W. , Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them. by another force. , Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. , In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. , Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. per photo- graph or sketch of a stolen article. , Every announcement, if for the apprehension of a person, must be guaranteed, by the signature of an officer of not less rank than Superintendent; and, if the name of sueh person is required to be inserted and no toarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the oase may be. \. T I O Iff S. 7. Announcements concenntig stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must., on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement icitt be wholly responsible for any proceedings which may result from such publication. 11. Amwunce merits for the Friday ixsue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted o* t payment, and the charges for the insertion of the same will be given on application. * R. ANDERSON, Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLTCE GAZETTE is circulated in the Colonies. JAMES TOWNSEND, Case No. 99, 15th ult., was on 26th ult. sentenced at Marlborough Street Police Court to 6 months imprisonment for the unlawful possession of letters containing postal orders. He is identical with " C. L. YOUNG," of " The Crown Perfumery Co.," 34, Arlington Street, E. C.; " W. T. COLLINS & Co.," 20, Southgate Road, N.; and " G. L. The woman offered, by advertisement, to adopt a baby for a small premium, giving an address where letters only were received. The following articles of clothing were obtained with the child : 6 long cotton gowns marked " J." in red cotton, 4 dresses ( 1 Scotch plaid, new ; 3 cashmere), and a white cashmere out- door costuiye trimmed with white honeycomb. W. 1 DERBYSHIRE. 4.— Eckingtoit ( County).— For obtaining money, food, and lodgings bv false pretences, 17th and 18th ult.— HARRY GIBBONS, alias BIG HARRY ( supposed false), age 45 to 50, height 5 ft. 9 or 10 in., very stout build, complexion fair, broad face, hair ( turning grey) sandy, moustache grey, nose deformed, supposed turned to right side ; dress, light grey plaid suit ( trousers shabby), black and white plaid scarf, grey cap, brown boots blacked over ( one cracked across front). Stated he had obtained employment as an electrical fitter. Is known at Hemsworth, Staveley, Deuby, Ches- terfield and Worksop. Warrant issued. Information to Supt. He calls on hotel keepers stating he is secretary to the Half- Holiday Foot- ball Club, and is collecting subscriptions. In some instances he takes a room at a hotel for the year for club meetings, and promises to call next day to pay £ 20 in advance. Warrant issued. ( recovered)— Expiree SAMUEL SMITH, alias JOHN FLETCHER, GILROY, and SORE - EYED SAMMY, Office No. 2179- 97, age 61, height 5 ft. 3 in., complexion dark, hair dark brown ( turning grey), eyes dark brown ( weak), left wrist slightly deformed, brown mole left temple. A tin worker, native of Pershore ; travels the country with vans and attends horse fairs. Sentenced at Northamp- ton County Sessions 19th October, 1893, to 5 years penal servitude for stealing a horse collar. Licenced 23rd July, 1897, which expired 18th October, 1898. O. T. 392. Supposed a native of Leamington. Had in his possession a postal order for 10s. issued 9th ult. at Stroud, No. 924341 or 924346. Absconded 13th ult. Warrant issued. Is believed to be a groom or driver. He represented himself as Captain The Right Hon. Viscount Devere. Was last heard of in Denbighshire. Warrant issued. Information to Capt. Absconded 15th July last with A MAN, age about 55, com- plexion, hair, whiskers, and moustache dark, lame right leg ; may be working at a brick- yard or hop picking. Warrant issued. A laundress ; she represents herself as the aunt of a jockey to whom she sends the money for the pur- pose of backing horses; may be found at a steam laundry. Warrant issued.
