ATIONS. 7. Announcements concerning stolen property must be guaranteed, by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted > n the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will h* loholly responsible for any proceed'mqs which may result from such publication. 11. Announcements for the Friday issue should be forwarded so us to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written ok one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. SPECIAL NOTICE. In c^ rtfUi^ eases questions have arisen as to the payment for photographs applied for by Police Forces under Home Olfice circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the coijf be charged to the Police Force interested. He presents forged letters purportingto have been written by vicars at Burnley, Bradford, and Ormskirk. He is in recent of a pension from the American ^ Warrant issued. 8.— For fraudulently obtaining money for the purchase of shares— CECIL HARRISON, late of 32, Selby Road, Anerley, age about 40 ( looks younger), height 5 ft. 0 in., complexion fair, hair light, of smart appearance. He was in business at Cardiff in 1870 as " Harrison Bros, and Moore," is now supposed carrying on a fraudulent stock- broking business under an assumed name. For desert- ing his wife and children, leaving them chargeable to the Aberystwyth Union — JOHN JAMES HUGHES, age 30, height about 5 ft. 4 in., com plexion dark, hair and moustache black, eyes brown, cut sear top of head, small lump under 2 moustache. A miner ; native of Talybont, Car- diganshire. Warrant issued. The above Reward will be paid by the Guar- dians of the Aberystwyth Union for such infor- mation as will lead to the arrest of Hughes. CHESHIRE. 12.- Birkenhead ( County).— For stealing a dark blue single- breasted overcoat, 6th inst., at Lower Bibington— FRANK GRICE, age about 23, height about 5 ft. 3 in., complexion sallow, hair and slight moustache dark, eyes blue, scar back left hand, right arm has been broken, and sup- posed deformed ; dress, black reefer jacket, dark blue serge trousers, blue worsted muffler, boat- swain's cap with glazed peak, lace boots. WILLIAMS, age 32, height 5 ft. 6} in., complexion sallow, hair dark brown, eyes grey, American coat of arms tattooed on left forearm ; dress, black morning coat, light trousers, black hard felt hat, all far worn. A railway servant, native of Bootle. Warrant issued. 14— Egremont ( County).— For obtaining food and lodgings by false pretences, 4th and 9th inst., at West Kirby— WILLIAM JONES ( sup- posed false), age about 28, height 5 ft. 10 or 11 in., complexion ruddy, hair light, rather awkward on feet, right arm crooked, has been broken ; dress, dark suit, light overcoat, black hard hat. MRS. JONES, age about 38, height 5 ft, 8 or 9 in., com- plexion ruddy, hair ( frizzy) very dark, supposed a scar on left cheek ; dress, short grey jacket and dress of same material, blue straw hat trimmed three blue feathers and lilac on left side, or white sailor hat, fawn- coloured gloves. McDonald, Egremont, 15.— Hazel Grove ( County).— For obtain- ing, by false pretences, a safety bicycle, straight handle bars, black handle grips, 24 in. frame, 28 in. wheels, Scott's " Standard" tyres, mud- guard back wheel, transfer on front tube " Royal Hazel, H. E.- Howell & Co., London Road, Hazel Grove, Bosden "— WILLIAM RYNE ( supposed false), age about 40, height 5 ft. 9 in., complexion, whiskers and moustache sandy; dress, blue Chesterfield overcoat, dark suit, hard felt hat, lace boots. Oldham, Hazel Grove, Stockport. £ 2 REWARD. 10.— Middlewich ( County).— For deserting his family— JOHN STEELE, age 38 to 40, height about 5 ft. 6 in., complexion fresh, hair, whiskers, moustache and eyes dark, right knee deformed and turns outwards. A native of Allostock, near Knutsford. May be employed in the neighbour- hood of Manchester as a carter for a florist or a market gardener. The above reward will be paid by the Guar- dians of the Northwich Union for such information as will lead to the arrest of STEELE. Wan- ant issued. Information to Supt. Large, Middlewich. £ 2 REWARD. 17 — Oakmere ( County),— For deserting his two children, leaving them chargeable to the Northwich, Union— THOMAS SCOTT, age about 40, height 5 ft. 5 or 6 in., complexion fresh. A labourer ; native of Moulton, Cheshire. The above Reward will be paid by Mr. A. Fletcher, Solicitor and Clerk to the Guardians, Northwich, for such information as will lead to the arrest of SCOTT. Nield, Oakmere 18.- Runcorn ( County). — For stealing £ 2 10s., by trick ( fortune telling)— A WOMAN supposed MARY FINNEY, age about 35, height 5 ft. 2 01- 3 in., complexion and hair dark, eyes blue ; wearing dark jacket with fur collar', blue striped apron, knitted woollen vest, brown felt hat. A gipsy. Is travelling with a van, " George Shaw,. Shrewsbury," thereon. Warrant issued. Information to Supt. Pearson, Runcorn DEVONSHIRE. Vi.— Devonport ( Borough).— For an inde- cent assault, 21st ult.— HENRY WHEELER age 31, height 5 ft. 8 in., slight build, complexion fair, thin features, hair ( slightly bald in front) brown! moustache sandy, eyes hazel, mole right axilla warty mole right flank, scar left buttock ; dress, when he left here 23rd ult., long dark brown mixed tweed overcoat, short band at back, dark trousers, torn at bottoms, black hard hat. Is an Army Reservist of the 2nd Bedfordshire Regiment, Has been hawking fish and fruit. Warrant issued. Photograph may be seen on application. Information to Head Constable Matters, Devon- port. DORSETSHIRE. 20.- Wareham ( County).— For obtaining food and lodgings by false pretences, 21st and 22nd nit,, at. East Stoke— GEORGE BAXTER, alias MITCHELL, age 39, height 5 ft. 3} in., com- plexion sallow, deep dimple in chin, hair and slight moustache dark brown, eyes brown ; dress, black jacket and vest, dark mixture trousers, dark tie, black hard hat. A printer, stated he was a native of Leeds. He obtained lodgings by repre- senting that he was a land surveyor ; decamped the following day, stating he was going to the station to meet his assistant. Previously convicted of similar offences at Devon Quarter Sessions, April, 1894. Warrant issued. Information to Supt. Carter, Wareham. y GLAMORGANSHIRE. 21.— Cardiff ( Borough).— For stealing, 6th inst., an 18- ct. gold English lever hunting watch, centre seconds, white dial," Max Cohen, Cheetham, Manchester," on movement; 1 18- ct. gold curb pattern albert chain, with pendant, weight about 4oz. : 1 18- ct. gold signet ring with plain gold shield— HARRY WITKOSKY, alias COSTY, a Polish Jew, height 5 ft. 7 in., slight build, com- plexion fair, thin face, high forehead, hair ( rather long) light, clean- shaved, eyes ( large) blue, long nose, large mouth, pointed chin, speaks French, English, and German fluently ; dress, light grey check suit, long light double- breasted paddock coat, light cap, button boots. A tailor's presser. Has been a member of the " Bricklayer's Comic Sketch Company." May seek employment as a tailor, or at music halls. Warrant, issued. Information to Head Constable McKenzie, GLOUCESTERSHIRE. 22.— Bristol ( City).— For embezzling £ 20— GEORGE JEEVES, age 38, height 5 ft. 6 or 7 in., complexion fresh, hair ( thin on top) dark, mous- tache sandy, mole on nose and chest; dress, grey overcoat with velvet collar, light jacket and vest, mixture cloth trousers, light cap. Has been employed in delivering bread. May seek similar employment. Absconded 28th ult. Warrant issued. information to the Chief Constable, Bristol. vT HADDINGTONSHIRE. £ 2 REWARD. 23.— Haddington ( County). For deserting his children, 30th , J une, 1898— JOHN McKAY, age 37, height 5 ft. OJ in., complexion fresh, long face, hair light brawn, moustache light, eyes grey, cut scars # 11 left forefinger and at base of left tliumb, burn scar under chin ; dress when last seen, blue pilot jacket, brown moleskin trousers, red and white Striped shirt, brown cap, heavy lace boots. A labourer or foreman navvy. Warrant issued. The above reward will be paid by Mr. Robert Masterton, Inspector of Poor, Dunbar, for such information as will lead to the arrest of McKAY Information to Deputv Chief Constable Mann, Haddington. HAMPSHIRE. 24. Gosport ( County). — For stealing a black leather purse and £ 34 5s.— SIDNEY N. SMITH, age 28 to 30, height 5ft. 3 or - tin., stout build, complexion fair, hair ( fringe on forehead) and moustache ( stubby) light brown, eyes blue, female ajn. 1 other marks tattooed on forearm; dress ( supposed), dark jacket and vest, grey check trousers and cap. Native of Lynn, Norfolk ; has lived in New Zealand. Warrant issued. Information to Supt. Silver, Gosport, 25 - Lyndhurst ( County).— For obtaining, 6tli inst., a cheque for £ 26 4s. 6d. with intent to defraud— TOM JONES, age about 30, height 5 ft. 8 in., complexion sallow, hair light brown, slight moustache light; dress, blue serge suit, long black overcoat, cap with shiny peak. States he has been to sea. May be found in company of low horse dealers. Warrant issued. Information to Supt. Payne, Lyndhurst, ISLE OF WIGHT. 26.- Newport ( County).— For embezzling 4s„ 1st inst. FREDERICK WILLIAM PEN- FOLD age 35 to 38, height about 5 ft. 8 in., com- plexion dark, hair, whiskers and moustache black ( cut short), eyes dark brown, scar on left eyebrow; dress, grey cycling suit, blue skull cap, sometimes wears black jacket and alpine hat. A photographer's canvasser and collector ; native of Hartfield, Sussex. Supposed to have in his possession a large number of Is. yellow receipt stamps in the name of A. Debenham and Son, Isle- of- Wight, and a " James" light roadster safety bicycle. Warrant issued. Information to Chief Inspector Ayres, Quay Street, Newport. 27.— Newport ( County).— For obtaining £ 10 by a fictitious cheque on the London branch of the Bank of Montreal, 1st inst., at Yarmouth—• ERNEST HAROLD COOPER, age 26, height 5 ft. 8 in., complexion fresh, full face, hair brown, clean shaved, of good address ; dress, dark over- coat, velvet collar, blue serge suit, black hard hat, lace boots. A pattern maker, supposed a native of Longsight, Manchester. Is an expert swimmer and diver. He purchased his discharge from the Royal Engineers in 1893. Has in his possession a cheque book. See Case No. 28, 3rd inst. Warrant issued. Information to Supt. Hale, Newport. KENT. 28.- Chatham ( County). — For stealing a silver Geneva watch, " A. Hunt" scratched on inside of inner case, silver chain, long and short links alternately, with seal, one side white, the other black with white edge, attached— CHARLES FRENCH, age about 40, height 5 ft, 2 in., thick set, complexion sallow, upper front teeth missing, hair ( close cut) black, stubby moustache dark brown ; dress, black coat with velvet collar, cord trousers, dark blue serge cap, heavy lace boots. Well known at Notting Hill and Woolwich. Warrant issued. Information to Supt. Lacy, Chatham Dartford ( County).— For failing to report— Licence holder EDWARD PEAGRAM, alias STEEL, PRICE, JONES, WILLMAN. and JOHN HICKEY, Office No. 3691- 98, age 53, height 5 ft. 3 in., complexion pale, hair dark brown, eyes hazel, " B. Cook " encircled by wreath front of right forearm, tumour right side of neck, left middle finger slightly deformed. A shoe- maker. Sentenced at Gravesend 24th June, 1892, to 5 years penal servitude for stealing muslin. Licenced 24th December last. A. G. S. 388. Information to Supt. Sharp, Dartford 30.— Sevenoaks ( County).— for stealing, 22nd ult., a gold keyless watch, gold chain with gold toothpick attached ; 1 silver Geneva watch ; 1 gold ring: 2 ladies' gold rings; 1 gold oval brooch— ISADOR AUGER, a Jew, age 28 to 30, height 5 ft. 2 in., slight build, complexion sallow, hair light brown, eyes brown, stoops and very bow- legged; dress, light chocolate colour morning coat, dark brown vest and trousers, hard felt hat, rather broad brim. Holman, Sevenoaks. 31.— Gravesend ( Borough).— For obtain- ing £ 16 by a worthless cheque on the Lincoln and Lindsey Banking Co., Ltd., Grimsby, 18th ult.— RICHARD TURNER, age 32, height 5 ft. 5 or 6 in., complexion fresh, straight nose, slight moustache, speaks with north country accent; wearing long black overcoat, turned down collar, black bow tie, 3 gold studs in front of shirt, hard felt hat. Appearance of a seafaring man. Warrant issued. Information to Chief Constable Thornton, Gravesend. KIRKCUDBRIGHTSHIRE. 32. Kirkcudbright ( County). — For a criminal assault, on 25th and 26th January last— WILLIAM STEWART, age 31, height 5 ft. 9 or 10 in., rather stout build, complexion fresh, hair dark brown, moustache light, eyes grey; dress, dark tweed suit, strong lace boots or clogs. A labourer; native of Crossmichael. May seek employment at public works. Is a member of the Scottish Borderers Militia. Warrant issued. Information to Chief Constable Davidson, Kirk- cudbright. LANCASHIRE. 33.— Leigh ( County).— For larceny, 11th inst, at Cuerdley— A MAN, age 21, height 5 ft. 3 or 4 in., complexion, hair and slight moustache dark, oval face. A labourer. Information to Supt. YORKSHIRE ( North Riding). 34.- Middlesbrough Borough Wood- cut portrait and description of RICHARD PEA- COCK, whose apprehension is sought on ; i bench warrant for failing to surrender to his bail at York assizes in March, charged with felony : age 40, T H E P O L I C E GAZETTE. 3 height 5ft. 83 in., slight build, complexion sallow, hair and moustache black, eves brown, has lost left arm : may be wearing dark mixture suit, black hard felt hat or light cap, usually wears a brown and black small check mackintosh with cape.
