POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 19, 1899. VOL. XVI., No. 1606. REOULATIOIMS. , All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SOOTLAND YAED, LONDON, S. W. , Particulars concerning persons whose apprehension is s& uglit urill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of \ hs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. Every ann/ nmcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is reouired to be inserted and no warraid is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceeding* which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than nonn on Wednesday, and for the Tuesday edition not later tha n Saturday morning. ' They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, Keu* Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post. Office. Aniunincements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. NOTICE. 1. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 18S3. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. (/>) The conditions on which it is payable. ( r) The name and address of the person by whom it will be paid. ( d) That the name anil address of the printer appear thereon. ( 32 and 33 Vic., cap. 21. sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally takonordisposed of, holdingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the conditions ( « ) to (,./), clause 1. as Police Noticesare constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( n) ami (<-). Warrant issued. 2.— J Division. — For embezzlement.— WILLIAM JONES, alias BILL GUBBY, age 35, height 5 ft. 7 ins., complexion sallow, hair dark brown, heavy moustache black, eyes hazel, thin face, high cheek bones, dress dark mixture tweed morning coat, corduroy trousers, black hard felt hat; a coal porter ; native of London. Warrant issued. 3.— V Division. - For committing acts of gross indecency with boys— FRANK THORNS, clerk in holy orders, age 28, height 5 ft. G in., complexion very fair, hair light brown, eyes supposed blue, rather heavy eyebrows which meet, shows his teeth when talking; dress, when last seen, clerical suit and black soft hat. Altrincham ( County).— For stealing 8th inst. at Seacombe, a " Sign of Four" safety bicycle, No. 1284, dropped handle bars, " War- wick " tyres, 28 in. wheels, rat- trap pedals, toe clips, wooden handles, 24 in. frame, round bottom stays, Transfer " Sign of Four" on down tube— A MAN who gave the name of — BAILE, age about 23, height 5 ft. 7 in., complexion fair, hair and moustache light brown ; dress, blue serge coat and vest, grey trousers, white muffler. Alfreton For stealing < ili inst., a watch and chain ( recovered), a light grey coat and vest, 1 pair light lace boots, size 8 ( nearly new,, JOHN GILLOTT. alias THOMAS JOHNSTON, age 23, height 5 ft. 7 J in., complexion fresh, hair ( parted in centre light brown, eyes blue, slight mark across pupil of right, and when speaking the eyelid drops down and twitches, female skipping tattooed right forearm, L N clasped hands, two leaves and true love left fore- arm ; dress, light grey coat and vest, light grey trousers with nearly white stripes, pale blue and white tie, dark brown cap, light lace boots. A native of Dresden, near Longton, Staffs. Sen- tenced at Stafford Quarter Sessions in October, 1898, to 6 months imprisonment for horse- stealing. Warrant issued. Information to Deputy Chief Constable Airey, County Police Office, Derby. 7.- Wirksworth ( County).- For stealing ahorse ( recovered)— ROBERT MARFLEET, alias BRASSINGTON and WRIGHT, age 20, height 5 ft. 5} in., complexion fresh, hair brown, eyes grey, several abcess scars on buttock and back of right elbow ; dress, brown check suit, light check cap, white indiarubber collar and sailor knot tie, wears a stop watch and leather guard. A native of Dresden, Staffs. Liberated from Stafford prison 17th ult., having been convicted of larceny ( bailee) of a horse. Is wanted elsewhere. Warrant issued. Information to Supt. Hollingworth, Wirksworth 8.— Chesterfield ( Borough).- For Steal- ing, 29th ult., 3 pipes and a razor ( 1 pipe and razor recovered)— EDWARD PEARCE, age 50, height 5 ft. 4 in., pock marked, hair ( turning grey) dark, moustache brown ; dress, long black frock coat, light cloth trousers, black hard hat; a journeyman tailor. He offered the pipes ( 1 a meerschaum with silver ferrules, the other a briar), for sale at tailors' workshops. n Warrant issued. '.'.— Chesterfield ( Borough).— For steal- ing, 2nd inst., a gold oval shape brooch, raised centre ; 1 lady's silver geneva watch gold colour dial, and a long gold guard — EDITH WOOD, age 23, height about 5 ft. 2 in., stout build, com- plexion fresh, round features, hair dark brown, eyes blue ; dress, blue cloth dress, light fawn cape, black sailor hat, button shoes. Stated she had worked at a mill at Belper and at Derby, also that she intended to seek a situation as housekeeper. Warrant issued. Information to Head Constable Emery, Chester- field. DEVONSHIRE. Exeter 1 ult., at Yarconibe, by a worthless cheque 011 the Wilts and Dorset Bank, Exeter, a light bay horse, 7 years, 15* 2 hands, face and one fore foot white, short tail, in fair condition ; a set of brown leather silver mounted harnuss, with curb, bit, and chain ; a high dog cart, painted dark blue, lever seat front and back, new lamps, with tin in Bockets to keep them firm— G. May endeavour to leave the country or go to sea. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 12.— Grays ( County).— For non- payment of arrears under a maintenance order— ROBERT HENRY SIMS, age about 35, height about 5 ft. 4 in., complexion dark, hair dark brown, eyes grey, bridge of nose broken, scar crown of head ; dress, supposed black or blue jacket, and vest, white sweater, dark cord trousers, light cap or soft black hat; a waterman, but may be working as a painter, paper- hanger or carpenter, and may be found in the neighbourhood of Hoxton. FLINTSHIRE. 13.— Mold { County).— For neglecting their children— JOHN WILLIAMS, age 30 to 35, height 5 ft. 10 in., complexion dark, hair and moustache black, delicate appearance ; a hawker. ANN JANE WILLIAMS ( wife of above), age 28 to 30, height 5 ft. 6 in., very stout build, addicted to drink. They are accompanied by a girl age 10, and three boys, ages 6 years, 3 years, and 18 months respectively. Had with them a horse and small cart, may be found camping out. Warrant issued. Information to Supt. Davis, Mold. GLAMORGANSHIRE. 14. — Neath { Borough). — EDWARD CLARKE, Case No. 15, 12th inst., not to be arrested. Warrant withdrawn. GLOUCESTERSHIRE. 15.— Northleach { County).— For obtaining the post of headmaster of Yanworth School and the salary and monies payable as such head- master, between 25th Feb. last and 28th ult., with intent to defraud— GEORGE PASSMORE, alias JOHN VYE PARMINTER, age about 50, height 5 ft. 6 in., slight build, complexion fair, rather small features, hair ( bald on top), whiskers and moustache turning grey, eyes grey, impediment in speech, speaks quickly, closes his eyes when talking, right knee gives way inwards; dress, dark coat and vest, grey tweed trousers, high silk hat, generally carries a black thorn walking stick. May be accompanied by his wife, age about 45, and two daughters, ages 20 and 11 respectively. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Everiss, Northleach. HAMPSHIRE. 10— Southampton { Borough).— For steal- ing £ 8— CHARLES CLARK, age 40, height 5 ft. 5 in., complexion fresh, hair dark, moustache brown ; dress, dark morning coat and vest, light trousers, black hard felt hat; an insurance agent. May endeavour to obtain relief at the Lodges of the Order of Buffaloes and may be found reciting at public houses. Warrant issued. Information to the Chief Constable, Southamp- ton. 17 Portsmouth { Borough).— Case No. 19 12th inst., JOHN EDWARD HUMBERSTONE, cancelled. HEREFORDSHIRE. 18. — Ross { County). — For neglecting to attend before the District Auditor withhis accounts as Highway Surveyor— GEORGE HAINES, age 43, height 5 ft. 10 in., rather stout build, com- plexion fresh, hair and moustache light brown, eyes grey ; dress, blue serge suit, black hard hat. A native of Ross. Warrant issued. Information to Supt. Cope, Ross. KENT. 10.— Chatham [ County). — For deserting their families, CHARLES WINTER, alias C. H. CRAWFORD, age 22, height 5 ft. 5 in., stout build, complexion pale, hair dark brown, clean shaved, eyes blue, birthmark ( similar to cut with 2 or 3 stitches back of neck) ; wearing black serge jacket and vest, cloth cap, plaid scarf, light lace boots. A shunter; may be found at Hull or Grimbsy Fish Docks. — THOMAS WILLIAM BISHOP, age 31, height 5 ft. 7 in., very stout build, complexion fresh, hair brown ( turning grey) moustache ginger, eyes blue, female tattooed right forearm, scar left eyebrow; dress, blue serge jacket and vest, moleskin trousers, light cord cap, blue striped neckerchief, heavy lace boots. A cement labourer ; has served in the Army. r Warrants issued. 20.— Chatham ( County).— For cruelty to a horse— RICHARD KING, age 40 to 45, height about 5 ft. 6 in., thick set, complexion fresh, freckled, moustache sandy, eyes blue, round shoulders, limps ; dress, old rusty cloth jacket, cord vest and trousers, heavy boots. A dealer ; sometimes collects rags and bones. Is accom- panied by a woman, age about 35, height about 5 ft. 4 in., complexion dark ; wearing old black dress; and a little boy. , Warrant issued. 21.— Chatham ( County).— For embezzling £ 17— FREDERICK NELSON, age about 24, height about 5ft. 5 in., slight build, complexion fair, hair ( curly) dark brown, slight moustache brown, eyebrows meet; dress, light jacket and vest, dark trousers, hard felt hat, button boots, long fawn overcoat. A baker's vanman. Warrant issued. Information to Supt. Lacy, Chatham. 22.— Cranhrook { County).— For wilful damage and absconding from Cranbrook Work- house— WILLIAM McGORDON, age 43, height 5 ft. 3 in., complexion fresh, hair and whiskers ( full) reddish brown ( turning grey), eyes blue, peculiar expression of eyes, repulsive looking; dress, dark monkey jacket, cord trousers, shiny peak cap. Warrant issued. Information to Supt. Fowle, Cranbrook 23. — Dover { Borough). — For embezzling £ 4 10s. 4d.— HARRY AMON, a journeyman butcher, age about 25, height 5 ft. 5 or 6 in., com- plexion fair, hair brown, moustache light brown; dress, drab double- breasted coat, grey trousers and cap, stand- up collar ; is a good singer and whistler, and frequents public houses. May endeavour to join the Army Service Corps. Warrant issued. Information to Chief Constable Sanders, Dover. 24.- Ramsgate ( Borough).— For stealing an overcoat ( recovered), and a blue guernsey with fancy work round neck and shoulders— A MAN who gave the name of GEORGE WILSON, age 35 to 40, height 5 ft. 5 or 6 in., slight build, com- plexion and moustache dark, sharp features, speaks with a foreign accent, squeaky voice, turns his feet outwards ; dress, black jacket, the stolen guernsey, skull cap, supposed light trousers. Is believed to be a Spanish sailor; stated he had been stabbed in the back in consequence of which he could not go to sea. Has been distributing pamphlets for Dr. Tibbie's Vi Cocoa. Information to Chief Constable Jones, Rams- gate. LANCASHIRE. 25.— Bolton { County).— For stealing two books at Farnworth, 4th inst.— HERBERT or BERTIE JACKSON, alias ERNEST KENNEDY JACKSON, age about 35, height 5 ft. 8£ in., com- plexion pale, large head, round face, hair dark, clean shaved, slight peculiarity of eyes; dress, black suit, coat supposed Chesterfield make, lace boots turned up at toes, carries a walking stick ; a reporter. He attends popular events and obtains money on the pretence that the report will appear in a newspaper. He also represents that he is connected with the London " Daily Standard," and that he has been sent to the cotton district to report matters for insertion in that paper. Warrant issued. Information to Supt. Leeming, County Police Office, Bolton. 26.— Liverpool { City).— For stealing, 29th ult., a bright bay cob gelding; a Lorne gig, builders, Lawton, Liverpool ; and a set of brass mounted harness— CHARLES TUCKER, age 35, height 5 ft. 10 or 11 in., complexion sallow, hair and moustache dark brown, slight beard, speaks with American accent; dress, dark suit and overcoat, black Alpine hat. Stated he was a mineral water manufacturer, and was about to pur- chase a business. He obtained the above on trial for two days and absconded. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 27 — Burnley ( Borough).— For failing to report— Supervisee EDWARD COX, alias WILLIAM ROBINSON, JAMES DOHERTY, and DOGHERTY', Office No. 2353- 97, age 26, height 5 ft. 8 in., complexion fresh, hair brown, eyes blue, scars back of right hand, 3rd right and 1st left fingers, right arm, centre of back, right leg, and right knee. A collier ; native of Rochdale. Sentenced at Oldham Sessions 6th July, 1897, to 1 month hard and 4 years police supervision for stealing a skirt. Also sentenced at Preston Sessions 5th January, 1898, to 15 months hard labour for warehouse breaking. Previously con- victed at Manchester and Salford. Information to the Chief Constable, Borough Police, Burnley. MONMOUTHSHIRE. 28.— Tredegar [ County).— For stealing 4 suits of clothing, at Ebbw Vale, 10th ult.— ALEXANDRA MCDONALD, age about 28, height 5 ft. 8 or 9 in., complexion very dark, hair ( turn- ing grey) and eyes dark, cut scar left side of face ; dress, navy blue twill serge suit, black bowler hat, brown lace boots. A travelling draper ; native of Lockerbie, Dumfries. Warrant issued. Information to Supt Allen, Tredegar. NORFOLK. 29.— Thetford ( County).— For obtaining by false pretences, 20th ult., 3 jackets, ( 1 black beaver cloth, plain back, pearl buttons, 1 black cloth, lined striped heliotrope, 1 black box cloth) ; 1 black fancy chip hat, trimmed pink silk ribbon and spray ; 1 ditto trimmed shot silk, with two fancy pins and sprays attached, in a brown card- board box with red edge— A WOMAN, age 35 to 40, height 5 ft. 6 or 7 in., complexion ruddy, hair ( parted in centre) dark, speaks slowly, wearing fawn jacket, black hat, carried a small light brown basket with two handles. She calls upon shop- keepers and obtains wearing apparel on approba- tion for her daughter who is going to service. Gave the name of Mrs. Bloy. Supposed wanted elsewhere. Warrant issued. Wright, East Harling, or to Inspector Simpson, Thetford. 30.— Norwich { City).— For failing to report — Licence Holder HENRY PLATTEN, alias HENRY BAXTER, HENRY MELFORD, and FREDERICK THOMPSON, Office No., 956- 99, age 39, height 5 ft. 3J in., complexion fresh, hair dark brown, turning grey, eyes light hazel, scar above right eyebrow, back of neck, long cut scar back of left hand, mole middle of back, brown hairy birthmark top of left buttock, prominent nose. A carpenter and general dealer. Sentenced at Norwich 6th January, 1897, to 3 years penal servitude, for cattle stealing. Licenced 7th April last D. X. 647. 31.— Norwich ( City).— For obtaining £ 150 by false pretences— ALFRED GEORGE HOLMES age about 38, height 5 ft. 5 or 6 in., stout build, complexion fresh, red face, hair, moustache ( pointed at ends), and eyes brown, of good address, smart appearance ; dress, brown cloth lounge suit, black hard hat; an accountant; native of Norwich. Had with him 2 brown leather handbags. Absconded 7th inst. Warrant issued. Information to Chief Constable Winch, Norwich. SHROPSHIRE. 32— Church Stretton ( County).— For larceny at Hopton Castle— GEORGE LELLO, age 58, height 5 ft. 8 in., complexion fresh, hair and moustache light brown, nose deformed; dress, black cardigan jacket, drab cord trousers and vest, red scarf, dark grey flannel shirt, black hard hat. A labourer, native of Knighton, Radnorshire ; has worked as a bricklayer at collieries at Tredegar and Mountain Ash. Stays at common lodging houses. Warrant issued. Information to Inspector Barnett, Church Stretton. 33.— Ludlow { County)— For embezzlement — OSWALD LITTLETON ANTHONY, age 35 to 38, height 5 ft. 6 or 7 in., complexion fair, hair ( curly in front) and slight moustache light, rather large head, hands, and feet, slightly bow- legged, rolling gait; dress, slate- coloured suit, black hard hat. A draper's traveller ; may join the Salvation Army. He left here 29th ult., and stated he was going to America. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Challoner, Ludlow. FRIDAY, MAY 19, 1899. PORTRAITS OF PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT 34- c Division. — Portraits of JAMES CLAREMONT and ALFRED BOLT, de- scribed in case No. 64, 12th inst., who pleaded guilty at North London Sessions, 16th inst., to a charge of shopbreaking; sentence is postponed till 6th prox. for inquiry as to their antecedents : they are supposed to be expert shopbreakers and to have been previously convicted. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. PORTRAITS OF PERSONS WANTED. DORSETSHIRE. 35. Sherborne County - Portrait and description of JULIAN GWYTHER, a solicitor, late of Sherborne, whose apprehension is sought for converting trust property to his own use; age 50, height 5 ft. 6 in., rather round shouldered, face blotched. Has recently resided at Warwick Road, Earl's Court, S. W. Warrant issued. Information to Supt. Simpson, Sherborne. LANCASHIRE. 36.— Liverpool City . — Portrait and des- cription of GEORGE HENRY NICHOLLS, whose apprehension is sought for forgery : age 23 looks older ., height 5 ft. 9 in., complexion sallow, thin face, slightly hollow cheeks, hair brown, clean shaved, close set and peculiar twitching eyes, teeth discoloured, wearing when last seen blue suit and billycock hat. Is a good billiard player, fond of yachting and horse- racing. Lately carried on the business of a tobacco broker, and last resided at Hoylake, Cheshire. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Head Constable, Detective Department, Liverpool.
