1 — THE POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 7, 1899. VOL. XVI., No. 1594. REGULATIONS. i. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5 Particulars as to stolen property unll be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact condition.? must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or shetch of a stolen article. 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is ' required to - be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the amwuncement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition - not later than Saturday morning. They must be clearly v) ritten on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. All payments in nut be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. NOTICE. Letters relating to criminal business addressed by other Police Forces to Scotland Yard, are very frequently delayed, owing to the envelopes con- taining them being directed incorrectly or inade- quately. Warrant issued. 2.— J Division. - For procuring the com- mission of acts of gross indecency- EUGENE JOHN GOUGH HUGHES, age 32," height 5 ft. 7 in., complexion swarthy, hairdark brown, slight light moustache, eyes dark brown ; dress, dark morning coat and vest, dark striped trousers, black hard felt hat. Has served in the Royal Marines. Warrant issued. 3. - K Division. — For embezzling £ 4 10s. id.-- EDMUND JOHN LIDBURY, age 111, height 5 ft. 10 in., complexion sallow, hair dark brown, eyes grey ; dress, dark grey tweed suit, black cloth overcoat, black knot tie with red or blue spots, black hard felt hat, wire quiltecl lace boots, wearing a large old- fashioned silver watch and curb albert with book pattern locket attached. A clerk ; native of Liverpool. Warrant issued. 4.- T Division.— GEORGE HEWETT see special notice 31st ult.) is identical with W. A. T JOBSON, alias WILLIAM ANDREWS, sentenced at Dover Quarter Sessions 13th October, 1895, to 12 months imprisonment for similar frauds. A native of Grimsby. Is also known at Hull, Ramsgate, Dover, Brighton and Cuxhaven ; was at one time master of the steam trawler " Greencastle," of Lowestoft. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. * 5.— Newbury { County). — For obtaining money by false pretences— KATE MORTIMER, age 2(>, height 5 ft. ti or 7 in., complexion dark ; dress, black alpaca dress, fawn coloured cape, white felt hat, trimmed black. A dressmaker, recently employed at Marlborough. Warrant issued. Information to Supt. Robotham, Newbury. (>•— Reading { County).— For obtaining £ 50 by a worthless cheque— WILLIAM WHITE- HOUSE ( supposed false), age 32< height 5 ft. 7 or 8 in., complexion fresh, rather long thin face and nose, hair brown, moustache light, speaks with northern accent; dress, blue or black melton over- coat, blue suit, turn down collar, hard felt hat, wore a ring set white stone, and a gold chain. Of seafaring appearance. Stated he was a native of Teddington. He purchased a steam launch for £ 700, and gave a worthless cheque on the Pro- vincial Bank, Teddington, in payment, after- wards obtaining a cheque for £ 50 as commission. See Case No. 31, 17th ult. Davis, County Police Office, Reading. 7.- Reading [ Borough).— For stealing, 25th ult.. a long black rough cloth overcoat, velvet collar, chain tab ( broken), and a round alarum clock alarum broken)— A MAN giving the name of EDWARDS, age 55 to GO, height 5 ft. 3 or 4 in., complexion dark, hair, whiskers and moustache grey, bald on top of head, right hand withered; dress, dirty blue jacket, old trousers and cap. Henderson, Chief Con- stable, Reading. . 8.— Windsor 1 Borough).- - For stealing 1 pair brown driving reins, plain, 1 pair black traces, newly tipped, 1 green cloth knee rug, lined, 1 blue melton overcoat, with velvet collar— ALBERT MEAD, age 28 ( looks younger), height 5 ft. 5 or 6 in., complexion fair, hair light brown, clean shaved, eyes blue; dress, usually light covert coat, breeches and gaiters and brown boots. A native of Windsor. 9- Windsor [ Borough).— For stealing, 4th ult., a " Globe" bicycle, makers " Clarke, Cluley and Co., Coventry," on transfer, " Jas. Taylor, Cycle Maker and Agent" on frame, 28- in. wheels, " Warwick" tyres. Hat handle- bars, cork grips, white ends, No. 13970 stamped on head— A YOUTH. age about 18, height 5 ft. 7 in., com- plexion sallow, hair dark ; dress, dark coat and vest, pepper and salt colour trousers, black bowler hat. Left behind a silver lever watch, No. 5159, maker D. Stephen, Thurso. Information to Chief Constable Carter, Windsor. CARMARTHENSHIRE. 10.- Carmarthen Count//).- For assault and rape— Licence holder JOSHUA THOMAS, Office No. 3G- 98, age 50, height 5 ft. 10 in., com- plexion fair, hair dark brown ( whiskers ami mous- tache turning grey and trimmed short), eyes grey, scar on left side of forehead, top and right back of head, blue scar left eyelid and forearms; dress, dark cloth jacket and vest, brownish trousers, lace up boots, bowler hat. A mason, native of Ffairfach, Llandilo. Has been working as a collier in the counties of Glamorgan and Monmouth. Sentenced at Carmarthen 14th July, 1890, to 10 years penal servitude for rape. CHESHIRE. 11- Middlewich ( County).- For stealing a black cloth jacket and vest, short blue pilot overcoat, and 30s.— JAMES ALLISON, age 25, height 5 ft. ( J or 7 in., complexion fair, hair and slight moustache light; wearing black coat and vest, short blue pilot overcoat, black cloth cap. Has been recently employed on railway extension works. ESSEX. 15 - Brentwood County).— For stealing a blue serge jacket, and vest; 1 pair of black cloth trousers ; 1 pair low shoes ; 1 brown cap : 1 silver lever watch : 1 silver curb chain and 17s.— THOMAS MURPHY, age 22, height 5ft. 5ffc„ complexion fresh, hair ( short) brown, moustache light, eyes blue, ballet girl with lance in hand on right forearm, scar left cheek. Supposed wearing the stolen clothes. A native of Drogheda. Ireland. Is a private of the Essex Regiment, from which he is a deserter. Information to Supt. Allen, Brentwood. 1 GLAMORGANSHIRE. 16.— Cardiff ( Borough).—- For failing to surrender to his bail, on a charge of larceny— JOHN FRANCIS RETEKIN, alias REES and JOHN THOMAS DAVIS, age 35, height 5 ft. 2J in., complexion fresh, oval face, high forehead, broad nose, round chin, large mouth, hair ( turning grey) dark, eyes blue, clean shaved, cut scar right eyebrow, bridge of nose, left elbow, and left kneecap, boil scar upper part of left thigh, stoops when walking ; dress, black melton cloth morning coat and vest, light check trousers, black hard felt hat, lace boots with wide welts. A ticket writer ; native of Swansea. Hawks shop tickets. May be found at small temperance hotels or coffee taverns. Warrant issued. .17. — Cardiff ( Borough).— For obtaining money by false pretences RAMSAY, age 49, height 5 ft. 10 in., stout build, round shoulders, complexion ruddy, round face, hair and moustache ( turning grey) black ; wearing a new dungaree jacket and grey cloth cap. Stated he was a seaman. May be found in the neighbourhood of shipping offices, or at seamen's lodging houses. He obtained money by representing that his bags containing clothing were at the railway station. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 18.- Portsmouth ( Borough).— For obtain- ing £ 10 by a worthless cheque, 24th November last — THOMAS LEACH, alias CAPTAIN LEACH, age about 40, height 5 ft. 11 in. or 6 ft., broad build, rather corpulent, puffed face, scar under chin, appearance of a heavy drinker, has a habit of twirling his moustache ( which is long at ends, and cropped short in centre) ; wears a scarf or tie with pin, set ruby, surrounded with 5 diamonds. Is fond of talking of his horse and yacht. He had an account with Messrs. Jenner & Co., Sandgate, Kent, from 10th September till 16th November, 1897. Warrant issued. _ 19.- Portsmouth ( Borough).— For stealing 17th ult., a gold single stone diamond ring, claw setting : 1 lady's single stone diamond ring: 1 lady's gold ring, set two small diamonds, sapphire centre ; 1 lady's 14- ct. demi- hunter watch, " M. P." in monogram on back, dia- mond shape dial, " Barriscale & Son, Cork," on dome ; 1 lady's small gold guard, cable pattern, small tassel attached— JOHN JAMES PATRICK FINLAN, age 21, height 5 ft. 5i in., complexion fresh, hair and moustache brown, eyes hazel, 5 dots left forearm ; supposed wearing blue suit and cap. THOMAS FINLAN, brother of above, age 19, height 5 ft. 5} in., complexion freckled, hair red, eyes blue, heart and " love " tattooed left fore- arm, large scar on back. They belong to the Shropshire Regiment and before enlistment were employed at cycle works. Information to the Chief Constable, Town Hall, Portsmouth. . HERTFORDSHIRE. 20.- Bishops Stortford ( County).— For obtaining by false pretences on 17th ult., an " Excelsior" bicycle by Bayliss Thomas & Co., 1895 pattern frame with sloping top bar. wide handles with 3in. drop, white bone ends, " Dun- lop " slipping 1898 tyres, jointless pattern, hollow rims, enamelled black, usual parts plated, brake, rat- trap pedals," Grose " leather gear case, steel mud- guards, plated tangent spokes, " Brooks B 28" saddle, small bell— PERCY FAULKNER ( sup- posed false), age about 26, height 5ft. 5 or 6in, complexion pale, hair very dark, clean shaved, eyes brown, large nose ; dress, black jacket anil vest,' dark navy blue trousers. Warrant issued. Information to Inspector Foster, Bishops Stort- ford. KENT. 21.- Tonhridge ( County). - For stealing £ 51 10s. 9d.— ARTHUR JULIUS FEEK, age 30 ( looks younger), height 5 ft. 5 or 6 in., com- plexion fresh, hair light brown, very slight light moustache, eyes ( prominent) blue, large features, rather thick lips : dress, blue serge suit and cap. Late a bank clerk ; native of Pershore. Photo- graph may be seen on application. Warrant issued. Information to Supt. Bartlett, Tollbridge, 22.- Maidstone ' Borough).— For stealing £ 17 Is. 2d.— GEORGE WILLIAM WATSON, late secretary to a lodge of Oddfellows, age about 40, height about 5 ft, 8 in., complexion fresh, hair and moustache brown, turns his feet out, speaks as if suffering from a cold. A basket maker. Warrant issued. Information to Chief Constable Mackintosh, Maidstone. LANCASHIRE. 23.- Chorley ( County).— For obtaining £ 13 7s. and £ 10 5s. by false pretences, lltli ult., at Bispham— WILLIAM SERSON, age 35 to 40, height 5 ft. 9 in., beard and moustache sandy, mole right eyelid. He represented himself as an inebriate attendant, and went to a farmhouse pre- sumably in charge of a gentleman patient, who gave the name of PARKINSON, and stated he came from Leeds. During their stay SERSON obtained goods, giving worthless cheques ( which he represented were signed by the patient's father), and obtained the balance in cash. Absconded 11th inst. Warrant issued. Information to Supt. Norris, Chorley. 24.— Leigh ( County).— For stealing a safety bicycle, straight handle- bars, cork handles, rat- trap pedals, 28- in. wheels, tangent spokes in front, direct spokes in back, " Scott's " standard pneu- matic tyres, " Lamplough " L 75 saddle, no brake, mudguard, or bell, enamel and plating much worn— WILLIAM MOLYNEAUX, age 21, height 5 ft. 4f in., complexion fresh, hair brown, eyes hazel, scar top of one left finger. A collier, states he is a native of Leigh. Has served for a short period in the Warwickshire Regiment. Warrant issued. Information to Supt. Higginbotham, Leigh. 25 .— Rochdale ( Borough).— For stealing three pairs jof boots, by trick, 11th ult,— — CLARK ( supposed false), age about 27, height 5 ft. 7 or 8in., complexion fair, hair brown, walks erect, of smart appearance : dress, navy blue jacket suit, black hard felt hat, wore a leather watch guard with gold colour mounts, carried a light fawn coloured overcoat with velvet collar, and a small black hand bag. Warrant issued. Information to Chief Constable Barry, Rochdale. LEICESTERSHIRE. 26.- Leicester ( Borough).— For withhold- ing £ 30 2s. 2d., the monies of a registered club— WILLIAM SAUNDERS, age 28, height 5 ft. 7 or 8 ill., slight build, complexion ruddy, hair light ginger, eyes ( full) blue ; dress, brown jacket suit, hard felt hat ; an electro- plater. Will probably be found at race meetings. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. LINCOLNSHIRE. Ti.— Barton- on- Humher ( County). — For failing to report— Licence holder GEORGE HENRY YEADON, Office No. 498,99, age 35, height 5 ft. 8| in., complexion fair, hair brown, ( thin on top) eyes blue, " A.
