THE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 29, 1898. VOL. XV., No. 1522 REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bg another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be gi ven, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 5. Every anmnincemeut, if for the apprehension of a person, must be guaranteed by the signature of an officer of n> t less rank than Superintendent.; and, if the name of such person is " required to be inserted and no warrant, is in force against him, the requ isition must, be signed by the chief officer of police, or his immediate deputy, of the county, city, oi borough, as the case may be. 7. Amwuncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be. forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition tut later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied, bg a covering letter. 12. All payments must, be in advance, either at the office, Xew Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted im payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. NOTICE. 1.— The composition of the Friday No. ol the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of first page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 83 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the ofiender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C Division. — For stealing, by means of the confidence trick, £ 255 in Bank of England notes, viz.: one for £ 100, No. 08173, dated 7/ 5 97; two £ 50 ditto, Nos. 90928- 9, dated 6/ 1/ 97; three £ 10 ditto, Nos. 36115- 7, dated 3/ 8/ 97 ; five £ 5 ditto, Nos. 76616- 20, dated 12/ 3/ 98— Supervisee SEPTOR MEREDITH, alias JOHN KING and PRETTY JOHNNY, Office No. 1479- 97, age 62, height 5 ft. 5f in., complexion fresh, hair brown ( turning grey, bald), close cut beard and moustache, eyes blue, D left side, J inside left forearm, scar right eyebrow, front of head, between 1st and 2nd left fingers, and 3rd left, and 1st and 4th right fingers, red mole right side of head, varicose veins right calf, wears gold eyeglasses, and speaks with Irish accent; dress, black overcoat and brown hard felt hat. CITY OF LONDON. 2.— For bigamy — THOMAS PATERSON, age 50, height 5 ft. 8 in., hair ( turning grey) light, slightly pock- marked, thick bottom lip, upper front teeth project, clean shaved, very large hands ; dress, dark clothes, silk hat. BERKSHIRE. 3.— Windsor ( Borough). — For stealing, 14th inst., a gold cable necklet, brilliant heart- shaped pendant attached; 1 very old moonstone brooch, shape of true lover's knot, set in filigree gold ( pin missing); 1 single row of small pearls, a few pearls larger than the others; 1 horseshoe pin, set brilliants; 1 imitation gold bar brooch with opal heart in centre, studded round with tur- quoise— TWO MEN, 1st, age about 27, height 5 ft. 7 in., slight build, complexion sallow, hair and moustache dark ; dress, black jacket suit, black hard felt hat. 2nd, age about 27, height 5 ft. 7 in., slight build, hair and moustache dark ; dress, dark brown suit, black Alpine hat. Information to Head Constable Armour, Windsor. CARDIGANSHIRE. £ 2 REWARD. 4.— Llandyssul ( County).— For neglectinglto maintain his children— WILLIAM JEREMIAH age 44, height 5 ft. 9 in., strong build, complexion sallow, pock marked, hair dark brown, eyes blue, A J tattooed left forearm, small scar left temple."" A naval reserve man. Supposed employed on board j a coasting vessel. Warrant issued. The above reward will be paid by the Guardians of the Cardigan Union to any person giving such in- formation as will lead to the arrest of Jeremiah. 5.— Llandvssul ( County).— For larceny, 12th inst.— WILLIAM JONES, a tramping tailor, age about 45, height 5 ft. 7 in., complexion sallow, hair ( turning grey), side whiskers and moustache dark, eyes ( large) dark blue, good teeth ; dress, dark jacket, dark stripe trousers. Sings in public houses. Information to Deputy Chief Constable Williams, Llandyssul. CARNARVONSHIRE. 6.— Bangor ( County).— For stealing a quantity of new clothing ( part recovered) — RICHARD THOMAS, age 18, height 5 ft. 1 in., stout build, complexion pale, hair dark, eyes brown ; dress, blue serge suit. A shop assistant, native of Bethesda. May be accompanied by a man, age 26, height 5 ft. 6 in., slight build, long features, hair and slight moustache dark, eyes blue. Warrant issued. Information to Inspector Rowlands, Bangor. CHESHIRE. 7. — Macclesfield ( County). — For stealing sheep at Rainow, between 1st March and 5th inst. ( recovered)— WILLIAM, alias HAROLD HILL and WILLIAM GARDENER, age 17 ( looks older), height 5 ft. 10 or 11 in., well built, complexion fresh, round features, hair and eyes dark, left thumb and tip of left first finger deficient: leans forward when walking; dress, old brown jacket ( too small and ragged), grey trousers ( torn at one knee), black and white plaid scarf, black cap, lace boots. A native of Rainow, near Macclesfield. May endeavour to obtain harvest work in Lincolnshire or Yorkshire. Warrant issued. Information to Supt. Downes, County Police Office, Macclesfield. 8. — Birkenhead ( Borough). — For man- slaughter— PATRICK MARTIN, age 86, height 5 ft. 8 in., complexion pale, hair dark sandy, mou- stache light sandy, eyes hazel, forearms tattooed. CUMBERLAND. 9.— Workington ( County). — For embezzling £ 22 8s. 5d.— FRED. BIRKETT WELLS, age 27, height 5 ft. 8 or 9 in., complexion fair, hair | nd moustache light sandy, prominent nose, one upper tooth missing; dress, navy blue suit, black hard felt hat. A butcher, employed as manager at a foreign meat business, formerly employed as such at Selby and Leeds. A native of Winterton, Lincolnshire. Is addicted to betting. Absconded 25th inst. DEVONSHIRE. 10.— Totnes ( County).— For inflicting bodily harm— WILLIAM FARWELL INDO, alias TOR- QUAY BILLY, age 45, height 5 ft. 7 or 8 in., hair ( bald on top) dark brown, beard and moustache light brown, turning grey; dress, long dark coat and vest, cord trousers, bowler hat, lace boots ; a tramping umbrella mender ; native of Torquay. Warrant issued. Information to Supt. Ryall, Totnes. DORSETSHIRE. 11.— Shaftesbury ( County). — For deserting their wives and families, leaving them chargeable to the Shaftesbury Union — WILLIAM KIMBER, age 35, height 5 ft. 6 in., complexion fresh, hair light brown, long moustache brown, eyes grey; dancing Scotch woman, flags and bracelet tattooed on arms, rings on fingers; a labourer or painter; native of Shaftesbury. Has served in the South Wales Borderers.— CHARLES HARDIMAN, age 32, height 5 ft. 10L n., complexion fresh, hair and heavy moustache brown, eyes grey, 2 rings tattooed left little finger; a plasterer; native of Iwerne Minster. Warrants issued. Information to Supt. Elford, Shaftesbury. DURHAM. 12.— Houghton- le- Spring ( County). — For perjury, 30th ult.— WILLIAM HALL, age 28, height 5 ft. 5 or 6 in., complexion sallow, hair ( parted in centre) light brown, slight moustache, eyes brown, slightly bow- legged, depression on one shin caused by a broken bone; dress, light tweed or dark jacket suit. JOSEPH BUCKLEY, age 43, height 5 ft. 7 or 8 in., slight build, complexion and hair dark, long drooping moustache, cast in one eye, gruff voice, walks slightly lame ; dress, black jacket and vest, light trousers patched at knees, black cap. Miners ; absconded 2nd inst. Warrant issued. Information to Deputy Chief Constable Wilkinson, Houghton- le- Spring. ESSEX. 13.— Brentwood ( County).— For embezzling £ 2 4s. lid., 7th ult., at Havering— HENRY BELL, age 40, height 5 ft. 10 in., complexion fresh, hair and small moustache dark brown, eyes blue, left thumb deformed; dress, dark coat, dark speckled trousers, lace boots nearly new. A milkman ; was formerly in the employ of a dairyman at Harringay, London. Warrant issued. Information to Supt. Allen, Brentwood. 14.— Chelmsford ( County).— For stealing, 25th inst., a purse and 18s.— RICHARD HOWARD, age about 27, height 5 ft. 7 in., complexion very dark, hair and moustache black, anchor tattooed left fore- arm ; dress, black coat and vest, light trousers, white tie, green check cap, Blucher boots, wears a brown leather strap round waist. A painter; supposed to have served in the army or navy. Information to Deputy Chief Constable Somerset, Chelmsford. 15.— Grays ( County).— For forging and uttering a Banker's cheque, on 24th ult.— JAMES BARTON, age about 50, height about 5 ft. 5 in., complexion sallow, hair ( turning grey and slightly bald) brown, moustache iron grey; dress, black frock coat, dark trousers, silk hat, low shoes. On 17th ult. an order, in the name of E. Lee, was received from London by a tradesman for 10 lbs. of tea, for which a £ 5 note was sent with a request that a cheque might be returned to balance. The tea was supplied and a cheque for £ 4 forwarded, but on being cashed was made out for £ 320 and made payable to and endorsed " James Barton." Chemicals apparently had been used. ( See Case No. 13, 27th August, 1897.) Warrant issued. Information to Supt. Jordan, Grays. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For stealing a watch ( recovered)— HENRY WEEKS, alias WILLIAM FRANCIS, age 85, height 5 ft. 9 in., slight build, complexion dark, oval face, hair and eyebrows dark, moustache brown, eyes dark, red nose ; dress, when last seen, dark blue suit ( much worn), white straw hat. A clockmaker; native of Ryde, Isle of Wight. May have in his possession a double case patent duplex chronometer balance watch, No. 03433, " maker, James McCabe, London," on dial, and " G. W. R. Davies, 1883," on inside case, which was handed to him to repair. Warrant issued. 17.— Cardiff ( Borough).— For stealing a donkey and cart ( recovered)— WILLIAM MANFIELD, alias ' GINGER BILL," age about 38, height 5 ft. 7 in., stout build, complexion ruddy, bloated face, hair ( cut short) reddish, usually clean shaved, broad forehead, large mouth; dress, usually double- breasted pea jacket, old moleskin trousers, black soft felt hat, muffler. A rag gatherer ; stays at common lodging houses. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 18.— Cheltenham ( County).— For embezzle- ment— HARRY HALE, age 32, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustache sandy, eyes grey; dress, usually, blue serge suit, bowler hat; a carpenter and joiner; belongs to the Army Reserve. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 19.— Aldershot ( County).— For stealing ( bailee), 7th inst., £ 28— TIMOTHY QUINN, age 24, height 5 ft. in., complexion fresh, hair brown, clean shaved, eyes blue, scar left eyebrow, mole left side. A groom or coachman ; native of Clonmel, Tipperary. Had in his possession two or three suits of clothes and a brown leather Gladstone band bag. May seek employment at hotels and livery stables. Left here 7th inst. Warrant issued. Information to Supt. Hawkins, Aldershot. 20.— Alton ( County).— For stealing 11 £ 5 Bank of England notes, Nos. C 76/ 09932 to 09940, and C 79/ 87743 and 4 ; and £ 45— ARCHIBALD FORD, age about 35, height 5 ft. 10 in., broad shoulders, weight about 14 stones, complexion fresh, hair ( frizzed) dark brown, eyes blue; dress, grey tweed suit, white collar, red tie, black hard felt hat. Had in his possession 2 leather hand bags. A solicitor's clerk; formerly of Bury, Lancashire. Absconded 7th inst. May endeavour to leave the country. Warrant issued. Information to Supt. James, Alton. 21.— Fareham ( County).— For obtaining a situation by a forged character— ALFRED MAY- NARD, age about 40, height 5 ft. 10 or 11 in., com- plexion dark, rather thin features, hair and side whiskers dark, blinks when speaking; dress, usually, dark jacket, white slop, brown check breeches, brown gaiters, cloth two- peak cap. A cowman. Warrant issued. Information to Supt. Hack, Fareham. 22.— Portsmouth ( Borough). — For stealing £ 15 Os. 9£ d.— HENRY FRANCIS VICTOR BER- NARD, age 28, height 5 ft. 6 in., complexion ruddy, hair dark brown, clean shaved, eyes grey, dots back of both hands, anchor and H B left arm ; dress, rough blue coat and vest, light trousers, white straw hat with black band, carried a portmanteau. Late an able seaman of H. M. S. Vernon. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 23.— Southampton ( Borow/ li).— For obtaining £ 57 by trick— TWO MEN, 1st, age about 60, height about 5 ft. 6 in.; dressed as a clergyman, was wearing a ring. 2nd, age about 88, height 6 ft., short dark brown whiskers; dress, black melton coat, brown breeches and gaiters, carried a walking stick. The latter met the prosecutor and asked to be directed to a tobacconists, stated he was a ship's steward, and had in his possession a large quantity of cigars for sale ; they then went to a public house where they were joined by the other man ; after some conversation they obtained the amount from the prosecutor in exchange for a bag supposed to contain £ 600 in notes and a gold watch and chain, and decamped. They left by the 7.81 p. m. train, 22nd inst., for Waterloo. 24.— Southampton ( Borougli).— For stealing 1 ingot of tin and 2 mats ( recovered)— WALTER JAMES PAINTER, age 28 to 30, height 5 ft. 6 or 7 in., complexion fair, hair and small moustache light; dress ( when last seen), black suit, black hard felt hat, carried a coat on his arm. A foreman plumber; has been in the employ of the Union Steamship Company for a number of years. Had in his possession a very old black portmanteau. Absccnded 7th inst. Warrant issued. HERTFORDSHIRE. 25.— Hemel Hempstead ( County).— For de sorting his wife and children— DAVID TODD, age 43, height 5 ft. 8 in., complexion fresh, hair ( turning grey) dark, eyes blue, aquiline nose. A coachman ; native of Ongar, Essex. May be found at job yards. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. 26.— Hitchin ( County).— For deserting their wives and families, leaving them chargeable to the Hitchin Union— JAMES SWAINE, age 50, height 5 ft. 10 in. to 6 ft., complexion fresh, hair ( turning grey) light, eyes hazel. A native of Weston, Herts. May be found working in manure yards. THOMAS ADAMS, age 30, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, eyes blue, full round face. A native of Stevenage, Herts. May be working as a bricklayer's labourer. Warrants issued. 27.— Hitchin ( County).— For stealing, 21st inst., a " Tiger" bicycle, 24 in. frame, drop handles, Warner's tyres, black enamelled, usual parts plated, interchangeable chain wheel, geared to 70, name " Tiger" screws on head of machine — ALFRED THOMPSON, age 21 to 25, height about 5 ft. 6 in., broad shoulders, complexion fresh, hair light brown, slight moustache; dress, drab mixture cycling suit and cap. KENT. 28.— Cranbrook ( County).— For burglary, be- tween 24th and 25th inst., and stealing a small gold locket and chain with hair ; 1 small gold brooch with hair; 2 gold pins; 1 pair gold sleeve links; 1 gold brooch with photograph in back, " E. T." on front; 1 silver and gold brooch, place for photograph at back ; 1 silver ivy leaf brooch ; 1 three shilling piece, Bank token, 1811 ; 1 pair gold earings ; 1 pair round gold wire earrings ; 1 pair silver bracelets ; 1 old- fashioned comb, imitation gold back; 1 black handle knife with 2 blades; 1 gold mourning ring, forget- me- not flowers, " In memory of George Tye, died 22nd January, 1876, age 79 years; 1 gold keeper; 1 gold ring, set stones; 1 half- farthing and other old coins— A MAN, supposed a German, age about 80, height about 5 ft. 8 or 9 in., light moustache, broad face ; dress, light tweed suit, small bow tie, grey cap and a long thin mackintosh. KIRKCUDBRIGHTSHIRE. 29.— Kirkcudbright !( County). — For fraud, 29th ult., at Dalbeattie— A MAN, age 85 to 40, height about 5 ft. 9 in., complexion reddish, hair and moustache light, English accent; dress, brownish tweed knicker suit and cap. He obtained £ 7 10s. 6d. by a worthless cheque on the Bank of Scotland at Annan, payable to Edwin Arunold Jenkins, drawn by E. 0, Critchley. Is believed identical with a man who presented a similar cheque on the 2nd inst. at Lame. Warrant issued. Information the Chief Constable of Kirkcudbright- shire, Kirkcudbright. LANCASHIRE. 80.— Burnley ( County).— For failing to report his change of residence— Licence holder JOSEPH ARMSTRONG, alias ALLWOOD, Office No. 992- 98, age 25, height 5 ft. 3$ in., complexion fresh, hair brown, eyes blue ; native of Manchester; scar top of head, centre of forehead, left knee and thumb, right forearm and back right hand; J. A., heart and dots front, and K. D., 2 dots, cross flags, anchor and J. A. back It forearm, mole back neck and right of chest. Sentenced at Manchester City Sessions, 11th Decem- ber, 1895, to 8 years penal servitude for counting house breaking. S. V., 192. Licenced 7th April, 1898. Information to Supt. Barnett, Burnley. GLAMORGANSHIRE. 31-— Bridgend ( Count!/).— Woodcut portrait and description of WILLIAM HUGH CLATWORTHY, late Postmaster at Portheawl, whose apprehension is sought for stealing £ 50, age about 35, 5 ft. 8 in., complexion fair, hair ( bald in front), whiskers and moustache light brown, eyes blue ( swollen and bloodshot) ; appears very nervous when spoken to ; is addicted to drink. Had in his possession 10 £ 5 Bank of England notes, Nos. 23103- 7, 23109- 10, 23113- 5. Was traced to Birmingham on 10th inst. Warrant issued. Information to Supt. Jennings, Bridgend. MONMOUTHSHIRE. 32.— Newport ( Borow/ h).— Woodcut Portrait and description of HENRY RICHARDS, alias STEPHENSON, STEVENS, ROGERS, LITTLE- TON, & c., whose apprehension is sought for stealing, 8th ult., a silver hunter watch, No. 12634 ; 1 silver Geneva watch, makers " Shiers " on dial; 1 silver albert, snake pattern, and £ 7 ; age 32, height 5 ft. 6^ in., stout build, complexion fresh, hair dark brown, moustache dark, eyes hazel, short sighted, and wears glasses when reading, back of left hand and 1st, 2nd and 3rd fingers contracted, large scar back of left hand, dot back of left forearm, upper front teeth missing. Previously convicted at Hull, York, Leeds, and various other places, and wanted elsewhere. Warrant issued. Information to Head Constable Sinclair, Newport. METROPOLITAN POLICE DISTRICT. 90,— Criminal Investigation Depart- ment.— Information is desired as to whether any thing is known ot a man, whose name is believed to be FOSTER, wanted for a violent assault on a game- keeper ( supposed in the provinces), about 10 years ago. It is stated that the man was detained for poaching by the gamekeeper, to whom he offered a bribe for his release, and, on its being refused, the gamekeeper was clubbed by Foster and left for dead. Foster was apparently followed by a detective, who is described as a " big " man, and had a peculiar twist of one foot when walking. If " Foster " is now wanted information can probably be given that will lead to his apprehension.
