All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOK OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by a wither force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified, i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of Ihs. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n it less rank than Superintendent; and, if the name of such person is ' required to be inserted and no warrant, is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rani than Inspector, or analogous thereto. 8. Anmuncements of all persons to be apprehended or of stolen property bear a number, and, us far as practicable, they are alphabetically arranged by counties. 9. The force wh ich cuuses particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDEBSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by the Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. Numerous complaints have been received by the Metropolitan Police respecting a man named CAB VER, alias R. B. HAYDON, J. V. WOODS, G. S. VANNER. G. WINGFIELD, G. RAWLINSON, J. R. S. WRIGHT, and G. B. LEFTWICH. See Case No. 17, POLICE GAZETTE, 29th April, 1898, wanted on a warrant by Carnarvon police for fraud. His practice is to send circulars, with samples of serge, to dressmakers in small provincial towns, stating that he is opening a Postal Department for the purpose of securing an effective advertisement, for four days only. He offers serge, as per samples, for Is. and Is. 2d. per yard, stating his usual prices are 2s. 6| d. and 3s. 9id. per yard, and requests that Postal Orders may be forwarded ( as cheques will not be accepted), to addresses which are newspaper shops, & c. The receipt of Postal Orders he acknow- ledges by post cards, stating that he will send parcels on in two or three days, which he fails to do. Chief Constables are requested to cause dressmakers to be warned, as far as practicable, and should any of the above circulars be received, it is desired that im- mediate information may be forwarded to the Assistant Commissioner, Criminal Investigation De partment, New Scotland Yard, S. W. GEORGE EDWARD McDONALD, alias WIL- LIAM FOSTER, who, on the occasion of his arrest in London, on a warrant for burglary in North- amptonshire, shot at and seriously wounded a Metropolitan police constable, has been convicted at the Central Criminal Court of the attempt to murder, and sentenced to penal servitude for life. The numerous police forces to whom route forms have been sent in this case are requested to take note of the conviction, which will be of general interest in the various counties in which this man is believed to have committed burglaries. The case is of interest also as being a rare instance of an adequate sentence for injuries caused by a criminal to a police officer. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— a Division — For stealing, 20th ult., 1 £ 5 Bank of England note and 3 £ 1 Postal Orders— ANNIE WING, alias GADSBY, age 80, height 5 ft. 6 in., complexion very dark, hair dark ( dyed brown), eyes brown, very high cheek bones, swinging gait, pregnant; dress, black bodice and skirt, pale blue straw hat trimmed large white feathers. Warrant issued. Not to be arrested out of the United Kingdom. 2.— F Division. — For stealing, 13th May last, a cheque book containing 35 cheques on the London and County Bank, Edgware Road Branch, Nos. T 80643 to 78— THOMAS LACEY, age 23, height 5 ft. 9 in., slight build, complexion dark, hair and eyes dark brown, heavy eyebrows dark, clean shaved, wears pince- nez, large Roman nose, several scars on calves, irregular teeth, one broken in front; dress, dark brown tweed jacket and vest, light striped trousers, artist collar, bow tie. Warrant issued. 3. — K Division. — For stealing ( bailee) £ 4 15s. 6d.— GEORGE HARDLE, age 35, height 5 ft. 4 in., complexion fair, hair light, irregular teeth, nose slightly deformed at end, several scars back of head ; dress, black overcoat, brown mixture tweed jacket and vest, drab cord trousers, black hard felt hat; an ironworker— NELL HARDLE, wife of above, age 35, height 5 ft., complexion and hair dark, scar between eyes, left little finger and right middle finger deformed, 2 scars on right wrist; dress, black three- quarter jacket trimmed light fur round collar, black bodice and skirt trimmed black braid at bottom, black straw hat trimmed violet flowers. Both are natives of Warwickshire. Absconded 21st ult. Have relatives at Birmingham, where they may visit. Warrant issued. 4.— L Division. — For stealing a quantity of antique china figures, coins, & c.— JOHN MARTIN, alias MERCER and MANNERING, age about 35, height 6 ft., narrow sloping shoulders, complexion fair, hair light brown, moustache ginger, eyes blue, very short finger nails; dress, black diagonal coat and vest, brown trousers, blue shirt, tweed cap, may be wearing a light waterproof racing coat. May be found at seaport towns, disposing of the stolen articles. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BRECONSHIRE. 5. — Crickhowell ( County). — For obtaining- goods by false pretences— ANNIE WOODHOUSE, age about 25, height 5 ft. 1 or 2 in., complexion pale, hair very light ( supposed false), eyes blue ; dress, black dress and jacket, white sailor hat with black band. Warrant issued. Information to Supt. Winterson, Crickhowell. CHESHIRE. 6.— Hazel Grove ( County). — For stealing a Rothwell bicycle, 1895 make, front tyre Dunlop 80 in., back tyre Seddon 28 in., rubber handles HILL, age about 35, height 5 ft. 5 or 6 in., complexion florid, hair ( bald on top) dark, thick neck, forearms tattooed ; dress, blue serge suit, blue collar and front, felt hat. Warrant issued. Information to Supt. Oldham, Hazel Grove, near Stockport. 7.— Macclesfield ( Borough). — For stealing, 9th ult. and subsequent dates, £ 78 10s.— CHARLES HERBERT BARCLAY, a silk manufacturer, age 2 T H E POLICE GAZETTE. TUESDAY, JULY 19, 1898. 27, height 5 ft. 9 in., slight build, complexion fair, thin face, hair light, clean shaved, lame right leg; dress, usually, light colour tweed or check suit; of good appearance. Absconded 14th inst. May en- deavour to go to the Cape. Photograph may be seen on application. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. DEVONSHIRE. 8.— Exeter City). — For stealing a bicycle, 4th ult. ( recovered)— FRANK THOMSON, age about 25, height 5 ft. 11 in., slight build, complexion sallow, hair dark brown, slight moustache, good teeth; dress, black morning coat and vest, light trousers, black hard felt hat, wearing eyeglasses, of good address. On disposing of the bicycle he pro- duced a receipt for £ 11 10s., purporting to have been given by " Frank Poyer, Cycle Manufacturer, Chis- wick High Road." Is identical with man, Cases Nos. 12 and 47, 8rd ult. Warrant issued. 9.— Exeter ( City). — For stealing, 16tli ult., 1 snake- pattern gold bracelet, diamond eyes; 1 plain wide gold ditto, with branch of tree engraved thereon ; 1 long pattern gold brooch ; 1 cut coral necklace ; 2 sets of gold enamelled studs; 1 large mourning brooch, set in gold, with hair ; 1 old cameo ring, with two heads; 1 oval- pattern gold brooch, with photo- graph inside; 1 lady's gold open face watch, with long gold chain and two large seals attached ( 1 seal with crest, coat of arms and yellow stone, the other white); 2 ornamental gold buckle keeper rings; 1 large gold brooch, set ruby and pearls ; 1 large gold locket; 1 silver chased spectacle case ; 1 lady's small size silver watch; 1 plated sugar stand, gold gilt inside ; several gold studs; 1 pair gold eyeglasses; 1 pair binocular glasses ( black morocco leather); 2 tortoiseshell purses; 1 yellow leather purse, with letter H outside, containing a watch key; 1 brown leather purse— THOMAS HITCHINS, age 18, height 5 ft. 5 in., complexion fresh, hair brown, rather long face, scar left of head, over right eye- brow, on right shoulder and inside left knee ; dress, dark coat and vest, corduroy trousers, dark mixture overcoat, dark cap. A groom and gardener ; native of Northwich. Liberated from Her Majesty's prison, Exeter, on 14th ult., after serving 6 months im- prisonment for felony. Warrant issued. Information to the Chief Constoble, Court House, Exeter. 10.— Barnstaple ( Borough). — For stealing ( bailee) a lady's 18- carat gold Geneva watch, No. 31785, white ornamental face; 1 14- carat ditto, keyless, No. 25400; 1 lady's long 9- carat gold chain, link pattern; 1 gold ring, set green stone— WILLIAM GABRIAL, age 28, height 5 ft. 5 or 6 in., complexion sallow, hair light brown, slight mou- stache light, eyes blue; dress, dark mixture cloth jacket, grey trousers with black stripe, black bowler hat. A native of Barnstaple. Was discharged from the Devon Regiment about four years ago. Visits low public- houses selling cheap jewellery. Information to Head Constable Eddy, Barnstaple. ESSEX. 11.— Mistley ( County). — For obtaining by false pretences, 15th ult., at Manningtree, about 350 postage stamps, mostly foreign, pasted on sheets of paper ; and a half- inch screw driver— THOMAS P. HARDY, an Irishman, age 28 to 30, height 5 ft. 7 or 8 in., very red face, hair and moustache dark, eyes grey; dress, dark cloth jacket and vest, dark grey trousers, light cap, light tie, lace boots. He obtains lodgings at beer houses, representing him- self as a carpenter or engineer employed on works in the neighbourhood, and leaves without paying. Warrant issued. Information to Inspector Burrell, Mistley. 12.— Colchester ( Borough).— For obtaining, by false pretences, 65 ft. of leather belting— JOSEPH ALFRED UNWIN, age about 40, height 5 ft. 9 or 10 in., corpulent, complexion sallow, hair ( turning grey) dark brown, eyes grey, of slovenly appearance ; dress, light suit, black hard hat or cap. may be wearing brown dust overcoat. A native of Coggle- shall. He represents himself as an engineer and obtains, on credit, goods of which he at once disposes. Warrant issued. complexion fresh, long face, hair light brown, mou- stache light, eyes grey, cut scar on knuckle of left forefinger and web of left thumb, burn scar under chin both sides; dress, blue pilot jacket, brown moleskin trousers, red and white stripe shirt, brown cap, heavy lace boots. A labourer or foreman navvy. The above reward will be paid by Mr. Robert Masterton, Inspector of Poor, Dunbar, for such in- formation as will lead to the arrest of McKay. Warrant issued. Information to Deputy Chief Constable Mann, Haddington. HAMPSHIRE. 15.— Portsmouth ( Borough).— For stealing, between 15th and 16th ult., a double case English lever watch, No. 11169, " Blundell, Liverpool," on face, two slight dents on back of case, steel hands, no glass ; a silver curb albert, with a dime piece and patent watch key at end attached— FRED LAUR- ENCE, alias WALKER and MATTHEWS, age about 28, height 5 ft. 5 or 6 in., complexion fair, hair dark brown, clean shaved, eyes grey ; dress, when last seen, dust coat with silk facings, dark jacket, black fancy vest with white spots, black trousers and soft felt hat. A brass finisher; native of Fulham. 16.— Portsmouth ( Borough).— For stealing, 16th ult., from an hotel, a long drab covert New- market paddock coat; 1 brown leather writing case, medium size, catch lock, " Boulton & Mills, Glass Works, Stourbridge," stamped on back, containing paper, envelopes and statements of accounts, all stamped " Boulton & Mills "— a man, who gave the name of GEORGE HOWARD, King Street, Dover, age about 35, height 5 ft. 8 in., slight moustache dark; wearing a blue double- breasted coat, white straw hat with black band, carried a small brown leather case and brown bag. 17.— Portsmouth ( Borough). — For stealing, 16th ult., 1 gold brooch, leaf shape, set diamonds and pearls ; 1 lady's gold dress ring, set 3 sapphires and 2 diamonds; 1 wedding ring, set large diamond; 1 ditto, plain ; 1 gold buckle ring, set 2 diamonds; 1 gold dress ring, set coral and 3 pearls; 1 ditto, with 3 holes for stones ; 1 gold bracelet, set pearls in true lover's knot and bow; 2 gold chain bracelets, gold padlocks attached— a man, who gave the name of JOHN MARKS, age about 30, height 5 ft. 8 or 9 in., complexion, hair and moustache dark ; dress, black flannel jacket and trousers with white stripe running through, fancy vest, plaid cap, white tie. Information to the Chief Constable, Town Hall, Portsmouth. 18.— Southampton ( Borough).— For picking pockets while examining rooms under pretence of en- gaging apartments— Supervisee HENRY HOLMES, alias HENRY MACDONALD and GEORGE WEBB, Office No. 1646- 98, age 66, height 5 ft. 3i in., com- plexion fair, hair brown ( turning grey), eyes hazel, scar left thumb, front of left hand, 2 over left eye- brow, 4 back of neck and 1 right leg, varicose veins each calf ; dress, dark suit, dark skull cap, carried a dark overcoat. Sentenced at Poole, 8th April, 1897, to 14 months hard labour and 9 months police super- vision for larceny ( person). Apprehension also sought for failing to report, see Case 9, 17th ult. Information to the Chief Constable, Southampton. ISLE OF ELY. 19.— Chatteris ( County).— For attempting, 15th ult., to carnally know a girl under the age of 16— WILLIAM BLENCH, alias NOBBY, age 26, height 5 ft. 7: J in., complexion fresh, broad face, hair light, very light eyebrows, large head, W. B. tattooed in two places and square mark left forearm, ring with two points back of left hand, ring middle finger; dress, drab jacket, dark cloth trousers, blue spotted neckerchief, light cap, heavy lace boots. A native of March. Stated he was going up country haymaking. Warrant issued. Information to Inspector Bunn, Chatteris. 13.— Colchester ( Borough).—" For obtaining credit to the amount of £' 20 whilst being an undis- charged bankrupt— ALLAN HAZLERIGG, age about 35, height 5 ft. 11 in., complexion fresh, hair dark brown, heavy moustache sandy, eyes blue, of military appearance; dress, grey check Norfolk suit and cap, brown shoes. Warrant issued. Information to the Chief Constable, Colchester. HADDINGTONSHIRE. £ 1 REWARD. 14.— Haddington ( County).— For deserting his children— JOHN McKAY, age 36, height 5 ft. 6} in., KENT. 20.— Sandgate ( County).— For stealing a watch and chain ( recovered)— JOHN WILLIAM GIBBS, a, ge 21, height 5 ft. 4£ in., complexion sallow, hair black, eyes brown, scar on upper lip; dress, blue serge jacket, cord trousers, grey skull cap. A native of St. Martin's, London. Is a deserter from the Royal Artillery. 21.— Sandgate ( County).— For obtaining £ 3 by a worthless cheque on the London & County Bank— ARTHUR BOWEN, age 40, height 5 ft. 6 in., stoutish build, thick neck, complexion ruddy, full face, hair and thick moustache brown, one front tooth missing; dress, blue cloth coat and trousers, vest with brass buttons, blue cotton shirt, light tie with pin, red stone in centre, white straw hat, brown boots. Supposed a native of London. Represented himself to be a civil engineer. Warrant issued. Information to Supt. Waghorn, Sandgate. 22.— West Mailing ( County). — HARRY WENHAM, EDWARD WENHAM and JOE WEN- HAM, Case No. 24, 24th ult. Warrant withdrawn. 23— Margate ( Borough).— For stealing ( bailee) 2 rugs and a quantity of carpet and linoleum— ROBERT AYLETT, age about 50, height 5 ft. 6 or 7 in., face blotched, ginger side whiskers; dress, brown suit ( or black coat and vest), black hard felt hat, red tie. Hawks linoleum, & c., with a horse and cart, hired locally. Warrant issued. Information to Chief Constable Clegg, Margate. LANCASHIRE. 24.— Bolton ( County).— For obtaining food and lodgings by false pretences— a man, who gave the name of EDWARD WALKER, age 33, height 5 ft. 3 in., complexion ( pock marked), hair and mous- tache dark ; dress, old black suit, turn down collar, small red tie, old billycock hat. Stated he was erecting electric light at certain places and was em- ployed by a Manchester firm. Warrant issued. Information to Supt. Leeming, Bolton. 25.— Chorley ( County).— For failing to report— Licence holder JOHN JAMES WILSON, Office No. 1374- 98, age 37, height 5 ft. 0£ in., complexion sallow, hair brown, eyes blue, anchor ( faint) on right forearm, burn scars bridge of nose, left forearm, and right of neck and back, hairy chest, left fingers slightly contracted, a striker, labourer or collier. Sentenced at Lancaster Assizes, 15th November, 1890, to 10 years penal servitude for arson ( stables). Licenced 7th May, 1898. Q 344. Information to Supt. Norris, Chorley. 26.— Widnes ( Comity).— For stealing, 22nd ult., at Garston, £ 68 3s.— TWO WOMEN, 1st, age 18, height 5 ft. 5 in., complexion fresh, hair ( short) dark, eyes blue; dress, black dress, pink blouse, white sailor hat, low shoes; a domestic servant. 2nd, age 17 ( looks older), height 5 ft. 1 in., rather stout build, complexion fresh, full round face, hair ( short) black, eyes brown ; dress, brown jacket, black dress, button boots. Both are natives of Liverpool. May be found spending money freely with loose women at seaside resorts. Are fond of soldiers' company. Information to Supt. Keighley, Widnes. 27.— Blackpool ( Borough). — For embezzle- ment— DAVID EVANS, age about 30, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache light brown, turned up nose; dress, grey mixture jacket and vest, blue trousers and cap. A barman or waiter, native of Manchester. Warrant issued. 28.— Blackpool ( Borough)— For obtaining £ 5 by a worthless cheque— HENRI VON HALLE, age about 33, height 5 ft. 9 or 10 in., slight build, com- plexion fresh, long features, hair ( frizzy) dark brown, clean shaved, speaks with London accent; dress, when last seen, light fawn colour jacket suit, soft hat, sometimes wears large check cap and brown leather shooting gaiters. Has been in business as a fruiterer. He makes a purchase and gives a cheque in access of the price, receiving the difference in cash. Has in his possession a cheque book on the Manchester and Liverpool Bank, Blackpool Branch. Is accompanied by his wife, age about 30, height 5 ft. 4 or 5 in., complexion and hair dark, far advanced in pregnancy, wears a heavy veil. Warrant issued. Information to Chief Constable Derham, Black- pool. LINCOLNSHIRE. MURDER. 29.— Spalding ( County).— On a Coroner's war- rant, charged with the wilful murder of John George Bird, on 4th ult.— CHARLES WATKINS, alias NORFOLK CHARLIE and FEATHERS, age 40, height about 5 ft. 8 in., complexion, hair, mou- stache and small side whiskers dark, walks erect; dress, light check jacket, two vests ( one black, the other light cord sleeve), light cord trousers, cloth cap, nailed boots ; carried a bundle in a red handker- chief. Was seen at Barnet 18th ult. May be found in the neighbourhood of London employed in hay- making. Information to Supt. Osborn, Spalding. TUESDAY, JUNE 7, 1898. THE POLICE GAZETTE. MISCELLANEOUS. METROPOLITAN POLICE DISTRICT. 30.— Criminal Investigation Depart- ment.— Information is desired as to the where- abouts of FREDERICK TALBOT TASKER, a solicitor, late of Bedford Row, whose apprehension is sought for an offence against the Bankruptcy Laws, in respect to 18 shares of Kennaway & Co., Limited, age about 50, height 5 ft. 9 or 10 in., complexion fresh, round face, hair and moustache ( turned up at ends) SURREY. 38.— Reigate( Boroi^).— For stealing, 27th May, 1 wood CIOCK, imitation marble, brass dial rim; 1 dark wood workbox ; 1 Japanese inkstand and 1 long black overcoat— RICHARD MAY, age 30, height 5 ft. in., complexion fresh, hair brown, eyes grey, burn scar left arm. A shoemaker; supposed a native of Dartford. Has been previously convicted of lar- ceny and embezzlement. Warrant issued. Information to Head Constable Metcalfe, Redhill.
