All announcements for insertion in ttie POLICE GAZETTE, and all communicat ions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. %. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered, the name and address of some person responsible for the payment must, be given, and the exact conditions must be clearly stated. 6, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of \ bs. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nt less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements coiwerning stolen property must be guaranteed by an officer of not less rani than Inspector, or analoyous thereto. 8. Aniwuiwemeids of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any amunincement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. WILLIS, age 50 ( looks younger), height 5ft. 4 or 5 in., complexion ruddy, hair ( parted in centre) and slight moustache light, has a habit of biting his finger nails which are very short; dress, dark clothes, turn- down collar, sailor- knot tie, scarf pin, pearl surrounded with diamonds, usually wears a silk hat. Id. by false pretences ROBINSON, age 85 to 40, height 5 ft. 9 or 10 in., complexion dark, hair brown, moustache sandy, eyes grey, nose deformed, speaks with German accent; dress, slate coloured tweed suit, blue and white spotted tie, black hard hat, lace boots. Stated he was an advance agent for Julian's Circus, for whom he ordered forage, & c. Warrant issued. Information to Supt. Molsher, Wokingham. CARNARVONSHIRE. 14.— Conway ( County). — For stealing, 14th inst., a silver watch, No. 1787, Swiss make, and an albert chain, long links — HUGH LLOYD ROBERTS, age 22, height 5 ft. 4 or 5 in., com- plexion dark, hair dark brown, eyes dark ; dress, dark suit ( much worn), dark brown cap, supposed tan shoes. DORSETSHIRE. 15.— Sturminster Newnon ( County).— For stealing a whip ( recovered), DANIEL BAKER, alias SAMUEL DENNIS, CHARLES JAMES, HARRY JAMES and HARRY JENNINGS, Office No. 587- 98, age 75, height 5 ft. 7 A in., complexion dark, hair grey, eyes brown, lost end of left thumb, boil scar right forearm, 8rd joint 2nd right finger contracted, mole centre back, wart left loin ; dress, old brown ( keeper's) velveteen coat, dark trousers, blue cap, heavy lace boots, much worn and cut across toe caps. A native of Lydlinch, Dorset. Sentenced at Dor Chester Sessions 5th January. 1898, to six weeks hard labour for larceny, alter previous convictions of felony. Warrant issued. ESSEX. 16.— Southend- on Fea ( County).— For steal- ing, 20th inst., at Leigh- on- Sea, 1 brown leather purse, ball fastening; 1 gold albert chain ; 1 silver Geneva watch ; 1 metal watch ; 1 15- carat gold scarf pin, paste diamond in centre, gold knobs round edge ; 1 pair silver- gilt sleeve links ; 1 set silver- gilt studs ; 1 small deal jewellery box ; 1 old silver coin with hole therein; 1 silver locket; 1 gold oval- shaped locket ( chased), containing dark hair, glass bi oken, with large gold ring ( grooved edge) attached, and £ 3— THOMAS BEAR, alias TOM TAYLOR, age about 24, height 5 ft. 6 in., well built, complexion fresh,[ full face, hair light, clean shaved, eyes grey, sword piercing flesh about f of an inch, showing point, tattooed on both arms ; dress, black double- breasted jacket and vest, lavender coloured trousers with black stripes, black hard felt hat. A ship builder's labourer; native of Poplar. Is believed to be a naval deserter. Warrant issued. £ 5 REWARD. 17.— Southend- on- Sea ( County).— For steal- ing, 21st inst., a dark bay cob mare, 8 years, 14£ hands, off fore fetlock white, short mane and tail, may have few hairs rubbed off knees ; a set of black leather harness, brass mounts, " F. S." on blinkers, plain snaffle bit, brown leather reins, traces stitched to harness ; and a 4- wheel dog cart, body painted black, wheels and shafts ( bent) painted red, picked out black, " Brigton, Brighton," on wheel caps, con- taining 2 dark brown plaid woollen knee rugs, 2 cocoa foot mats, and whip, white handle, all in good condition— A MAN, age about 23, height about 5 ft. 4 in., . well built, complexion dark, hair dark brown, moustache ( slight), and eyes dark ; dress, black jacket suit, black hard felt hat, white collar, black tie. Warrant issued. The above reward will be paid by Messrs. C. & G. Holmes, Jobmaster3, Royal Mews, Southend- on- Sea, to any person or persons giving such information as will letwl to the recovery of the mare, & c., and apprehension and conviction of the thief. 18.— Southend on- Sea ( County).— For em- bezzlement— HERBERT POWELL, alias HER BERT JESSE PAYNE, age 23, height 5 ft. 10 in., complexion fresh, hair ( curly), small moustache and eyes brown, eyebrows meet, scar right buttock ; dress, blue serge suit, blue peak cap. A cycle fitter ; native of Trowbridge, Wilts. Is a deserter from the Scots Guards. Warrant issued. Information to Inspector Chase, Southend- on- Sea. GLOUCESTERSHIRE. 19.— Dursley ( County).— For fraud, 26th ult.— ALEXANDER EDWARD STORR, age 36, height 5 ft. 8 in., complexion pale, hair and moustache brown ; dress, shabby brown suit, black tie, hard felt hat. He answers advertisements in the " Exchange and Mart " for fowls required, stating he can supply them, and obtains money on the pretence of sending the birds on approval. Warrant issued. Biggs, Dursley. 20. — Staplehill ( County). — For an indecent assault on a male person at Shirehampton— HUGH HOLMES GORE, age 35 to 40, height 5 ft. 7 or 8 in., complexion sallow, hair light, eyes grey, usually wears a light plaid suit, cricket shirt and cap. A native of Bristol. Warrant issued. Information to Supt. Matthews, Staplehill, near Bristol. 21.— Bristol ( City).— For failing to report— Licence holder JOHN BAKER, alias PLASTER and WILLIAMS, Office No. 2703- 98, age 72, height 5 ft. 9 in. complexion ruddy, hair light brown, eyes grey, scar on nose, left ear, left cheek and back left thumb, mole right elbow, right forearm, back right shoulder and large mole left breast, nose broken, anchor and J inside right, W. J. B. WILLIAM, 2 fish, E. M. BAKER, tree, heart and other marks front of left, and BIRD JOHN outside left forearm, ring 2nd right finger. Sentenced at Taunton Assizes, 21st November, 1892, to 5 years penal servitude for housebreaking. Liberated on 2nd licence 16th inst. and gave Bristol as his intended address. Has been convicted at Wells, Gloucester, Swansea and Weston- super- Mare. INS 755. Information to the Chief Constable, Detective De- partment, Bristol. HAMPSHIRE. 22.— Portsmouth ( Borough).— Licence holder JOHN EDWARDS, alias SAMUEL EDWARDS and SAMUEL HENRY WORKMAN, Office No. 1632- 98 ( see GAZETTE, 23rd inst., Case 11) ; also wanted on a warrant in this borough for obtaining money by false pretences; dressed, when he absconded, in dark clothes, white shirt, blue bow tie, white straw hat ( with dark blue or black band), cannot see without glasses. His modus operandi is to call upon tradesmen, present a card representing himself to be a debt collector, obtains an order to collect debts, and absconds. 23.— Portsmouth ( Borough).— For stealing, 5th inst., 1 foreign double gold link pattern albert, 1 white metal sovereign case, 1 gold plated pencil case, 1 white shirt size 16, 1 collar size 16£, 1 pair light tan kid gloves size 8, and a white pockethand- kerchief— a man giving the name of JOHN RAY, age about 30, height 5 ft. 8 in., full round face, hair dark brown, slight moustache dark; dress, dark mixture lounge suit, bow tie, light check cap, lace boots, wore a small link pattern gold albert, a gold ring set with red stone, and had in his possession a small six- chamber revolver. He represented himself to be a French detective. Information to the Chief Constable, Town Hall, Portsmouth. 24.— Southampton ( Borough).— For stealing £ 22 Is. 3d.— JOSEPH GEORGE GARDNER or JAMES JOSEPH GARDNER, age about 88 ( looks older), height 5 ft. 7 or 8 in., broad shoulders, inclined to be stout, complexion pale, full round face, hair ( bald on top) and slight side whiskers dark brown, dimple on chin and both cheeks; dress, blue serge jacket, black vest and trousers, straw hat. A clerk; has been temporarily employed by the Southampton Corpora- tion. Had in his possession a small black handbag ( much worn) containing receipts of the Southampton Corporation Baths. Previously convicted of larceny at Newport Pagnell, on 11th October, and at Berk- hampstead on lst November, 1893, and of forgery, at Dorchester Assizes, 29th October, 1894, and sentenced to 21 days, 1 month and 15 calendar months imprisonment respectively. 25.— Southampton ( Borough).— For larceny— ALBERT WIN FIELD, age 27, height 5 ft. 9 in., complexion fresh, hair and small moustache light, eyes grey, cut scar over right eye, nose slightly bent; dress, blue serge suit, light straw hat ( with blue and white band). A van traveller; formerly in the employ of the Ceylon Tea Association. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 26.— Ledbury ( County).— For stealing, 13th inst., at Tarrington, a coat and vest ( recovered).— A MAN, age 20, height 5 ft. 7 in., slight build, com- plexion fair, hair and slight moustache light, eyes ( crossed) blue, wore a bandage on one leg; dress, light grey jacket and vest, dark cloth trousers, militia shirt, brown cap, low shoes, all much worn. A Scotchman; stated he had been travelling with a circus, and that he was kicked by a horse, and had been in hospital. May be found with gipsy or brush vans. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 27.— Hertford ( County).— For rape, 18th inst., at Digswell— JOHN SHADBOLT, age 18, height 5 ft. 4£ in., complexion dark, hair and eyes dark brown, ruptured, scar left wrist. A native of Tewin. Warrant issued. Information to Supt. Parish, Hertford. KENT. 28.— West Mailing ( County).— For violently assaulting a police constable at Addington— JAMES SMITH, age 35 to 40, height 5 ft. 6 in., rather stout build, complexion sallow, hair and eyes dark, slight side whiskers ; dress, dark brown check coat and vest, cord trousers. He travels the country with a choco- late colour caravan, red wheels, green shutters, bilge boards in front, " Mary Ann Johnson, Essex," on off side. Warrant issued. Information to Supt. Hoare, West Mailing. 29.— Canterbury ( City).— For stealing, 13th ult., an " Elk " bicycle, black enamelled, " Dunlop Welsh" tyre front wheel, new " Warwick" tyre on back, 28 in. wheels, 25 in. frame, 59 gear, " Lamplough" saddle, brake and- mudguards, flat handle bar ( with wooden tips), small lamp, " No. 20 Stirling " bell, " Dunlop " pump and clips attached — a man, who gave the name of STANDFAST, age about 25, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache light brown; dress, brownish jacket suit, dark skull cap, brown boots. Information to Chief Constable Farmery, Canter- bury. 30.— Gravesend ( Borough).— For embezzling about £ 20, 23rd inst.— FRANK SHIRLEY, age about 30, height 5 ft. 6 in., slight build, complexion fair, sharp features, slight brown moustache ; dress, dark clothes, hard felt hat, high collar. He answered an advertisement which appeared in a daily paper, and, when interviewed, produced testimonials ( sup- posed bogus). After remaining in situation about 4 days, decamped. Warrant issued. Information to Chief Constable Thornton, Graves- end. LANCASHIRE. 31.— Leigh ( County).— For burglary, 16th inst.— JAMES KELLY, alias SUTTON, age 86, height 5 ft. 4£ in., complexion fresh, hair light brown, eyes blue, cut scar right side of forehead, both eyebrows, three under left eye, scar bridge of nose, top of buttocks, coal scar centre of back, two near left eye, pock marks on back, scar back right forearm and 2nd right finger, scar and coal mark back of left wrist, cut scars left elbow, blue dot back of left forefinger. Warrant issued. Information to Supt. Higginbotham, Leigh. 32.— Prescot ( County).— For stealing £ 27, 17th inst.— A MAN, age 82 to 35, height about 5 ft. 4 in., complexion sallow, hair and moustache dark brown, right eye has been injured, lisps, swinging gait ; dress, black suit, light cloth cap, low shoes. A labourer; sings at public houses— and A WOMAN, age 34 or 35, height 5 ft. 3 or 4 in., stout build, complexion fair, full round face, hair light ( inclined to sandy) ; dress, pink blouse, black jacket, skirt and hat, low shoes. A machinist; supposed natives of Manchester. Information to Supt. Baxendale, Prescot. 33.— Bacup ( Borough).— For deserting their families— FREDERICK AsHWORTH, alias FRED COT, age 34, height 5 ft. 8 in., complexion fresh, hair and moustache brown, eyes blue. A tripe dresser. ALFRED WILKINSON, age 33, height 5 ft. 5 in., slight build, complexion pale, long face, hair ( bald in front) and moustache black, eyes hazel, of smart appearance. A tailor. Warrants issued. Information to Chief Constable Harland, Bacup. NORFOLK. 34.— East Harling ( County).— For stealing, lst inst., at Attleborough, a pneumatic bicycle, diamond frame, enamelled black, transfer on head nearly erased, flat handle bar slightly upraised, faded plush handles, 28 in. wheels, tangent spokes, solid rims, Beeston front tyre, plain back tyre, oil hole covers on hubs, plated and work in a groove round hubs, plated gear wheel, block chain, rubber pedals, Brook's saddle No. 27, brass pump marked " Woodley," japanned lamp, bell, bag on saddle containing repair outfit, marked " V. In 1897 John was discharged from Dorchester gaol, after undergoing 12 months imprisonment for obtain- ing 4 horses by fraud. He then joined his brothers, and since that time they appear to have carried on a system of defrauding skin merchants, saddlers and watchmakers. All supposed previously convicted. BEDFORDSHIRE. £ 100 REWARD. 103.— Bedford ( Borough).— About 9.20 p. m., 10th inst.— 2 scaffold poles ( 1 30 ft., 1 15 ft.), a piece of quartering about 12 ft. long ( and two other pieces nailed together), were found on the Midland Railway down line, near Bedford, evidently with the intention of wrecking a train. Suspicion is attached to A MAN, age about 40, height 5 ft. 5 or 6 in., rather stout build, scrubby beard ; dress, dark clothes, light straw hat, carried a basket. He is also suspected of committing a similar offence on 9th inst. at Welling- borough, when iron bars were placed on the line. The above reward will be paid by the Directors of the Midland Railway Company to any person ( police officers included), giving such information as will lead to the arrest and conviction of the guilty person or persons.
