REOU All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by arwther force. S Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of I ox. per portrait, and of 7s. Gd. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of mt less rank than Superintendent; and, if the name of such person is reauired to be inserted and 710 warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, us the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceeding' which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than twon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. Numerous complaints have been received about a " PROFESSOR " BROWN and a " MADAME " FRAIN, of la, Hackney Road, London, N. E., who insert in Provincial Newspapers cautiously worded advertisements, intended to suggest that the medicine, which they sell at high prices, will produce abortion. Their medicines, however, are happily useless for that purpose. They keep a herbalists' shop, and are quacks and swindlers; and the Provincial Police will do well so to inform any newspapers which insert their advertisements. A. DASMAIL, Box 171, Langdale House, Wal- thamstow, deals in medicines of the same character, which he advertises freely, and the above applies also to him. APPREHENSIONS SOUGHT. CITY OF LONDON. 8.— For embezzlement — GEORGE LOWMAN, late of 14, Tyrwhitt Road, St. John's, Lewisham, age 34, height 5 ft. 8 or 9 in., complexion pale, hair and moustache dark, eyes sunken, very near sighted, wears very thick bevel glasses ; dress, dark morning coat suit, black hard felt hat. BERKSHIRE. 9.— Wokingham ( County).— For indecently assaulting a girl, age 9, at Binfield, 27th ult.— GEORGE WESTERN, age 41 or 42, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, whiskers and moustache ginger ; dress, old black pilot jacket, cord trousers, light felt summer hat or navvy cap. FRIDAY, SEPTEMBER 16, 1898. 10.— Reading ( Borough).— For stealing £ 10 by a trick— A WOMAN, age about 40, height 5 ft. 1 or 2 in., stout build, full face ; dress, print dress, white apron, large black hat. She travels the country calling at houses for umbrellas to repair, and some- times obtains money by pretending to tell fortunes. Is accompanied by her husband. Warrant issued. Information to Capt. CHESHIRE. 11.— Runcorn ( County).— For failing to report — Licence holder THOMAS MICHAEL ROGER- SON, alias MICHAEL RODGERS, THOMAS ROGERS and THOMAS ROBINSON, Office No. 2403- 98, age 48, height 5 ft 3 in., complexion fresh, hair ( turning grey) brown, eyes grey, scar left temple, back of neck, first left finger, left thumb, heel of left and back of right hand, two left of chest and left wrist, and three outside left thigh, nose crooked and inclined to left, no roof to mouth, mole top of back. This man is a notorious cattle thief, and since his discharge from prison has shaved and has a much younger and smarter appearance. Sentenced at Knutsford Sessions, 15th October, 1894, to 5 years penal servitude for stealing three oxen. Licenced 6th August, 1898, and is on licence on the remanet of a former sentence until 28th January, 1900. J N U 541. Information to Supt. O'Kell, Runcorn. A labourer, native of Liverpool. Dress, dark grey jacket suit, strong boots, cap and red scarf. Sentenced at New- castle Sessions, 17th Octooer, 1888, to 10 years penal servitude ( and remanet of former sentence) for shop- breaking. Licenced 25th July, 1898, z G 0 1212. Information to Supt. DEVONSHIRE. 13.— Torrington ( County).— For stealing, 23rd ult., at Bideford, a lady's gold watch, No. 14880— THOMAS MUTCHAM, alias WHEATON and GINGER TOM, age about 27, height 5 ft. 4 or 5 in., complexion fair, hair and moustache ginger, eyes blue, one upper front tooth deficient, 2 or 3 scars on forehead, bald spot back of head, " TW" supposed tattooed on right forearm. A navvy ; may be found at public works Warrant issued. Information to Supt. Buchanan, Torrington. DURHAM. 14.— Durham ( City). — For obtaining £ 4 10s. hy false pretences, 25th July last— T. A. GRANGER, age about 25, height 5 ft. 9 or 10 in., slight build, dark hair, clean shaved, thin lips ; dress, dark stripe jacket suit, with very narrow white stripe, white straw hat with black band ; of smart appearance and good address. He represented that he was a son of a Major Granger, of London, and that during his holidays at Newcastle- on- Tyns his companion was robbed of his purse and contents, and to enable him to keep an appointment in London he gave him all his cash. fie received letters in the name of J. Morris, and left a book of rules and list of members, 1898, of the Sports Club, Limited, St. . Tames' Square, S. W., J. Morris written thereon. Usually stays at first- class hotels. HAMPSHIRE. 16.— Portsmouth ( Borough).— For stealing, 5th inst., 1 foreign double gold link pattern albert, 1 white metal sovereign case, 1 gold plated pencil case, 1 white shirt size 16, 1 collar size 16}, 1 pair light tan kid gloves size 8, and a white pockethand- kerchief— a man giving the name of JOHN RAY, age about 30, height 5 ft. 8 in., full round face, hair dark brown, slight moustache dark; dress, dark mixture lounge suit, bow tie, light check cap, lace boots, wore a small link pattern gold albert, a gold ring set with red stone, and had in his possession a small six- chamber revolver. He represented himself to be a French detective. 17.— Portsmouth ( Borough). — For assault GEORGE FORI), age about 20, height 5 ft. 4 or 5 in., complexion sallow, hair brown, clean shaved ; dress, black jacket and vest, white cord trousers, white neckerchief, cap. Warrant issued. 18.— Portsmouth ( Borough).— For stealing a case of stuffed birds ( recovered)— TICH TAYLOR, age 24 or 25, height 5 ft. 4 in., stiff build, com- plexion fresh, hair brown, clean shaved, eyes ( deep set, left turns inwards) dark; dress, drab lounge coat, dark vest and trousers, cloth cap. A native of Brighton. FLOWERS, alias MAY, age 25 to 30, height 5 ft. 4 or 5 in., stiff build, full round face, hair dark, clean shaved ; dress, long brown coat, dark trousers, dark peak cap. May be found at common lodging houses or low beer houses. Information to the Chief Constable, Town Hall, Portsmouth. 19.— Southampton ( Borough).— For larceny— ALBERT WINFIELD, age 27, height 5 ft. 9 in., complexion fresh, hair and small moustache light, eyes grey, cut scar over right eye, nose slightly bent; dress, blue serge suit, light straw hat ( with blue and white band). A van traveller; formerly in the employ of the Ceylon Tea Association. Warrant issued. Information to the Chief Constable, Southampton. ISLE OF WIGHT. 20.— Newport ( County).— For carnally knowing a girl under the age of 16, between 15th June and 15th July— WALTER HENRY BRADING, age 27, height about 5 ft. 5 in., slight build, complexion and hair dark, carries his head slightly forward. A maltster ; native of Newport. Absconded 24th July, accompanied by a girl age 14J, height about 5 ft. 2 in., complexion fair, hair light; dress, blue serge dress with white front, white straw hat trimmed white and black ribbon, button boots. Hale, Newport. 24.— Wigan County).— For obtaining goods by false pretences— Expiree JOHN GARLICK, alias JOHN GRANT, DIXON, and JOHN ROBERT HENRY, Office No. 2140- 97, age 39, height 5 ft. 1} in., complexion fresh, hair light brown, eyes hazel, mole on each cheek, scar centre of back of head, bridge of nose and back of left thumb, 2 warts front of neck. Native of Hasketh Bank, Lancashire; a joiner. Whilst at Ashton- in- Makerfield, in jthis division, he traded under the name of " Garlick & Co.," and dealt in ladders, sofas, paints, & c. He obtained articles from dealers without paying for them, and afterwards disposed of them under wholesale price. On his leaving here he went to Ormskirk, trading there as the " Ormskirk Gingerbread Company," from whence he went to Chorley, where he was about to set up in business as a cabinet maker in the name of Thompson. Was last heard of at Manchester, where he took some goods from Liverpool Road goods station about 17th ult. Advertises a great deal, and circulates handbills. Sentenced at Bolton, 15th April, 1887, to 5 years penal servitude; at Liverpool, 23rd February, 1892, to 12 months hard labour and licence revoked ; and at Liverpool County Sessions, 14th July, 1896, to 12 months hard labour; all for obtaining goods by false pretences. LEICESTERSHIRE. 25.— Melton Mowbray ( County).— For steal- ing, 4th inst., a pneumatic safety bicycle, Campion make, Welch- Dunlop tyres, Westwood hollow rims, no brake or mudguard, usual parts plated, tangent spokes, transfer recently enamelled, rat- trap pedals, geared to 70, weight about 29 lbs., block chain, " J. Gaunt, Cycle Maker, Melton Mowbray," stamped inside tyres— A MAN, age 30 to 35, height 5 ft. 5 or 6 in., complexion fair, hair light brown, moustache light; dress, blue serge jacket and vest, shepherd's plaid trousers, grey soft hat, bow tie, button boots. Stated he was a bricklayer. Information to E. Holmes, Esq., Chief Constable, Leicester, or Supt. Mantle, Melton Mowbray. ESSEX. 15.— Southend on Sea ( County).— For em- bezzlement— HERBERT POWELL, alius HER- BERT JESSE PAYNE, age 23, height 5 ft. 10 in., complexion fresh, hair ( curly), small moustache and eyes brown, eyebrows meet, scar right buttock ; dress, blue serge suit, blue peak cap. A cycle fitter ; native of Trowbridge, Wilts. Is a deserter from the Scots Guards. Warrant issued. Information to Inspector Chase, Southend- on- Sea. KENT. 21.— Mailing ( County).— For arson, 9th inst., at Ightham— JOHN THOMSON, alias SEYMOUR, age about 28, height 6 ft., complexion fair, very large ears, 3 front teeth deficient; dress, blue guernsey, cord trousers, brown mixture cap, blue neckerchief ( with white horseshoes thereon), heavy lace boots. Warrant issued. Information to Supt. Hoare, West Mailing. LANCASHIRE. 22.— Bury ( County).— For stealing, 23rd ult., a horse, gig and harness ( horse light bay, aged 5 years, 14 hands 3 in., white near hind fetlock, tail docked, short mane, old sore near shoulder ; gig painted black, wheels and shafts picked out with yellow; harness silver- plated, hole cut near side of collar to fit over sore)— Supervisee WILLIAM HENRY GARDNER, alias HARRY and WILLIAM GARDNER, Office No. 177- 97 ( see GAZETTE, 23rd April, 1897, Case No. 36), age 37, height 5 ft. 3} in., complexion pale, hair black, eyes blue, pierced heart left forearm, mole left shoulder and 2 right upper arm. Native of Birmingham. Sentenced at Liverpool County Sessions, 16th July, 1895, to 18 months hard labour and 2 years police supervision for horse stealing, & c. Liberated 15th January, 1897. 4853. Gardner is also wanted at Old Trafford for stealing a second horse and trap.. Dress, dark grey jacket suit, brown Trilby hat, tan shoes, sometimes wears silk hat. Information to Supt. Noblett, Bury. 23. — Chorley ( County). — Licence holder WILLIAM THOMAS CALDERBANK, Office No. 3092- 96 ( Case No. 21, 2nd inst.), not now wanted. MONTGOMERYSHIRE. £ 2 REWARD. 26.— Newtown ( County).— For deserting his family— THOMAS REES, age 40, height 5 ft. 6 or 7 in., complexion fresh, hair, whiskers and eyes brown, scar over right eye, walks erect, usually wears a white apron. A carpenter and joiner ; native of Cardiganshire. Warrant issued. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for such informa- tion as will lead to the arrest of Rees. £ 1 REWARD. 27.— Newtown ( Countij).— For deserting his family— RICHARD WILLIAMS, alias SIXPENNY, age 51, height 5 ft. 1 in., complexion sallow, hair grey, eyes brown; dressed as a labourer. A stone dresser; native of Newtown. May be found in the north of England. Warrant issued. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for such information as will lead to the arrest of Williams. Information to Chief Constable Hughes, Newtown. NORFOLK. 28.— East Harling ( County).— For stealing, 1st inst., at Attleborough, a pneumatic bicycle, diamond frame, enamelled black, transfer on head nearly erased, flat handle bar slightly upraised, faded plush handles, 28 in. wheels, tangent spokes, solid rims, Beeston front tyre, plain back tyre, oil hole covers on hubs, plated and work in a groove round hubs, plated gear wheel, block chain, rubber pedals, Brook's saddle No. 27, brass pump marked " Woodley," japanned lamp, bell, bag on saddle containing repair outfit, marked " V. Stebbings, Queen Street, Attle- borough, Norfolk "— a man, who gave the name of H. WOODS, age 22 or 23, height 5 ft. 9 or 10 in., complexion fresh, hair light brown, clean shaved, uneven teeth, lump on top of one foot; dress, brown suit and cap, white collar and front, brown shoes, carried a walking- stick gun. ( without shoes), complexion very dark, eyes ( sunken) hazel, hair black and curly, heavy dark moustache ( which he is in the habit of twisting), can grow a strong beard, small scar left 88.— Manchester ( City) — Woodcut portrait and description of THOMAS HODGE McDONALD whose apprehension is sought for embezzlement and forgery, age 61, height 5 ft. 7 in., slight build, complexion florid, hair, whiskers and moustache — age 28, height 5 ft. 6 or 7 in., stout build, com- plexion swarthy, hair and heavy moustache black, two ships in full sail tattooed on chest, one on back, sailor, clasped hands, " Remember Me" under on one arm, garters, & c., tattooed on both legs; dress, blue serge suit, black canvas shoes, black tie. Has recently been employed as a railway porter. 30.— P Division.— Woodcut portrait and de- scription of Expiree JOSEPH THOMBLIN, alias BENJAMIN OTWAY, FRANCIS, VINCENT, TOMPKINS and UNCLE BEN, Office No. 38838 ( see GAZETTE, 20th May last, case 38), whose arrest is sought for murder at Peckham on 19th August, 1897, age 48 ( looks older), height 5 ft. 6 in. without shoes, complexion florid, hair light sandy ( very bald), eyes grey and sunken, may now be clean shaven, but usually grows a close- clipped ginger moustache, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of lst left finger ( cut), two moles left of neck, mole right upper arm, left shoulder blade, and outer- side left buttock. Sentenced at Chester Assizes 21st April, 1882, to 10 years penal servitude for burglary at a pawnbrokers', and shooting at police at Maccles- field. Released on licence 26th December, 1889. On 6th February, 1890, he shipped as AB at Birken- head, on ss. Oratava to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, de- serted at Williamstown, Australia, 17th Jul}, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murdei he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby ; on 30th September last at Aldgate, City of London ; and an 9th October last, and 9th inst., at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shoreditch. When he absconded he left bezzlement, age 39, height 5 ft. 8 or 9 in., slight build, complexion pale, hair ( curly) dark, clean shaved, dresses well, usually wears a check bow tie. Is accompanied by his wife, age 35, height 5 ft. 4 in., complexion, hair and eyes dark, pregnant; dress, white bodice, green skirt and three- quarter jacket to match, copper colour or white straw sailor hat. He now has in his possession ( the proceeds of house- breaking) a cheque book issued by the London and County Bank ( Chiswick branch), Nos. 41133 to 41150, which he will doubtless try to pass. The man is a daring and expert housebreaker and swindler. He and his wife visit seaside and other provincial towns, take lodgings at a private hotel or house, their luggage consisting of a brown leather Gladstone bag, which has their initials on side, supposed " T. W. B." They usually tender a worth- less cheque in payment for their lodgings, and receive a balance in cash. They also commit larcenies at jewellers shops when pretending to make a purchase. The man is a good cyclist, and on 24th ult., at Southend- on- Sea, he obtained a bicycle by fraud. Has passed as Barnes, Dudley, Cole, Barnard, Morris, & c., but usually keeps to his Christian name Thomas, and represents himself as an architect and surveyor. Warrant issued. WORCESTERSHIRE. 67.— Worcester ( City).— Between 8th and 11th inst., by housebreaking— 1 lady's astrachan fur cape, full size, high collar, lined with black satin, two vertical pockets inside of front, in one pocket is sewn a piece of white tape, 488678 thereon; 1 dark sable tail boa and muff, the latter lined with dark brown satin ; 1 marten collarette, two feet and one tail at each end, patch of white fur on the inside near the hook or eye ; I mink collarette, one tail at each end, fastens with a spring; 1 ivory and white satin fan, embroidered with pink and red roses and leaves; 1 black ostrich feather fan, silver chasing on handle ; 16 lady's white linen hem- stitched pocket handkerchiefs, new; 3 lady's white silk neck handkerchiefs, wide hems; about 20 yards of green twilled silk, medium tint, single width; about 20 yards of brown silk velvet brocade, portion of a dress; 1 short sealskin jacket, skin 20 years old, rather shabby, lined with brown quilted satin, has two pockets in front; 5 ostrich feathers ( 3 black, 1 white, 1 grey); 3 ostrich tips ( 2 natural colour, 1 white); a mahogany case, about II by 12 inches, lined with blue cloth, containing 12 electro- plated fish knives and forks, ivory handles, chased blades, 6 in a tray have been used, others unused; a dark leather case containing two sets of carvers and a steel, ivory handles, new ; a dark brown leather case, containing a pair of electro- plated grape scissors and two fruit spoons, nearly new, spoons gilded inside ; 2 small gold safety pin brooches, double knot pattern, one has been repaired ; a white wicker basket, about 1 ft. 8 in. long, 14 in. deep, and about 14 in. from front to back, two iron loops on top of front. BEDFORDSHIRE. £ 100 REWARD. 74.— Bedford ( Borough).— About 9.20 p. m., 10th inst.— 2 scaffold poles ( 1 30 ft., 1 15 ft.), a piece of quartering about 12 ft. long ( and two other pieces nailed together), were found on the Midland Railway down line, near Bedford, evidently with the intention of wrecking a train. Suspicion is attached to A MAN, age about 40, height 5 ft. 5 or 6 in., rather stout build, scrubby beard ; dress, dark clothes, light straw hat, earned a basket. He is also suspected of committing a similar offence on 9th inst. at Welling- borough, when iron bars were placed on the line. The above reward will be paid by the Directors of the Midland Railway Company to any person ( police officers included), giving such information as will lead to the arrest and conviction of the guilty person or persons.
