I, All announcements for insertion in the POLICE GAZETTE, and all comnmnieatiotu relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. % Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by m" another force. , _ . 5 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4t. In all cases where a reward is offered, the name and address of some person responsible J or the payment must be given, and the exact conditions must be dearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be. inserted at a cost of lbs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. f 1" Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n< t. less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the t case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rani than Inspector, * r analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehensv••• or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be, wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written oh one side of the paper only ; they must be in the usual form, and accompanied, by a• covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Ordc or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and, the charges for the insertion of the same will be given on application. R. ANDERSON. Editor, SPECIAL NOTICE In certain cases questions have arisen as to the payment tor photographs applied for by Police Forces under Home Office circular of 15th March. 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. Attention is directed to a man giving the names of HEWITT, TURNER, WHITEHOUSE, and THOMPSON, whose description appeared in POLICE GAZETTE, Case No. 27, 3rd, and Case No. 4, 24th inst.. wanted for obtaining various sums of money by worthless cheques. His practice is to open an account at a branch bank with a fictitious cheque, and to call on boat- builders and billiard table manufacturers, from whom he makes a purchase, tendering a worthless cheque in payment, and afterwards drawing the commission. It is requested that bankers may be cautioned against this ' man, and asked to warn their customers, and that boat- builders and billiard table makers may also be warned and requested to give Hewitt_ into custody should the opportu- nity arise. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRUST 1— Criminal Investigation De- partment. — For obtaining £ 104 and other sums by fraud— CHARLES WILLIAM O'DON- NELL BARROWS, alias DOCTOR O'DONNELL BARROWS and DOCTOR BARROWS, age about 30, height 5 ft. 9 or 10 in., slight build, slightly round- shouldered, complexion pale, very thin face, hair dark, clean shaved ; dressed in dark clothes, sometimes wears an Inverness coat and invariably a silk hat. Is now believed to be wearing a brown overcoat with black velvet collar. He represents himself to be a music hall artist, an inventor, electrician, and a conjurer. Frequents the com- pany of theatricals. Is a most plausible swindler. May be found living in the provinces with A WOMAN, age 22 or 23, height 5 ft. 3 in., good figure, complexion pale, hair very light. Has with her a sable collie dog with white throat and collar. HILSON, age 28, height oft. 7^ in., complexion fair, hair and slight moustache light, eyes grey; dress, light jacket suit, black hard felt hat. A fruit and vegetable salesman. Native of London. Robotham, Newbury. 6.- Readinig ( County- For obtaining £ 50 by a worthless cheque— WILLIAM WHITE- HOUSE ( supposed false), age 32, height 5 ft. 7 or 8 in., complexion fresh, rather long thin face and nose, hair brown, moustache light, speaks with northern accent; dress, blue or black melton over- coat, blue suit, turn down collar, hard felt hat, wore a ring set white stone, and a gold chain. Of seafaring appearance. Stated he was a native of Teddington. He purchased a steam launch for £ 700, and gave a worthless cheque on the Pro- vincial Bank, Teddington, in payment, after- wards obtaining a cheque for £ 50 as commission. Supposed wearing the stolen clothes. A native of Drogheda, Ireland. Is a private of the Essex Regiment, from which he is a deserter. . Information to Supt. Allen, Brentwood. 19 Epping ( County). On a commitment warrant for using indecent and abusive language at Sheering— ELIZA WEBB, alias FAT LIZA, age 22, height 5 ft. 2 in., complexion fresh, hair dark, eyes brown, a native of Great Wakering, Essex. MARGARET SAVILLE, alias BLACK SALL, age 30, height 5 ft. 3 in., complexion and eyes dark, hair black. Both are prostitutes anil accompany hay carters to and from London. Information to Supt. Cardiff ' Borough).— For stealing, 6tli inst., an 18- ct. gold English lever hunting watch, centre seconds, white dial, " Max Cohen, Cheetham, Manchester," on movement; 1 18- ct. gold curb pattern Albert chain, with pendant, weight about 4 oz. ; 1 18- ct. gold signet ring with plain gold shield HARRY WITKOSKY, alias COSTY, a Polish Jew, height 5 ft. 7 in., slight build, com- plexion fair, thin face, high forehead, hair ( rather long) light, clean- shaved, eyes ( large) blue, long nose, large mouth, pointed chin, speaks French. English, and German fluently ; dress, light grey check suit, long light double- breasted paddock coat, light cap, button boots. A tailor's presser. Has been a member of the " Bricklayer's Comic Sketch Company." May seek employment as a tailor, or at music halls. Warrant issued. 21.— Cardiff ( Borough).— For failing to surrender to his bail, on a charge of larceny— JOHN FRANCIS RETEKIN, alias REES and JOHN THOMAS DAVIS, age 35, height 5 ft. 2i in., complexion fresh, oval face, high forehead, broad nose, round chin, large mouth, hair ( turning grey) dark, eyes blue, clean shaved, cut scar right eyebrow, bridge of nose, left elbow, and left kneecap, boil scar upper part of left thigh, stoops when walking ; dress, black melton cloth morning coat and vest, light check trousers, black hard felt hat, lace boots with wide welts. A ticket writer : native of Swansea. Hawks shop tickets. May be found at small temperance hotels or coffee taverns. ... Stated he was a seaman. May be found in the neighbourhood of shipping offices, or at seamen's lodging houses.
