All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bg another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. B. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nnt less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable, they are alphabetically arranged by countiex. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on t/ ieir apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all Cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, Kew Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. Amwuncemeuts concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. AXDEBSON, Editor. 12. 13. NOTICE. 1— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of first page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 8.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it Is payable. ( c) The name and address of the person by whom it will be paid. ( d) That the name and address of the printer appear thereon. ( 32 and 83 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an adver- tisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is specially directed to clause ( d), par. 1, as Police Notices are constantly being received by tlie Metropolitan Police without the printer's name and address, and they are consequently not distributed. NOTE.— There are 181 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. MAY, GARLAND & Co., 18, Carburton Street, London, W. This business is conducted by a man named Raymond, who, under various aliises, has launched several similar schemes. His transparently dishonest advertisement is evidently bringing him in money, as he is moving into a shop at 15, Mortimer Street. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division. — For forging and uttering post office orders— Licence holder ALFRED DAVIS, alias CLEAVES, STEEL and DAVIES, Office No. 2814, V 180, age 27, height 5 ft. 3f in., complexion fresh, hair brown, eyes blue, small scar left cheek bone, moles nape of neck, front upper arm, outer forearm, and back of right shoulder, scars first and second fingers and small of back; dress, dark coat and vest, light tweed trousers, light covert coat, high silk hat; all new. A fitter. Native of Wolver- hampton. Previously convicted at Birmingham, Liverpool end Manchester. Warrant issued. 2. — A Division. — For stealing, 12th inst., £ 16 10s. 0d.— FREDERICK JOHNSON, age 32, height 5 ft. 6 in., complexion pale, hair and moustache ginger, eyes blue, scar about 2 inches long inside left wrist, turns his feet out and stoops ; dress, black morning coat and vest, dark trousers, black hard felt hat. A Scotchman. Warrant issued. i 3.— F Division. — For illegally pawning a bicycle— HENRY O'DELL, age 30, height 5 ft. 10 or 11 in., slight build, complexion fair, hair light brown, clean shaved; dress, long fawn overcoat, dark suit, high silk hat. Native of Southall, Mid- dlesex. Warrant issued. 4.— J Division.— For indecent assault on a girl, age 12— MICHAL QUANE, age 37, height 5 ft. 10 in., slight build, red face, hair light, eyes blue ; dress, black superfine cloth overcoat, blue uniform trousers, brown soft hat. Speaks slowly and with a strong Irish accent. Supposed a native of Limerick. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. : ( CITY OF LONDON. 5. — For embezzling and stealing a cheque for £ 182 10s.— FREDERICK ARTHUR WARBUR- TON, late 57, Wiesbaden Road, Stoke Newington, age 28, height 5 ft. 7 or 8 in., slight build, hollow back, slightly bow legged, complexion pale, large Roman nose, near sighted, wears spectacles with straight bar across nose; dress, black frock coat, high silk hat, sometimes wears a jacket suit and high collar ; carried a new brown portmanteau. Left London, 30th ult., accompanied by a woman, age about 27. Warrant issued. 6.— For stealing 4 £ 10 Bank of England notes— E. F. MEIER, a Swiss, late of 10, Wembery Road, Highgate, age 28, height 5 ft. 9 in., complexion florid, hair and moustache reddish brown, teeth much discoloured, speaks with a foreign accent; dress, brown or slate colour jacket suit. Is accom- panied by his wife, who cannot speak English, and two children, one only a few months old. Had with them two large wooden boxes. Left Euston 12th inst. Warrant issued. Information to Supt. BERKSHIRE. 7.— Reading ( County).— For larceny— HARRYr CROOK, age 19, height 5 ft. in., complexion fresh, hair brown, eyes grey, mole centre of chest; dress, black serge coat and vest, light blue striped trousers, brown cap, military boots. A native of Millom, Cumberland. Is a deserter from the 1st East Lancashire Regiment. Warrant issued. Information to Supt. Davis, County Police Station, Reading. 8.— Wokingham ( County). — i For stealing, 11th inst., at Finchampstead, an old brown cloth coat, small check pattern, usual pockets ; light cloth peak cap, and a pair of light grey cord trousers— A MAN, age 30 to 35, height about 5 ft. 11 in., hair sandy, moustache light brown. Supposed wearing the stolen clothes. Information to Supt. Molsher, Wokingham. CHESHIRE. 9.— Macclesfield ( County).— For assault, 18th ult., at Great Warford— THOMAS DUFFY, an Irishman, age 30, height 5 ft. 8 in., complexion fresh, blotched face, hair light brown, moustache light, may be clean shaved, cast in one eye; dress, black coat and vest, cord trousers, cap, usually wears clogs. A labourer. Warrant issued. Information to Supt. Downes, County Police Office, Macclesfield. 10.— Nantwich ( County). — For obtaining £ 7 10s. by false pretences, 6th ult., at Crewe— W. H. STANLEY ( supposed false), age about 23, height 5 ft. 7 in., slight build, complexion fair, hair light, of good address ; dress, black frock coat with silk facings, black vest and trousers, white bow tie, silk hat. Okell, Runcorn. 13.— Chester ( City).— For stealing, 23rd ult., from his lodgings, a dark grey jacket suit; 2 pairs light drab trousers; 1 stone grey plaid jacket suit; 1 blue jacket suit, maker " McLeod, Glasgow; " 1 square block- tin box, with curved top— a man who gave the name of GEORGE LAMBERT, age 26, height 5 ft. 6 in., complexion fresh, hair ( cut close) dark brown, thick dark moustache; dress, dark grey woollen suit, brown felt hat; wears spats. Stated he came from Windermere, and was a traveller for a Tea Company and for Dr. Barnardo's Homes. He left the same day for Stafford. Left behind a light brown round tin box, with bands of darker colour, labelled " Tebay," containing clothing, including a pair of blue and black striped tweed trousers, buttons " ' Imperial,' Stevenson Brothers, Darlington;" 1 blue- grey cotton shirt, marked " Norton ; " 3 linen fronts, size 15, marked " A. Buckley, Middlesbrough and West Hartlepool; " a book of Ancient and Modern Hymns, " Miss Mace, Hemington, Novr. 16, 1883," inside. Warrant issued. LAMBERT, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair brown, whiskers and moustache ( mous- tache darker), eyes dark ; dress, dark coat and vest, grey trousers, brown bowler hat. A dealer. May be found with wire workers, travelling auctioneers or bookmakers. Warrant issued. Information to Supt. Ellicott, Crediton. 15.— Stonehouse ( County).— For stealing, 13th inst., a bicycle ( recovered)— A MAN, age 20 to 25, height about 5 ft. 11 in., complexion pale, thin face, hair dark, wears glasses, stoops slightly when walk- ing ; dress, blue serge suit, high collar, hard felt hat. Information to Supt. Lane, Stonehouse. light grey cloth suit, brown hat or grey cloth cap, brown boots with wide soles. A native of Hornsey, London. Warrant issued. Information to Supt. Felton, City Police Office, Winchester. 19.— Portsmouth ( Borough). — For larceny, 14th inst.— WALTER BARGENT, age 45, height 5 ft. 2 in., complexion fresh, hair brown, moustache light brown, eyes grey; dress, black jacket, light sleeveless jacket, moleskin trousers, dark cap. A coal hawker; may assume the name of " Ings." Formerly a stoker in the navy. May seek employ- ment as ship's fireman. Warrant issued. 20.— Portsmouth ( Borough). — For larceny ( bailee)— ALBERT WILLIAMS, age 80 to 35, height 5 ft. 9 in., complexion dark, black moustache; dress, dark grey lounge suit, skull cap, of military appear- ance. Is accompanied by his wife, age about 29, height 5 ft. 4 in., slight build, complexion fair, hair brown, large eyes ; dress, dark costume ; also 3 girls, aged 10 years, 1 year and 8 months and 5 months respectively, and a boy aged 5 years. Warrant issued. 21.'— Portsmouth-—( Borough).— For obtaining credit by fraud— GEORGE DUNN, age about 80, height 5 ft. 7 or 8 in., slight build, thin face, hair ( turning grey) black, slight moustache ; dress, usually, tweed suit, covert coat, brown hard felt hat. He buys horses, traps, & c., upon which he pays a deposit and obtains credit for the remainder by representing that he has other carts, trolleys, & c. Attends fairs and associates with low horsedealers. Warrant issued. 22.— Portsmouth ( Borough). — For fraud — ALBERT JONES, age 20, height 5 ft. 9 in., com- plexion fresh, clean shaved, eyes dark grey, mole right cheek, good teeth, star inside both forearms; dress, dark drab jacket suit, dark cap, military boots. Is a deserter from Royal Marine Light Infantry. Had with him when he absconded a diamond frame bicycle, white bone handles ; " The Don Cycle Works," on transfer, on head. May endeavour to re- enlist. Warrant issued. 23.— Portsmouth ( Borough). — For stealing, 16th ult., 5 pairs of boots- LOUISA BUNCE, alias BROWN and WILSON, age 23, height 5 ft. 2 in., complexion fresh, hair and eyes brown; dress, dark bodice and skirt, black straw hat, large white apron. May apply at a Police Office for a pedlar's certificate. Mrs. SMITH, alias STANLEY, age about 50, height 5 ft. 6 or 7 in., stout build, sharp features; dressed in black, with black shawl. They obtain boots by stating that they have customers for them. May be found in the company of three men who travel with 2 vans— 1 red, the other green. Warrant issued. DORSETSHIRE. 16.— Weymouth ( Borough).— For embezzle- ment— ROBERT GEORGE POULTER. ageabout 18, height about 5 ft. 6 in., rather slight build, complexion very dark, hair ( worn on forehead) and eyes dark brown, rather low forehead, thick lips ; dress, when last seen, blue and grey mixture tweed coat and vest, brown cord trousers, brown cap, lace boots; a milk carrier; may seek employment at stables or en- deavour to enlist. Absconded 26th ult. Warrant issued. Information to Chief Constable Eacock, Wey mouth. HAMPSHIRE. 18.— Winchester ( City).— For stealing, 23rd ult., a mare ( recovered).— WILLIAM FENNER, alias A. ATKINS, age 27, height about 6 ft., com- plexion fresh, hair light brown, eyes blue, 6 moles left forearm, 1 over right eye, several on neck, 1 centre of back, 1 centre of upper right forearm, 1 left buttock, 2 dots lower right forearm, carries his head forward, large feet, walks badly; dress, 24.— Southampton ( Borough).— For larceny ( servant) —- LEONARD ROWE,' age 21, height 5 ft. 10 or 11 in., complexion pale, hair and slight moustache light, speaks with London accent; dress, blue serge coat, black vest, dark blue trousers with black stripes, cap, turndown collar, black and white stripe tie. A porter; has served in the army. Warrant issued. 25.— Southampton ( Borough).— For embezzle- ment— ANDREW MUIR, age 85 to 38, height 5 ft. 11 in., or 6 ft., stoops slightly, complexion fair, full face, hair and moustache sandy ; dress, Melton dust coat, grey plaid trousers, hard felt hat; or, shabby brown tweed coat or black diagonal coat and cap. A shop assistant. Warrant issued. HEREFORDSHIRE. 28.— Hereford ( Citi/). — For larceny ( bailee)— ALFRED FERGUSON PALKS, alias FURGUSON, age about 22, height about 5 ft. 9 in,, complexion fresh, hair dark brown; dress, dark brown suit with light stripes, lace boots, yachting cap; sometimes wears soft felt hat. Is a professional comic singer and pianoforte player ; supposed a native of London. Warrant issued. Information to the Head Constable, Hereford. HERTFORDSHIRE. 29.— St. Albans ( City).— For obtaining food and money by false pretences, 13th inst.— ALBERT WILSON, age 27 to 30, height 5 ft. 5 or 6 in., com- plexion fair, hair sandy, slight moustache light, upper front teeth discoloured; dress, dark coat and vest, light brown check trousers, black hard hat, brown boots, blue check front and collar, wore a metal chain with 2 silver medals attached, carried a brown wicker basket. Stated he was a checker at L. & N. W. Railway Station. Warrant issued. Information to Head Constable Blatch, St. Albans. KENT. £ 1 REWARD. 30— Ashford ( County).— For leaving her child chargeable to the East Ashford Union — ALICE LANCEFIELD, age 18, height 5 ft. 5 or 6 in., com- plexion and hair ( frizzed) dark, eyes grey ; dress, red striped skirt, light bodice, brown straw hat rather large brim, trimmed light blue ribbon and 2 large black feathers, low shoes. A native of Willesborough, near Ashford. Supposed travelling the country in com- pany of a man with a barrel organ. The above reward will be paid by the Guardians of the East Ashford Union for such information as will lead to the apprehension of Lancefield. Warrant issued. Information to Supt. Bailey, Ashford. 31.— Canterbury ( City).— For stealing, 13th inst.— a jacket, suit, small black and grey check pattern, and a white and blue silk handkerchief— ROBERT LOVETT, age 18, height 5 ft. 2 in., com- plexion fresh, hair dark brown, eyes blue, tattooed on right wrist; dress, dark grey suit, black reefer coat, dark cap, lace boots. Has recently been discharged from the Reformatory ship Cornwall. Warrant issued. Information to Chief Constable Farmery, Can- terbury. 82.— Dover ( Borough).— For stealing a coat and pair of trousers- ROBERT LOVETT, age 18, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes blue, tattoo marks on right arm; dress, dark grey s- uit, black reefer jacket. Recently discharged from the Reformatory ship Cornwall. Information to Supt. Sanders, Dover. 33.— Maidstone ( Borough).— For indecent as- sault— JOHN MYERS, age 28, height about 5ft. 8 in., complexion fresh, hair brown, " John Myers" tat- tooed on left forearm, large red lump behind one ear, turns his feet out; dress, old brown coat, oorduroy trousers, red neckerchief, black cap with shiny peak, old lace boots; of dirty appearance. May be found at low- class lodging houses or beerhouses. Warrant issued. S. A. fittings, transfer on head and bottom tube; " The Milton, Milton Cycle Works, W. Burningham White, Ltd., Liver- pool," no brake or mudguards. A man who gave the name of R. W. JOHNSTON, age about 25, height 5 ft. 4 or 5 in., complexion sallow, thin face, hair brown, clean shaved, eyes dark ; dress, dark grey ( coat) suit, blue and white check shirt, hard felt hat, wearing a ( supposed) gold watch and curb albert, and a gold breast pin set diamond or brilliant. Stated he was a music hall artist. Warrant issued. Information to the Chief Constable, Bootle. ESSEX. 17.— Southend - on - Sea ( County). — For stealing, 5th inst., a " Beeston Humber" bicycle ( new), " No. 63879 B." on head, " Dunlop Welsh" tyres, tangent spokes, scratch on mud- guard, letters ER of Humber scratched off; 2 silver watches ( 1 Swiss horizontal, No. 1003715, keyless ; 1 three- quarter plate Geneva)— A YOUTH, age about 18, height about 5 ft. 1 in., broad shoulders, complexion fresh, red face, hair dark brown, eyes dark, sharp features, ring tattooed on one left finger, bracelet on wrist, carries himself erect; dress, light brown cloth coat and vest ( small squares pattern), light cloth trousers with small stripe, dark tie. Information to Supt. Simmonds, Southend- on- Sea. 26.— Southampton ( Borough).— For larceny— GEORGE GREEN, age 35 to 40, height 5 ft. 8 in., slight build, face inclined to be blotchy from the effects of drink, hair brown, eyes blue, walks erect, takes quick short steps ; dress, old black overcoat, piece of facing of collar torn out, black morning coat, black hard felt hat. A wood turner. Warrant issued. 27.— Southampton ( Borough).— For stealing a watch — HUGHES, age about 19, height 5 ft. 8 in., complexion fair, hair brown. A gunner of the Royal Marine Artillery. Absconded 26th ult. May be wearing plain clothes ( stolen). Warrant issued. Information to the Chief Constable, Southampton. TUESDAY, APRIL 2(>, 1898. METROPOLITAN POLICE DISTRICT. 88.— P Division.— Woodcut portrait and des- cription of Expiree JOSEPH THOMBLIN, alias BENJAMIN OTWAY, FRANCIS, VINCENT, TOMPKINS, and " UNCLE BEN," Office No. 88838, whose arrest is sought for murder at Peckham on 19th August, 1897, age 48 ( looks older), height 5 ft. 6 in., without shoes, complexion florid, hair light sandy ( very bald), eyes grey and sunken. May now be clean shaven, but usually grows a close- clipped ginger moustache, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries head forward and stoops slightly, scars bridge of nose, both eyebrows, back of head, right knee, side of left knee, and bottom of first left finger ( cut) ; two moles left of neck, mcle right upper arm, left shoulder blade, and outerside left buttock. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbrokers, and shooting at police at Macclesfield. Released on licence 26th December, 1889. On 6th February, 1890, he shipped as A. B. at Birkenhead on ss. Oratava to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder he lived at Peckham on the prostitution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th Sep- tember last at Aldgate, City of London, and on 9th October last, and 9th inst., at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shore- ditch.
