All annowicements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. A Particulars concerning persons whose apprehension is sought will be inserted tn one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 4 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. <> Portraits of persons whose apprehension is sought for serious offences, and engra vings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. & Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n > t less rank than Superintendent, and, if the name, of such person is required to be inserted and nowarrantis in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible fo r any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( id) That the name and address of the printer appear thereon. ( 82 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the oflender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. L APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— Criminal Investigation Depart- ment— For perjury— ALBERT JOSEPH MOR- GAN, age 25, height 5 ft. 6 in., slight build, small features, hair and slight moustache brown, sharp swinging gate; dress, brown coat and vest, light trousers or knickers with leather leggings, usually carries a light cane which he swings when walking. A native of Pontypridd. Warrant issued. 2.— A Division— For stealing £ 2 19s., 22nd ult.— FREDERICK JOHN, alias JOHN McGHEE, age 28, height 5 ft. 11 in., complexion pale, hair dark brown, eyes grey, small scar on right side of head, Union Jack and sailor in red and blue ink on left forearm; dress, black overcoat, grey plaid trousers, tartan tie, black hard felt hat. A hairdresser's as- sistant ; native of Inverness. Warrant issued. 3.— E Division.— For obtaining goods by a worthless cheque— HENRY ODELL, age 30 to 35, height 5 ft. 10 or 11 in., complexion fair, hair brown, clean shaved; wearing dark clothes, brown fancy vest, silk hat. A native of Southall, Middlesex. Warrant issued. 4.— K Division.— For stealing about £ 290— HENRY WILCOX, late of 55, Mansfield Road, Ilford, Essex, age 48, height 5 ft. 8 in., complexion fresh, full face, hair dark, clean shaved, eyes grey ; dress, dark suit, dark brown overcoat, long cape attached, black hard felt hat. A clerk; native of Southampton. Absconded 25th ult. Warrant issued. 5.— K Division.— For embezzling £ 6 0s. 4d.— RALPH HENRY COOPER, age about 48 ( looks younger), height 5 ft. in., complexion fresh, hair and moustache dark brown, eyes hazel, raises himself on toes when walking ; dress, brown Newmarket overcoat, blue serge suit, black hard felt hat, half- patent lace boots. CITY OF LONDON. 6.— For stealing £ 350— EDWARD HICKS, late of 199, Bisbopsgate Street Without, age about 50, height about 5 ft. 5 in., slight build, complexion pale, thin face, hair and moustache grey, recent scar over left eyebrow; dress, blue melton overcoat, velvet collar, dark plaid trousers, black hard felt hat, patent leather shoes. A public- house manager. Ab- sconded 5th inst. Warrant issued. 7.— For stealing £ 145 2s.— ARTHUR G. LYNN, late of 134, Milkwood Road, S. E., age about 37, height 5 ft. 10 or 11 in., hair ( thin on top) and moustache brown, large front teeth, walks erect; wearing dark overcoat, black hard felt hat, carried an umbrella with knob handle. Has served in the Royal Engineers. Absconded 25th ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 8.— Bedford ( Borough).— For stealing a dog, 17th ult.— FLORENCE BOWDEN, alias CAVEN- DISH, age about 28, height 5 ft. 6 or " 7 in., slight build, complexion pale, hair dark brown, eyes grey, uses paints for eyebrows and cheeks ; dress, when last seen, green cloth skirt, green cord bodice, white straw boat- shape hat. She takes private lodgings and leaves without paying. Absconded 28th ult. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 9.— Wokingham ( County).— For stealing from his lodgings, a blue and brown check bag; 1 lady's silver Geneva watch ; 2 ladies' silver albert chains ; 1 pair gold sleeve links ; 1 thin gold ring, set 5 garnets; 1 gold ring, set 3 pearls, surrounded with blue stones ( 1 stone missing), shape of forget- me- not ; 2 silver brooches ; 1 gold pin, set garnets ; 1 ditto, set red stone ; 1 black leather purse and £ 57, including a £ 5 note— A MAN, age 23, height o ft. 6 or 7 in., complexion fresh, round face, hair sandy, clean shaved, eyes ( full) grey; dress, long light over- coat, dark trousers, black hard felt hat, lace boots with wide soles. Information to Supt. Molsher, Wokingham. BRECONSHIRE. 10.— Crickhowell ( County).— For deserting his wife and family, leaving them chargeable to the Crickhowell Union— HENRY HERBERT, alias SMITH and VEDMORE, age about 40, height 5 ft. 6 or 7 in., complexion fresh, hair brown, moustache sandy, eyes blue, shamrock, thistle and rose tattooed on left arm, index finger right hand contracted, walks erect. A blacksmith; native of Llangarren, near Ross. May be hawking fish or working as a labourer. May be found at common lodging houses or casual wards. Previously convicted at Hereford and Shrews- bury. Warrant issued. 11.— Crickhowell ( County),— For absconding with workhouse clothing ( part recovered)— RICH- ARD PRITCHARD, alias HUMPTY BOB, age 37, height 5 ft. 4 or 5 in., complexion pale, hair, mou- stache and eyes dark, short neck, hunch back. BUCKINGHAMSHIRE. 12— Chepping Wycombe ( Borough).— For obtaining food and money by false pretences, 25th ult. WATSON, age 55 ( looks much younger), height about 5 ft. 9 in., broad build, puffed face, hair ( slightly bald), moustache and eyes dark, several front teeth deficient, high- toned squeaky voice; dress, black jacket, brown Cardigan vest, light trousers, fawn colour corduroy cap, white tie, sometimes wore yellow silk neckerchief. He repre- sented that he had been sent to fix a gas engine at a neighbouring corn mill. Warrant issued. Information to Head Constable Sparling, Chepping Wycombe. CARDIGANSHIRE. 13.— Aberystwyth ( County).— For deserting his wife and family, leaving them chargeable to the Aberystwyth Union— JOHN JAMES HUGHES, age 30, height about 5 ft. 4 in., complexion dark, hair and moustache black, eyes brown, cut scar top of head, small lump on upper lip under moustache. A miner ; native of Talybont, Cardiganshire. Warrant issued. Information to the Chief Constable of Cardigan- shire, Aberystwyth. CARNARVONSHIRE. 14.— Bailgor ( County).— For obtaining a suit of clothes by false pretences — DAVID ARTHUR ROBERTS, age 22, height 5 ft. 4 or 5 in., com- plexion fresh, hair brown, slight moustache light sandy, eyes hazel, bow- legged; dress, light mixture coat, fustian trousers, grey cap ( with ear flaps). A farm labourer; native of Brynseincyn, Anglesey. Warrant issued. Information to Inspector Rowland, Bangor. 15.— Conway ( County).— For stealing ( bailee), 14th ult., at Llandudno, a double- barrelled breach- loading gun— JOHN SMITH, age 28 to 30, height 5 ft. 6 or 7 in., complexion ruddy, eyes grey. Has no hair, eyebrows or eyelashes ; wears a fair wig and dark clothes. Stated that he had been em- ployed as hairdresser on Atlantic liners. Warrant issued. Information to Supt. Rees, Conway. lfi-— Pwllheli ( County).— For embezzlement— GWILYM ROBERTS, age about 18, height about 5 ft., complexion fresh, hair ( inclined to curl) light brown, eyes blue or grey, has a peculiar way of raising his heels when walking; dress, dark clothes, black hard felt hat or cap. A draper's assistant; native of Portmadoc. Warrant issued. Information to Supt. Jones, Pwllheli. CHESHIRE. 17-— Hazel Grove ( County).— For night poach- ing and unlawfully wounding a gamekeeper and a police constable, 30th ult.— SAMUEL SHEPLEY, age 28, height 5 ft. 9 or 10 in., complexion fresh, hair brown, moustache light brown, eyes grey. A labourer. JAMES NADIN, age 21, height 5 ft. 3 in., complexion sallow, hair brown, eyes grey. A fustian cutter. Natives of Macclesfield.] Warrants issued. 18-— Hazel Grove ( County).— For night poach- ing and unlawful wounding, 30th ult., at Northenden — JOSEPH OLDFIELD, age 41, height 5 ft. 4 in., complexion fresh, hair and moustache dark brown. Oldham, Hazel Grove, Stock- port. 19.— Chester ( City).— For fraudulent bank- ruptcy— GEORGE WILSON JONES, age 32, height 5 ft. 7 or 8 in., complexion fair, long thin face', hair light brown, moustache light. A draper ; native of Tryddyn or Nerquis, Flintshire. Has been in business at Flint, Bradford, Blackpool and Rochdale. Warrant issued. Brooks, Beaminster. 21.— Dorchester ( County). — For stealing J£ 33 14s. 3d., 3rd inst., at Portland Barracks— JAMES ROSE, alias WILLIAM BROOKS, age about 28, height 5 ft. 5 or 6 in., complexion very fair, hair very light, eyes blue, front teeth deficient, slightly round- shouldered ; wearing black reefer coat and vest with pearl buttons. A navvy ; supposed a native of Plymouth. JOHN BROOK- BANKS, age about 24, height 5 ft. 6£ in., complexion fresh, hair dark brown, eyes brown, slightly pock- marked, port wine stain back of right leg, large mole left breast; dress, new black jacket suit, dark cap, dark necker- chief with blue stripes. A native of Durham. Warrant issued. Information to Supt. Burden, Dorchester. DURHAM. 22.— Durham ( County).— For stealing, 10 ult., at Willington, a horse ( recovered)— JOHN THOMAS BELL, alias " THE FIRE KING," age 36 to 40, height 5 ft. 6 in., complexion dark, hair ( thin on top) dark brown, heavy moustache dark, left index finger off from second joint. 23.— Durham ( County).— For failing to surren- der to his bail at Durham Autumn Assizes, 21st ult., charged with rape — JAMES HAUGHY, age 25, height 5 ft. 7 in., rather stout build, complexion fresh, nose slightly twisted, hair and slight moustache light brown, eyes blue, old scar on bridge of nose, hard lump on back of right wrist, large red birth- mark on chest; dress, grey jacket and vest, fustian trousers. A mason's labourer or navvy. Stays at common lodging houses. Warrant issued. Information to Lieut- Col. Eden, Chief Constable, Durham. ESSEX. 24.— Southend- on- Sea ( County).— For em- bezzlement— EDWARD BROUGHTON BROPHY, age 50, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey) brown, eyes ( very weak) grey, wears glasses; dress, black coat and vest, grey trousers, hard felt hat. An auctioneer's clerk. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. DORSETSHIRE. 20.— Beaminster ( County).— For leaving his wife and family chargeable to the Bridport Union— MATTHEW KENWAY, age 39, height 5 ft. 5 in., complexion sallow, hair brown, eyes ( cast in one) GLOUCESTERSHIRE. 25.— Cheltenham ( County). — For deserting his wife and children, leaving them chargeable to the Tewkesbury Union— ALFRED WILLIAM MILES, age 30, height 5 ft. 5 in., complexion fresh, hair sandy, heavy moustache red, eyes blue, walks with short quick step; dress, black coat and vest, grey tweed trousers and cap, lace boots ; may be wearing a shabby dust coat. Native of Stonehouse, Glouces- tershire. Is an army reservist, from the Medical Staff Corps. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 26.— Basingstoke ( County).— For obtaining a mare pony, 26th ult., by false pretences— HENRY WINDEBANK, age 45 to 50, height 5 ft. 9 or 10 in., complexion fair, hair and moustache light brown ( turning grey); dress, dark overcoat, dark grey mixture suit, coloured silk neckerchief, black hard felt hat or light cloth cap. A native of Farnham, Surrey. Has served in the 1st Royal Dragoons. Warrant issued. Information to Inspector Hale, Basingstoke. 27.— Bournemouth ( County).— For obtaining £ 6 5s. by fraud— WILLIAM PLAYFORD, may assume the names of FRANCIS or COAKE, age 40 to 45, height 5 ft. 6 or 7 in., hair ( turning grey) dark brown, heavy black eyebrows, heavy moustache ginger; dress, brown cycling suit and stockings or blue serge suit, black hard or soft felt hat. A baker; may endeavour to obtain employment as an assurance or sewing machine agent. He called on shopkeepers and obtained credit to the above amount by represent- ing that he had house property, & c. Warrant issued. Information to Supt. Foster, Bournemouth. 28.— Portsmouth ( Borough).— On a warrant for larceny ( bailee)— Licence holder HENRY LEE, alias THOMAS LEWIS and GEORGE PEARCE, Office No. 3307- 98, age 66, height 5 ft. 1 in., com- plexion sallow, hair, beard and moustache grey, eyes grey, left ring finger deformed, scars front right fore- finger, right side and back of neck, centre and left of chest; dress, black lounge suit, black hard felt hat, red and black scarf, carries small black bag and crooked handle walking stick. Stated his intention of tramping to Waterloo. Has cards printed des- cribing himself as a watch and clock repairer ; native of Shepton Mallet. Sentenced at Gloucester Assizes, 12th February, 1895, to 5 years penal servitude for larceny. Licenced 11th ult. V 27. 29.— Portsmouth ( Borough).— For failing to surrender to his bail, charged with larceny— MICHAEL SULLIVAN, age 42, height 5 ft. 4£ in., complexion fresh, hair dark brown, heavy beard and moustache dark, eyes blue; dress, black coat, dark vest and trousers, black hard felt hat, old lace boots. A native of Liverpool. Hawks ferns ; may be found at common lodging houses. Warrant issued. 30.— Portsmouth ( Borough).— For deserting her illegitimate child, leaving it chargeable to the Portsea Island Union — KATE JONES, alias BROWN, age 23, height 5 ft. 6 in., complexion pale, prominent features, hair light, eyes blue. Is believed to be in the company of an ex- artilleryman. Warrant issued. 31.— Portsmouth ( Borough).— On five bastardy warrants— GEORGE BERTIE EVANS, age 46, height 5 ft. 6 in., rather stout build, moustache light. A carpenter. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 32.— Ledbury( Coi( w « i/).— Forobtaining, 19th ult,, 3 pairs of women's boots, a quantity of baby's clothes and linen by false pretences— A WOMAN, age about 26, height 5 ft. 2 or 3 in., complexion pale, hair brown, sharp pointed chin, rather small mouth; dress, black cloth jacket, black fur round neck, black dress, black boat- shaped or sailor hat with red band. Carried a frail with " Hunt" printed thereon. Represented that she had been sent by a lady for goods on ap- proval. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 33.— Hemel Hempstead ( County). — For larceny— MAUD GINN, age 34, height 5 ft. 2 or 3 in., stout build, very red face; dress, dark dress, black cape, black straw hat. Warrant issued. 34. — Hemel Hempstead ( County).— For obtaining food and lodgings by false pretences— HENRY CROSS ( supposed false), age about 60, height 5 ft. 5 or 6 in., complexion, hair and moustache dark ( turning grey) ; dress, black coat and vest, dark striped cloth breeches, brown oashmere gaiters, black hard felt hat, carried a brown mackintosh. He obtained lodgings at a beer- house, stating he was buying horses for an American firm of horse dealers. Is accompanied by his wife, age 35 to 40, height about 5 ft. 1 in., complexion and hair dark, eyes brown, large teeth ; dress, striped bodice, old dark skirt, long black jacket ( with brown fur collar), black sailor hat; and a daughter, age about 17, complexion and hair ( frizzed in front) dark, round face ; dress, navy blue dress, short black jacket, spotted sailor hat, button boots. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. ISLE OF WIGHT. 35.— Sandown ( County).— For obtaining money by false pretences, 19th ult.— A MAN, age about 35, height about 5 ft. 6 in., complexion fair, full face, hair and moustache light; wearing shabby dark clothes, had the appearance of a mechanic. He calls on cycle dealers and offers a recipe for cold brazing which is afterwards found to be useless. Has in his possession a number of false testimonials and receipts. Warrant issued. Information to Inspector Coleman, Sandown. KENT. 36.— Chatham ( County).— For deserting her children— ANNIE MILLS or PAGE, age about 26 height about 5 ft. 6 in., complexion fresh, hair brown; dress, black dress, brown jacket, wears a white apron. Hawks cotton, & c. Warrant issued. 37.— Chatham ( County).— For deserting his wife and family— PATRICK CARRON, age 33, height 5 ft. 10 in., complexion fresh, hair and moustache brown, eyes blue; dress, black Jacket and vest, tweed trousers, black hard felt hat. A clerk or printer. Has served 12 years in the Royal Engineers. Warrant issued. Information to Supt. Lacy, Chatham. FRIDAY, DECEMBER 16, 1898. He took lodgings, 18th ult., stating he 38.— Witham ( County).— Portraits ( 2) and de- scription of Expiree GUY ROYSTON RICHARD PRESTON, Office No. 278- 98 ( see GAZETTE 1st April, Case 2, 29th April, 1898, and Case 18, 25th ult.), whose apprehension is sought on a warrant for forging a cheque for £ 133, age 28 ( looks older), height 5 ft. 11 in., complexion pale, hair dark brown, eyes hazel, mole right cheek and 2 left forearm, small scar over right eyebrow, mole and scar under left breast, 2 scars left of back, near sighted, some- times wears glasses ; when speaking he occasionally rolls his eyes up and then partly closes them ; dress, dark blue serge suit, black Newmarket overcoat, silk lining, plain bone buttons, black bowler hat, kid boots ( with patent leather golosh), sometimes wears spats. Had in his possession the following Bank of England notes:—(£ 10) Nos. K- 54 58976 to 58980, (£ 5) D- 12 44751 to 44766, D- 9 54308 to 54312, which he is disposing of at various post offices in the Provinces. He also has a cheque book on Barclay & Co., Limited, and one on London & County Bank, Balham Branch. Sentenced at Central Criminal Court 19th November, 1894, to 4 years penal Lervi- tude for forgery. Licensed 22nd January, 1898 U 578. Also wanted on a warrant by Metropolitan Police for failing to report. Information to Supt. Harrington, Witham. ( without boots), complexion dark, hair ( curly) black, clean shaved, eyes hazel, long straight nose, small mole on right cheek, cut scar right side of chin, hairy mole right forearm, two hearts, anchor, J F and dots on left forearm, half ring on second finger of left hand ; dress, black frock coat and vest, dark grey stripe trousers, stand- up collar, black bow tie, black hard felt hat, brown boots. A native of Baldock, Herts. He calls on persons who have recently taken over publichouses and induces them to purchase " Eu- calyptus" or " Stramonium" cigarettes, and promises to send automatic machines, & c.
