All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YABD, LONDON, S. W. . . . ? Particulars concerning persons whose apprehension Is sought will be rmerted in one xxxve of < he POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by S P^ ticulJrzTs to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5 Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. $ t Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent. ; and, if the name of such person is required to be inserted and no war raid is in force against him, the requisition must be s, grwl by the chief officer of police, or his immediate deputy, of the. county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rani than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and< as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehensi/• » • or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in th* next issue. • 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. ' They must be clearly xoritten on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland. Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Aniwuncements concerning property lost or persons missing can only be accepted or, payment, and the charges for the insertion of the same will be given on application. It. ANDERSON. Editor. SPECIAL NOTICE. The amount of stolen property at present" circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. Attention is directed to men who have been canvassing the Metropolis by leaving circulars at houses one day and calling for them the next, representing that Messrs. Noble, of Manchester, have purchased a bankrupt stock of linen, towels, & c., which they are sending round for the public to inspect ( false). They introduce inferior cloth, & c., which they dispose of at a good profit. Description of one man : age about 30, height 5 ft. 4 in., complexion fresh, hair and moustache dark ; dress, long brown overcoat, grey trousers, black Trilby liat. Represents himself to lje a discharged wounded soldier. He obtained money to take him to Netley Hospital, and stated that he wanted to redeem his war medals. Warrant issued. 10.- Derby ( County).— For . stealing .£ 1 on 3rd inst., at Breadsall — JOHN GREEN, alias GEORGE SCOTT and EDWARD WILLIAMS, age 54, height 5ft. 4 in., complexion fair, hair ( bald on top) brown, turning grey, clean shaved, eyes grey1: dress, light grey dust coat, slate coloured jacket, grey trousers and vest, brown cap. A native of Lincoln. Warrant issued. Information to Deputy Chief Constable, Airey, Derby. ESSEX. 11.— Grays ( County).— For stealing69 foreign postage stamps, mostly German and Colonial— L. WINCH, alias H. GRICE, age about 25, height about 5 ft. 5 in., complexion sallow, hair light brown, slight moustache light, 2 prominent upper false teeth ; dress, short dark serge jacket, long brown overcoat, soft felt hat, lace boots. He goes from town to town under various aliases and answers advertisements for the sale of stamps, & c., which appear in the " Exchange and Mart " ( and probably other papers), representing that he is a purchaser or will exchange canaries, & e. He gets the Stamps sent to him by post, and upon receiving them leaves the district and sells them at the next place he calls at. Warrant issued. Information to Supt. Jordan, Grays. 12- Witham { Count,/).— For stealing £ 20— JOHN BODKIN, age 35 to 40, height about 5 ft. 9 in., complexion fair, hair light brown ( inclined to ginger), eyes blue, large front top teeth ( decayed), twitches his mouth when speaking, of smart appearance; dress, double- breasted jacket, dark trousers, long dark blue overcoat with velvet collar, black hard hat. A butler ; native of Shropshire ; has served in the Army. Warrant issued. Information to Supt. Harrington, Witham. HAMPSHIRE. 13.- Alton ( County).— For stealing from his lodgings, a light tweed suit; 1 blue silk hand- kerchief ; 1 dark striped tweed coat and vest ; 1 black overcoat, velvet collar, grey lining : 1 pair of light lace boots, size 9 ; 1 lady's silver watch, short chain with tassel, attached — WILLIAM HALFACRE, age 30 to 35, height about 5 ft. G in., complexion dark, hair and heavy moustache dark brown, eyes brown. A native of Wandsworth, London. Has served in the Royal Marines. May seek employment as a labourer on Public Works. Absconded 2nd inst. Warrant issued. A canvasser. Has served in the Shropshire Light Infantry. Warrant issued. Information to the Chief Constable, South- ampton. He is fond of singing and dancing at public houses. May be found at low lodging houses or working on farms. Warrant issued. Information to Supt. Dockerill, March. ISLE OF WIGHT. 18.— Newport County).— For stealing on the 28th ult., at Freshwater, an overcoat ( recovered)— JOHN or JOSEPH WILLETT, age 25, height 6ft., complexion fair, hair brown, slight moustache light; dress, pepper and salt- colour coat and vest, cord trousers. A gipsv or low horse dealer,; supposed a native of Brighton. Identical with JOHN WIL- LETT, Case No. 22, 6th inst, Warrant issued. Information to Supt. Hale, Newport, KENT 19— Chatham ( County).— For stealing 1 lady's silver Geneva watch ; 1 gentleman's ditto, No. 17151, maker, Dent, London : 1 silver albert; 1 overcoat; 1 pair black trousers; 1 collar and front and 1 tie— JOHN JOSEPH CLARKE, alias " NOBBY','' age 23, height 5 ft. 8 in., complexion fair, hair brown, slight moustache light, eyes grey ; wearing the stolen clothing. A labourer. Is a deserter from the 3rd Hussars. MATILDA BEVAN, age about 21, height about 5 ft. 2 in., complexion sallow, hair dark ; dress, black skirt, light jacket with fur round collar. Bartlett, Tonbridge. 21.- Canterbury ( City).— For stealing, 31st ult., at the Barracks, a blue tine serge jacket suit, lined black alpaca, " Marchant and Tubb, Canterbury," on tab : 1 pair brown lace boots 1 pair open tab " Balmoral" plain lace boots ; 1 open face silver Geneva watch, enamelled dial, black hands and figures ; long double silver albert, Jubilee com- memorative silver coin attached; 1 morocco leather cigarette case, silver mounted ; 1 pale blue Oxford shirt ; 1 set of pearl links and studs, silver settings ; 1 light skull cap ; 1 fawn coloured covert coat; and £ 1 18 6d.— HOWARD GASTON, age 19, height 5 ft. 7£ in., complexion sallow, hair brown, eyes ( slight inequality of pupils) blue, long scar back right thumb, scar across bridge of nose, may be wearing the stolen clothes. A native of Hastings. Is a deserter from the 3rd East Kent Regiment. Warrant issued. Information to Chief Constable Farmery, Can- terbury. 22.— Ramsgale ( Borough).— For being con- cerned with a man in custody in stealing 2 silver table spoons ; 2 ditto forks : 1 silver dessert fork and 3 silver tea spoons— FRITZ MILLER, age 21 or 22, height 5 ft, 4 or 5 in., complexion dark, pimples on face, clean shaved ; dress, dark jacket and vest, grey trousers ( tight fitting), grev cap, brown boots ( blacked over). A coachman. Warrant issued. Information to Chief Constable Jones, Ramsgate. s 23. — Tunbridge Wells ( Borough). — For stealing ( bailee) a costermonger's barrow ( recovered)— THOMAS SANDALLS, age about 32, height 5 ft. 10 in., complexion fresh, hair and moustache dark ; dress, brown jacket, cord trousers, grey cloth cap, of military appearance. A coster- monger ; native of Croydon. He travels the country hawking flowers, & c. Warrant issued. Information to Chief Constable Prior, Tunbridge FRIDAY, JANUARY 20, 1899. kirkcudbrightshire. 24. - Kirkcudbright ( County). — For stealing three £ 1 Scotch bank- notes, 28th ult.— WILLIAM MITCHELL ( supposed false), age about 25, height 5 ft. 5 ill., hair and slight mous- tache brown ; dress, dark tweed jacket, woollen umlcr- jacket, cord trousers, tweed cap, strong lace boots. A labourer. Warrant issued. Information to the Chief Constable, Kirkcud- bright. LANCASHIRE. 25.— Leigh ( Coimty).— For stealing £ 3 16s., 2nd inst. JOHN CONCANNON, age 30, height 5 ft. 9 in., complexion fresh, hair brown, slight moustache dark, eyes grey, " J " tattooed on left wrist, wearing an old black cloth suit, white scarf, dark brown cap, clogs. A collier. Warrant issued. Information to Supt, Higginbotham, Leigh. 26. Liverpool City ). For failing to report — Licence holder JOHN DAVIES, alias THOMAS HERSON, JOHN SUMMERS and JOHN PEARCE, Office No. 3502- 98, age 35, height 5 ft. 6 in., hair sandy, eyes blue, complexion fresh, scars left top and centre back of head, two scars bridge of nose, left little finger deformed and crooked at second joint. Sentenced at Cardiff Assizes 3rd February, J 894, to 3 years penal servitude and 3 years police supervision for larceny. Released from Dartmoor Convict Prison November 28th, 1898, on second licence. Sentenced at Manchester Sessions, 1st February, 1888, to 7 years penal servitude and 5 years police supervision for receiving.
