gold dial, with discoloured spot on it; lady's gold albert, close link pattern, with small tuning- fork pendant attached ; an alpaca umbrella, and a dark fur cape ( much worn)— A WOMAN, who gave the name of ROSE BENTLEY, a servant, age 40 to 45, height 5 ft- 5 in., complexion sallow ( wrinkled); dress, black jacket and bodice, brown dress, and blue felt hat with dent in crown; may be wearing a scarlet woollen shawl. She professes to be a Christian woman, is fond of attending Salvation Army and Mission meetings, when she generally speaks on the platform, and informs her hearers that she was formerly a singer at the Star Music Hall, Liverpool, and took the character of " Happy Eliza," and then relates her experiences before she was " saved," etc. She speaks against theatres and music- halls generally. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. CUMBERLAND. 15— Penrith ( County).— For housebreaking at Plumpton, 8th inst., and stealing a silver verge watch, smooth back, no seconds hand, brass guard, with watch- key and two threepenny pieces, attached; 1 double- link silver albert chain ( bar at end broken off) ; 1 sovereign, and about 7s. silver— WILLIAM SLATER, age about 20, height 5 ft. 6 or 7 in., com- plexion fresh, hair brown, simple in his appearance and speech; dres3, dark jacket and vest, light trousers, strong boots ( right cut across upper leather), and light cloth cap with peak. A farm servant; native of Long- marton, Westmorland. For a week previous to the robbery he was living a vagrant life, sleeping in out- buildings, etc. Warrant issued. Information to Supt. Fowler, Penrith. DORSETSHIRE. 16.— Dorchester ( County).— For stealing a letter and order for the payment of £ 5 7s. 6d. on the 11th inst.— GEORGE D. NEIL, a bombardier of the Royal Artillery, age 33, height 5 ft. 11£ in., complexion fresh, hair dark brown, eyes grey ; dressed, when last seen, in the uniform of the Royal Artillery, and wear- ing Egyptian medal and star. A plasterer ; native of 23, Argyle- street, Mary hill, Glasgow. Has a brother, a plumber and £ as fitter, residing at Seamore- street, Glasgow. Warrant issued. Information to Supt. Gale, Dorchester. DURHAM. 17.— Sunderland ( Borough).— For failing to re port — License Holder THOMAS . McCORMACK, Office No. 38163, age 27, height 5 ft. 4j in., complexion dark, hair dark brown, eyes dark hazel, scars back of neck and right side chin, top of 2nd right finger, on left thumb, left knee, and below left collarbone. Sen- tenced at Durham, 6th April, 1885, to 5 years' penal servitude for larceny. Licensed 24th August, 1889. L 210. Supervisee ELIZABETH VERRILL, alias LILY FLORENCE VERRILL and JANE ELLEN JOHNSON, Office No. 38213, age 33, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey. Sentenced at Durham, 27th February, 1888, to 18 months' hard labour and 2 years' police supervision for larceny. 1235. Information to the Chief Constable of Sunderland. ESSEX. 18— Brentwood ( County).— For stealing, 4th inst.— 1 brown cloth overcoat, velvet collar, 2 hip pockets, ticket pocket; 1 red- and- brown check jacket ( man's size); 1 pair men's white cotton socks; 1 hand- kerchief ( coloured); 1 pair heavy nailed lace boots ; army pension papers in leather case, " George Willis '' and regimental No. 361 on all; 1 new rush basket— TWO MEN, 1st, age about 25, height 5 ft. 8 in., com- plexion fresh, slight fair moustache; dress, dark cloth coat, light trousers, blue check neckerchief, black hard felt hat. 2nd, age about 15, height about 5 ft. 1 in., complexion fresh ; dress, brown jacket, dark trousers, brown cloth cap. Information to Supt. Dobson, Brentwood. 19.— Epping ( County).— For indecently assault- ing a female, 27th ult , at North Weald Bassett, Essex— WALTER KING, age 22, height 5 ft. 7 or 8 in., complexion florid, hair light brown, eyes dark brown, slight moustache and side whiskers, regular features; dress ( when last seen), black overcoat, light tweed trousers, turn- down collar, lace shoes, and black hard felt hat. A baker. Native of Buntingford, Herts. Warrant issued. Information to Supt. Lennon, Epping. GLOUCESTERSHIRE. 20.— Northleach ( County).— For stealing 1 dress; 3 pairs drawers; 2 pairs boots; 1 shawl; 1 pillow- case ; 1 jacket; 1 mackintosh ; 2 collars ; 1 apron ; 1 budding knife— JOHN JACKSON, age 40, height 5 ft. 9 in., complexion light, hair dark, moustache sandy, eyes brown, blind one eye; dress, plaid suit, patched on seat and right knes, all old. A stonecutter and dresser, and native of Withington, Gloucestershire. ELIZABETH HALL, age 45, height 5 ft. 3 in., com- plexion fair, hair ( turning grey) dark, eyes brown, thin face, round shouldered, rather good- looking. Na- tive of Withington. Supposed to be travelling the country as man and wife. Property belongs to the husband of the female. Warrant issued. Information to Supt. Basson, Northleach. HAMPSHIRE. 21.— Aldershot ( County).— For forgery— HARRY YORK, age 21, height 5 ft. 9J in., complexion pale, hair black, eyes dark, scar of burn on forehead, slightly round- shouldered ; dress ( when last seen), dark suit and soft black hat. Is a deserter from the 1st Somer- setshire Light Infantry. An organ builder; native of Knowle, Warwick. Supposed recently married, and residing at Birmingham. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Brinson, Aldershot. HERTFORDSHIRE. 22.— Hertford ( County).— For stealing, 1st inst., from a hotel at Hatfield, 1 pair earrings, set with pearls and rubies; 1 large silver brcoch, set with Scotch pebbles; 1 lady's small gold neck chain and locket; 1 large gold seal, red stone, monogram " E. W." thereon; 1 old- fashioned gold snuff- box- TWO MEN : 1st, age 23 or 24, height 5 ft. 5 or 6 in., hair ( inclined to be wavy) very light, slight moustache, and small side- whiskers; dress, black coat, dark vest, light trousers, brown hard felt hat, side spring boots, wears a silver chain, with silver pencil case and a shilling attached, also wears a gold scarf pin ( marked 8 carat), with green stone in centre ; 2nd, age about 26 or 28, height 5 ft. 6 in., stoutish build, hair, side- whiskers, and moustache dark, full face j dress, black coat and vest, darkish green striped trousers, black hard felt hat, low shoes, wears a silver chain. These men slept at the hotel two nights previous to the morning of the larceny, and are no doubt hotel thieves. Information to Supt. Parish, Hertford. 23.— Walford ( County).— For sacrilege at West Hyde Church, Rickmansworth, 8th inst.- FREDE- RICK BRISTER, alias CRUTCHY, age 40, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes blue, crippled left leg, and carries a crutch under left arm; dress, dark cloth coat and cap, corduroy trousers.— THOMAS COXHILL, age 30, height 5 ft. 5 in., com- plexion fair, hair light brown, eyes blue.— WILLIAM WEST, age about 32, height 5 ft. 5 or 6 in., complexion fresh, hair ( inclined to be bald on top) light brown, eyes grey, slightly pockpitted; dress, dark pilot coat, corduroy trousers and vest, and hard felt hat. All natives of Rickmansworth. Warrant issued. Information to Supt. Hummerstone, Watford. TUESDAY, DeCemBER 27, 1889. THE POLICE GAZETTE. 3 i> HUNTINGDONSHIRE. 24.— Ramsey { County).— For housebreaking, 8th inst.— GEORGE BUTTERWORTH, age 20, height 5 ft. 5 in., hair red ; dress, plaid check suit, and had with him a labourer's suit with cord trousers, " G. B.," and anchor on arm; of low habit3. Booked for London on evening of 8th inst., and may enlist. Warrant issued. Information to Inspector Rayner, Ramsey. KENT. 25.— Cranbrook ( Coicnty).— For pretending to tell fortunes— HARRIET EMMETT, age 45, height 5 ft. 6 or 7 in., complexion and hair dark. Travels the country accompanied by her husband, James Emmett, and 4 children, in a two- wheeled house cart, recently painted very dark red, white top, brass caps to wheels, and black cob, hawking flower vases, & c. Warrant issued. 26.— Cranbrook ( County).— For stealing a 54- in. bicycle ( nearly new)— GEORGE POPE, age 23, height 5 ft. 6 in., complexion fair, hair light brown, few whis- kers, moustache ( heavy) light; dress, black jacket and vest, light trousers, and soft light felt hat. Supposed to have been in the Army, and in gentleman's service, also to have been recently employed at Hastings and the Cavendish Hotel, Eastbourne. A native of Boughton Malherbe. Warrant issued. Information to Supt. Barker, Cranbrook. 27.— Tonbridge ( Cvunty).— For failing to report — License Holder JOHN SIMMONS, Office No. 34186, age 23, height 5 ft. 3 in., complexion fair, hair sandy, eyes hazel, " J. L" and " Joanna Coleman " on left forearm, 2 blue spots on right forearm, scar under right eye. Sentenced at Surrey Sessions, 7th Septem- ber, 1885, to 5 years' penal servitude for larceny ( per- son). Licensed 27th August, 1889. L 450. Information to the Superintendent, Kent Consta- bulary, Tonbridge. 28.— Dover ( Borough).— For stealing, from an hotel, 9th inst., a gold watch, maker " King, King's Lynn"; a gold victoria chain and appendages; a gold brooch ; a cameo ring, hands crossed; a mourn- ing ring, " Regard " in old English and initials " M. P."; a gold keeper ring ; a turquoise ring, set 4 stones ; a gold pencil- case, key and seal; a gold locket; a plated bracelet; a jet bracelet— A MAN, who pave the name of McDONALD, age about 40, height 5 ft. 9 in., com plexion and moustache ( full) dark, small eyes ; dress, blue overcoat, black under do. with silk facings, brown trousers, lace boots, and brown felt hat with soft top and flat brim, Wore imitation diamond scarf pin. Information to Supt. Saunders, Dover. wearing the stolen waterproof. Was convicted for larceny, 11th February, 1884, at Runcorn, and on the 3rd March, 1884, at Salford Sessions, when she was sentenced to 6 months' imprisonment and 2 years' police supervision. Information to Supt.
