All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 4 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4, In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact condit ions must be clearly stated. K. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of lo. « . per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 5 Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n- t less rank than Superintendent; ami, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, < f the county, city, o> borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Annowncements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. A nnouncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Amuruncements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under remand, and such inquiries often result in identifying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be complied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. THE FREE PORTRAIT FRAUD. ; TANQUEREY, of 9, Rue de St. Petersbourg, Paris, has for some years issued circulars offering a crayon enlargement, " made after any photograph, absolutely free of charge "; and his business has given rise to very numerous complaints. Except in the case of persons, whose social rank or official position is such as to make it worth his while to be honest, he never gives a protrait free of charge ; but on the ostensible score of supplying a frame, or to meet expenses of conveyance, he extorts payment sufficient to cover the cost of the picture. Truth, of the 27th inst., contains a full exposure of the fraud. Tanquerey is probably a man named Beresford, alias Gould, who was committed for trial at Folke- stone for similar frauds in 1893, and absconded from his bail. As he is beyond the reach of our law, the Police can do nothing to help complainants. ( C. I. D., Correspondence No. 74, 139.) APPREHENSIONS SOUGHT. Warrant issued. 2.— N Division.— For stealing £ 7 13s. 3d.— GEORGE HARRIS, alias SHEPPARD, age about 35, height 5 ft. 10 in., complexion and slight mou- stache dark, cast in left eye; dress, dark jacket ( faded), tweed trousers and cap. Has served in the army. Warrant issued. 3.— P Division.— ARTHUR J. DURRANT, Case No. 7, 29th October, 1897, not to be arrested. BEDFORDSHIRE. 6.— Bedford ( Borough).— For obtaining, 4th inst., by false pretences, a double barrelled hammer- less 12- bore gun, with non- automatic safety bolt— A MAN who gave the name of HILL, age about 24, height 5 ft. 10 in., complexion fair, clean shaved, high cheek bones, spoke with Scotch accent; dress, brown rough tweed cycling suit and cap. Represented that he was a farmer. Had in his possession a " Warrior " bicycle, enamel worn off front stay. Warrant issued. 7.— Bedford ( Borough).— For stealing, 13th August last, a diamond frame safety bicycle, enamel- led black, usual parts plated, celluloid mud- guard on front wheel, handle bars bent forward, Dunlop tyres, Westwood rims, block chain, odd pedals ( one rubber and one rat- trap), " Shelton & Son, Walsall," on saddle, no brake— JAMES BENNETT, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to curl) light brown, abscess scar left side of neck, burn scars back of both hands and between fingers; dress, when last seen, dark grey morning coat, black trousers and vest, blue cotton shirt, small black and white check silk neckerchief, midshipman's cap with a red, white and blue badge on front, lace boots. A conjurer, had with him a tortoise shell guinea pig, 3 bamboo canes, 6 or 7 rings, table knife, & c. May be found performing at public houses, markets, & c. Warrant issued. BRECONSHIRE. 8.— Crickhowell ( Comity).— For deserting his wife and family, leaving them chargeable to the Crickhowell' Union— WILLIAM JONES, age 55, height 5 ft. 5J in., complexion fresh, hair and full whiskers dark brown ( turning grey), eyes hazel. A shoemaker ; native of Ross, Herefordshire. May be employed as a farm labourer. Stated he was going to North Wales. Warrant issued. 9.— Crickhowell ( County).— For ^ absconding from Llangattock Union with clothing— RICHARD PRITCHARD, age 37, height 5 ft. 4 or 5 in., slight build, complexion pale, hair, moustache and eyes dark, short neck, hunch back, coal marks on face. Conway ( County).— For deserting his wife — OWEN THOMAS, age 44, height 5 ft. 7 in., slight build, complexion fresh, hair brown, heavy moustache light, prominent eyes, tattoo marks on left hand, deep' voiee. A native of Gwynfynydd, Dolgelly. May be employed by an omnibus or tram company. Warrant issued. Information to Supt. Rees, Conway. CHESHIRE. 11.— Altrincham ( County).— For stealing, 22nd inst., at Broadheath, a pony ( recovered) - SOLOMON SMITH ( supposed false), age 25, height 5 ft. 5 or 6 in., complexion sallow, hair ( brushed down on forehead) dark brown, of gipsy appearance ; dress, dark jacket and vest, blue trousers, cap, heavy nailed boots. Is supposed to have been in the army. Warrant issued. Information to Supt. McDonald, Altrincham. 12.— Birkenhead ( County).— For stealing, 10th inst., at Lower Bebington, a bay filly ( recovered)— JOSEPH HAMBLETT, age 22 or 23, height about 5 ft., slight build, complexion dark or swarthy, hair and moustache dark brown; dress, light three- quarter dust coat, black jacket and vest, light striped trousers, dark tie, light tweed peak cap, lace boots. A painter; supposed a native of Liverpool. Wan- ant issued. Information to Supt. Bowyer, County Hall, Birkenhead. 18.— Middlewich ( County).— For obtaining, by false pretences, a new " Ormonde" Road Racer bicycle, gear 84, enamelled black, rat- trap pedals, " Palmer " tyres, bright tangent spokes, dent in top bar ( near centre)— SIDNEY SISSONS, age 30, height 5 ft. 9 or 10 in., complexion florid, hair ( long and frizzed) and moustache sandy ; dress, brown mixture suit, black hard felt hat, carried a cherry- wood walking stick. Recently employed as a clerk at Manchester ; is an inveterate smoker and fond of billiards ; a native of Morley, near Leeds. Warrant issued. Information to Supt. Large, Middlewich. DENBIGHSHIRE. 14.— Denbigh ( County).— For abandoning his three children at Abergele— JOHN ELLIS, age about 31, height 5 ft. 3 or 4 in., complexion pale, hair light brown, eyes hazel; addicted to drink. Is a notorious poacher, and well known at Bangor, Car- narvon, Conway, Llanrwst, Festiniog and some parts of South Wales. Warrant issued. Information to Supt. Jones, Denbigh. DERBYSHIRE. 15.— Wirksworth ( County).— For rape, 13th ult., at Holloway— GEORGE'WALKER, age 19, height 5 ft. 2 in., slight build, complexion pale, hair light, thin features; dress, light grey tweed suit, cloth cap. A native of Scarthin, Matlock Bath, Derbyshire. Warrant issued. Information to Supt. Hollingworth, Wirksworth. DORSETSHIRE. 16.— Shaftesbury ( County). — For obtaining money by false pretences— JOHN A. PAKENHAM, age about 45, height about 5 ft. 7 in., complexion fresh, hair brown, moustache light; dress, dark or brown suit, bowler hat, wearing a diamond pin and a gold watch chain. Stated he was the son of the late Captain Pakenham, of Cheltenham, and that he had recently returned from India, where he had been managing a tea plantation. Warrant issued. DUMFRIESSHIRE. 17.— Dumfries ( County).— For embezzlement— WILLIAM JOHNSTONE, age 34, height 5 ft. 10 in., well built, complexion sallow, hair brown, clean shaved, eyes dark; dress, greyish tweed suit with red stripes forming large squares, and cap. A native of Langholm, Dumfriesshire. Warrant issued. Not to be arrested out of the United Kingdom. Information to the County Chief Constable, Dum- fries. ESSEX. 18.— Clacton- on- Sea( Cown « i/ j.— For embezzle- ment— WILLIAM GODDEN, age about 23, height about 5 ft. 9 in., complexion fair, hair and slight moustache light, half of 2nd right finger deficient. A native of Great Coggeshall, Essex. Warrant issued. Information to Inspector Lennon, Clacton- on- Sea. 19.— Epping ( County).— For obtaining 8s. by false pretences, at Harlow, 12th inst.— a man, sup- posed JOHN CLEMENTS, age about 40, height 5 ft. 9 in., complexion, hair, moustache and eyes dark; dress, short blue jacket, ( supposed) cord trousers, fireman's cap. A wireworker, carries his tools in a flat rush basket. Warrant issued. Information to Supt. Womack, Epping, or to In- spector Gibbons, Harlow. 20.— Mistley ( County).— For obtaining 5s. by false pretences at Manningtree, 15th inst. SPOONER, alias BRUCE, age about 28, height 5 ft. 8 in., thick set, complexion pale, hair and small moustache dark, walks slowly ; dress, black cloth morning coat, black felt hat, lace boots. A journey- man tailor, carried a grey paper parcel with leather strap. Warrant issued. Information to Inspector Burrell, Mistley. FLINTSHIRE. £ 2 REWARD. 21.— Holywell ( County).— For deserting his wife and family— ROBERT WILSON, age 38, height about 5 ft. 5 in., complexion sallow, hair ( curly and turning grey) light, eyes blue, dimple in one cheek, one nostril enlarged. A cooper ; native of Holywell. Plays a cornet and side drum. Warrant issued. The above reward will be paid by the Guardians of the Holywell Union for such information as will lead to the arrest of Wilson. Information to Deputy Chief Constable Hughes, Holywell. GLOUCESTERSHIRE. 22.— Cheltenham ( County).— For obtaining a quantity of tapestry, & c., by fraud— ALEXANDER STEWART, alias STUART, age 49, height 5 ft. 5i in., complexion fresh, thin features, hair brown, beard and moustache light brown ( turning grey), end of right thumb deformed, speaks with Scotch accent; dress, light covert coat, dark jacket, light grey trousers, blue shirt, black bowler hat. An upholsterer. Stated he was a native of Edinburgh. Stays and works at common lodging houses. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 23.— Alton ( County).— For embezzling £ 1 5s.— JAMES CHURCH, age 40, height 5 ft. 5 in., com- plexion dark, hair, small side whiskers and eyes dark brown. A groom; native of Newbury, Berks. Ab- sconded 13th ult. Warrant issued. Information to Supt. Tames, Alton. 24.— Fareham ( County).— For embezzlement— FREDERICK RICHARDS, age about 45, height 5 ft. 4 in., slight build, complexion sallow, hair ( turning grey), moustache and short beard black, eyes dark ; dress, snuff colour covert coat, dark trousers, straw hat. Has been employed as an agent for the Singer Manufacturing Company. Warrant issued. 25.— Fareham ( County).— For obtaining money by false pretences— WALTER ANDREWS, age 33, height 5 ft. 4 in., complexion dark, thin face, hair dark brown, moustache dark, eyes grey, ballet girl tattooed right forearm, crucifix and female left fore- arm, man back of right hand, female back of left hand ; dress, brown mixture suit, light tie ( all shabby), or light jacket, dark fancy vest with light spots, new light cord trousers, cap. A labourer ; native of Fare- ham. May seek employment at brickfields. Warrant issued. Information to Supt. Hack, Fareham. 26.— Portsmouth ( Borough).— For stealing a glazier's diamond ( recovered)— HARRY FRAN- SHAM, age 30, height 5 ft. 8 in., hair auburn, slight moustache ; dress, black lounge coat and vest, black mixture tweed trousers, white straw hat black band, button boots. A picture frame maker. 27.— Portsmouth ( Borough). — For larceny ( lodgings)— FLORENCE EVANS, age about 25, height 5 ft. 1 or 2 in., slight build, complexion and hair dark, pointed features ; dress, long black velvet capo, green skirt, white hat with broad brim. May be accompanied by her husband, age 30 to 35, height 5 ft. 5 or 6 in., complexion fair, small moustache, front upper teeth missing, and two children ( one age 5 years, the other 9 months). Warrant issued. 28.— Portsmouth ( Borough).— For forgery and embezzlement— HENRY GOWER LAMBERT, age 26, height 5 ft. 7 or 8 in., stout build, square shoulders, hair ( curly) dark brown, moustache brown, may be clean shaved, thin face, high cheek bones, two upper front teeth broken; dress, blue serge double- breasted jacket and vest, dark trousers, blue skull cap, of smart appearance. Has served in the Royal Artillery. Recently employed by the British Supply Association. Absconded 15th inst. Warrant issued. Information to the Chief Constable, Detective Department, Town Hall, Portsmouth. 29.— Southampton ( Borough).— For obtaining £ 1 15s. by false pretences— WILLIAM BOND, age about 40, height 5 ft. 9 or 10 in., complexion fair, hair ( cut short) light brown, slight moustache light; dress, black coat and vest, dark trousers with light stripe, brown cap, brown shoes. He attends places of worship and represents that he is in bad circum- stances ; on lodging being found for him he gets money from the landlady on the pretence that he has obtained a situation as waiter, and then absconds. May be found at Soldiers' Institutes, Church Army Homes, & c. Warrant issued. 30.— Southampton ( Borough).— For burglary — A MAN, age about 40, height 5 ft. 6 or 7 in., moustache and mutton chop whiskers dark ( turning grey); dress, dark clothes, hard felt hat, may be wearing a grey Oxford overcoat with velvet collar, plaid lining, letter in pocket addressed to Thomas Tapper ( stolen). Information to the Chief Constable, Southampton. HEREFORDSHIRE. 31.— Ledbury ( County).— For stealing a paste- board case, containing 10 imitation nickel match boxes— A MAN, age 40, height 5 ft. 6 in., slight build, complexion sallow, long thin face, hair, small moustache and eyes dark; dress, brown jacket, light vest and trousers, long brown overcoat, grey peak cap or black hard felt hat, strong boots. He sells buttons, scissors, & c., and is accompanied by a banjo- player ( with whom he changes clothes after com- mitting a larceny). Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 32.— Ware ( County).— For larceny, 10th inst.— A MAN, age about 23, height 5 ft. 2 or 3 in., com- plexion sallow, pock marked, hair and eyes dark brown, crippled at left knee and walks with a crutch ; dress, dark grey cloth jacket and vest, brown cord trousers, dark tie, grey cap, lace boots; and A YOUTH, age about 18, height about 5 ft., stout build, complexion fair, full round face, hair and eyes dark; dress, dark grey suit and cap, dark tie, lace boots. ISLE OF WIGHT. 33.— Newport ( County).— For stealing, 8rd inst., a Royal Allard road racer bicycle, No. 5222, en- amelled light green, Dunlop- Welch tyres in. smooth, handle bar slightly dropped, felt handles, rat- trap pedals with toe clips, silver- plated spokes, pneumatic brake on back wheel, Salisbury's little champion lamp— THOMAS BROWN, age 22, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache dark brown, eyes dark; dress, black coat and vest, pepper and salt colour trousers, black tie, round felt hat, wore imitation gold oval- shape cuff links with imitation diamond in centre. KENT. 34.— Chatham ( County).— For deserting their wives and children— EDWIN CHARLES HUGHES, age 42, height 5 ft. 3 in., complexion fresh, hair dark brown, moustache brown, eyes grey, slightly pock- marked, scar centre of forehead ; dress, usually dark tweed jacket and vest, cord trousers, cap. A labourer. PEMBROKESHIRE. 37. — Haverfordwest Castle ( County). — Woodcut portrait and description of DANIEL JOHN DREW CODNER, whose apprehension is sought for failing to appear at assizes, 12th ult., charged with committing acts of indecency, age 46, height ( i ft. 1 in., complexion fair, hair dark brown, eyes liazel, stoops slightly.
