THE GAZETTE PUBLISHED BY AUTHORITY. FRIDAY, JUNE 24, 1898. VOL. XV., No. 1512 REGULATIONS. 1. All annowncements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of wn officer of n it less rank than Superintendent; anil, if the name of such person is required to be inserted and iw warrant is in force, against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. NEW SERIES. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabet ically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at oiwe transmit to the Editor notice of the fact, referring to the number of the announcement, fur insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annouiwement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one xide of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or bi/ Post Office Order payable at Parliament Street Post Office. 13. Aniwuncements concerning property lost or persons missing can only be. accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. ( recovered)— FRANK THOMSON, age about 25, height 5 ft. 11 in., slight build, complexion sallow, hair dark brown, slight moustache, good teeth; dress, black morning coat and vest, light trousers, black hard felt hat, wearing eyeglasses, of good address. On disposing of the bicycle he pro- duced a receipt for £ 11 10s., purporting to have been given by " Frank Pover, Cycle Manufacturer, Chis wick High Road." Is identical with man, Cases Nos. 12 and 47, 3rd inst. A groom and gardener ; native of Northwich. Liberated from Her Majesty's prison, Exeter, on 14th inst., after seiving 6 months im- prisonment for felony. Warrant issued. 10.— Exeter ( City).— For stealing a certificate in respect to 18 shares of Kennaway & Co. (. Jadoo), Limited — PATRICK JOSEPH LID- DELL, late Secretary to the above Company, age about 50, height 5 ft. 9 or 10 in., complexion fresh, round face, hair and moustacLe ( turned up at ends) turning grey, takes long strides, and carries his head slightly forward. ESSEX. 11. — Chelmsford ( Cou) ity). — For house- breaking, 10th inst., and stealing 1 kroner ( Nor- wegian), date 1893; 1 silver coin, value about Is.; 1 French franc ; 1 German 50- pfennig, nickel, 6d; 2 5- pfennig, nickel; 1 pair dark striped trousers ( new); 1 ditto grey, leather lining bottom of legs; 1 dark blue serge single- breasted jacket; 1 black handle razor; 1 black razor strop with white wooden handle— TWO MEN, 1st, age about 24, height 5 ft. 4 or 5 in., hair and slight moustache dark; dress, dark jacket suit, cloth cap. 2nd, age 17 or 18, height about 5 ft., supposed cast in eyes ; dress, dark jacket suit, cloth cap. They left behind a 2- blade knife, buckhorn handle, metal end, maker, " J. Milton, Sheffield." S. in red cotton ; 1 lady's night dress, broad lace trimming; 1 pink flannel petticoat, wide lace on bottom ; 1 cream ditto ; 1 white ditto, deep embroidery round bottom ; 2 blue serge petticoats; 1 broche blouse with front, jet trimming, large fancy buttons ; 1 plain white cam- bric blouse, fastens with hooks and eyes in front; several large linen aprons, marked " E. Strong" in ink; 1 lady's black felt hat, trimmed black tips, 2 red roses, and 2 green rosettes at side ; several pairs of lady's beehive wool stockings— A WOMAN, age 30, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, eyes brown, scar on left cheek near ear, one or two front teeth deficient, M. S. tattooed on left forearm ; dress, dark green figured dress, black sailor hat, and the stolen boots. Stated she had been employed as a domestic servant in Kent for several years. Supposed an Irishwoman. She left by G. E. R. for Liverpool 9th inst. Warrant issued. Information to Supt. Halsey, Latchingdon. 13.— Witham ( County).— For embezzlement— VERO PAMPLIN, age 23, height 5 ft. 5 in., com- plexion sallow, small features, hair dark brown, small moustache dark, eyes brown ; wearing brown soft felt hat and dust coat. A butcher ; native of Great Coggeshall, Essex. Warrant issued. 14.— Witham ( County).— For embezzlement— HERBERT WILLSHER, age 20, height 5 ft. 7 in., complexion ruddy, hair light brown, slight moustache, eyes blue ; wearing brown soft felt hat and dust coat. A butcher; native of Great Coggeshall, Essex. Warrant issued. Information to Supt. Harrington, Witham, Essex. Sentenced at Hants Assizes, June, 1896, to 9 months imprisonment for sacrilege and burglary. Warrant issued. Information to Supt. Felton, Winchester. 18.— Portsmouth ( Borough). — For stealing, between 15th and 16th inst., a double case English lever watch, No. 11169, " Blundell, Liverpool," on face, two slight dents on back of case, steel hands, no glass ; a silver curb albert, with a dime piece and patent watch key at end attached— FRED LAUR- ENCE, alias WALKER and MATTHEWS, age about 28, height 5 ft. 5 or 6 in., complexion fair, hair dark brown, clean shaved, eyes grey; dress, when last seen, dust coat with silk facings, dark jacket, black fancy vest with white spots, black trousers and soft felt hat. A brass finisher ; native of Fulham. 19.— Portsmouth ( Borough). — For stealing, 16th inst., from an hotel, a long drab covert New- market paddock coat; 1 brown leather writing case, medium size, catch lock, " Boulton & Mills, Glass Works, Stourbridge," stamped on back, containing paper, envelopes and statements of accounts, all stamped " Boulton & Mills "— a man, who gave the name of GEORGE HOWARD, King Street, Dover, age about 35, height 5 ft. 8 in., slight moustache dark; wearing a blue double- breasted coat, white straw hat with black band, carried a small brown leather case and brown bag. 20.— Portsmouth ( Borough). — For stealing, 16th inst., 1 gold brooch, leaf shape, set diamonds and pearls ; 1 lady's gold dress ring, set 3 sapphires and 2 diamonds; 1 wedding ring, set large diamond; 1 ditto, plain ; 1 gold buckle ring, set 2 diamonds ; 1 gold dress ring, set coral and 3 pearls; 1 ditto, with 3 holes for stones ; 1 gold bracelet, set pearls in true lover's knot and bow ; 2 gold chain bracelets, gold padlocks attached— a man, who gave the name of JOHN MARKS, age about 30, height 5 ft. 8 or 9 in., complexion, hair and moustache dark ; dress, black flannel jacket and trousers with white stripe running through, fancy vest, plaid cap, white tie. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton ( Borough).— For stealing a bicycle ( recovered) WEST, age about 22, height about 5 ft. 10 in., clean shaved ; dress, black coat and vest, black and grey stripe trousers, black hard felt hat. 22.— Southampton ( Borough).— For embezz- ling £ 8 5s. 10d.— HARRY DAVIS or SCHULTZ, an American, age about 23, height 5 ft. 7 or 8 in., complexion fresh, freckled, hair ( usually long) very light, slight light moustache, prominent teeth ; dress, when last seen, new slate colour suit, white straw hat with black band, turn down collar, black bow tie ; generally works in greenish plaid cycling suit, brown spats and cycling shoes. An electrician, came from Paris about 2 months ago. Warrant issued. Information to the Chief Constable, Southampton. LANCASHIRE. 27.— Bolton ( County). — For stealing clothing, & c., at Kearsley— A MAN, aga about 30, height 5 ft. 8 or 9 in., stout build, complexion fair, light mous- tache ; wearing a blue pilot jacket, woollen guern- with white front. Supposed a sailor or ship's GLAMORGANSHIRE. 15.— Pontypridd ( County).— For failing to re- port— Licence holder DAVID DAVIES, Office No. 485- 98, age 23, height 5 ft. 5f in., complexion fresh, hair brown, eyes hazel, proportionate build, face oval, scar left of head, over and under lt eye, left of neck, right of chest and right shoulder, female, heart and sword left forearm, female, shield and flags right forearm, bracelet wrist, anchor on right and two crosses on left hand, ring 2nd, 3rd and 4th right, and 3rd and 4th left fingers. A collier. Dress, dark clothes, dark bowler hat, coloured silk neckerchief around neck. Formerly resided at 45, Coedcal Court, Twynrhadyn, Merthyr. His practice is to hire bicycles and dispose of them to persons advertising. Warrant issued. Information to Inspector Courtney, Ringwood. 17.— Winchester ( City). — For burglary— CHARLES HOWARD, alias BACKENTOS, an American, age 21, height 5 ft. 7 in., slight build, complexion fresh, oval face, thin prominent nose, hair dark brown, eyes grey, top of 2nd left finger missing, 3rd finger injured, scar 2nd joint right thumb, small red birth mark on right lower jaw, heart and spear tattooed outside right forearm, A H over heart, 3 dots underneath ; dress, brown tweed double- breasted jacket, and trousers, drab or grey flannelette shirt, light cloth cap, brown leather boots or white canvas shoes rubber soles. Has been a ship's waiter; was employed here as a painter's labourer. KENT. 23.— Chatham ( Count!/).— For deserting his wife and children— JAMES JOBSON, age 43, height about 5 ft. 10 in., complexion fair, hair dark brown, moustache light, eyes brown, tattooed on breast dress, when last seen, long black overcoat, blue serge ( police) jacket, black vest, green cord trousers, light skull cap. A labourer. Has served in the army. Warrant issued. Information to Supt. Lacy, Chatham. 24.— West Mailing ( County).— For highway robbery— HARRY WENHAM, age 35 to 40, height 5 ft. 9 or 10 in., complexion fresh, clean shaved; dress, old jacket and sleeve vest, cord trousers, black hard felt hat. EDWARD WENHAM, age 35 to 40, height 5 ft. 8 or 9 in., stubby beard; dress, light dust coat, light trousers, blue neckerchief, grey cap. JOE WENHAM, alias CALEB WENHAM, age about 40, height 5 ft. 4 or 5 in., rough beard; wearing dark coat, grey cap, gipsies, and have travelled with caravans. Warrant issued. Information to Supt. Hoare, West Mailing. 25.— Sandwich ( County).— For embezzlement — WILLIAM H. WOOD, ' age 50, height 5 ft 7 or 8 in., complexion and hair ( turning grey) dark full beard and moustache ( turning grey), first joint of left 2nd finger deficient; dress, dark clothing, straw or black hard felt hat, light lace boots. Late clerk to a coal company. Native of Broadstairs. Warrant issued. Information to Supt. Chaney, Sandwich. 26.— Tunbridge Wells ( Borough).— For lar ceny— WILLIAM BLAKEY, age 28, height 5 ft. 8 or 9 in., complexion fair, moustache ginger, slight cast in one eye, fresh scar over right temple; dress, blue serge suit. An army reservist; may endeavour to re- enlist. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. 28.— Bolton ( County).— For obtaining food and lodgings by false pretences— a man, who gave the name of EDWARD WALKER, age 88, height 5 ft. 3 in., complexion ( pock marked), hair and mous- tache dark ; dress, old black suit, turn down collar, small red tie, old billycock hat. Stated he was erecting electric light at certain places and was em- ployed by a Manchester firm. Warrant issued. Information to Supt. Leeming, Bolton. 29.— Ulverston ( County). — For stealing a bicycle ( recovered) — J. C. ROBERTSON, alias JOSEPH FRANCIS HILL SMITH, J. HARRISON, JOHN ROBERTSON, THOMPSON, ELLIS, and JOSEPH HILL, age 23, height 5 ft. 4i in., com- plexion fresh, hair ( long and curly) dark brown, eyes brown, of Jewish appearance ; dress, dark blue serge suit, light cloth cap, sometimes wears light trousers and silk hat. A native of Glasgow. Warrant issued. Information to Supt. Whiteside, Ulverston. 30.— Liverpool ( City).— For obtaining £ 15 10s. on 14th and 16th ult. by false pretences— JOSEPH ROSSITER, age 25 to 28, height 5 ft. 5 in., com- plexion fresh, hair and moustache light; dress, dark jacket and vest, black and white plaid trousers, light tweed cap, or light suit and hard hat, of smart ap- pearance. He obtained the money from an auctioneer in advance for furniture obtained on a hire agree- ment, and produced a bogus receipt purporting to have been given by " J. C. Blackmpre, Furniture Dealer, Bradford." Warrant issued. Information to the Head Constable, Detective De- partment, Liverpool. 31.— Blackpool ( Borough).— For stealing, 2nd inst., £ 63 15s. 3d.— REGINALD CRYER, age 21, height 5 ft. 7 in., complexion fresh, hair ginger, long crooked nose, has been broken ; dress, black coat and vest, slate colcur trousers, stand- up collar, black bow tie. A native of Manchester. 32.— Blackpool ( Borough).— For embezzlement — WILLIAM PROPYN, age about 32, height 5 ft. 9 in., complexion fresh, hair ginger, clean shaved, walks erect; dress, when last seen, black coat and vest, striped trousers, blue cap. An ex- soldier and ex- police constable. May seek employment as a doorman at a seaside town. Warrant issued. Information to Chief Constable Derham, Blackpool. 33.— Bootle ( Borough).— For stealing, 25th ult., a pneumatic safety bicycle, diamond frame, 22 in., flat handle bar, cork handles, J in. Warwick tyres, 28 in. wheels, block chain, rat- trap pedals, small bell, long rubber patch on back tyre, transfer on head and bottom tube, " Midland Cycle Co., Established 1879, The Carlton, Worcester Street, Birmingham," no brake or mudguards— a man giving the name of J. DAVIS, age about 30, height 5 ft. 5 in., com- plexion fresh, hair and moustache sandy ; dress, blue serge jacket, dark tweed trousers, brown peak cap, shoes ; the appearance of a mechanic. Warrant issued, Information to Chief Constable Cumming, Bootle. 34.— Clitheroe ( Borough). — For larceny — THOMAS HARRIS, age 40 to 45, height 5 ft. 7 or 8 in., complexion ruddy, hair ( bald front and top) and moustache sandy, is now growing a beard, eyes brown, near sighted and occasionally wears glasses; dress, when last seen, dark mixture coat and vest, grey striped tweed trousers, may be wearing a pair of white overalls. A blast furnace tenter; supposed a native of Bolton. Information to Chief Constable Clayton, Clitheroe.
