PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 22, 1898. VOL. XV., No. 1520 REQULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOU OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is y required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and. as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedirujs which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. CARNARVONSHIRE. 4.— Conway ( County).— For obtaining money by false pretences— ARTHUR EVANS, age about 40, height 5 ft. 8 or 9 in., complexion florid, hair light brown, heavy moustache light, grey patch of hair on left temple, of good address ; dress, brown jacket suit, white straw hat with red band, carried a cherry wood stick, crook handle, silver mounted, silver band with inscription " Presented by the Staff, June, 1897, to Arthur Goodliffe" thereon. He called at a Ladies' College and wanted to make arrangements for the education of two girls of whom he was the guardian ; obtained from the Principal a blank cheque on the National Provincial Bank of England, stating he had an account at Bath, filled it in for the amount of £ 5 which he cashed at an hotel the next day. Stated that he was a civil engineer and gave an address at Montague Place, Russell Square, London. Supposed identical with man, Case No. 57, 15th inst. Warrant issued. Information to Supt. CHESHIRE. 5.— Macclesfield ( County).— For sheep steal- ing, 4th inst., at Rainow ( recovered)— WILLIAM, alias HAROLD HILL and WILLIAM GARDENER, age 22, height 5 ft. 10 or 11 in., complexion fresh, round features, hair and eyes dark, left thumb and tip of left first finger deficient I leans forward when walking; dress, black cloth jacket and vest, grey trousers, bow tie, black hard felt hat, lace boots. Carries a tortoiseshell carved walking stick. A native of Rainow, near Macclesfield. May seek employment as a tram conductor, or may endeavour to go to Australia. Warrant issued. Information to Supt. CUMBERLAND. 6.— Workington ( County). — For abandoning a male child, age about 7 months, complexion fair, hair light brown, eyes dark blue; wearing 2 white flannel rollers ( one nearly new), flannelette chemise, flannel barra- coat, blue flannelette gown and red woollen cap— A WOMAN, age about 30, medium height, complexion fresh, high cheek bones, hair dark ; dress, close fitting dark jacket, black dress, blue and white striped underskirt, black round hat with broad brim, trimmed red feathers, brown or black veil, low shoes. DEVONSHIRE. 7.— Totnes ( County). — For inflicting bodily harm— WILLIAM FARWELL INDO, alias TOR- QUAY BILLY, age 45, height 5 ft. 7 or 8 in., hair ( bald on top) dark brown, beard and moustache light brown, turning grey; dress, long dark coat and vest, cord trousers, bowler hat, lace boots; a tramping umbrella mender ; native of Torquay. DORSETSHIRE. 8. — Shaftesbury ( County). — For deserting their wives and families, leaving them chargeable to the Shaftesbury Union — WILLIAM KIMBER, age 35, height 5 ft. 6 in., complexion fresh, hair light brown, long moustache brown, eyes grey; dancing Scotch woman, flags and bracelet tattooed on arms, rings on fingers; a labourer or painter; native of Shaftesbury. Has served in the South Wales Borderers.— CHARLES HARDIMAN, age 32, height 5 ft. 101 n., complexion fresh, hair and heavy moustache brown, eyes grey, 2 rings tattooed left little finger; a plasterer; native of Iwerne Minster. DURHAM. 9. — Houghton- le- Spring ( County). — For perjury, 80th ult.— WILLIAM HALL, age 28, height 5 ft. 5 or 6 in., complexion sallow, hair ( parted in centre) light brown, slight moustache, eyes brown, slightly bow- legged, depression on one shin caused by a broken bone; dress, light tweed or dark jacket suit. JOSEPH BUCKLEY, age 48, height 5 ft. 7 or 8 in., slight build, complexion and hair dark, long drooping moustache, cast in one eye, gruff voice, walks slightly lame ; dress, black jacket and vest, light trousers patched at knees, black cap. ESSEX. 10.— Brentwood ( County).— For embezzling £ 2 4s. lid., 7th ult., at Havering— HENRY BELL, age 40, height 5 ft. 10 in., complexion fresh, hair and small moustache dark brown, eyes blue, left thumb deformed; dress, dark coat, dark speckled trousers, lace boots nearly new. GLAMORGANSHIRE. 11.— Bridgend yCounty).— For stealing £ 50— WILLIAM HUGH CLATWORTHY, late Sub- Post- master, Porthcawl, age about 27 ( looks older), height 5 ft. 7 or 8 in., complexion fresh, hair brown, whiskers cut short to a point, eyes full and bloodshot, shows signs of heavy drinking, nervous manner and twirls his moustache when spoken to, slovenly gait; dress, when last seen, dark brown jacket and vest, light trousers, lace boots. Absconded 5th inst. Warrant issued. Information to Inspector Thomas, Bridgend. 12.— Cardiff ( Borough).— For stealing a watch ( recovered)— HENRY WEEKS, alias WILLIAM FRANCIS, age 85, height 5 ft. 9 in., slight build, complexion dark, oval face, hair and eyebrows dark, moustache brown, eyes dark, red nose ; dress, when last seen, dark blue suit ( much worn), white straw hat. A clockmaker; native of Ryde, Isle of Wight. May have in his possession a double case patent duplex chronometer balance watch, No. 03433, " maker, James McCabe, London," on dial, and " G. W. R. Davies, 1883," on inside case, which was handed to him to repair. Warrant issued. 13.— Cardiff ( Borough).— For stealing a donkey and cart ( recovered)— WILLIAM MANFIELD, alias ' GINGER BILL," age about 88, height 5 ft. 7 in., stout build, complexion ruddy, bloated face, hair ( cut short) reddish, usually clean shaved, broad forehead, large mouth; dress, usually double- breasted pea jacket, old moleskin trousers, black soft felt hat, muffler. A rag gatherer ; stays at common lodging houses. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 14.— Cheltenham ( County).— For embezzle- ment— HARRY HALE, age 32, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustache sandy, eyes grey; dress, usually, blue serge suit, bowler hat; a carpenter and joiner; belongs to the Army Reserve. Warrant issued. Information to Supt. Hopkins, Cheltenham. HAMPSHIRE. 15.— Aldershot ( County).— For stealing ( bailee), 7th inst., £ 28— TIMOTHY QUINN, age 24, height 5 ft. in., complexion fresh, hair brown, clean shaved, eyes blue, scar left eyebrow, mole left side. A groom or coachman ; native of Clonmel, Tipperary. Had in his possession two or three suits of clothes and a brown leather Gladstone hand bag. May seek employment at hotels and livery stables. Left here 7th inst. Warrant issued. Information to Supt. Hawkins, Aldershot. 16.— Alton ( County).-— For stealing 11 £ 5 Bank of England notes, Nos. C 76/ 09982 to 09940, and C 79/ 87748 and 4 ; and £ 45— ARCHIBALD FORD, age about 85, height 5 ft. 10 in., broad shoulders, weight about 14 stones, complexion fresh, hair ( frizzed) dark brown, eyes blue ; dress, grey tweed suit, white collar, red tie, black hard felt hat. Had in his possession 2 leather hand bags. A solicitor's clerk; formerly of Bury. Lancashire. Absconded 7th inst. May endeavour to leave the country. Warrant issued. Information to Supt. James, Alton. 17.— Portsmouth ( Borough). — For stealing £ 15 Os. 9| d.— HENRY FRANCIS VICTOR BER- NARD, age 23, height 5 ft. 6 in., complexion ruddy, hair dark brown, clean shaved, eyes grey, dots back of both hands, anchor and H B left arm ; dress, rough blue coat and vest, light trousers, white straw hat with black band, carried a portmanteau. Late an able seaman of H. M. S. Vernon. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 18.— Southampton ( Borough).— For stealing a watch ( recovered)— A MAN, age about 22, height 5 ft. 1H in., square build, complexion fresh, hair ( tuft in front) dark brown; dress, dark mixture jacket, broad check plaid vest and trousers, black soft felt hat, brown boots, earries a crook handle walking stick. He engages apartments, stating he is a booking clerk, commits a larceny and absconds the following morning. 19.— Southampton ( Borough).— For stealing 1 ingot of tin and 2 mats ( recovered)— WALTER JAMES PAINTER, age 28 to 30, height 5 ft. 6 or 7 in., complexion fair, hair and small moustache light; dress ( when last seen), black suit, black hard felt hat, carried a coat on his arm. A foreman plumber; has been in the employ of the Union Steamship Company for a number of years. Had in his possession a very old black portmanteau. Absconded 7th inst. Warrant issued. KIRKCUDBRIGHTSHIRE. 20.— Kirkcudbright ( County). — For fraud, 29th ult., at Dalbeattie— A MAN, age 35 to 40, height about 5 ft. 9 in., complexion reddish, hair and moustache light, English accent; dress, brownish tweed knicker suit and cap. He obtained £ 7 10s. 6d. by a worthless cheque on the Bank of Scotland at Annan, payable to Edwin Arunold Jenkins, drawn by E. 0, Critchley. Is believed identical with a man who presented a similar cheque on the 2nd inst. at Lame. Warrant issued. Information the Chief Constable of Kirkcudbright- shire, Kirkcudbright. LANCASHIRE. 21.— Chorley ( County).— For embezzling £ 73— RICHARD RIGBY, age 29, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, moustache dark sandy; dress, black jacket and vest ( nearly new), dark striped cloth trousers, light cap. A cotton packer. Is fond of betting. He left here 11th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Norris, Chorley. 22.— Kirkham ( County).— For stealing £ 2, 6th inst.— FRANK BAXTER, age about 25, height 5 ft. 10 or 11 in., slight build, complexion fair, hair brown, slight light brown moustache, turned- up nose, consumptive appearance; dress, black jacket and trousers, grey cap, lace boots. A stableman. Warrant issued. Information to Supt. Ormerod, Kirkham. 23.— Manchester ( City).— For embezzlement — JAMES TAYLOR, age 41, height 5 ft. 7 in., hair ( bald on top) curly, turning grey, walks with a swinging gait; dress, dark clothing, wears a gold curb chain, large links, and a gold ring set red stone. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Smith, Manchester. 24.— Blackpool ( Borough).— For stealing tools ( recovered) — JOHN KENNEDY, age about 45, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache dark brown ( turning grey); wearing black coat and vest, white muffler, black felt hat, all much worn. Has the appearance of a tramp or station loafer. 25.— Blackpool ( Borough). — For embezzle- ment— DAVID EVANS, age about 30, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache light brown, turned up nose; dress, grey mixture jacket and vest, blue trousers and cap. A barman or waiter, native of Manchester. Warrant issued. Information to Chief Constable Derham, Black- pool. 26,— Bootle ( Borough)— For stealing, 15th inst., a pneumatic safety bicycle, enamelled black, 28- in. frame, level handle- bar, cork handles, Warwick tyre on front wheel, corrugated tyre on back wheel, 28- in. wheels, tangent spokes, rubber pedals, block chain, no brake or mudguards— JAMES SMITH ( supposed false), age 28 to 30, height 5 ft. 8 in., complexion fresh, hair and slight moustache brown, speaks with Irish accent; dress, dark clothes, black hard felt hat. Warrant issued. Information to the Chief Constable, Bootle. LEICESTERSHIRE. 27.— South Wigston ( County).— For obtaining food and lodgings by false pretences— HENRY BLAKE JENNINGS ( supposed false), age 29, height 5 ft. 9 in., complexion sallow, hair dark brown, eyes grey, large scar over right eyebrow, large varicose veins from corner of left eye upwards ; dress, rough black coat, jacket and vest, black trousers, dark grey cap, old side spring boots, black tie with white spots. Is usually smoking cigarettes. FLORENCE JEN- NINGS ( supposed false), age 27, height 5 ft. 4 or 5 in., complexion pale, hair black, eyes brown ; dress, black and white stripe blouse, dark grey mixture jacket and skirt, white straw hat with black band, low shoes, wears silver bangle and a plaited hair bracelet with gold clasp. They take lodgings representing that they have come for the benefit of the woman's health, and that she has recently been confined, and obtain wearing apparel, bicycles, & c., from the neighbouring tradesmen. Warrant issued. Information to Supt. Ormiston, South Wigston. LINCOLNSHIRE. 28.— Boston ( Borow/ h).— For obtaining £ 9 10s. by a worthless cheque— TOM HARRY WARE, age 20, height 5 ft. 6 in., slight build, complexion sallow, hair light brown, eyes grey, thick upper lip. A native of Horncastle. May be found at race meetings or employed as pianist at a public house. Warrant issued. Information to Head Constable Wyse, Boston. 29.— Grantham ( Borough).— For stealing, 11th inst., a " New Rock" safety bicycle, 26 in. frame, 28 in. wheels, clipper tyres, rat- trap pedals, cork handles, " Albion" saddle, mudguards and brake, usual parts plated-- EDWARD ERNEST LONG, age about 25, height 5 ft. 10 in.; dress, grey suit, black felt hat, wearing glasses. He obtained the machine stating he was employed at the Post Office and desired to show it to the Postmaster before making the purchase. He subsequently offered it in pledge, producing a fictitious receipt. Warrant issued. Information to Chief Constable Jones, Grantham. MONTGOMERYSHIRE. £ 1 REWARD. 30.— Newtown ( County).— For deserting his wife and family— THOMAS REES, aee 40, height 5 ft. 7 in., complexion fresh, hair, whiskers and eyes brown, scar over right eye, walks erect. A carpenter and joiner. Native of Cardigan- shire. Usually wears a white apron. Has been in the army. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for such informa- tion as wdl lead to the arrest of Rees. Warrant issued. Information to Chief Constable Hughes, Newtown. 31.— Risca ( County).— For embezzling about £ 150— CHARLES NICHOLAS, age 25, height 5 ft. 7 in., slight build, complexion sallow, hair black, clean shaved, large mouth, false front teeth. Of good appearance ; late assistant secretary to the Abercarn Public Hall Company, Limited. Is fond of card playing. Was seen at Paddington railway station on 28th ult. May be found at small hotels or boarding houses. Warrant issued. Information to Supt. Parry, Risca. NORFOLK. 32.— Norwich ( City).— For embezzling £ D 15s., between 25th March and 31st December, 1897— CHARLES NATHANIEL SALES, age 42 ( looks older), height 5 ft. 7 in., slight build, complexion sallow, hair, beard and moustache ( turning grey) dark, wears an eyeglass when reading; dress, dark suit, black or grey soft felt hat or cloth cap, usually wears a gold curb chain with Maltese cross about an inch square attached. May seek employment as an engine driver ; native of Norwich. Warrant issued. Information to Chief Constable Winch, Norwich. TUESDAY, JULY 19, 1898. THE POLICE GAZETTE. 3 PORTRAITS OF PERSONS WANTED. i METROPOLITAN POLICE DISTRICT. 33.— T Division.— Woodcut portrait and de- scription of Expiree ROBERT HOLROYD GOAT, alias FRANK BARTON, Office No. 43280, age 29, height 5 ft. 6 in., complexion fresh, clean shaved, hair brown, eyes blue, proportionate build, oval face, scar left temple, front left leg and 3 right knee; dress, when last seen, brovn tweed jacket suit, brown boots and brown Trilby hat, whose apprehension is sought for stealing, 29th ult., - lady's gold English lever watch, gold face, black figures, engraved back, long gold curb pattern chain attached; one gent's gold ring, initials " W. H. N." thereon ( has been repaired); one lady's ditto, buckle pattern; one black enamelled mourning ditto, oval shape, with glass back, hair inside ; one wedding ditto, piece of black enamel set small cross of pearls thereon ( one deficient) ; one ditto, set rubies and pearls, large pearl in centre, one silver bangle, gold washed, one silver bracelet, large links, curb pattern, gold washed. This man is a notorious boarding house thief, who engages apart- ments, asks to go upstairs to wash his hands and during the absence of occupiers steals whatever he can lay his hands upon. METROPOLITAN POLICE DISTRICT. 91,— Criminal Investigation Depart- ment.— Information is desired as to whether any- thing is known of a man, whose name is believed to be FOSTER, wanted for a violent assault on a game- keeper ( supposed in the provinces), about 10 years ago. It is stated that the man was detained for poaching by the gamekeeper, to whom he offered a bribe for his release, and, on its being refused, the gamekeeper was clubbed by Foster and left for dead. Foster was apparently followed by a detective, who is described as a " big " man, and had a peculiar twist of one foot when walking. If " Foster " is now wanted information can probably be given that will lead to his apprehension.
