REGULATIONS. ^ All announcement* for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. % Particulars concerning persons whose apprehension is sought will be inserted in one issue of *, he POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by " another force. . „ . 8 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all cases where a reward is offered, the name and address of some person responsible for the pay ment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and., if the name of such person is reouired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and,, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to ths Editor notice of the fact, referring to the number of the announcement, for insertion in tht next issue. 10. In all cases the officer signing the request for the insertion of any announcement will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Aniwuncements concerning property lost or persons missing can only be accepted on ' payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from " shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard , ABERDEENSHIRE. 5.— Aberdeen ' City)— On a sheriff's war- rant, charged under the Debtors ( Scotland) Act, 1880, with having in October, 1898, become indebted to an amount exceeding £ 200, and having failed to keep necessary books or accounts, or otherwise with concealing or destroying his books, & c., and with absconding to avoid proceedings, and taking property and cash to the amount of over £ 100— ARTHUR MARTIN, age about 35. height 5 ft, 7 or 8 in., complexion dark, hair and moustache black. Supposed a native of London. May assume the name of " E. Arthur," and be accom- panied by a woman age about 30, and a girl age about 5. He carried on business as a general dealer, and obtained pianos, & c., which he sold at less than cost price and absconded. Information to Chief Constable Wyness, Aber- deen CHESHIRE. 6.— Egremont ( County). — For stealing 8th inst. at Seacombe, a " Sign of Four" safety bicycle, No. 1284, dropped handle bars, " War- wick" tyres, 28 in. wheels, rat- trap pedals, toe clips, wooden handles, 24 in. frame, round bottom stays, Transfer " Sign of Four " on down tube— A MAN who gave the name of — BAILE, age about 23, height 5 ft, 7 in., complexion fair, hair and moustache light brown ; dress, blue serge coat and vest, grey trousers, white muffler. For stealing 8th inst., a watch and chain ( recovered), a light grey coat and vest, 1 pair light lace boots, size 8 ( nearly new)- JOHN GILLOTT, alias THOMAS JOHNSTON, age 23, height 5 ft. 7i in., complexion fresh, hair ( parted in centre) light brown, eyes blue, slight mark across pupil of right, and when speaking the eyelid drops down and twitches, female skipping tattooed right forearm, L N clasped hands, two leaves and true love left fore- arm ; dress, light grey coat and vest, light grey trousers with nearly white stripes, pale blue and white tie, dark brown cap, light lace boots. Eyre, Alfreton. 8.— Derby ( County).— For unlawfully wound- ing, at Egginton, 20th inst.— JOHN ROGERS, age about 27, height about 5 ft. 9 in., complexion fresh, hair dark brown, eyes dark ; native of Cloonfad, Roscommon. Will probably seek em- ployment at farmhouses. Warrant issued. Information to Deputy Chief Constable Airey, Derby. 9.— Wirksworth ( County).— For stealing 7s. 4d. 29th ult., at Hopton— HENRY LANCK, alias JINK ( supposed false), age 15, height 4 ft. 9 in., complexion fresh, hair and eyes brown; dress, dark grey mixture jacket and vest, hole at elbows of jacket, navy blue serge knickers fastened at knees with brass buckle, black ribbed stockings, blue serge cap, blue and white muffler, strong lace boots. Has been tramping about the country. May seek employment with farmers. Warrant issued. Information to Supt. Hollingworth, Wirksworth. 1" — Chesterfield ( Borough).— for steal- ing, 29th ult., 3 pipes and a razor ( 1 pipe and razor recovered)— EDWARD PEARCE, age 50, height 5 ft. 4 in., pock marked, hair ( turning grey) dark, moustache brown ; dress, long black frock coat, light cloth trousers, black hard hat; a journeyman tailor. He offered the pipes ( 1 a meerschaum with silver ferrules, the other a briar), for sale at tailors' workshops. Warrant issued. 11.— Chesterfield ( Borough).— For steal- ing, 18th inst., 1 old silver verge watch, No. 566, man with dog and gun anil a church painted on dial; 1 pair gold- plated cuff links ; 1 link dumb- bell shape ; 1 rolled gold ring, heart and shamrock 2 THE POLICE GAZETTE. I thereon ; 1 9- ct. gold ring, set 1 red and 2 white stones; 1 blue print shirt, with front and cuffs; 1 pair brown and white check trousers and vest — A MAN, giving the name of R. W. SHELTON, age about 30, height 5 ft. 2 or 3 in., complexion pale, hair dark, clean shaved, bridge of nose Hat, pointed at end, front teeth deficient, peculiarity in speech, of Jewish appearance ; dress, blue serge jacket and vest, light mixture trousers, black and white check cap. He took lodgings representing that he was going to start work as a tailor's cutter. Warrant issued. Information to Head Constable Emery, Chester field. DORSETSHIRE. 12.— Weymouth ( Borough).— For stealing, 12th inst., a £ 5 Bank of England note, No. 33763 or 33765, drawn on the Newcastle Branch— ELLIS CLEALL, alias CEALL and CHEAL, age about 27, height 5 ft, 7 or 8 ins., complexion fair, hair brown, front upper teeth missing; dress, blue jacket, black trousers, brown cap; a native of Bristol, lately employed as boots at a hotel. May endeavour to leave the country or go to sea. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 13— Colchester ( County).— For obtaining £ 5 by false pretences at Clacton- on- Sea, 12th inst.— A. H. BRIDGE, age 28 to 30, height 5 ft. 6 or 7 in., complexion sallow, hair and moustache light, high forehead with scar in centre, peculiar look in left eye when speaking, of good address ; dress, black coat and vest ( vest lined red flannel), brown speckled tweed trousers, black hard hat, carried a small brown bag and an umbrella. Warrant issued. Information to Inspector Lennon, Clacton- on- Sea. 11.— Grays ( County).— For non- payment of arrears under a maintenance order— ROBERT HENRY SIMS, age about 35, height about 5 ft, 4 in., complexion dark, hair dark brown, eyes grey, bridge of nose broken, scar crown of head ; dress, supposed black or blue jacket and vest, white sweater, dark cord trousers, light cap or soft black hat; a waterman, but may be working as a painter, paper- hanger or carpenter, and may be found in the neighbourhood of Hoxton. J GLAMORGANSHIRE. 15.— Cardiff ( Borough).— For embezzlement — JAMES BULLER, age 45, height 5 ft. 6 in., slight build, complexion sallow, long haggard face, hair and side whiskers black, speaks with strong Welsh accent; dress, blue melton overcoat, black morning coat, light trousers, black hard felt hat; a fruit and potato merchants collector ; native of Swansea. Is also known at Pontypridd, Aberdare, Mountain Ash, and Hopkinstown. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable McKenzie, Cardiff HAMPSHIRE. 16— Southampton ( Borough).— For steal- ing £ 8— CHARLES CLARK, age 40, height 5 ft. 5 in., complexion fresh, hair dark, moustache brown ; dress, dark morning coat and vest, light trousers, black hard felt hat ; an insurance agent. May endeavour to obtain relief at the Lodges of the Order of Buffaloes and may he found reciting at public houses. Warrant issued. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 17. — ROSS ( County). — For neglecting to attend before the District Auditor with his accounts as Highway Surveyor— GEORGE HAINES, age 43, height 5 ft. 10 in., rather stout build, com- plexion fresh, hair and moustache light brown, eyes grey ; dress, blue serge suit, black hard hat. A native of Ross. Warrant issued. Information to Supt. Cope, Ross. KENT. 18 .— Ashford ( County). — For embezzling £ 1 4s. 2id.— FREDERICK HARMER. age about 29, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes brown, stoops ; dress, dark blue morning coat, dark tweed vest and trousers, skull cap, white tie, lace boots. A journeyman butcher. Warrant issued. Information to Supt. Bailey, Ashford. 19 — Chatham ( County).— For cruelty to a horse— RICHARD KING, age 40 to 45, height about 5 ft. 6 in., thick set, complexion fresh, freckled, moustache sandy, eyes blue, round shoulders, limps; dress, old rusty cloth jacket, cord vest and trousers, heavy boots. A dealer ; sometimes collects rags and bones. Is accom- panied by a woman, age about 35, height about 5 ft. 4 in., complexion dark ; wearing old black dress ; and a little boy. Warrant issued. 20.— Chatham ( County).— For embezzling £ 17— FREDERICK NELSON, age about 24, height about 5 ft, 5 in., slight, build, complexion fair, hair ( curly) dark brown, slight moustache brown,, eyebrows meet; dress, light jacket and vest, dark trousers, hard felt hat, button boots, long fawn overcoat, A baker's vanman. Warrant issued. Information to Supt, Lacy, Chatham. fV 21. — Dover ( Borough). — For embezzling £ 4 10s. kl.— HARRY AMON, a journeyman butcher, age about 25, height 5 ft. 5 or 6 in., com- plexion fair, hair brown, moustache light brown ; dress, drab double- breasted coat, grey trousers and cap, stand- up collar ; is a good singer and whistler, and frequents public houses. May endeavour to join the Army Service Corps. Warrant issued. Information to Chief Constable Sanders, Dover. 22- Ramsgate ( Borough).— For stealing an overcoat ( recovered), and a blue guernsey with fancy work round neck and shoulders— A MAN who gave the name of GEORGE WILSON, age 35 to 40, height 5 ft. 5 or 6 in., slight build, com- plexion and moustache dark, sharp features, speaks with a foreign accent, squeaky voice, turns his feet outwards ; dress, black jacket, the stolen guernsey, skull cap, supposed light trousers. Is believed to be a Spanish sailor; stated he had been stabbed in the back in consequence of which he could not go to sea. Has been distributing pamphlets for Dr. Tibbie's Vi Cocoa. Information to Chief Constable Jones, Rams- gate. LANCASHIRE. 23.— Bolton ( County).— For stealing two books at Farnworth, 4th inst.— HERBERT or BERTIE JACKSON, alias ERNEST KENNEDY JACKSON, age about 35, height 5 ft. 8i in., com- plexion pale, large head, round face, hair dark, clean shaved, slight peculiarity of eyes; tlress, black suit, coat supposed Chesterfield make lace, boots turned up at toes, carries a walking stick ; a reporter. He attends popular events and obtains money on the pretence that the report will appear in a newspaper. He also represents that he is connected with the London " Daily Standard," and that he has been sent to the cotton district to report matters for insertion in that paper. Warrant issued. Information to Supt. Leeming, County Police Office, Bolton. LINCOLNSHIRE. 24 - Grimsby ( Borough).— For embezzling £ 30 lis. ( id. and other Bums— CHARLES HENRY HUBAND BROWN, age 25, height 5 ft. 5 in., complexion fresh, hair ( very short) light brown, small moustache, light; dress, slate coloured coat and vest, trousers a shade darker, green cloth cap, brown boots, carried an umbrella with a silver knob; a butcher's manager, native of Man- chester. Frequents music halls and low singing rooms. Warrant issued. Information to the Chief Constable, Town Hall, Grimsby. MONMOUTHSHIRE. Abergavenny ( County).— For con- spiring to defraud, 16th inst.— STANLEY, age 28 to 30, height about 5 ft. 6 or 7 in., hair and moustache dark— MISS COLLINS, age about 28, rather tall, complexion and hair dark, wearing a large black hat trimmed black feathers, and a pair long earrings— MRS. SMITH, age about 50, thick set, complexion and hair dark, wore a necklace of two or three rows of black beads, long earrings, and several gold rings. They attend fairs,' feteB, & c., with a cocoa nut sheet. Warrant issued. 26.— Abergavenny ( County).— For steal- ing a pair strong nailed boots, closed uppers, watertight, size 9— JOHN alias JACK THE NAVVY, age about 60, height 5 ft, 8 in , stout build, complexion fresh, hair grey, clean shaved, large nose, tattoo marks on body and arms, stoops slightly, supposed very deaf; dress, old drab coat, cord trousers, tied at. knees, and the stolen boots. A labourer ; native of Shropshire. May be found at farm houses or on public works. Warrant issued. Information to Supt, Davies, Abergavenny. NORFOLK. 27.— Norwich ( County).— For obtaining two tons of hay by false pretences— HENRY ALLEN, alias TUBBY, age 30, height 5 ft. 9 in., stout build, complexion fair, full face, hair light brown, clean shaved, eyes grey, scar on left temple ; dress, grey or brown suit, A broker ; native of Sprows- ton, Norfolk. May be found in company of betting men. Warrant issued. Information to Inspector Flint, County Police Office, Norwich. 28.- Norwich ( City) For obtaining £ 150 by false pretences— ALFRED GEORGE HOLMES age about 38, height 5 ft. 5 or 6 in., stout kuild, complexion fresh, red face, hair, moustache ( pointed at ends), and eyes brown, of good address, smart appearance ; dress, brown cloth lounge suit, black hard hat; an accountant; native of Norwich. Had with him 2 brown leather handbags. Absconded 7th inst. Warrant issued. Information to Chief Constable Winch, Norwich. NORTHAMPTONSHIRE. 29.— Peter borough ( C'ity).— For stealing a registered lettercontaining£ 4— CECIL WILLIAM FLOWERS, age 29, height 5 ft. 8 in., complexion dark, hair ( thin in front) dark brown, small moustache dark, eyes ( full) dark brown, of good address; dress, dark grey mixture jacket suit, dark cap. A letter carrier, native of London. Has served in the 2nd Northamptonshire Regi- ment. May be found working on cattle boats at London or Liverpool Docks. Warrant issued. ROXBURGHSHIRE. 30.— Jedburgh ( County).— For stealing 1 single case silver English lever watch, yellow hands, sunk seconds, figured hack, small dent thereon ; 1 ditto, steel hands, sunk seconds, hack worn smooth ; 1 double case silver verge, maker " Fell, Hexham," yellow hands, capped movement, glass deficient; 1 large size silver Geneva, yellow- hands, sunk seconds, figured back, glass deficient; 1 lady's silver Geneva, small size, white dial, steel hands, glass deficient; 1 lady's very small keyless watch, black oxydised cases, white dial, yellow hands ; 1 lady's silver Geneva, white dial, steel hands, " L. B." in monogram on back; all entrusted to repair— DAVID JOHNSTONE GLENDINN- ING, age 27, height 5 ft. ( if in., very slight build, complexion fresh, hair light or flaxen, slight moustache light, eyes grey, left little finger deformed at second joint, right little finger crooked, scar above bridge of nose, circular scar back of left elbow, small scars on both hands, hair on right of chest. A watchmaker. Native of Dum- fries. Has been previously convicted at Wigtown and Ayr. Absconded 9th April 1898. Warrant issued. Not to he arrested out of the United Kingdom. SHROPSHIRE. 31 — Wellington ( County).— For obtaining, 22nd ult., by false pretences, three new right hoots ( men's), 2 size 7, 1 size 8— A WOMAN, age 24 or 25, height 5 ft. 1 or 2 ill., complexion fresh, hair light, speaks with a low tone ; dress, fawn or light coloured jacket, dark dress, black boat- shaped soft felt hat. Stated she had been sent for the boots on approval. Supposed wanted elsewhere. Warrant issued. Information to Chief Supt. Edwards, Wellington. STAFFORDSHIRE. 32— Longton ( County).— For absconding from Werrington Industrial School 13th inst., WILLIAM HENRY HIGGINS, age 13, height 4 ft, 3 in., complexion fresh, hair light, eyes dark blue ; dress dark cloth suit, light blue socks, blue peak cap, lace boots. L. S.' or " M. E. L." ; 1 red leather purse containing between 10s. and lis.; age 21, 37.— Solihull ( County).— Woodcut portrait and description of JOHN DANKS, whose appre- hension is sought for a murderous assault on his wife at Sparkhill on 6th inst., age about 39, height 5 ft. 4 or 5 ins., complexion sallow, hair and moustache dark brown, 2 warts or moles on left side of throat, abscess scar back of neck, walks with short quick step ; dress, dark fawn dust coat, check trousers, black hard hat, lace boots with square toes, of dirty appearance. A machinist in a cycle factory, formerly employed as a stock and die worker. Native of Birmingham. Warrant issued. Information to Supt. Carbis, Solihull. KENT. £ 25 REWARD. 80.— Sevenoaks ( County).— 13th inst., at Otford, a chestnut mare, 7 years, 16 hands, hind feet white, small star on forehead, humour ticks near shoulder, broken knees; and a chestnut gelding, 6 years, 16- 2 hands, near hind foot white, both clipped ( except saddles and legs). Suspicion is attached to THREE MEN ; lst, age about 30, height 5 ft. 10 or 11 in.; 2nd, age about 35, height 5 ft. 4 or 5 in., complexion and moustache dark, wearing dark clothes; 3rd, age about 50, height 5 ft. 7 in., complexion dark, beard and moustache dark brown ( turning grey), wearing grey overcoat, grey trousers, black hard felt hat; the' appearance of low horse dealers ; they were driving a dark brown horse with a dark four- wheel waggonette. VIVIAN WOODWARD, etc.— This man is now using the names of CAPTAIN NEVILLE and NEVILLE DOULTON, and has in his possession a cheque book on the London and Provincial Bank, Hoe Street, Walthamstow, Branch, Nos. from 638481 to 638504. He cashed a cheque at Northampton 23rd inst., and one at Nottingham 25th inst., in name of Neville Doulton. He is now clean- shaved. May have in his possession a brown leather dressing case and a small black box studded with brass nails. He alleges that he has been through the Spanish- American war, for which he has received a medal, etc. May be found at public houses.
