REGULATIONS. 1, All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2, Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. $. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n> t less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant, is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDEBSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. But all such lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them. W. R. JACKSON, gunsmith, Tottenham, the subject of a caution in the POLICE GAZETTE of 4th February last, is now in custody upon charges of fraud arising out of his advertisements. APPREHENSIONS SOUGHT. Stated he had been employed at a railway bookstall. Warrant issued. Information to Supt. DEVONSHIRE. 10.— Barnstaple ( County). — For obtaining money by false pretences— JOHN PAKENHAM, age about 45, height about 5 ft. 7 in., complexion fresh, hair and moustache brown ( moustache lighter); dress, brown suit, bowler hat, grey overcoat. Sup- posed a native of Cheltenham. Stated he had just returned from India ( See Case No. 9, 4th inst). Warrant issued. Information to Supt. Hobbs, Barnstaple. 11.— Devonport ( Borough).— For deserting his wife and child, leaving them chargeable to the Parish of Devonport — SAMUEL CHARLES STOKES, age 46, height 5 ft. 7 or 8 in., complexion dark, full face, hair dark brown, moustache dark, eyes dark grey; dress, dark double- breasted jacket and vest, bluish striped trousers, black hard hat. Information to Inspector Brown, Blandford. 13.— Poole ( County).— For stealing, 9th inst., from a coffee tavern— 3 shirts ( 1 red and white stripe cotton ; 1 blue and white ditto ; 1 flannelette cycling, with blue stripe); 1 red, brown and white silk hand- kerchief ; 1 red and black cotton ditto ; 1 pair red cotton socks, and 3s.— A MAN, age about 30, height about 5 ft. 7 in., complexion, hair and moustache dark, rather thin face ; dress, blue pilot reefer jacket, dirty white cord trousers, black bowler hat, heavy boots, the appearance of a navvy. Warrant issued. 14.— Poole ( County).— For failing to appear to a summons for breach of the peace — CHARLES COWARD, age about 28, height about 5 ft. 6 in., complexion sallow, hair brown ; dress, black monkey jacket, moleskin vest and trousers, cap. ESSEX. 16.— Southend- on- Sea( C, 0Mn « y).— For stealing 4 pairs of reins ( recovered)— CHARLES PHILLIPS, age 28, height 5 ft. 6 in., complexion pale, sharp features, hair light brown, clean shaved, eyes blue ; dress, grey coat, black trousers, red, black and yellow striped guernsey, grey cap. A native of London. Stated he had been employed as a colt breaker at Edgware, Herts. Warrant issued. 17.— Southend- on- Sea ( County).— For em- bezzlement— GEORGE GRIFFIN, ago 28, height 5 ft. 6 in., complexion fresh, hair, slight moustache and eyes dark; dress, dark grey mixture suit and cap. A milkman ; native of Reading; is well known at Uxbridge, Fulham and Hillingdon, where he has been employed at dairies. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. 25.— Kingsclere ( County).— For failing to sur- render to his loail at Hants Quarter Sessions, 18th ult., charged with indecent assault on a girl, age 13 — HENRY WILKINS, age 60, height 5 ft. 11 in., slight build, complexion fresh, hair ( turning grey) light brown, eyes grey, bum mark right instep ; dress, when last seen, dark clothes and hard felt hat. GLOUCESTERSHIRE. 20. — Chipping Campden ( County). — For malicious damage to machinery at Moreton- in- Marsh— a man, who gave the name of J. THOMAS, age about 55, height 5 ft. 10 in., complexion fresh, hair ( turning grey), full beard, moustache and eyes grey. An engine fitter; supposed a native of Bir- mingham ; stated he had worked at Clee Hill and Stourbridge. Had in his possession a large black wooden box and tool bag. Warrant issued. Phelps, Chipping Campden. 26. — Portsmouth ( Borough).— For stealing, 31st ult., a lady's silver Geneva watch, " Sophia Veare " scratched inside case— EDWARD CLARE, age 28, height 5 ft. 9 ins., hair and moustache light; dress, black jacket and vest, grey trousers, small blue tie. A reservist of the Army Medical Corps. Warrant issued. 27-— Portsmouth ( Borough).— For embezzling £ 5, 28th March last— JOHN DAVID STRIDE, age 45 to 50, height 5 ft. 4 or 5 in., hair brown, straggling beard and moustache, impediment in speech, swinging gait; dress, when he absconded in June last, dark overcoat, brown jacket and vest, dark trousers, black hard hat. A carpenter and joiner. Warrant issued. Information to the Chief Constable, Detective Department, Town Hall, Portsmouth. 28.— Southampton ( Borough)— Fox non- pay- ment of fine and costs, amounting to £ 5 16s. 6d.— WILLIAM EDWARD DYER, age 36, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, slight moustache light; dress, shabby dark blue suit, coat double- breasted, trousers short, black and white check tie, black hard felt hat, lace boots ; a dock labourer; supposed native of Templecombe. HAMPSHIRE. 21.— Aldershot( Cowwty).— For absconding, 29th ult., with workhouse clothing, viz., a dark brown cord suit, stamped " Hartley Wintney Union " on lining; 1 soft billycock hat; 1 white shirt, No. 41; 1 blue check neckerchief, No. 41; 1 pair blue socks, " Infirmary " stamped thereon, and a pair of cotton braces— WILLIAM BROWN, age 67, height about 5 ft. 9 in., complexion and eyes dark, hair grey, arms tattooed, limps. A bricklayer's labourer. May seek admission at casual wards. Warrant issued. 22.— Aldershot ( County).— For forging a pro- missory note for £ 65— JOHN BORLASE KEMP- THORNE, late lieutenant and riding master of the 12th Lancers, age 34, height 6 ft. Of in., very stout build, weight 16i stones, complexion fresh, full face, rather weak knees. He left for London on 2nd inst., and may endeavour to leave the country. Warrant issued. Information to Supt. Hawkins, Aldershot. 23.— Alton ( County).— For housebreaking, at Headley— A MAN, age about 25, height 5 ft. 5 in., complexion fresh, pock marked, very broad nose, hair and moustache dark brown, eyes grey; dress, dark cutaway coat, dark vest, dirty brown trousers, cloth cap. A tramping bricklayer ; frequents casual wards and common lodging houses. The following property, supposed stolen, has been traced to his possession ;— 1 black frieze jacket, The Tourist" on tab, usual pockets, 1 ditto vest, with collar; 1 black diagonal ditto, and trousers; 1 black frieze overcoat, velvet collar, usual pockets, plaid lining ; 1 old tweed over- coat, usual pockets, black sateen lining; 2 under- vests, natural wool, medium size ; 1 blue check shirt. James, Alton. 24.— Bournemouth ( County).— For larceny— FREDERICK COCKEL, alias GOLDING, age about 20, height 5 ft. 5 or 6 in., complexion pale, thin features, hair brown, clean shaved, Annah, Klondyke, woman, Australia, star and dots tattooed on arms ; dress, blue suit and cap, turn- down collar, small black bow tie; a native of London— SARAH COCKEL, alias ANN GOLDING, age about 21, height 5 ft. 5 or 6 in., complexion pale, thin features, hair black, eyes dark, dots tattooed on arms, ad- vanced in pregnancy ; dress, grey skirt pink or blue blouse, imitation sealskin cape. Warrant issued. Information to Supt. Foster, Bournemouth. HERTFORDSHIRE. 29.— Bishop's Stortford ( County).— For ob- taining food and money by false pretences, between 12th and 14th inst. LEWIS ( supposed false), age 30 to 35, height 5 ft. 2 or 3 in., complexion, and hair ( parted in centre) dark, clean shaved, eyes hazel; dress, navy blue jacket and vest, dark slate- coloured trousers, black hard felt hat. Warrant issued. Information to Inspector Foster, Bishop's Stortford. 30.— Hemel Hempstead ( County). — For leaving his children chargeable to the Berkhampstead Union- PETER MATTHEWS, age 30, height 5 ft. 4 or 5 in., slight build, complexion fair, hair light, clean shaved, eyes blue, walks badly. A butler; native of Dagnall, Bucks. Photograph may be seen on application. Warrant issued. 31.— Hemel Hempstead ( County).— For ob- taining food and lodgings by false pretences— WAL- TER KING, age 49, height 5 ft. 11 in., complexion fresh, hair and moustache ( turning grey) dark, eyes hazel, large nose ; dress, brown mixture coat and vest, old police uniform trousers, brown cap, dust coat. A tramping harness maker, sells laces, & c., and has a pedlar's certificate granted at Maidstone. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. 32.— Watford ( County).— For stealing a large sum of money— THOMAS HIGGINS, age 22, height 5 ft. 6 in., complexion very fresh, hair and eyes dark ; dress ( usually), blue suit, black hard felt hat, light dust coat, sometimes wears a long light colour mackintosh with cape. A clerk. Warrant issued. Information to Supt. Wood, Watford. HUNTINGDONSHIRE. 33.— Huntingdon ( Counttj).— For cruelty to a pony, 11th inst.— HERBERT WILBYE, age 25, height 5 ft. 6 in., complexion fresh, has a pedlar's certificate, No. 171, issued at Cambridge— GEORGE KIRK, age 22, height 5 ft. 11 in., complexion fresh, eyes blue, one front tooth deficient; they hawk flowers, plants, & c. ; left here 11th inst. with a living van, body painted chocolate, green shutters, light top, dark wheels, front axle tree badly joined in centre, " G. Kirk, Cambridge," thereon, drawn by a light grey cob and a small grey pony, recently docked. Accompanied by a woman. Last seen at Great Bowden, and stated they were going to Leicester. METROPOLITAN POLICE DISTRICT. 84.— J Division.— Woodcut portrait and de- scription of Supervisee JOHN HARRISON, alias JOHN HOBBS and GEORGE CARTER, Office No. 2490- 97, whose apprehension is sought for shooting at police, 7th inst., at Dalston, when resisting ap- prehension for failing to report, age 84, height 5 ft. in., complexion fresh, hair dark brown ( turning grey), eyes blue, scar both forearms, right of neck, right of back and left cheek, dot right forearm, mole right of back. A bicycle maker ; native of Homerton, London. Has been several times convicted of burg- lary and housebreaking, and was sentenced at Leicester, 7th January, 1891, to 5 years penal servi- tude and 5 years police supervision for warehouse- breaking. Liberated on 2nd licence 24th August, 1897. R 2. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. KENT. 85.— Chatham { County).— For absconding from his bail— WILLIAM GASCOIGNE, age 27, height 5 ft. 7 in., complexion sallow, hair light brown, eyes blue, a lance- corporal in the band of the Royal Marine Light Infantry ; wearing uniform clothing.
