W. . . % Particulars concerning persons whose apprehension is sought will be imertea > n one issue of the POLICE GAZETTE, if tlicy arc sufficient to enable action to be tahen upon them bg another force. E Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all cases where a reward is offered, the mine and address of some person responsible for the payment must be given, ami the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious off ewes, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. %. Every announcement, iff or the apprehension of a person, must be guaranteed by the signature of an officer of n > f less rank than Superintendent; and, if the name of irueh person is required to be inserted and no warrant ix in force, against him, the requisition must be. signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, us the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far ax practicable, they are alphabetically arranged by counties. 9. ' The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceeding* which may result from such publication. 11. Anmmncements for the Friday issue should be forwarded so as to be received not later than / won on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, ami accompanied- by a covering letter. 12. All payments must he in advance, either at the office, New Scot. la. nd, Yard, by Postal Order or by Post Office Order payable at Parliament Street Post. Office. 13. Amumncements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor SPECIAL NOTICE. THE FREE PORTRAIT FRAUD. With reference to the Tanquerey- Schneider swindle, editorially noticed in the POLICE GAZETTE of the 28th October, and 18th November, 18118, the following letter from Her Majesty's Ambassador in Paris, appears in The Times of the 30th May, ult. A WARNING. To th" e Editor of the " Times." SIB,— You would, I think, be doing a service to the public by allowing me to issue through your columns a warning in regard to the practices of M. A. Tanquerey, of ' 9, Rue de St. Petersbourg, in this capital, a considerable number of whose clients have for months past addressed to me com- plaints of his breach of contract. The subject has been over and over again referred to in the columns of Truth ; but suffi- cient notoriety has not been given to it to put a stop to the proceedings complained of, which are shortly these. M. Tanquerey requests " prominent people " in England, by means of a type written circular, to forward to him photographic portraits, enlarged copies of which will, he promises, be fur- nished to the senders gratuitously. This generous offer is said to be made solely for the purpose of " introducing our work into England." Those who are induced to send a photograph not only do not receive a gratuitous enlargement thereof, but are pestered to forward the price of a frame and the cost of packing, transit, etc., with- out which, even the original photograph is not restored to them. In many cases additional pay- ments of money have been made by the victims without any return whatever. The Embassy is powerless to help such victims, and consequently I am anxious to give the greatest publicity to the complaints made against M. Tanquerey in the hope that I may lessen the number of those who are credulous enough to respond to his circular, Faithfully yours, EDMUND Monson British Embassy, Paris, May 27. SPECIAL NOTICE. For stealing 2 gold watches, 1 gold albert, 2 diamond rings, 2 pairs diamond earrings, and £ 100 — PARTNOY SAMUELS, age 10, height 5 ft. ( I in., slight build, complexion fair, hair, whiskers and moustache brown : dress, dark grey jacket suit, black hard felt hat; and A MAN, age 40, height 5 ft. ! l or 10 in., well built, sunburnt, hair and moustache dark brown, turning grey : dress, dark overcoat, brown suit, black hard felt hat. Both Russians. Warrant issued. 3.— L Division.— For embezzling about £ 40,27th ult — FREDERICK COOK, age 3'. l, height 5 ft. 9 in., complexion and hair dark, eyes blue, cross, anchor, 2 flags, star and 4 dots right fore- arm, 2 dots left forearm, bracelet both wrists, rings on 2 left fingers, all in blue ink ; dress, dark blue beaver cloth overcoat, dark suit, black tie, cloth peak cap or black hard felt hat, lace boots. Warrant issued. i — S Division. — For embezzlement ANTHONY NORDWALD, age 21, height ."> ft. 2 in., complexion fair, hair light, slightly bow legged ; dress, black jacket and vest, light trousers, black hard felt hat, or cap, of good appearance. ABERDEENSHIRE. 5.— Aberdeen [ City)— On a sheriff's war rant, charged under the Debtors ( Scotland) Act, 1880, with having in October, 1898, become indebted to an amount exceeding £ 200, and having failed to keep necessary books or accounts, or otherwise with concealing or destroying his books, & c., and with absconding to avoid proceedings, and taking property and cash to the amount of over £ 100— ARTHUR MARTIN, age about 35. height 5 ft. 7 or 8 in., complexion dark, hair and moustache black. Supposed a native of London. May assume the name of " E. Arthur," and be accom- panied by a woman age about 30, and a girl age about 5. He carried on business as a general dealer, and obtained pianos, & c„ which he sold at less than cost price and absconded. Information to Chief Constable Wyness, Aber- deen. ANGLESEY. 6.— Holyhead ( County).— For deserting his wife and family, leaving them chargeable to the Union—. Egremont ( County).- For stealing 8th inst. at Seacombe, a " Sign of Four" safety bicycle, No. 1281, dropped handle bars, " War- wick" tyres, 28 in. wheels, rat- trap pedals, toe clips, wooden handles, 24 in. frame, round bottom stays, Transfer " Sign of Four" on down tube— A MAN who gave the name of -- BAILE, age about 23, height ;> ft. 7 in., complexion fair, hair and moustache light brown ; dress, blue serge coat and vest, grey trousers, white muffler. Chesterfield ( Borough . - For steal- ing, 18th ult., 1 old silver verge watch, No. 566, man with dog and gun and a church painted on dial ; 1 pair gold- plated cuff links ; 1 link dumb- bell shape ; 1 rolled gold ring, heart and shamrock thereon ; 1 it- ct. gold ring, set 1 red and 2 white stones: 1 blueprint shirt, with front and cuffs; 1 pair brown and white check trousers and vest — A MAN, giving the name of R. W. SHELTON, age about 30, height 5 ft. 2 or 3 in., complexion pale, hair dirk, clean shaved, bridge of nose flat, pointed at end, front teeth deficient, peculiarity 2 FRIDAY, JUNE 2, 1899. in speech, of Jewish appearance : dress, blue serge jacket and vest, light mixture trousers, black and white check cap. DORSETSHIRE. 11 .— Poole ( County). — For stealing, 26th ult., at Parkstone, a cash box and contents ( recovered) — A MAN, age about H5, height about 5 ft. 8 in., complexion sallow, moustache light ; dress, black jacket and vest, light trousers, black bowler hat. Warrant issued. Information to Deputy Chief Constable Hains, Poole. ' ESSEX. 12 - Colchester ( County).— For obtaining £ 5 by false pretences at Clacton- on- Sea, 12th ult.— A. H. BRIDGE, age 28 to 30, height 5 ft. ti or 7 in., complexion sallow, hair and moustache light, high forehead with scar in centre, peculiar look in left eye when speaking, of good address ; dress, black coat and vest ( vest lined red flannel), brown speckled tweed trousers, black hard hat, carried a small brown bag and an umbrella. GLAMORGANSHIRE. 13 - Cardiff ( Borough).— For embezzlement — JAMES BULLER, age 45, height 5 ft. t> in., slight build, complexion sallow, long haggard face, hair and side whiskers black, speaks with strong Welsh accent ; dress, blue melton overcoat, black morning coat, light trousers, black hard felt hat; a fruit and potato merchants collector ; native of Swansea. Is also known at Pontypridd, Aberdare, Mountain Ash, and Hopkinstown. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 14.- Fareham 1 County).— For obtaining a cheque for £ 2 15s. ( id. by false pretences— A. ALGER, age about 38, height 5 ft. 6 or 7 in., hair and slight moustache light, supposed small side whiskers; dress, light suit, dark dust coat, black hard felt hat, carried an umbrella ; a commercial travel- ler. He represented himself to belong to the firm of Messrs. Alger and Keeth, Finsbury Pavement, E. C'., and received the cheque as a deposit on an order for a Fox Trimming machine. Warrant issued. Information to Supt. Hack, Fareham. KENT. 15- Ashford ( County).— For embezzling £ 1 4s. 2Ad. FREDERICK HARMER, age about 29, height 5 ft. ti or 7 in., complexion fresh, hair dark brown, eyes brown, stoops ; dress, dark blue morning coat, dark tweed vest and trousers, skull cap, white tie, lace boots. A journeyman butcher. Warrant issued. Information to Supt. Bailey, Ashford. LINCOLNSHIRE. Hi Grimsby Borough).— For embezzling £ 30 lis. ( id. and other sums— CHARLES HENRY HUBAND BROWN, age 25, height 5 ft. 5 in., complexion fresh, hair ( very short) light brown, small moustache, light : dress, slate coloured coat and vest, trousers a shade darker, green cloth cap, brown boots, carried an umbrella with a silver knob; a butcher's manager, native of Man- chester. Warrant with- drawn. NORFOLK. 18.— Norwich ( county).— For obtaining two tons of hay by false pretences— HENRY ALLEN, alias TUBBY, age 30, height 5 ft. '.) in., stout build, complexion fair, full face, hair light brown, clean shaved, eyes grey, scar on left temple ; dress, grey or brown suit. A broker ; native of Sprows- ton, Norfolk. May be found in company of betting men. Warrant issued. Information to Inspector Flint, County Police Office, Norwich. 19 - King'S Lynn { Borough) - - For stealing a bicycle ( recovered)— FRED WILSON, age 2b, height 5 ft, 1( 1 in., complexion fresh, hair and slight moustache dark brown, eyes dark, cast in one eye ; dress, black coat and vest, dark grey trousers, blue cap, pale blue tie; supposed a native of London. He represents himself as agent in advance of the Geisha Company, hires a bicycle and disposes of it in the next town. Is identical with man case No. 40, 2Gth ult. Warrant issued. NORTHAMPTONSHIRE. 2H.- Peterborough ( City) - For stealing a registered letter containing£ 4 — CECIL WILLIAM FLOWERS, age 29, height 5 ft. 8 in., complexion dark, hair ( thin in front) dark brown, small moustache dark, eyes ( full) dark brown, of good address; dress, dark grey mixture jacket suit, dark cap. A letter carrier, native of London. Has served in the 2nd Northamptonshire Regi- ment. May be found working on cattle boats at London or Liverpool Docks. Warrant issued. Jedburgh ( County).— For stealing 1 single case silver English lever watch, yellow hands, sunk seconds, figured back, small dent thereon ; 1 ditto, steel hands, sunk seconds, back worn smooth ; 1 double case silver verge, maker " Fell, Hexham," yellow hands, capped movement, glass deficient : 1 large size silver Geneva, yellovt- hands, sunk seconds, figured back, glass deficient: 1 lady's silver Geneva, small size, white dial, steel hands, glass deficient; 1 lady's very small keyless watch, black oxydised cases, white dial, yellow hands : 1 lady's silver Geneva, white dial, steel hands, " L. B." in monogram on back; all entrusted to repair— DAVID JOHNSTONE GLENDINN- ING, age 27, height 5 ft. ( is in., very slight build, complexion fresh, hair light or flaxen, slight moustache light, eyes grey, left little finger deformed at second joint, right little finger crooked, scar above bridge of nose, circular scar back of left elbow, small scars on both hands, hair on right of chest. A watchmaker. Native of Dum- fries. Has been previously convicted at Wigtown and Ayr. Absconded 9th April 1898. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Roxburgh- shire Constabulary, Jedburgh. ± SOMERSETSHIRE. 22.— Rath ( City).— For stealing a diamond cluster ring, set oriental sapphires in centre, old- fashioned setting in pale gold ; 1 marquise ring set diamonds and ruby ; 1 ditto diamond ring set turquoise in centre ; 1 massive gold curb bracelet with safety chain— ALBERT SAMUEL CHAN- DON, a French chef, age 43, height 5 ft, 10 in., hair grey, half of right foot and one right finger missing, is suffering from an accident to right arm. Had in his possession a wooden box, overcoat, and an umbrella, horn handle, with hole in top. Information to Lieut. Colonel Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 23.- Burslem ( County).— JOSEPH JAMES PEATY, Case No. 53, 20th January last, Warrant withdrawn. 24.— Leek ( County).— For assault and rape— JOHN BAGGOTT, alias ROBERT SMITH, JOSEPH BROWN and WILLIAM FINNEY, age 34, height 5 ft. 5J in., complexion sallow, hair black, moustache dark brown, eyes hazel, small mole right side of face, cut mark near right eye ; dress, dark pilot coat, cord trousers, white mufller, black cap, heavy boots ( all old). A fitter, native of Uttoxeter. Has been in the South Staffordshire Regiment. Warrant issued. Information to Supt, Breton, Leek. 10s. REWARD. % 1— Longton ( County).— For absconding from Werrington Industrial School 13th nit., WILLIAM HENRY HIGGINS, age 13, height 4 ft. 3 in., complexion fresh, hair light, eyes dark blue ; dress dark cloth suit, light blue socks, blue peak cap, lace boots. A native of Congleton, Cheshire. Information to Supt. Bakewell, Longton, by whom the above reward will be paid for such information as will lead to the apprehension of the above. 26.— Newcastle - under - Lyme ( Borough).— For shopbreaking, between 14th and 15th ult,, and stealing a brown suit, size 4; 1 pair light trousers; 1 cardigan jacket ; 5 silk handkerchiefs, blue and white spots, 1 black and white ; 1 pair men's tan boots, size 7 ; and several shirts— JOHN DAVIES, age 21, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, snake tattooed left forearm, 2 crosses and staff on right forearm ; a native of Hanley, and A MAN, age about 20, height 5 ft. 2 in., complexion, hair and eyes dark, rather long features, peculiar speech, supposed short tongue: a native of Hanley, accompanies switchback railways, etc. One of the above may be wearing some of the stolen articles. Information to Chief Constable Stirling, New- castle- under- Lyme. SUFFOLK ( East). 27.- Lowestoft ( County).— For assault— ROBERT JAMES BRAY, age 25, height 5ft, 7 in., complexion fresh, hair brown, eyes grey, flesh mole left side of neck, large scar left shin, R. B. tattooed left forearm ; dress, brown jacket and vest, cord or fustian trousers, peak cap, heavy lace boots. A native of Lowestoft; supposed tramping to London. Warrant issued. 28. Lowestoft ( County).— For obtaining food and lodgings and money by false pretences— JAMES TURRELL, alias LION TURRELL, age 33 ( looks older), height 5 ft. 9? in., complexion fresh, hair light, eyes blue, grenade J. T. tattooed on right forearm ; dress, light tweed jacket and vest, cord trousers, light tweed cap, lace boots, supposed wearing a black silk wrapper, " W. Davy " stamped in one corner. A native of Beccles. Is an absentee from the 3rd Norfolk Regiment. Warrant issued. Information to Supt. Shipp, Lowestoft. SUFFOLK ( West). 29.— Boxford ( County).— For embezzlement — JOSEPH BARWICK, age 42, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey, walks and speaks quickly, wearing black coat and vest, dark grey overcoat, light plaid cap ; a native of Sudbury. Late rate collector and town hall keeper at Sudbury. May be found in the neigh- bourhood of Clapham. Absconded 9th ult. Warrant issued. Information to Supt. Emmerson, Boxford. 3> SW3 SUSSEX ( East). 30.- Hailsham ( County).— For stealing a black mare, 15 hands, white star on forehead, hind fetlocks white, 2 clip marks 0n near withers, recently shod ; FRED SMITH, a gipsy, age 18 to 20, height 5 ft. 7 or 8 in., complexion fair, hair dark brown, fringe 011 forehead ; dress, brown plaid jacket and vest, dark trousers and cap. May be found with low horsedealers or steam roundabouts. Information to Supt. Elphinstone, Hailsham. 31.- Hastings ( Borough). — For stealing, 25th ult, a " Dreadnought" bicycle, dropped handle bar, rat- trap pedals, stamped " King, 12 U. S. A.," transfer " The Dreadnought, T. J. Rodgers, cycle maker, 40, New Kent Road, London, S. E.," 28- in. wheels, 74 gear, enamelled black— H. MOON ( supposed false), age about 21, height 5 ft, 5 in., complexion dark, clean shaved, speaks with German accent; dress, dark coat, white vest, dark trousers, check cap. Warrant issued. Hastings ( Borough).— For stealing a lady's " Popular Marchant " safety bicycle, 22- in. loop frame, raised handle bar, yellow corded dress guard, " Ransom" gear case, transparent front, rubber pedals, black saddle, " Beeston" tyres, 26- in. back, 28- in. front wheels, No. M 14'. l inside of seat lug, transfer on tube, " Lady's Popular Marchant." enamelled black— AMY SIMMONS ( supposed false), age 25 to 30, height 5 ft. L. S.' or " M. E. L."; 1 red leather purse containing between 10s. and 14s.; age 21, YORKSHIRE ( West Riding). 42.— Pontefract ( County).— For stealing a silver English lever watch, No. 37637, plain face, black numerals ; silver curb pattern chain with 2 American coins ( 1 5- cent. and 1 3- cent.) attached; 1 light brown pig- skin purse, 2 compartments fastens with strap at side, containing several old English and foreign coins and a Jubilee sixpence — JAMES MOORE, alias EDWARDS, age 40, height 5 ft, 9 or 10 inB., complexion sallow, long nose, hair dark brown, eyes brown.
