XV., No. 1534 REGULATIONS. 4, All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apj> relucnsion is sought will be inserted in one issue of the POLICE G another force. „ .. appn the GAZETTE, if tliey are sufficient to enable action to be talten upon them by 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for thepayment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension it sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n > t less rank than Superintendent; and, if the name of such person is reauired to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, arid, accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICE. Numerous complaints have been received about a " PROFESSOR" BROWN and a " MADAME" FRAIN, of la, Hackney Road, London, N. E., who insert in Provincial Newspapers cautiously worded advertisements, intended to suggest that the medicine, which they sell at high prices, will produce abortion. Their medicines, however, are happily useless for that purpose. They keep a herbalists' shop, and are quacks and swindlers; and the Provincial Police will do well so to inform any newspapers which insert their advertisements. A. DASMAIL, Box 171, Langdale House, Wal- thamstow, deals in medicines of the same character, which he advertises freely, and the above applies also to him. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— W Division.— For embezzling £ 1 6s., on 26th July last— CHARLES WESTON, age 40, height 5 ft. 6 or 7 in., complexion dark, hair and moustache black, eyes brown, flat footed ; dress, light jacket suit, black felt hat. A native of Godstone, Surrey. Has served in the Army and also in the Hunts Constabulary. May be employed as a baker. Warrant issued. 2.— W Division. — For embezzlement — ER- NEST PHILLIPS, age 18, height 5 ft. 6 in., slight build, complexion fair, hair light, eyes grey ; dress, blue jacket, light check vest, black trousers, light tweed cap. A native of Brighton. Warrant issued. 3.— W Division.— For stealing a cheque book on the London and South Western Bank, Yauxhall Branch, containing cheques No. B 382569 to 99, insurance policies with Phoenix Fire Office and London and County Plate Glass, in names of Milner and Carter, and about £ 65— JAMES RUTLAND, alias JULIUS RUTKOWSKI, age 28 or 24, height 5 ft. 10 in., rather heavy build, complexion dark, hair dark brown, eyes hazel, aquiline nose, a false tooth in front upper jaw, of Jewish appearance ; dress, large check drab coat suit, high stand- up collar, small black knot tie, P. & 0. cap. A draper's assistant. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For embezzlement— GEORGE LOWMAN, late of 14, Tyrwhitt Road, St. John's, Lewisham, age 34, height 5 ft. 8 or 9 in., complexion pale, hair and moustache dark, eyes sunken, very near sighted, wears very thick bevel glasses ; dress, dark morning coat suit, black hard felt hat. A cycle manufacturer's cashier. Warrant issued. Information to Supt. Williams, 26, Old Jewry, E. C. BERKSHIRE. 5.— Wokingham ( County).— For indecently assaulting a girl, age 9, at Binfield, 27th ult.— GEORGE WESTERN, age 41 or 42, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, whiskers and moustache ginger ; dress, old black pilot jacket, cord trousers, light felt summer hat or navvy cap. A native of Reading. Has served in the army. A labourer, may be found working at brickyards. Warrant issued. Information to Supt. Molsher, Wokingham. 6.— Reading ( Borough).— For stealing £ 10 by a trick— A WOMAN, age about 40, height 5 ft. 1 or 2 in., stout build, full face ; dress, print dress, white apron, large black hat. She travels the country calling at houses for umbrellas to repair, and some- times obtains money by pretending to tell fortunes. Is accompanied by her husband. Warrant issued. Information to Capt. Henderson, Chief Constable, Reading. CUMBERLAND. 7.— Whitehaven ( County).— For failing to report— Licence holder JAMES WILSON, alias JAMES GALLAGHER, JOHN SHEPHERD, WILLIAM JOHNSON, WILLIAM LAKE and J. LAKE, Office No. 2267- 98, age 68, height 4 ft. lOf in., complexion fresh, hair grey, eyes grey, scar 3rd left finger and left of forehead, corporal punishment marks on back, anchor and 3 dots back of left thumb and forefinger, anchor back of left forearm, six- pointed star and indistinct mark on right forearm, dot between right thumb and finger. A labourer, native of Liverpool. Dress, dark grey jacket suit, strong boots, cap and red scarf. Sentenced at New- castle Sessions, 17th OctoDer, 1888, to 10 years penal servitude ( and remanet of former sentence) for shop- breaking. Licenced 25th July, 1898, z G O 1212. Information to Supt. DEVONSHIRE. 8.— Torrington ( County).— For stealing, 23rd ult., at Bideford, a lady's gold watch, No. 14880— THOMAS MUTCHAM, alias WHEATON and GINGER TOM, age about 27, height 5 ft. 4 or 5 in., complexion fair, hair and moustache ginger, eyes blue, one upper front tooth deficient, 2 or 3 scars on forehead, bald spot back of head, " TW" supposed tattooed on right forearm. A navvy ; may be found at public works Warrant issued. Information to Supt. Buchanan, Torrington. 2 T H E POLICE GAZETTE. FRIDAY, SEPTEMBER 9, 189S. DURHAM. 9.— Durham ( City).— For obtaining £ 4 10s. by false pretences, 25th July last— T. A. GRANGER, age about 25, height 5 ft. 9 or 10 in., slight build, dark hair, clean shaved, thin lips ; dress, dark stripe jacket suit, with very narrow white stripe, white straw hat with black band ; of smart appearance and good address. He represented that he was a son of a Major Granger, of London, and that during his holidays at Newcastle- on- Tyna his companion was robbed of his purse and contents, and to enable him to keep an appointment in London he gave him all his cash. He received letters in the name of J. Morris, and left a book of rules and list of members, 1898, of the Sports Club, Limited, St. James* Square, S. W., J. Morris written thereon. Usually stays at first- class hotels. Supposed wanted elsewhere. Warrant issued. Information to Chief Constable Smith, Durham. HAMPSHIRE. 10.— Portsmouth ( Borough). — For assault GEORGE FORD, age about 20, height 5 ft. 4 or 5 in., complexion sallow, hair brown, clean shaved ; dress, black jacket and vest, white cord trousers, white neckerchief, cap. Warrant issued. 11.— Portsmouth ( Borough).— For stealing a case of stuffed birds ( recovered)— TICH TAYLOR, age 21 or 25, height 5 ft. 4 in., stiff build, com- plexion fresh, hair brown, clean shaved, eyes ( deep set, left turns inwards) dark; dress, drab lounge coat, dark vest and trousers, cloth cap. A native of Brighton. FLOWERS, alias MAY, age 25 to 30, height 5 ft. 4 or 5 in., stiff build, full round face, hair dark, clean shaved ; dress, long brown coat, dark trousers, dark peak cap. May be found at common lodging houses or low beer houses. Information to the Chief Constable, Town Hall, Portsmouth. ISLE OF WIGHT. 12.— Newport ( County).— For carnally knowing a girl under the age of 16, between 15th June and 15th July— WALTER HENRY BRADING, age 27, height about 5 ft. 5 in., slight build, complexion and hair dark, carries his head slightly forward. A maltster; native of Newport. Absconded 24th July, accompanied by a girl age 14f, height about 5 ft. 2 in., complexion fair, hair light; dress, blue serge dress with white front, white siraw hat trimmed white and black ribbon, button boots. Warrant issued. Information to Supt. Hale, Newport. LANCASHIRE. 13.— Bury ( County).— For stealing, 23rd ult., a horse, gig and harness ( horse light bay, aged 5 years, 14 hands 3 in., white near hind fetlock, tail docked, short mane, old sore near shoulder ; gig painted black, wheels and shafts picked out with yellow; harness silver- plated, hole cut near side of collar to fit over sore)— Supervisee WILLIAM HENRY GARDNER, alias HARRY and WILLIAM GARDNER, Office No. 177- 97 ( see GAZETTE, 23rd April, 1897, Case No. 36), age 37, height 5 ft. 3£ in., complexion pale, hair black, eyes blue, pierced heart left forearm, mole left shoulder and 2 right upper arm. Native of Birmingham. Sentenced at Liverpool County Sessions, 16th July, 1895, to 18 months hard labour and 2 years police supervision for horse stealing, & c. Liberated 15th January, 1897. 4853. Gardner is also wanted at Old Trafford for stealing a second horse and trap. Dress, dark grey jacket suit, brown Trilby hat, tan shoes, sometimes wears silk hat. Information to Supt. Noblett, Bury. 14. — Chorley ( County). — Licence holder WILLIAM THOMAS CALDERBANK, Office No. 3092- 96 ( Case No. 21, 2nd inst.), not now wanted. 15.— Burnley ( Borough).— For stealing £ 42 10s. — HARRY BRIGDEN, age 28, height 5 ft. 2 or 3 in., complexion pale, rather long face, hair ( curly on forehead) light, slight moustache, heavy square lower jaw, large mole on second right finger, sometimes wears glasses; dress, when last seen, blue serge suit, hard felt hat. A book keeper; may endeavour to leave the country. Warrant issued. Information to Chief Constable Harrop, Burnley. MONTGOMERYSHIRE. £ 2 REWARD. 16.— Newtown ( County).— For deserting his family— THOMAS REES, age 40, height 5 ft. 6 or 7 in., complexion fresh, hair, whiskers and eyes brown, scar over right eye, walks erect, usually wears a white apron. A carpenter and joiner ; native of Cardiganshire. Warrant issued. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for such informa- tion as will lead to the arrest of Rees. £ 1 REWARD. 17.— Newtown ( County).— For deserting his family— RICHARD WILLIAMS, alias SIXPENNY, age 51, height 5 ft. 1 in., complexion sallow, hair grey, eyes brown; dressed as a labourer. A stone dresser; native of Newtown. May be found in the north of England. Warrant issued. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for such information as will lead to the arrest of Williams. Information to Chief Constable Hughes, Newtown. NORFOLK. 18.— Kings Lynn ( Borough).— For embezzle- ment— ALBERT H. WHITE, age 29, height 5 ft. 8 or 9 in., complexion sallow, hair and moustache light brown, eyes grey ; dress, brown suit and cap. A jeweller's travelling agent, native of Newcastle- on- Tyne. Had in his possession the property of his em- ployer, 1 silver lever watch, No. 4343; 1 silver Geneva, No. 360367 ; 2 ladies' small Genevas ( 1 shell pattern back); 2 silver alberts ( 1 2 oz., 1 1- i oz.) and 2 ladies' small curb alberts. Warrant issued. Information to Chief Constable Payne, King's Lynn. SHROPSHIRE. 19.— Whitchurch ( County).— For obtaining £ 5 by a forged cheque, 24th ult.— THOMAS WIL- LIAMS, age 45, height 5 ft. 10 or 11 in., complexion fresh, high forehead, hair ( thin on top) inclined to sandy, moustache ( long) sandy; dress, dark cloth jacket and vest, light cloth trousers, brown canvas shoes, wears an eyeglass when reading. A draper ; native of Market Drayton, Salop. Sometimes stays at workhouses and lodging houses. Warrant issued. Information to Supt. Edge, Whitchurch. SOMERSETSHIRE. 20 — Bath ( City).— For obtaining, by false pre- tences, an engineer's hammer, maker " W. Marples and Sons" stamped thereon ; 1 rosewood and brass spirit level, " warranted correct " stamped on brass ; 1 large single- blade buck- horn pocket knife, hole in handle, " Whiting, Bath," stamped on blade ; and 1 round leather punch ( all new)— a man, who gave the name of REYNOLDS, age about 45, height 5 ft. 7 or 8 in., black ( curly) hair, beard and moustache about a week's growth ; dress, blue jacket, large side pockets, cord trousers, peak cap. Has been employed at well- sinking. He called at an ironmongers, and stated that he was sent for the above articles on approval. Warrant issued. Information to Lt.- Col. Gwyn, Chief Constable, Bath. STAFFORDSHIRE. 21.— Wolverhampton ( Borough).— For con- spiracy to defraud— WILLIAM SMITH ( supposed false), age about 24, height about 5 ft. 8 in., com- plexion pale, clean shaved, two red pimples on right cheek; dress, dark suit, patent leather boots, bard felt hat. GEORGE BUNTING ( supposed false), age about 26, height 5 ft. 4 in., well built, complexion and moustache dark, of Jewish appearance but speaks with Scotch accent. Smith obtained a situa- tion as traveller and, with the assistance of Bunting, obtained from the firm by bogus orders 16 automatic cigarette machines. Warrant issued. Information to Capt. Burnett, Chief Constable, Wolverhampton. SUSSEX ( EAST). 22.— Eastbourne ( Borough). — For stealing £ 4 10s., 3rd inst.— A MAN, age about 25, height 5 ft. 7 in., complexion dark, full face; dress, grey flannel suit, cap of darker material; of theatrical appearance. 23.— Eastbourne ( Borough). — For obtaining £ 1 by false pretences, 31st ult. — Licence holder EDWARD SCUTTS, alias ANDREW REHOE, GEORGE ROBERTS, WILLIAM NICHOLLS, WILLIAM JOHNSON, and PRANKLIN, Office No. 2249- 98, age 39, height 5 ft. 4£ in., hair and moustache brown, complexion fresh, eyes grey, figure medium, scar top of head, right ribs ( stab), each forefinger and left wrist, lost nearly all teeth, birthmark right ribs, blue mark right wrist, mole right breast and left elbow. A bookbinder, native of Northfleet. Sentenced at Maidstone Sessions, 4th January, 1894, to 5 years penal servitude ( and re- manet of former sentence) for fraud. Licenced 2nd ult. P U 413. His modus- operandi is to call on people and represent himself to be a relative, obtains money from them and then decamps. He succeeded in obtaining the sums of £ 1, 16s., 8s. 6d., 5s. and 4s. Warrant issued. Information to Chief Constable Plumb, East- bourne. 24.— Hove ( Town) — For illegally pawning a bicycle— CECIL EDWARD GILBERT, age 24, height 5 ft. 9 in., slight build, complexion fair, hair light brown, moustache light, eyes blue. An Insur- ance Agent. Warrant issued. Information to Major Teevan, Chief Constable, Hove. SUSSEX ( WEST). 25.— Horsham ( County).— For obtaining £ 1 by false pretences— a man, who gave the name of HOFFMAN, age about 38, height 5 ft. 7 or 8 in., stout build, complexion fair, broad face, moustache sandy, speaks with German accent; dress, black coat and vest, light tweed trousers, blue or green tie, dark cap, wearing a brass chain, carried a walking stick. Of military appearance. He calls on Baptist ministers and states he has deserted from the German army, and that he is in search of his sister, who is a governess. Warrant issued. Information to Supt. Byrne, Horsham. WARWICKSHIRE. 26.— Aston ( County).— For failing to report— Supervisee ALFRED HICKLING, Office No. 1398- 98, age 30, height 5 ft. 8f in., complexion fresh, hair brown, eyes grey, lost two upper front teeth, dot outside left wrist, mole front and two scars back left forearm, scar outside right forearm. Native of Bir- mingham. Sentenced at Birmingham Sessions, 11th October, 1897, to 7 months hard labour and 3 years police supervision for larceny. 2961. Information to Supt. Walker, Aston Manor. 27.— Birmingham ( City).— For forging and uttering a cheque for £ 60, on 12th ult.— HERBERT PHILLIPS, age 17, height 5 ft. 5 or 6 in., com plexion pale, hair dark, rather round face, delicate looking. A clerk. Native of Birmingham. Has expressed his intention of going abroad. May be accompanied by 2 boys, ages 16 and 13 respectively. Warrant issued. Not to be arrested out of the United Kingdom. 28.— Birmingham ( City).— For embezzling £ 5 and other sums—. LEWIS STEVENS, age 24, height 5 ft. 5 in., complexion fair, round face, hair light brown, slight moustache ( light), wears eyeglasses, very talkative ; of smart appearance, wears a silver chain, with silver and gold watches ; supposed wear- ing fawn dust coat, and carrying a brown mackintosh, with large plaid lining. Has a portmanteau contain- ing clothing. A draper's clerk. Native of Birming- ham. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Farndale, Bir- mingham. WILTSHIRE. 29. — Swindon ( County). — For obtaining a bicycle by false pretences STACEY, age 17, ( looks about 20), height 5 ft. 7 or 8 in., complexion pale, hair light brown, eyes blue, recent scar right upper lip, walks erect ; dress, brown suit, light or green cap, turn- down collar, generally carries a stick and gloves. Supposed identical with youth, Case No. 16, 2nd inst. Warrant issued. Information to Supt. Robinson, Swindon. YORKSHIRE ( EAST RIDING). 30.— Hull ( City).— For obtaining £ 1 by false pretences, 31st ult. — THOMPSON or EDWARD TOWNSEND, age 35, height 5 ft. 10 or 11 in., com- plexion pale, hair brown, slight moustache dark, eyes grey, 2 prominent front teeth ; dress, blue serge suit, black bow tie, grey cap, lace boots, of good address. Supposed a native of Bradford or New- castle- on- Tyne, and to have been a captain or mate of a ship. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. " FKIDAY, SEPTEMBER 9, 1898. PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 31.— J Division.— Portrait and description of HORATIO GOOLD, alias CHIN CHAN and SAILOR, whose apprehension is sought for sodomy behind housebreaking implements, including wood wedges. He is known as an expert and dangerous shooting burglar. Warrant issued. 33.— p Division— Woodcut portrait and descrip- tion of Expiree THOMAS BARROW, alias THOMAS JOHNSON, Office No. 2180- 97 ( See GAZETTE, 1st July last, page 6), whose arrest is sought for house- breaking and cheque frauds, age 33 ( looks older), height 5 ft. 10J in. ( without shofs), complexion very dark, oyes ( sunken) hazel, hair black and curly, heavy dark moustache ( which he is in the habit of twisting), can grow a strong beard, small scar left Is an underwriter and frequents the company of marine insurance brokers. May endeavour to leave the country. Warrant issued ; extradition, if necessary, will be demanded. Information to the Head Constable, Detective Department, Liverpool. 35.— Manchester ( City) — Woodcut portrait and description of THOMAS HODGE McDONALD whose apprehension is sought for embezzlement and forgery, age 61, height 5 ft. 7 in., slight build, complexion florid, hair, whiskers and moustache — age 28, height 5 ft. 6 or 7 in., stout build, com- plexion swarthy, hair and heavy moustache black, two ships in full sail tattooed on chest, one on back, sailor, clasped hands, " Remember Me" under on one arm, garters, & c., tattooed on both legs; dress, blue serge suit, black canvas shoes, black tie. A native of Homerton. Has recently been employed as a railway porter. 32.— P Division.— Woodcut portrait and de- scription of Expiree JOSEPH THOMBLIN, alias BENJAMIN OTWAY, FRANCIS, VINCENT, TOMPKINS and UNCLE BEN, Office No. 38838 ( see GAZETTE, 20th May last, case 38), whose arrest is sought for murder at Peckham on 19th August, 1897, age 48 ( looks older), height 5 ft. 6 in. without shoes, complexion florid, hair light sandy ( very bald), eyes grey and sunken, may now be clean shaven, but usually grows a close- clipped ginger moustache, cheek, near ear, 2 ( small) back of head, 1 second right and first left finger, dot on left forearm ; dress, black jacket suit, white stand- up collar, black and white check cap, brown boots, sometimes wears a black cut- away coat, black silk hat, black shoes and white straw hat. Is accompanied by his wife, age 35, height 5 ft. 4 in., complexion, hair and eyes dark, pregnant; dress, white bodice, green skirt and three- quarter jacket to match, copper colour or white straw sailor hat. He now has in his possession ( the proceeds of house- breaking) a cheque book issued by the London and County Bank ( Chiswick branch), Nos. 41133 to 41150, which he will doubtless try to pass. The man is a daring and expert housebreaker and swindler. He and his wife visit seaside and other provincial towns, take lodgings at a private hotel or house, their luggage consisting of a brown leather Gladstone bag, which has their initials on side, supposed " T. W. B." They usually tender a worth- less cheque in payment for their lodgings, and receive a balance in cash. They also commit larcenies at jewellers shops when pretending to make a purchase. The man is a good cyclist, and on 24th ult., at Southend- on- Sea, he obtained a bicycle by fraud. Has passed as Barnes, Dudley, Cole, Barnard, Morris, & c., but usually keeps to his Christian name Thomas, and represents himself as an architect and surveyor. Warrant issued.
