REGULATIONS All announcements for insertion in the POLICE GAZETTE, anil all communications relating in them, should he addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YAKD, LONDON. S. W. Particulars concerning persons whose apprehension is sought trill he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be talien upon them. by anvthcr force. 3. Particulars as to stolen property Will he Jiheicise inserted, in one issue, if sufficient to enable the article in quextion to he thenby identified. 4. In all eases where a reaper A. is otfered. the name and. addrexs of some person responsible for the payment inns' he given, and the exact conditions must he clearly stated, o. Portraits of persons whose apprehension ix sought for serious offences, and engravings of xtolen property will be inserted\ at a cost of 15s. per portrait, and of Is. 6d. per photo- qraph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, m ust be guaranteed, by the signature of an officer of not less rank than Superintendent,; and, if the name of such person is required to he inserted ami no warrant is in force against h im. the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements co/ werni ng stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all perxons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mud, on their apprehension or recovery, at. once transmit to the Editor notice of the. fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the. officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Annou nccments for the Friday issue should he forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not litter than Saturday morning. They must, be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, JYew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street, Post Office. 13. MANNING, age about 21, height 5 ft. 4 in., complexion sallow, hair ( long and bushy) dark, clean shaved, eyes dark; of theatrical appearance; wearing fawn coloured suit. Warrant issued. / 29.— Bath ( City).— For stealing, 7th inst., a " Humber" roadster bicycle, mudguard on front wheel, handle bar rusty in places, high frame, transfer worn off, Pattison B saddle, ball head clip, Beeston tyres, solid rims, rubber pedals, brake— PERCY VIZARD, age 21 ( looks younger), height 5 ft. 6 in., clean shaved ; dress, dark blue suit, white straw hat, bright tie ; the appearance of a clerk. Information to Supt, Walters, Bilston. 32.- Wednesbury ( County).— For an in- decent assault on a girl, age 11, on 9th ult,— JOHN O'CONNELL, age 19, height 5 ft. 3 or 4 in., com- plexion fresh, hair light brown, eyes brown, Staffordshire knot tattooed on right forearm; dress, blue serge jacket and vest, dark corduroy trousers, black cloth cap, blue muffler with white spots, lace boots. A native of Wednesbury. Warrant issued. Information to Supt. Salt, Wednesburv. . SUFFOLK. 33.— Ipswich ( Borough).— For stealing a suit of clothes ( recovered) — SAMUEL DAU- BENEY, age 31, height 5 ft, 7} in., weight 10 st. 7 lb., complexion swarthy, hair very dark brown, slight moustache dark, eyes hazel, 2 tattooed on left forearm, of military appearance ; dress, blue serge jacket and vest, dark striped trousers, dark cap. ' H.— Chertsey ( County).— For housebreak- ing, 6th inst., at Egham, and stealing a lady's open face silver Geneva watch ; 1 lady's silver watch- guard ( has been repaired with round links)— A MAN, age 35 to 40, height. 5 ft. 4 to 6 in., red face, clean shaved, wearing dark clothes; left behind a reddish brown tweed cap. METROPOLITAN POLICE DISTRICT 30.— Criminal Investigation De- partment. — Portrait and description of FRANCIS ALFRED VOUILLON, a bank cashier, whose apprehension is sought for embezzlement.— age 59, height 5 ft. i in., stout build, hair ( turning grey) dark, lame in one foot, which he drags after him; dress, when last seen, black jacket, black vest with white spots, black trousers with grey stripes, white tie, brown hat and boots. A native of Paris, but knows England and speaks good English. Is believed to be accompanied by a FRENCHWOMAN, age 24, middle height, slight build, complexion pale, hair dark red, eyes ( dis- colouration under one) blue ; wearing when last seen, black tailor- made skirt, black and white blouse. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. , SURREY. 37.— Chertsey ( County) — For uttering a forged undertaking for procuring credit, about 13th Mav, 1898 — FREDERICK WILLIAM KIRKHAM, age 43, height about 5 ft. 7 in., well built, complexion sallow, hair and moustache dark brown ; dress, black frock coat and vest, grey trousers, silk hat. A medical practitioner, late of Chertsey. Is identical with ASTON BLOUNT case, No. 1, 23rd June. See also special notice, 21st July last. Warrant issued. Information to Supt. Hackman, Chertsey. SUSSEX ( East). 38.— Hailsham ( County).— For stealing, 7th inst, at Polegate, a watch and chain ( re- co- rered)— A MAN, age 28, height 5 ft. 8 in., complexion, hair, and eyes dark, clean shaved, heart, clasped hands, left arm, crown and cross right arm, lost 4th toe of one foot; dress, dark jacket, brown plaid trousers and vest, black and white cap. Stated he was a native of Chelmsford. Information to Supt. Elphinstone, Hailsham. 39.— Lewes ( County).— For stealing, between 26th and 29tli ult., a grey cloth overcoat ( recovered), 1 thin dark oloth overcoat ( nearly new), " Poole, London " on or under tab— A MAN, age 26 to 30, height about 5 ft. 9 in., complexion pale, thin face, hair, slight moustache, and eyes dark, of military appearance ; wearing the stolen coat, brown cloth trousers, cloth cap. Stevens, Lewes, 40.— Uck field ( County).— For the abduction of a girl under the age of 16— ALFRED THOMAS MANNERS, alias INKY, age 23, height 5 ft. 8 in., complexion ( sunburnt) and hair dark, slight moustache, eyes blue, rather thick lips, faint scar under one eye, mole on neck, speaks slowly; dress, light mixture jacket and vest, dark cord trousers, patch of cord of a darker shade set in one knee. A brickmaker and labourer ; native of Chelwood Common, Danehill. Description of girl:— ETHEL KATE GOSNEY, alias STACEY, age 14 ( looks older), height about 5 ft., stout build, complexion fair, full face, freckles on nose and over eyes, hair ( brushed back) dark, eyes hazel, turns right foot outward ; dress, navy blue bodice, navy blue or black skirt, black sailor hat trimmed black band, buckle at side.
