J, All announcements for insertion in the POLICE GAZETTE, and all communication* relating '' to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought will be inserted in one issue of < he POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by ^ another force. S Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. t. In all cases where a reward u offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. I, Every announcement., if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no war raid is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an. officer of not less rani than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. • 10. In all cases the officer signing the request for the insertion of any annou ncement will b+ wholly responsible ftrr any proceeding* which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, ami accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by- such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. C Division. - For stealing a gold French repeater watch, chimes hours and quarters, female figure on each side of dial, Cupid at bottom of dial, perforated gold between dial and figures ; 2 pairs opera glasses ( 1 mother- o'- pearl, nickel plated, 1 gilt, " Emanuel, Portsea " thereon).— FRANK MANSFIELD, age 29, height 5 ft. 8 in., complexion and hair dark, eyes brown, slightly bow legged, shrugs his shoulders when walking ; dress, blue serge suit, black hard felt hat, stand up collar. Warrant issued. 2.— E Division.— For forging and uttering a will, thereby obtaining £ 1,100 — GEORGE LYCETT GREEN, age 35 to 40, height 5 ft. 7 or 8 in., complexion fair, hair brown ( supposed turning grey), clean shaved, eyes full, wears spectacles, small hands and feet, stoops slightly, walks quickly. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For obtain- ing, 7th inst., by talse pretences, a gold- cased watch, No 671 ; 1 gold chain ; 1 gold- cased lady's guard : 1 pair of gold sleeve links and 2 cheques, one for £ 12 16s. 6d., one for £ 10 3s. 6d.— V. S. DOSHI, alias 1>. M. DERASARI, an Indian, age about 25, height 5 ft. 4 or5 ill., complexion sallow, small round face, thick lips, hair dark brown, slight moustache dark ; speaks English fluently ; dress, when last seen, dark jacket suit, white straw hat with coloured band, brown shoes, of gentlemanly appearance. He obtained the jewellery and money by bogus cheques on the London and Westminster Bank, written on ordinary notepaper and signed " H. H. Harris" and " Johnson " over a penny postage stamp. Photograph may be seen on application. Warrant issued. 8.— Cambridge ( Borough).— For stealing ( bailee), 13th inst., a bicycle ( recovered)— A MAN, who gave the name of — BENNETT, age about 30, height about 5 ft. 10 in., complexion dark, moustache; dress, light suit, white straw hat with black band, brown shoes. Supposed a follower of race meetings. Warrant issued. Information to Chief Constable Holland, Cambridge. CARNARVONSHIRE. 9. — Conway ( County). — For obtaining money by false pretences— L. M. LONG, alias MAUD ELLIOT, BEATRICE MANNING, MRS. MONTGOMERY, MRS. D. M. KIRBY, & c., age about 35, short, stout build, complexion pale, hair ( turning grey) brown, prominent teeth, mole right side of neck and back of right hand, cool demeanour ; dress, black skirt and jacket, white blouse, fur necklet, black sailor hat and veil, carried a mackintosh. She engages apartments at seaside resorts for herself, her husband, a child, and governess, and, suddenly discovering that her purse is missing, obtains money to enable her to pay her return railway fare. CHESHIRE. 10.- Middiewich ( County).— For stealing a silver English lever watch, white dial, gold hour hand, cardboard minute ditto, seconds hand missing, maker Willis, Northwich ; and a silver watch guard, long link pattern— JESSE DEAKIN, agt 25, height 5 ft. 8j in., complexion fresh, hair dark brown, eyes grey, mole on right hand ; dress, black jacket, navy blue vest, grey trouser*, black felt hat. FRIDAY, JULY 14, 1899. 11.— Middlewich ( County).— For obtaining £ 5 by false pretences— GEORGE HAMILTON STANLEY, age 21, height 5 ft. in , complexion sallow, hair dark brown, clean shaved, eyes blue, of good address, speaks French ; dresB, dark suit, black hard felt hat, carried a brown mackintosh coat. A groom ; stated he was a native of Texas, U. S. A. Warrant issued Information to Supt. Large, Middlewich. CORNWALL. 12.— Launceston ( County).— For obtaining money by false pretences, 6th inst.— GEORGE LEVEY ( supposed false), age about 40, height 5 ft. 6 or 7 in., complexion ( lark, face slightly bloated, hair ( cut short and inclined to curl in front) dark brown, supposed small dark moustache, twitches his face and draws his mouth to one side when speaking, front teeth decayed and several missing, a fluent speaker : dress, black jacket and vest, grey tight- fitting trousers, Alpine hat, Jubilee tie, turn- down collar, tan shoes, wears two silver or white metal rings on right hand. He calls on farmers, forage dealers, & c., and states that he represents a circus for which he requires a field ; he orders large quantities of fodder at high prices, and after signing an agreement, draws a commission on the orders and decamps. Is believed to be carrying on similar practices in the West of England. Warrant issued. Information to Supt. Nicholls, Launceston, or Inspector Hamley, Stratton. CUMBERLAND. 18.— Carlisle ( City).— For failing to report — JAMES HUTCHINSON, alias JOHN WILSON, EDWARD BELL, EDWARD PLACE;, and JOHN CAMERON, Office No 1052- 99, age 68, height 5 ft. 3f in., complexion fresh, hair and eyes grey, each forefinger slightly deformed, scars on head, bridge of nose, left side of neck, left forearm, and outside left hand : dressed in slate- coloured suit. A skinner; native of Bradford. Sentenced at North Riding Quarter Sessions, 17th October, 1895, to 3 years penal servitude and 3 years police super- vision for larceny. DERBYSHIRE. 14.— Derby ( County).— For rape at Aston- on- Trent, 1st, inst.— EDWARD WILKES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, hair brown; dress, blue serge coat and vest, grey striped trousers. A painter. Warrant issued. Information to Deputy Chief Constable Airey, Derby. 15.— Langley Mill County). - For stealing £ 72 at Ilkeston, 16th inst.— WILLIAM HENRY YOUNG, age 52, height 5 ft. 8^ in., complexion fair, prominent forehead, hair ( nearly bald), and moustache grey, eyes grey or blue, slightly bow- legged, rather corpulent, is well educated and very talkative ; dress, black coat and vest, brown trousers, hard felt hat, lace boots. Native of Kent; late a signalman on the G. N. Railway. Has served in the army. May endeavour to leave the country. Warrant issued. Information to Supt,. Daybell, Langley Mill, near Nottingham. DORSETSHIRE. 16. — Cerne - Abbas ( County).— Yor in- decent assault at Buckland Newton, 9th inst.— A MAN, age 20 to 25, height about 5 ft. 5 in., freckles on face, hair brown, clean shaved ; dress, black coat, one sleeve torn, dark trousers, red necker- chief, small brown cap. Appearance of a tramp. Warrant issued. Information to Supt. Elford, Cerne- Abbas. 17.— Weymouth ( Borough).— For obtaining money by a worthless cheque, ( 5th inst.— A MAN, age about 35, height 5 ft. 3 or 4 in., complexion ruddy, rather sunken cheeks, hair light brown, clean shaved, eyes dark brown, strong nasal twang ; dress, dark grey morning coat, flaps to pockets, dark blue trousers, white straw hat with blue band. He purchased some goods and in payment of same tendered a worth- less cheque on the London and County Bank, Croydon Branch, for more than th'.- amount of purchase, and received the balance. Is identical with HARRY GOODING, Case No. 33. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. Is Grays ( County).— For stealing a rough black jacket and vest: 1 pair navy blue trousers : 1 pair lace shoes with toe caps "( nearly new), 2 pairs blue worsted socks, 2 flannel shirts ( 1 with collar), 1 flannel belt with two pockets; 1 white silk neckerchief ; 1 silver hunter watch ; 1 silver chain with small pearl fish and com- pass attached; 1 black handled razor; 1 white bone handled shaving brush; 1 small white handled penknife— ROBERT CHAMBER- LAIN, age about 34, height about 5 ft. 10 in., complexion, hair ( turning grey), and moustache dark, small lump above right wrist; wearing the stolen clothing. Supposed a native of St. Mar- garet's, Rochester. Is believed to be a reservist of the 17th Lancers. Warrant issued. Information to Supt. Jordan, Grays. ' 19.— Southend- on- Sea ( County).— For stealing ( bailee) at Rayleigh on 30th May last, a pneumatic bicycle, diamond frame, enamelled black, usual parts bright, drop handle bars, cork handles, maker " Smith, Saltley," 28- in. wheels, laced spokes, rat trap pedals, Beeston tyres, in., black saddle, Hertford bell, no mud guards— WILLIAM BROWN, a mulatto, age about 25, height 5 ft. 8 or 9 in., hair ( curly) black, eyes brown ; dress, brown suit, dark cloth cap. Has been employed with a steam circus. Warrant issued. 20.— Southend- on- Sea ( County).— For stealing, 12 inst., at Rawreth, a pony ( recovered) — JOHN RICHES, alias LEE, age 24, height 5 ft. 5 in., stout build, complexion ( slightly freckled) fair, hail" ( short) light, eyes blue, very deaf'; dress, black jacket and trousers, old light vest, white sweater, old black cardigan, coloured silk necker- chief, cloth cap, heavy lace boots. May be found at Tottenham, Walthamstow, or Canning Town. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. GLOUCESTERSHIRE. 21. — Chipping Sodbury ( County).— For stealing 6th inst. at Olveston, a pneumatic bicycle, " New Howe " on front, " Dunlop " tyre on front wheel, " Palmer" tyre on hind, head lock, flat handle bar, cork handles, rubber pedals, spring of saddle broken, mud guard fitted to hind wheel— GEORGE PULLEN, age 35 to 40, height 5 ft. 9 or 10 in., hair and moustache dark ; dress, light brown holland jacket, dark vest, dirty cord trousers, blue cap ; may now be wearing a Zulu straw hat and heavy boots, has with him a pilot coat. Has been employed at haymaking. Supposed to have served in the army. Warrant issued. Information to Supt. Cooke, Chipping Sodbury. HAMPSHIRE. 22.— Aldershot ( County).— For stealing £ 5, 4th inst., from the officers' quarters, Roval Fusiliers, Farnborough— SELICK BALLINGER, age 21, height 5 ft. 6 in., complexion fresh, hair and eyes brown, scar over right hip ; dress, dark pepper and salt coloured suit. An officer's ser- vant of the Royal Fusiliers. Information to Supt. Hawkins, Aldershot. 23.— Andover ( County) — For embezzle- ment— GEORGE ROBEY, age about 26, height 5 ft. 4 or 5 in., complexion dark, small round features, hair black, eyes brown ; dress, Mack serge suit, double breasted coat, black hard felt hat. A shop porter ; native of Andover. Warrant issued. Information to Inspector Bowles, Andover 24.— Southampton ( Borough).— For being concerned with a man in custody for highway robbery with violence CALLAGHAN, age about 30, height 5 ft. 7 or 8 in., complexion sallow, hair and slight moustache dark; dress, dark grey mixture coat, dark blue vest, grey trousers, blue serge cap, lace boots. MICHAEL DAVEY, alias McDAVEY and MICK DAVIS, age about 25, height 5 ft. 7 in., complexion, hair, and moustache dark, left hand withered, which he usually carries in his coat pocket ; dress, black cloth coat and vest, brown or grey trousers, a fire- man's blue or black cap, old lace boots. Both are ship's firemen, and natives of Liverpool. Information to the Chief Constable, South- ampton. HUNTINGDONSHIRE. 25— Huntingdon ( County).— For em- bezzling £ 45, CHARLES THEW, age about 55 ( looks younger), height about 5 ft. 6 in., slight build, complexion, hair and moustache dark, short quick step. A Baptist minister and rate collector. He left St. Gidding, Hunts, for London on 21st inst. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. ISLE OF WIGHT. 26.— Newport ( County). — For stealing, 4th inst., at Freshwater, a pepper and salt coloured morn- ing coat 3 bone buttons on front; 1 pair blue serge cycling breeches, with belt loops round waiBt; l" light soft felt bat; 1 Hamblyns field service bandage: 1 lO^- feet newly varnished Dinghy boat, fitted with centre plate, small locker, and 1 pair of oars ; EDWARD JOHNSON, age 18, height 5 ft. 7 in., complexion fresh, dimple on chin, hair dark brown, eyes blue, dagger on right forearm, sup posed wearing the stolen clothes and regimental boots. A seaman; native of Canada. Is a deserter from the Royal Artillery. Information to Inspector Coleman, Newport. KENT. 27.— Chatham ( County).— For deserting his wife and child— CHARLES WINTER, alias C. H. CRAWFORD, age 22, height 5 ft. 5 in., stout build, complexion pale, hair dark brown, clean shaved, eyes blue, birthmark similar to a cut ( with 2 or 3 stitches) on back of neck ; dress, black rough serge jacket and vest, white moleskin trousers, cloth cap, light lace boots. A railway shunter. Warrant issued. Information to Supt. Lacy, Chatham. „ LANCASHIRE. 28.— Old Trafford ( County).— For failing to report — supervisee JAMES SAMUEL GREGORY, alias JAMES GREGORY, Office No. 3317- 98, age 48, height 5 ft. 4J in., complexion fair, hair grey, eyes hazel; a joiner ; 2 scars left of chest, 1 V- shaped outside 2nd joint left thumb, outside right shin, mole left of belly, back of neck, right of back, each upper arm, and right of belly ( red), small tumour back of left arm. Sentenced at Salford Hundred Sessions, 21st February, 1887, to 10 years penal servitude and 7 years supervision for housebreaking and larceny. Licensed 10th November, 1898. N 119. C 29 — Old Trafford ( County).— For failing to report — licence- holder JAMES HANLON, Office No. 3363- 98, age 36, height 5 ft. 5J in., com- plexion fresh, hair dark brown, eyes blue ; scar 1st left and 2nd right fingers, back of neck, out- side left eyebrow, centre of back, and 2 left of chest, mole right elbow, back of right forearm, and right of back ( red). Sentenced at Central Criminal Court, 20th October, 1884, to 15 years penal servitude for rape. Licensed 17th November, 1898. K 881. Information to Acting Supt. Noblett, Old Trafford. LINCOLNSHIRE. 30. — Lincoln ( County). — For stealing £ 7 10s., 8th inst.— A YOUTH, age 19 ( looks younger), height 5 ft. 1 or 2 in., complexion dark ( slightly freckled), hair dark brown, small mole bacK of neck ; dress, when last seen, old brown or bluish grey cloth jacket, greyish vest, bluish trousers ( nearly new), brown cap, old lace boots. A tramping labourer. Stated he was a native of Clitheroe, and that he had served in a military band Information to Supt. Clarke, Lincoln. NORFOLK. 31.— Norwich ( City).— For obtaining money by false pretences— F. MIDDLETON, age25 to 27, height about 5 ft. 9 in., complexion dark, hair and slight moustache dark brown, of good address ; dress, light grey suit, black and white straw hat, carried a black mackintosh. Supposed a travelling jeweller. He presented in payment of some goods a worthless cheque for more than their value, and received the balance in cash. Has in his possession a cheque book on the Munster and Leinster Bank, Dublin. Is accompanied by a woman ( supposed his wife), age about 25, of good address. Warrant issued. NOR THA MP TON SHIRE. ?> 1.— Daventry ( County).— For neglecting to attend an audit at Daventry Workhouse 6th ult.— THOMAS HENRY' BURTON, age 49, height 5 ft. 10 in., complexion fresh, long thin red face, hair, full beard, moustache and eyes brown, large scar under one eye ; dress, brown jacket suit and cap, all much worn, black and red tie, strong lace boots. METROPOLITAN POLICE DISTRICT 33.— Criminal Investigation De- partment. — Portrait and description of expiree HARRY GOODING, alias FRANK HALL, CHARLES COURTNEY, & c., Office No 186- 99, whose apprehension is sought for forging an order and obtaining £ 30 thereby, and also obtaining a chequebook numbered 59551 to 59600 on the London and County Bank, Croydon Branch— age about 35, height about 5 ft. 4 in , complexion fair ( tanned), hair light, clean shaved, eyes grey, strong nasal twang and a habit of biting his finger nails ; dress, black morning coat, light trousers, high silk hat, or blue serge jacket T H E P O L I C E G A Z E T T E 5 suit and white straw hat, appearance of a clerk. A native of Devon. He may call upon under- takers, and after arranging for the funeral of a supposed deceased relative, attempt to obtain money by these cheques, or he may represent himself as the nephew of a Croydon clergyman, and may assume the name of " Dinkelspiel." Was a lance corporal in the Army Service Corps, at Aldershot, prior to 1895. Is very good at amateur theatricals and has in his possession false whiskers, & c.
