All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTR. AND YARD, LONDON, S. W. 2. Particulars concerning persons whose a/) prehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be like/ rise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, ami the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. ( id. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n it less rank than Superintendent; and, if the name of such person is required to be inserted, and no warrant is in force against li im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. X. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as pract icable, they are alphabet ically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing ran only he accepted on payment, and the charges for the insertion of the same will he given on application. R. ANDERSON, Editor. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for bv Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. Complaints were formerly received by the Metro- politan Police and have recently reached the Herts Constabulary about one ROBERT SELMES, once a gamekeeper, then a rat and rabbit catcher, and now a dealer in dogs. He obtains possession of dogs and then neglects to pay for them, urging one excuse or another. So far he has not committed himself criminally but his proceedings are clearly dishonest. METROPOLITAN POLICE DISTRICT. 1.— E Division.— For stealing, 2nd inst.— 4 lady's gold rings ( 2 with 3 diamonds, 1 chased, 1 pearls and diamonds); a lady's gold watch, gold dial; 1 ditto very long gold chain, small links, has been re- paired in 3 places ; 1 small gold locket; 1 gold pencil case; 1 rough brown jacket, " John M. Gibb, 40a, Alders- gate Street," on tab, and £ 2 10s.— GEORGE FREDERICK RODWAY, age 19, height 5 ft. 8 in., complexion fair, hair light; dress, black jacket, grey striped trousers, black cap. Has served in the Royal Artillery at Portsmouth. Warrant issued. 2.— P Division.— H. CALLABY, Case No. 6, 1st July, 1892, and WALTER RICHARD TATE, Case No. 4, 14th August, 1896. Not to be arrested. ANGLESEY. 4— Menai Bridge ( County). — For obtaining food and lodging by false pretences FOLLY, an Irishman, age about 35, height about 5 ft. 7 in., complexion, hair and ( heavy) moustache dark ; dress, dark coat and vest, dark brown trousers, dark mackin- tosh ( no sleeves I, cape attached, hard felt hat, heavy nailed boots with iron tips on toes and heels, wears a black leather belt round waist. He stated he was travelling for Singer & Co., repairing machinery. Warrant issued. Information to Inspector Jones, Menai Bridge. BERKSHIRE. 5.— Wokingham ( County).— For obtaining 5s. by false pretences, 21st ult.— a man, giving the name of RIEVE, age 30 to 35, height 5 ft. 9 or 10 in., complexion pale, round face, hair dark brown, eyes blue; dress, black jacket and vest, grey trousers, black hard hat, dark brown overcoat. He calls on greengrocers, representing that he has a quantity of potatoes for sale, and obtains a deposit on account. Is wanted elsewhere for similar frauds, see Case No. 13, 29th October, and Case No. 7, 3rd December last. Warrant issued. Information to Supt. Molsher, Wokingham. CARDIGANSHIRE. 6.— Aberystwyth ( County).— For deserting his wife and children, leaving them chargeable to the Aberystwyth Union— RICHARD JONES, alias DICK MACHYNLLETH, age 26, height 5 ft. 6 in., complexion dark, hair and eyes brown, scar left cheek. A collier. Native of Machynelleth. May be found in Glamorganshire. Warrant issued. Information to Supt. Phillips, Aberystwyth. CHESHIRE- 7.— Hazel Grove ( County). — For stealing from his lodgings, a lady's gold Geneva watch, white face, engraved with gold, black hands— JOHN THOMAS GIBSON, age about 25. height 5 ft. 2 in., complexion sallow, hair and slight moustache light, eyes blue, rather large head, very small feet; dress, black jacket, 2 black vests, blue stripe trousers, navy blue cap, lace boots. A native of Congleton. Pre- viously convicted of similar offences. Warrant issued. Information to Supt. Oldham, Hazel Grove, Stockport. DEVONSHIRE. 8. — Cullompton ( County). — For obtaining £ 1 by false prentences— W. M. SMALL, age about 30, height 5 ft. 7 ins., complexion very dark, hair ( curly), black, clean shaved, eyes dark, turns his toes inwards, carries his right shoulder higher than left; dress, dark brown tweed suit, raised seams and horse- shoe buttons on coat, tight fitting trousers, brown billy cock hat, lace boots. Hawks brushes, mats, etc.; supposed a native of Newton Abbot. Is accom- panied by a woman, age about 80, height 5 ft. 3 in., stout build, complexion fair, hair light; dress, black dress, brown double- breasted jacket, white pearl but- tons, brown felt hat; of smart appearance. A horsedealer; native of Newton Abbot. Warrant issued. Information to Supt. Roberts, Torquay. 10.— Exeter ( City).— For forging and uttering 8 Bank withdrawal notes, thereby obtaining £ 14— ERNEST SYDNEY PRING ( supposed false), age about 38 ( looks older), height 5 ft. 9 in., rather stout build and high shoulders, complexion pale, hair ( brushed over forehead) and moustache dark, dark spot under one eye, deeply pock marked, shot mark near one ankle, carries his head slightly forward, speaks with an up- country accent; dress, brown dust coat with velvet collar, light, or dark serge trousers, hard hat, or plaid cap. Occasionally employed as a painter, and has sometimes hawked india rubber stamps. Is fond of betting. Stated he was a native of Birmingham. Warrant issued. Information to the Chief Constable City Police, Exeter. DORSETSHIRE. 11.— Blandford. ( County).— For larceny ( dwell- in </ house) and burglariously breaking out of same— Supervisee WILLIAM GREAVES, alias MILL1- GAN and ATKINSON, Office No. 3218- 97, age 38, height 5 ft. 5£ in., complexion fresh, hair light brown, eyes grey, clean shaven, lost left arm from above elbow, scar forehead, upper lip, left knee and back 1st right finger; mole right armpit, nape of neck, right of navel and near right nipple. A native of Longtoft. Sentenced at York Sessions, 3rd October, 1893, to 3 years penal servitude and 2 years police supervision for larceny. Licence revoked. DURHAM. 12.— Sunderland ( Borough). — For forgery— JOHN NEILSON, late Secretary of the Sunderland Branch of Amalgamated Society of Engineers, age 43, height about 5 ft. 5 in., very stout, complexion fresh, full red face, hair ( bald on top), moustache and small side whiskers ginger, combs his hair over top of head, abscess scar on one side of neck, shoulders contracted, cannot raise his arms ; dress, blue serge jacket suit, blue overcoat velvet collar, round felt hat, wears a gold keyless watch and long fine gold chain. An engineer. Absconded 8th ult. Warrant issued. Information to Chief Constable Carter, Sunder- land. HAMPSHIRE. 13.— Fareham ( County).— For obtaining money by false pretences— WILLIAM REEVES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, round face, hair brown, moustache light brown ; dress, long dark brown check overcoat, check trousers, black hard felt hat. He calls on greengrocers and offers to supply potatoes, upon which he obtains a deposit. Supposed identical with man, Case No. 9, 31st De- cember last. Warrant issued. ' Information to Supt. Hack, Fareham. 14.— Gosport ( County).— For stealing 2 £ 5 Bank of England Notes, Nos. 14299 and 14300— JOHN EDWARD WOODMAN, a Private of the Rifle Brigade, age about 19, height 5 ft. 4J in., complexion fresh, hair brown, eyes blue, burn scar right breast, scar tip of chin, PRICE tattooed inside right leg, man with revolver right arm, Buffalo Bill left arm ; wearing fatigue uniform of the Rifle Brigade, with overcoat and belt. A native of Windsor. Warrant issued. Information to Supt. Silver, Gosport. 15. — Petersfield ( County). — For obtaining charitable contributions by false pretences, 31st ult., at Horndean— A MAN, age' 30 to 36, height 5 ft. 5 or 6 in., complexion fair, hair ( bald on top) and heavy moustache light, rather thin features ; dress, dark grey overcoat, grey trousers, stand up collar, dark soft felt hat, carried an umbrella ; the appearance of a clerk or traveller, of good address. Is believed to be identical with man, Case No. 22, 7tli ult. Warrant issued. Information to Supt. King, Petersfield. l( j.— Portsmouth ( Borough).— For stealing, 22nd and 23rd ult., a double case English silver watch, maker " Blundell, Liverpool " ; Maltese silver albert, curb pattern ( unstamped), 2 watch keys and a silver Egyptian coin attached ; 1 pair of hand- sewn elastic side boots, plain block fronts; a black lounge coat and vest; 1 pair light striped trousers; 1 rough brown leather purse, buckle fastening, containing £ 0 10s. Od.; a black enamelled " Swift" diamond frame safety bicycle, " 1890 " pattern, No. 10,404, 30- in. front, 28- in. back wheel, " Dunlop" Welsh tyres, rubber pedals ( piece of rubber cut from both), toe clips fitted, rubber handles, transfer on head and top bar, double crowns to front forks, tangent spokes — PETER HODGENS, age 26, height 5 ft. 8 in., complexion fresh, hair and moustache ( cut short) red; dress, light tweed suit and cap. A gunner of the Royal Artillery, from which he is now a deserter. Native of Ballinasloe. Information to the Chief Constable, Town Hall, Portsmouth. 17.— Southampton ( Borough.)— For stealing a concertina ( recovered)— EGAN, alias BRYAN or BRYANT, age 22 to 24, height 5 ft. 6 or 7 in., com- plexion sallow, hair light; dress, blue cloth pilot coat, black buttons, anchors thereon, blue trousers, blue cloth cap with patent leather peak. A ship's tailor. Recently discharged from Dorchester Prison, where he had been sentenced to 48 days imprisonment for being drunk and absent without leave. Was for- merly on H. M. S. " Boscawen " at Portland. Information to the Chief Constable, Southampton. KENT. 18.— Sandgate ( County). — For embezzlement and stealing a bicycle— JOHN WINTERS, age 25, height 5 ft. 10 in., complexion fresh, hair dark brown, clean shaved, eyes grey, dancing girl ar. d woman's head on forearms ; dress, light grey suit, white tie, stand up collar, brown Alpine hat. A native of Lisleen, Killen, Castlederg, Tyrone. Warrant issued. Information to Supt. Waghorn, Sandgate. LANARKSHIRE. 19.— Glasgow ( City).— For appropriating £ 600 entrusted to him to invest— HERBERT BARCLAY, age 28 to 30, height 5 ft. 9 in., slight build, com- plexion sallow, hair ( bushy and inclined to curl) and moustache dark, long flat feet, walks erect, smart appearance and plausible manner. He carried on business as David Barclay & Co., 48, West George Street, Glasgow, and obtained, through advertise- ments, money to invest under the " cover system." Is believed to be an amateur photographer; absconded 17th ult, may endeavour to go abroad. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 20.— Boltoil ( County).— For stealing, between 2nd and 3rd ult.— 1 lady's gold Geneva watch, No. 71649, plain cases, figured dial; 1 lady's silver Geneva watch, No. 14635, plain dial, engraved cases, had attached a twisted silver guard, with tassel at end; 1 gent's 15- carat gold albert, curb pattern, with locket as pendant, containing two photographs; 1 lady's gold albert, twisted pattern, with tassel at end ; 1 lady's gold brooch, oval shape, raised thread- work to form a ring in centre, beaded round edges; 1 plain gold wedding ring ; 1 lady's silver bracelet, fastens with 1 clasp; 6 dessert spoons, stamped 6 ; 1 plated gold oblong brooch; 1 plated gold bangle, curb pattern, locket attached ; 1 pair oblong plated sleeve links ; 1 silver chain and locket, flat links ; 1 lady's silver Geneva watch, white dial, had attached a two- cord silver guard ; 1 lady's small silver Geneva watch, No. supposed 11382, steel hands, thistle engraved on outer case. Supervisee EZRA THOMAS, Office No. 2582- 96 ( Case 25, 3rd December last), age 32, height 5 ft. 4 in., complexion fresh, hair hrown ( thin on top), scar back of head; " A" left upper arm, A B and anchor left forearm, anchor right upper arm; a tailor, and sometimes goes to sea as a seaman. He takes lodgings in public or private houses, and states he has just returned from a long voyage. Sentenced at Preston County Sessions, 26th November, 1890, to 7 years' penal servitude, and 7 years' police super- vision, for Housebreaking. Licenced 13th August, 1890. 2345. 21.— Bolton ( County).— For stealing, 8th inst., £ 2 at Tonge— a MAN, age 20, height 5 ft. 0 in., com- plexion fresh, hair dark, eyes ( left defective) blue; T. K. left forearm, blue dots between left thumb and forefinger, 2 bald patches on . back of head ; dress, dark blue ribbed jacket and vest, cord trousers, blue cap, lace boots ( narrow toes). A fruit hawker. Information to Supt. Leeming, County Police Office, Bolton. 22.— Burnley ( County).— For embezzling £ 1,000 whilst acting as secretary to the Barrowford In- dustrial Co- operative Society— PRICE WILLIAM HARTLEY, age 85 or 86, height 5 ft. 8 or 9 in., stout build, complexion fresh, full round face, hair and eyes dark brown, of smart appearance; dress, steel grey suit, brown double- breasted ulster overcoat, white turn- down collar, white silk muffler, black billy- cock hat, brown shoes. A native of Pendle Forest, near Burnley. Warrant issued. Information to Supt. Barnett, County Police Office, Burnley. 23.— Chorley ( County).— For stealing, 27th ult., a silver Swiss Geneva lever watch, No. 2713, white dial, steel hands, seconds finger, " full jewelled lever " on outside of inner case; 1 pair old lace boots ( newly soled); 1 pair lady's ditto— A MAN, age about 28, height 5 ft. 3 in., complexion and moustache dark, large scar inside left hand, 2 middle fingers bent; dress, grey plaid suit, stand- up collar, red tie. A shoe- maker ; stated he was a native of Bradford, also that he bad worked at Bolton, Preston and Southport. 24.— Chorley ( County).— For indecent assault. J Oth ult., at Heath Charnock— JOHN LILLY, age 23 or 24, height 5 ft. 7 or 8 in., slight build, complexion pale, thin features, hair dark brown, slight moustache dark; usually wears a dark brown frieze overcoat. A colliery labourer; native of Adlington. Warrant issued. Information to Supt. Norris, Chorley. LINCOLNSHIRE. 25.— Alford ( County).— For obtaining, 3rd inst., by false pretences, a light drab waterproof, light velvet collar, hip and ticket pockets, two faint spots of red paint on botto of front, makers " J. Davis & Hatter, Louth "— a man who gave the name of BAILEY, age about 26, '[ height 5 ft. 10 or 11 in., complexion fresh, hair and moustache light, rather thick lips, supposed 2 small scars on one cheek, walks erect; dress, blue Norfolk knicker suit, stand- up collar with turned down points, brown stockings red stripes round tops, grey peak cap, old lace boots, and the stolen waterproof. Had with him a bicycle painted black, handle bar and gear wheel plated, pneumatic tyres, springs of saddle broken. He takes lodgings at hotels for one night, leaves without paying his bill on the pretence that he is going to have the saddle springs of bicycle repaired. Warrant issued. Information to Supt. MONTGOMERYSHIRE. 26.— Welshpool ( County).— For deserting her children, leaving them chargeable to the Llanfyllin Union— MARY MORGANS, age 34, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, large mouth, thick lips, feet turns outwards. Warrant issued. Information to Deputy Chief Constable Crowden, Welshpool, or to Sergt. Meredith, Llanfyllin. NORTHAMPTONSHIRE. 27.— Wellingborough ( County).— For fraud HARRIS, alius HARRISON, age 25 to 30, height 5 ft. 8 or 9 in., complexion pale, hair and small moustache light; dress, light suit, black hard felt hat. He represents himself as agent for Carr & Son, Leeds, Manchester and Birmingham, and receives orders for drapery, for which he obtains payment, giving receipts from a book in one of the above names. Warrant issued. Information tc Supt. Alexander, Wellingborough. NOTTINGHAMSHIRE. 2S.— Newark ( Borough).— For stealing ( bailee) a box hand- cart, painted black, small wheels, moulded on top of sides, a piece broken off one corner, cross handle— ENOCH BLAGDON, age about 45, height 5 ft. 5 in., complexion fresh, hair ( short) and moustache grey. A rag and bone collector. Is accompanied by a woman, age about 38, height 5 ft. 2 or 3 in., slight build, hair brown. Warrant issued. 29.— Newark ( Borough).— For obtaining by false pretences a watch ( recovered) — GEORGE SHIPLEY, age about 22, height 5 ft. 4 in., com- plexion fair, hair brown ; dress, light brown dust- coat, drab suit, breeches and leggings, light cloth peak cap, brown kid gloves. HO.— Ayr { County).— Woodcut portrait and des- cription of DONALD KERR, whose apprehension is sought for wilful fire raising and theft, age 28, height 5 ft. 7 in., complexion fresh, hair dark, moustache reddish brown, eyes ( small and sunken) dark, promi- nent nose, hangs his head when walking, suffers from rheumatism in legs; dress, dark blue serge jacket suit, black felt hat, wearing gold studs, sleeve links, ring and watch chain. A drapery salesman ; native of Caithness. Is addicted to drink. Has friends in South Africa. May endeavour to go abroad. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. DENBIGHSHIRE. 31.— Wrexham ( Counti/).— Woodcut portrait and description of JOHN GEORGE SAINT, whose apprehension is sought for stealing, on 5th inst., £ 87 10s. Age about 27, height about 5 ft. 7 in., complexion sallow, hair and slight moustache dark brown, very long neck, walks erect; dress, blue double breasted jacket suit, grey cloth cap. A clerk ; native of Ruabon. He may be found with a new " Star" Road Racer bicycle, smooth Dunlop tyres, flat handle- bar, rat- trap pedals, silver " King of the Road " lamp, which he purchased on 5th inst. Warrant issued.
