In the case of Marines not embarked who have deserted from the head quarters of their Divisions, the Army Descriptive Return, as specified in the 4th Schedule of the Army Act, 1881, should be used. In districts outside the Metropolitan Districts to which Naval Descriptive Returns are not supplied, the Army Form should be used in all cases.
