POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 24, 1899. VOL. XVI., No. 1590. REGULATIONS. I" All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SOOTLAND YABD, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought mill be inserted in one issue of + he POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. . S Particulars as to stolen property urill be likewise inserted in one issue, if sufficent to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, ami the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lbs. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. f Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n- t less rank than Superintendent.; and, if the name of such person is reouired to be inserted and ru> warrant is in force against him , the requ isit ion must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehens'u » ' or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annou ncement icill b « wholly responsible for any proceedings which may result from such publication. 11. Announcements for th? Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper oJily ; they must be in the usual form, and accompanied' by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property hist or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON. Editor. NOTICE. 1. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make ( inquiries respecting the antecedents of prisoners under re- mind, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many eases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, ami at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment. - For obtaining £ 104 and other sums bv fraud— CHARLES WILLIAM O'DON- NELL BARROWS, alias DOCTOR O'DONNELL BARROWS and DOCTOR BARROWS, age about 30, height 5 ft. '. 1 or 10 in., slight build, slightly round- shouldered, complexion pale, very thin face, hair dark, clean shaved ; dressed in dark clothes, sometimes wears an Inverness coat and invariably a silk hat. He represents himself to be a music hall artist, an inventor, electrician, and a con- jurer. Frequents the company of theatricals. Is a most plausible swindler. Warrant issued. 2.— E Division • For stealing a large number of gold and silver watches— PHILIP F. BAUTZ, age 30, height 5 ft. It in., complexion fresli, hair and moustache dark brown, eyes blue, light springy gait; dress, usually blue melton overcoat with velvet collar, dark striped trousers, soft felt hat. A watchmaker's traveller. Native of London ( of German extraction). Is known to provincial athletic clubs. Warrant issued. • !. K Division. — For indecent assault HAMILTON CURRIE, age 55, height 5 ft. 8 or 9 in., complexion florid, hair beard and moustache ( turning grey) brown, eyes grey, wears eyeglasses ; dress, black overcoat, dark tweed jacket and vest, dark grey trousers, black hard felt hat. A furni- ture salesman. May visit Colchester. . / Warrant issued. 4. T Division. — For obtaining on Hull and 13th inst., £ 15 and £ 2 6s. Gd. by worthless cheques on the London and Provincial Bank, Teddington Branch— GEORGE HEWKTT. alias TURNER, WHITEHOUSE, and THOMPSON, age 38, height 5 ft. 9 or 10 in., complexion sallow, hair dark, eyes very dark, prominent cheek hones, speaks east country accent ; wearing black over- coat with velvet collar, black hard felt hat. Has in his possession a cheque book, Nos. 464177 to 464244. Supposed travelling the provinces. See Case No. 27, 3rd inst. Warrant issued. .">.- x Division. - For stealing ( bailee a grey pony and a set of brass mounted harness " H. 11." thereon, a trolley No 5 on dashboard, and a piano organ, makers " Rossi and Spimelli." " 165 " stamped inside— ALFRED BAKER, age 21. height 5 ft. 7 in., complexion pale, hair brown, eyelids inflamed; dresses in dancing costume, white doeskin breeches, black stockings, blue silk vest, dark cap. A native of Notting Dale. Is accom- panied by other men. Last heard of at Cosham, Hants. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard. S. W. BERKSHIRE. 6 — Reading ( County). For obtaining £ 50 by a worthless cheque— WILLIAM WHITE- HOUSE ( supposed false), age 32, height 5 ft. 7 or 8 in., complexion fresh, rather long thin face and nose, hair brown, moustache light, speaks with northern accent : dress, blue or black melton over- coat. blue suit, turn down collar, hard felt hat, wore a ring set white stone, anil a gold chain. Of seafaring appearance. Stated he was a native of Teddington. He purchased a steam launch for £ 700. and gave a worthless cheque on the Pro- vincial Bank, Teddington, in payment, after- wards obtaining a cheque for £ 50 as commission. See Case No. 31, 17th inst. Warrant issued. Information to Supt. Davis, County Police Office, Reading. CAMBRIDGESHIRE. 7.— Cambridge Borough . For stealing, 3rd inst., by false pretences, a " Westminster" bicycle, enamelled white, lined blue, dropped handle bars, 22- in. frame, plain " Dunlop" tyres, non- slipping band on back wheel, rat- trap pedals, toe clips, belt on front wheel, tangent spokes— JAMES, age about 28, height about 5ft. 7 in., complexion pale, clean shaved ; dress, navy blue suit. He left a card purporting that he represented a firm of general engineers and boatbuilders at Chiswick. Supposed wanted elsewhere. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 8.- Birkenhead ( County).— For stealing a dark blue single- breasted overcoat, 6th inst., at Lower Bibington— FRANK GRICE, age about 23, height about 5 ft. 3 in., complexion sallow, hair and slight moustache dark, eyes blue, scar back left hand, right arm has been broken, and sup- posed " deformed ; dress, black reefer jacket, dark blue serge trousers, blue worsted muffler, boat- swain's cap with glazed peak, lace boots. A native of London. Warrant issued. Information to Supt. Bowyer, County Constabu- lary, Birkenhead. 9.— Egremont ( County).- For obtaining food and lodgings by false pretences, 4th and 9th inst., at West Kirby— WILLIAM JONES ( sup- posed false), age about 28, height 5 ft. 10 or 11 i » ., complexion ruddy, hair light, rather awkward on feet, right arm crooked, has been broken : dress, dark suit, light overcoat, black hard hat. Mrs. JONES, age about 38, height 5ft. 8 or 9 in., com- plexion ruddy, hair ( frizzy) very dark, supposed a scar on left cheek ; dress, short grey jacket and dress of same material, blue straw hat trimmed three blue feathers and lilac on left side, or white sailor hat, fawn- coloured gloves. TUESDAY, MARCH 14, 1899. 10.— Hazel Grove ( County).— For obtain- ing, by false pretences, a safety bicycle, straight handle bars, black handle grips, 24 in. frame, 28 in. wheels, Scott's " Standard" tyres, mud- guard back wheel, transfer on front tube " Royal Hazel, H. E. Howell & Co., London Road, Hazel Grove, Bosden "— WILLIAM RYNE ( supposed false), age about 40, height 5 ft. 9 in., complexion, whiskers and moustache sandy; dress, blue Chesterfield overcoat, dark suit, hard felt hat, lace boots. Warrant issued. Information to Supt. Oldham, Hazel Grove, Stockport. £ 2 REWARD. 11. Oakmere ( County).— For deserting his two children, leaving them chargeable to the Northwich Union- THOMAS SCOTT, age about 40, height 5ft. 5 or 6 in., complexion fresh. A labourer ; native of Moulton, Cheshire. The above Reward will be paid by Mr. A. Fletcher, Solicitor and Clerk to the Guardians, Northwich, for such information as will lead to the arrest of SCOTT. Macclesfield ( Borough).— For steal- ing 14th inst., 1 large white silk muffler, plain, nearly new : I lady's gold dress ring, set pearls and red stones, " T R L to H L L " engraved inside : I gold brooch oval shape, place for photograph at back, set with about 5 imitation diamonds— TWO MEN, 1st age about 24, height 5 ft. 4 or 5 in., complexion pale, round features, hair brushed up at front, cleaned shaved, impediment in speech ; dress, black coat and vest, grey tweed trousers, light grey soft felt hat, turn- down collar, black and white stripe tie with gold pin, wore a lady's small link gold chain across vest; 2nd, age about 24, height 5 ft. 5 or t! in., slight build, complexion fair, long features, hair brown ; dress, black suit, black hard felt hat, black and white tie, lace boots, brown gaiters. Stated they were musicians. Information to Chief Constable Sheasby, Mac- clesfield. DEVONSHIRE. V* Devonport ( Borough).— For an inde- cent assault, 21st ult.— HENRY WHEELER, age 31, height 5ft. 8 in., slight build, complexion fair, thin features, hair ( slightly bald in front) brown, moustache sandy, eyes hazel, mole right axilla, warty mole right flank, scar left buttock ; dress, when he left here 23rd ult., long dark brown mixed tweed overcoat, short band at back, dark trousers, torn at bottoms, black hard hat. Is an Army Reservist of the 2nd Bedfordshire Regiment. Has been hawking fish and fruit. Warrant issued. Photograph may be seen on application. Information to Head Constable Matters, Devon- DORSETSHIRE. 14." Wareham ( County).— For obtaining food and lodgings by false pretences, 21st and 22nd ult., at East Stoke— GEORGE BAXTER. alias MITCHELL, age 39, height 5 ft. 3£ in., com- plexion sallow, deep dimple in chin, hair and slight moustache dark brown, eyes brown ; dress, black jacket and vest, dark mixture trousers, dark tie, black hard hat. A printer, stated he was a native of Leeds. He obtained lodgings by repre- senting that he was a land surveyor : decamped the following day, stating he was going to the station to meet his assistant. Previously convicted of similar offences at Devon Quarter Sessions April, 1894. Warrant issued. Information to Supt. Carter, Wareham. ESSEX. 15. Brentwood ( County).— For stealing a blue serge jacket and vest: 1 pair of black cloth trousers : 1 pair low shoes ; 1 brown cap : 1 silver lever watch : 1 silver curb chain and 17s — THOMAS MURPHY, age 22, height 5 ft. 5| in„ complexion fresh, hair ( short) brown, moustache light, eyes blue, ballet girl with lance in hand on right forearm, scar left cheek. Supposed wearing the stolen clothes. A native of Drogheda, Ireland'. Is a private of the Essex Regiment, from which he is a deserter. Information to Supt. Allen, Brentwood, j,, GLAMORGANSHIRE. lb. Cardiff ( Borough).— For stealing, 6th inst., au 18- ct. gold English lever hunting watch centre seconds, white dial," Max Cohen, Cheetham' Manchester," on movement; 1 18- ct. gold curb pattern Albert chain, with pendant, weight about 4 oz. ; 1 18- ct. gold signet ring with plain " old shield— HARRY WITKOSKY, alias COSTY a Polish Jew, height 5 ft. 7 in., slight build, com- plexion fair, thin face, high forehead, hair ( rather long) light, clean- shaved, eyes ( large) blue, long nose, large mouth, pointed chin, speaks French, English, and German fluently ; dress, light grey check suit, long light double- breasted paddock coat, light cap, button boots. A tailor's presser. Has been a member of the " Bricklayer's Comic Sketch Company." May seek employment as a tailor, or at music halls. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 17.— Bristol ( City).— For embezzling £ 20— GEORGE JEEVES, age 38, height 5 ft. 6 or 7 in., complexion fresh, hair ( thin on top) dark, mous- tache sandy, mole 011 nose and chest : dress, grey overcoat with velvet collar, light jacket and vest, mixture cloth trousers, light cap. Has been employed in delivering bread. May seek similar employment. Absconded 28th ult. Warrant issued. Information to the Chief Constable, Bristol. HADDINGTONSHIRE. £ 2 REWARD. 18.- Haddington ( County). For deserting his children, 30th June, 1898— JOHN McKAY, age 37, height 5 ft. 6J in., complexion fresh, long face, hair light brown, moustache light, eyes grey, cut scars on left forefinger and at base of left thumb, burn scar under chin ; dress when last seen, blue pilot jacket, brown moleskin trousers, red and white striped shirt, brown cap, heavy lace boots. A labourer or foreman navvy. Warrant issued. The above reward will be paid by Mr. Robert Masterton, Inspector of Poor, Dunbar, for such information as will lead to the arrest of McKAY. Information to Deputy Chief Constable Mann, Haddington. j ^ HAMPSHIRE. 19.- Gosport ( County). — For stealing a black leather purse and £ 34 5s.— SIDNEY N. SMITH, age 28 to 30, height 5 ft. 3 or 4 in., stout build, complexion fair, hair ( fringe on forehead) and moustache ( stubby) light brown, eyes blue, female and other marks tattooed on forearm; dress ( supposed), dark jacket and vest, grey check trousers and cap. Native of Lynn, Norfolk ; has lived in New Zealand. Warrant issued. Information to Supt. Silver, Gosport. 20.- Lyndhurst ( County).— For obtaining, 6th inst., a cheque for £ 26 4s. 6d. with intent to defraud— TOM JONES, age about 30, height 5 ft. 8 in., complexion sallow, hair light brown, slight moustache, light ; dress, blue serge suit, long black overcoat, cap with shiny peak. States lie has been to sea. May be found in company of low horse dealers. Warrant issued. Information to Supt. Payne. Lyndhurst 21. Portsmouth ( Borough).- For obtain- ing £ 10 by a worthless cheque. 24th November last — THOMAS LEACH, alias CAPTAIN LEACH, age about 40, height 5 ft. 11 in. or 6 ft., broad build, rather corpulent, puffed face, scar under chin, appearance of a heavy drinker, has a habit of twirling his moustache ( which is long at ends, and cropped short in centre): wears a scarf or tie with pin, set ruby, surrounded with 5 diamonds. Is fond of talking of his horse and yacht. He had an account with Messrs. Jenner Co., Sandgate, Kent, from 10th September till 16th November, 1897. Warrant issued. 22.- Portsmouth ( Borough).— For stealing It til inst.. a gold single stone diamond ring, claw setting; 1 1 atly's single stone diamond ring: 1 lady's gold ring, set two small diamonds, sapphire centre: 1 lady's 14- ct. demi- hunter watch, " M. P. " in monogram on back, dia- mond shape dial, " Barriscale & Son, Cork," 011 dome: 1 lady's small gold guard, cable pattern small tassel attached— JOHN JAMES PATRICK FINLAN, age 21, height 5 ft. 5i in., complexion fresh, hair and moustache brown, eyes hazel, 5 dots left forearm : supposed wearing lilue suit and cap. THOMAS FINLAN, brother of above, age 19. height 5 ft. 5J in., complexion freckled, hair red, eyes blue, heart and " love" tattooed left fore- arm. large scar on. back. They belong to the Shropshire Regiment and before enlistment were employed at cycle works. Information to the Chief Constable, Town Hall Portsmouth. HERTFORDSHIRE. - ' — Bishops Stortford ( County).— For obtaining by false pretences on 17th inst., an " Excelsior" bicycle by Bayliss Thomas & Co., 1895 pattern frame with sloping top bar, wide handles with 3in. drop, white bone ends, " Dun- lop " slipping 1898 tyres, jointless pattern, hollow rims, enamelled black, usual parts plated, brake, rat- trap pedals," Grose" leather gear case, steel mud- guards, plated tangent spokes, " Brooks B 28" saddle, small bell— PERCY FAULKNER ( sup- posed false), age about 26, height 5 ft. 5 or 6in., complexion pale, hair very dark, clean shaved, eyes brown, large nose ; dress, black jacket and vest, dark navy blue trousers. Warrant issued. Information to Inspector Foster, Bishops Stort- ford. ISLE OF WIGHT. 24.— Newport ( Count!/).— For embezzling 4s., 1st inst. FREDERICK WILLIAM PEN- FOLD, age 35 to 88, height about 5 ft. 8 in., com- plexion dark, hair, whiskers and moustache black ( cut short), eyes dark brown, scar 011 left eyebrow; dress, grey cycling suit, blue skull cap, sometimes wears black jacket and alpine hat. A photographer's canvasser and collector ; native of Hartfield, Sussex. Supposed to have in his possession a large number of Is. yellow receipt stamps in the name of A. Debenham and Son, Isle- of- Wight, and a " James" light roadster 6afety bicycle. Warrant issued. Information to Chief Inspector Ayres, Quay Street, Newport. 25.— Newport ( County).— For obtaining£ 10 by a fictitious cheque on the London branch of the Bank of Montreal, 1st inst., at Yarmouth- ERNEST HAROLD COOPER, age 26, height 5 ft. 8 in., complexion fresh, full face, hair brown, clean shaved, of good address ; dress, dark over- coat, velvet collar, blue sergesuit, black hard hat, lace boots. A pattern maker supposed a native of Longsight, Manchester. Is an expert swimmer and diver. He purchased his discharge from the Royal Engineers in 1893. Had in his possession a cheque book. KENT. 26.— Dartford ( County).— For failing to report— Licence holder EDWARD PEAGRAM, alias STEEL, PRICE, JONES, WILLMAN, and JOHN HICKEY, Office No. 3691- 98, age 53, height 5 ft. 3 in., complexion pale, hair dark brown, eyes hazel, " B. Cook " encircled by wreath front of right forearm, tumour right side of neck, left middle finger slightly deformed. A shoe- maker. Sentenced at Gravesend 24th June, 1892, to 5 years penal servitude for stealing muslin. Licenced 24th December last. A. G. S. 388. Information to Supt. Sharp, Dartford. 27.— Sevenoaks ( County). - For stealing, 22nd ult., a gold keyless watch, gold chain with gold toothpick attached ; 1 silver Geneva watch ; 1 gold ring; 2 ladies' gold rings; 1 gold oval brooch— ISADOR AUGER, a Jew, age 28 to 30, height 5 ft. 2 in., slight build, complexion sallow, hair light brown, eyes brown, stoops and very bow- legged; dress, light chocolate colour morning coat, dark brown vest and trousers, hard felt hat, rather broad brim. Warrant issued. Information to Supt. Holman, Sevenoaks. 28.— Tonbridge ( County).- For stealing £ 51 10s. 9d. ARTHUR JULIUS FEEK, age 30 ( lo ; ks younger), height 5 ft. 5 or 6 in., com- plexion fresh, hair light brown, very slight light moustache, eyes ( prominent) blue, large features, rather thick lips ; dress, blue serge suit and cap. Late a bank clerk ; native of Pershore. Photo- graph may be seen on application. Warrant issued. Information to Supt. Bartlett, Tonbridge. 29.— Gravesend ' Borough).— For obtain- ing £ 16 by a worthless cheque on the Lincoln and Lindsey Banking Co., Ltd., Grimsby, 18th nit.— RICHARD TURNER, age 32, height 5 ft. 5 or 6 in., complexion fresh, straight ' nose, slight moustache, speaks with north country accent ; wearing long black overcoat, urned down collar, black bow tie, 3 gold studs in front of shirt, hard felt hat. Appearance of a seafaring man. Warrant issued. Information to Chief Constable Thornton, Gravesend. KIRKCUDBRIGHTSHIRE. 30.— Kirkcudbright ( County). — For a criminal assault, on 25th and 26th January last - WILLIAM STEWART, age 31, height 5 ft. 9 or 10in., rather stout build, complexion fresh, hail- dark brown, moustache light, eyes grey; dress, dark tweed suit, strong lace boots or clogs. A labourer; native of Crossmichael. May seek employment at public works. Is a member of the Scottish Borderers Militia. Warrant issued. Information to Chief Constable Davidson, Kirk- cudbright. A — Middlesbrough Borough . - Wood- cut portrait and description of RICHARD PEA- COCK, whose apprehension is sought on a bench warrant for failing to surrender to his bail at York assizes in March, charged with felony ; age 40, height ."> ft. 85 in., slight build, complexion sallow, hair and moustache black, eyes brown, has lost left arm : may be wearing dark mixture suit, black hard felt hat or light cap, usually wears a brown and black small check mackintosh with cape. An accountant and debt collector, native of Hipswell, Yorks; may seek employment as a clerk or endeavour to leave the country. Information to Chief Constable Ashe, Middles- brough.
