All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them, by ** another force. B Particulars as to stolen property will be, likewise inserted in one issue, if sufficient te enable the article in question to be thereby identified. t, Xn all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings ef stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. f. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted a nd no warrant is in force against, him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the Gounty, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an. officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabet ically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted ifn the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in tk* next issue. * 10. In all cases the officer signing the request for the insertion of any annowncement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later tha- n noon on Wednesday, and for the Tuesday edition rwt later than Saturday morning. They • must be olearly written on one side of the paper only ; they must, be in the usual form, and accompanied, by a coveri- ng letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or tiie detection of crime. The Editor inserts it, ill hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( I/) The conditions on which it is payable. ( r) The name and address of the person by whom it will be paid. ( rf) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdingoutany expectation that tile reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( fl) to ((•/), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked (//) and (<')• Such notices are not distributed. NOTE.— There are 190 Station* of the Metro- politan Put ice Force ( it which Notices can be pouted. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1. — D Division * — For embezzling £ 2 3s. 2d.— ADA ARGENT, age about 32, height 4 ft. 10 in., slight build, complexion sallow, very thin face, hair ( brushed back) dark brown ; dress, blue skirt and coat, white blouse, small black straw bonnet or white straw hat, button boots. A native of London. Warrant issued. 2.— J Division.— For attempting to obtain money by false pretences— JAMES PAGE, alias J. HUMPHREYS, age 25 to 30, height 5 ft. 5 or 6 in., slight build, complexion sunburnt, hair dark brown, teeth discoloured ; dress, brown speckled suit, black hard felt hat. He represented himself as a traveller for Messrs. Cassell & Co., publishers, Ludgate Hill, E. C. Warrant issued. 3.— L Division.— For obtaining money by fictitious cheques on the London and South Western Bank, Kennington Branch— R. S. W. COLLINS, age 35, height 5 ft. 8 in., stiff build, complexion sallow, hair ( curly) dark brown, eyes brows, military appearance ; dress, brown jacket suit, white Alpine hat. A native of London. Warrant issued. 4.— V Division.— For stealing £ 100 on 27th ult. — WILLIAM DAY, age 35 to 40, height 5 ft. 7 in., complexion sallow, hair light brown, eyes light; dress, blue serge suit, black felt hat or brown cap ; late in the employ of a firm of solicitors. Warrant issued. 5.— X Division•— For stealing 1 gold and 2 silver watches entrusted to him to repair— FRANK MEAD, age 25, height 4 ft. 3 in., com- plexion pale, hair, beard ind moustache brown, eyes grey, large nose, arms and legs deformed ; wearing dark clothes, hard felt hat. A jobbing watchmaker; may endeavour to obtain employ- ment in the provinces. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W, BEDFORDSHIRE. G.— Biggleswade ( County) — For assault on police at Blunham, 30th nit.— FREDERICK COTTON, age about 25, height 5 ft. 8 or II in., complexion fair, hair and small moustache light. A native of Kempston, Beds. Attends fairs, & c., with a set of nine- pins. Warrant issued. Information to Supt. Baldwin, Biggleswade. CAMBRIDGESHIRE. 7.— Cambridge { Borough}.— For stealing bailee), 13th ult., a bicycle ( recovered) — A MAN, who gave the name of — BENNETT, age about 30, height about 5 ft. 10 in., complexion dark, moustache; dress, light suit, white- straw hat with black band, brown shoes. Supposed a follower of race meetings. Warrant issued. Information to Chief Constable Holland, Cambridge. CHESHIRE. 8.— Egremont { CountIJ).— For stealing, 19th ult., at New Brighton, a road racer bicycle, 24 in. frame, 28 in. wheels, Palmer 1898 tyres, double butted spokes, plated, B. S. A. 1898 fittings, 189if chain wheel, rat trap pedals, part of left toe- clip broken off, ramshorn handle bar, felt grips, black saddle— GEORGE HARPER, age about 20, height 5 ft. 5 in., complexion dark, hair dark brown, appears stiff in legs ; dressed as an able seaman of H. M. S. Wildfire, with white crown cap, " H. M. S. Wildfire, " in front, rifle and cannon on arm, lace boots cut at sides. Warrant issued. Information to Supt. McDonald, Egremont. CORNWALL. 9.— Launceston { County).— For obtaining money by false pretences, tith ult. — GEORGE LEVEY ( supposed false), age about 40, height 5 ft. 6 or 7 in., complexion dark, face slightly bloated, hair ( cut short and inclined to curl in front) dark brown, supposed small dark moustache, twitches his face and draws his mouth to one side when speaking, front teeth decayed and several missing, a fluent speaker; dress, black jacket and vest, grey tight- fitting trousers Alpine hat, Jubilee tie, turn- down collar, tan shoes, wears two silver or white metal lings 011 right hand. He calls on farmers, forage dealers, etc., and states that he represents a circus for which he requires a field ; he orders large quantities of fodder at high prices, and after signing an agreement, draws a commission on the orders and decamps. Is believed to be carrying on similar practices in the West of England. Warrant issued. Information to Supt. Nicholls, Launceston, or Inspector Hamley, Stratton. DERBYSHIRE. 10.— Derby ( County).— For rape at ABton- on- Trent, 1st ult. — EDWARD WILKES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, hair brown; dress, blue serge coat and vest, grey striped trousers. A painter. Warrant issued. Information to Deputy Chief Constable Airey, Derby. 11.- Langley Mill County).-- for stealing £ 72 at Ilkeston, 16th ult.— WILLIAM HENRY YOUNG, age 52, height 5 ft. 8. in., complexion fair, prominent forehead, hair ( nearly bald), and moustache grey, eyes grey or blue, slightly bow- legged, rather corpulent, is well educated and very talkative ; dress, black coat and vest, brown trousers, hard felt hat, lace boots. May be found at Tottenham, Walthamstow, or Canning Town. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. HAMPSHIRE. n.— Aldershot ( County).— For stealing £ 5, 4th ult,, from the officers' quarters, Roval Fusiliers, Farnborough— SELICK BALLINGER, age 21, height 5 ft. 6 in., complexion fresh, hair and eyes brown, scar over right hip ; dress, dark pepper and salt coloured suit. An officer's ser- vant of the Royal Fusiliers. Information to Supt. Hawkins, Alderghot, 1 S.— Andover { County) — For embezzle- ment— GEORGE ROBEY, age about 26, height 5 ft. 4 or 5 in., complexion dark, small round features, hair black, eyes brown ; dress, Slack serge suit, double breasted coat, black hard felt hat. A shop porter ; native of Andover. Warrant issued. Brien" thereon, in coat pocket); 1 pair dark trousers with blue stripes; 1 pair elastic side boots, size 7 or 8 ; 1 reddish sailor knot tie, horse- shoes thereon ; 1 blue serge skull cap ; 1 white metal stop- watch, black hands, white dial, " Swiss Chronograph" thereon; a silver curb pattern chain— JOSEPH HILL, age 23, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, scars on chest, bend of right arm and left forearm. A moulder, native of Harpurhey, Manchester, probably wearing the stolen clothing. Is a deserter from the Royal Marine Artillery. 24.— Portsmouth'Borough).— For stealing, 11th ult., a large open face silver Geneva lever watch, black numerals, No. 37123, silver curb pattern Albert with 3 coins ( one a Portuguese shilling) attached— JOSEPH VICAINA, an Italian, age 30 to 35, height 5 ft. 7 or 8 in., slight build, complexion brown, slight moustache dark, warts on face, speaks very little English ; dress, dark coat and vest, cord trousers, coloured neckerchief, brown Alpine hat, Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 25.— Watford ( County).— For obtaining £ 1 by false pretences, 12tli ult,— W. CLARKE ( supposed false), age about 35, height 5 ft. 10 in., complexion and hair dark, one upper tooth defi- cient ; dress dirty check suit, hard felt hat. He represents himself as a farmer's son and obtains orders for eggs, fruit, etc., upon which he obtains a deposit. Warrant issued. Information to Supt. Wood, Watford. HUNTINGDONSHIRE. 2l>— Huntingdon ( County).— For em- bezzling £ 45, CHARLES THEW, age about 55 ( looks younger), height about 5 ft. 6 in., slight build, complexion, hair and moustache dark, short quick step. A Baptist minister and rate collector. He left St. Gidding, Hunts, for London on 21st ult. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. KENT. £ 1 REWARD. 27 — Ashford County).— For deserting her child— KATE STANDEN, age about 30, height 5 ft. ( i or 7 in., complexion fair, light speck in one eye, fashionably dressed ; a native of Ashford. Warrant issued. The above reward will be paid by the Guardians of the East Ashford Union for such information as will lead to the arrest of the above. Information to Supt. Bailey, Ashford. LANCASHIRE. 28. — Liverpool ( City). — For stealing £ 19 18s., 17th ult. — JAMES WALTER COOK, age 41, height 5 ft. 1 or 2 in., hair and slight moustache ( turning grey) dark, very prominent nose; dress, black suit, hard hat. A butcher's clerk, has also been a ship's steward, and may seek similar employment, Absconded 19th ult. Information to the Head Constable, Detective Department, Liverpool. 29.— Bootle ( Borough.).— For stealing 20s., 29th ult.— JOHN LAMBERT, age 35 to 40, height 5 ft. 5 in., complexion sallow, hair ( turning grey) black, moustache sandy, long scar across throat, has a habit of putting his hand to his mouth when speaking, slightly knock- kneed and leans forward when walking ; dress, brown shooting coat and vest, striped cloth trousers, plaid scarf, hard felt hat, lace boots. A milkman ; supposed a native of Wensley Dale, Yorkshire. Warrant issued. Information to the Chief Constable, Bootle. NORFOLK. W.— Downham Market ( County).— For failing to appear to a summons 24th ult., charged with carnally knowing a girl under the age of It! — ALBERT BOWCOCK, a butcher, late of Down- ham Market, age 40, height 5 ft. 9 or 10 in., com- plexion fresh, hair ( thin on top and turning grey) brown, eyes blue, turns his feet out and is a bad walker. NORTHUMBERLAND. 31.- Newcastle- on- Tyne ( City).— For failing to report— Licence holder GEORGE PATTERSON, alias CHARLTON, SPEERS, CURRIE and LOCKHART, Office No. 2047- 99, age 34, height 5 ft. 5f in., complexion fresh, hair dark brown, eyes hazel, right elbow and left wrist dislocated, small mole back of neck and on chest, bird right forearm, blue dot back left forearm. Sentenced at Newcastle Sessions, 9th April, 1897, to four terms of 3 years penal servitude ( concurrent) for housebreaking, burglar}-, etc. Licenced 10th ult., X 102. Warrant issued. Haverfordwest Castle ( County)— On commitment warrant for non- payment of £ 20 12s. being fine and costs imposed for illicit sale of beer— JAMES FRANCIS, age about 55, height about 5 ft. 8 in., complexion fresh, hair sandy, eyes brown ; supposed a native of Liverpool. SHROPSHIRE. 36.— Oswestry ( County).— For leaving his wife and children chargeable to the Oswestry Union— HENRY SIMMONS, age 41, height 5 ft, 6 in., complexion fresh, hair dark, of dissipated habits. CITY OF LONDON. 37.— Portrait and description of HENRY JONES, late of Crawley Road, Leyton, whose apprehension is sought for embezzlement, age 35, height 5 ft. 6 or 7 in., complexion fair, hair and moustache dark brown, teeth prominent and rather wide apart, bunions on both feet; wears black frock coat and silk hat; a traveller in the te^ and flour trade. Had in his possession a cheque book on the London and South Western Bank, Clapton Branch, but his account there is closed. He left London on 6th ult,, and was accompanied by a woman age 21, height 5 ft. 4 in., complexion fair, hair light, and had with them a large light colour box containing books, etc. Warrant issued. SUFFOLK ( East). £ 5 REWARD. 3H.— Halesworth ( County).— Portrait and description of SAMUEL JONES, late of Bungay, whose apprehension is sought for embezzlement. — Age 20, height 5 ft. 5 in., complexion pale, full face, hair and moustache very light, eyes blue, swelling on right arm, walks with short, quick step ; wearing dark tweed coat and vest, b rown leather leggings, black Alpine hat; a solicitor's clerk ; native of Rusholme, Manchester.
