REOU ATIONS All announcements for insertion in the POLICE GAZETTE, and all communications rcla to them, should lie addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SOOTL. YARD, LONDON, S. W. ' elating AND 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, aiul the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15 « . per portrait, ami of Is. Gd. per photo- graph or sketch of a stolen article. I). Every announcement, if for the apprehension of a person, must be guaranteed by the signature of ' an officer of n> t less rank than Superintendent; and, if the name of such person is required to be inierted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 10. 11; 12. 13. Announcements concerning stolen property must he guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. The force which causes particulars concern! ug delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which moy result from such publication. Announcements for the Friday issue should be forwarded so as to he received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a cnvcriiuj letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only he accepted on payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and fingerprints bfeing sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. The Metropolitan Police have received numerous complaints against this man for failing to supply guns, cartridges, & c., for which money has been sent him. His invariable excuse is that the demand for goods of the kind ordered is so great that delay in supplying them is unavoidable. He appears to do a legitimate business, but the manner in which it is conducted is most unsatisfactory. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. IMUKBEK. 1.— Gr Division.— For murder, 16th ult.— FELICE GIACOMO, an Italian, late of 12 Fleet Row, Eyre Street Hill, Holborn, age 19 to 21, height 5 ft. 4 or 5 in., com- plexion sallow, hair and moustache black, eyes dark ; dress, black diagonal jacket suit, black cap or light jacket and hard felt hat. An ice cream vendor. Supposed now travelling the country with a piano organ. Is accompanied by another Italian. Warrant issued. 2. A Division.— For obtaining goods by false pretences— J. MARTIN, age 28, height 5 ft. 7 in., complexion, hair and eyes dark ; dress, dark suit, felt hat. He represented himself as a mess sergeant, and produced a letter purporting to be signed by an officer of the South Wales Borderers. Warrant issued. 8.— E Division.— For obtaining £ 20 by fraud — W. A. ROBERTSON, alias F. A. GORDON, age 30, height 5 ft. 9 in., slight build, round shoulders, complexion fair, hair brrown, slight moustache dark, eyes blue ; dress, dark tweed jacket suit, grey tweed overcoat, high hat. Takes long strides, supposed a native of Manchester. He engages clerks and obtains a deposit from them as a security. Warrant issued. 4.— M Division— For obtaining £ 3 8s. by false pretences ( marking- ink fraud)— H. BARKER, age about 40, height 5 ft. 7 or 8 in, complexion dark, hair, whiskers and moustache very dark; wearing dark overcoat and black hard felt hat. Gave an address at Lord Street, Manchester. Warrant issued. 5. — N Division — For embezzlement — ADOLPHUS GODFREY POLLARD COLBRAN, height 5 ft. 9 in., complexion pale, hair dark brown, eyes blue, lame left leg ; dress, dark tweed suit, brown overcoat, light tweed cap, lace boots. A baker. Native of Tunbridge Wells. Warrant issued. 6.— P Division.— For obtaining £ 19 15s. Od. by fraud, on 8th October, 1897— MARY ELLEN PICKUP, age 48, height 5 ft. 4 in., complexion ruddy, thin features, hair dark biown, eyes dark; dress, dark clothes, black bonnet ; has the appearance of being a heavy drinker. Is accompanied by her two sons, aged 18 and 20. She obtained a bill of sale upon her furniture which she afterwards sold to a pawnbroker. Warrant issued. 7.— P Division.— MAN, described in Case No. 8, 27th August, and Case No. 2, 3rd September last, wanted for murder at Peckham, not yet traced. Description:— age 55, height 5 ft. 9 in., thick set, complexion florid, high cheek bones, sunken cheeks, bald, having only a ring of fair hair round the lower part of head, can grow a ginger moustache which he usually clips rather short, eyes ( sunken) light blue, bristly eyebrows, top lip short and thick, large nose with enlarged bridge, carries his head for- ward and stoops slightly ; may have been arrested as a suspected person and sentenced to a small term of imprisonment, or may be arrested for housebreaking. Is known as Uncle Ben ; the names of Francis and Vincent are fictitious. The special attention of Police and Prison Officials is requested with respect to this man. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 8.— For conspiracy and fraud— ERNEST HER- BERT LOMAX, late of 17, Hollywood Road, Ken- sington, age about 85, height 5 ft. 7 in., slight build, complexion pale, thin features, hair and moustache dark. A company promoter. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry. E. C. ANGLESEY. 9.— Holyhead ( County). — For abandoning, 21st ult., a male child, age 15 or 18 months- A WOMAN, age 20 or 21, well built, height 5 ft. 6 or 7 in., complexion pale, speaks slowly and with Irish accent, wearing a slate- colour shaw.. She left Holyhead by the 1.50 a. m. ( London Express). 21st ult. Information to Deputy Chief Constable Jones, Holyhead. THE POLICE GAZETTE. FRIDAY, FEBRUARY 4, 1898. BERKSHIRE. 10.— Wokingham ( County).— For obtaining 5s. by false pretences, 21st ult.— a man, giving the name of RIEVE, age 80 to 35, height 5 ft. 9 or 10 in., complexion pale, round face, hair dark brown, eyes blue; dress, black jacket and vest, grey trousers, black hard hat, dark brown overcoat. He calls on greengrocers, representing that he has a quantity of potatoes for sale, and obtains a deposit on account. Is wanted elsewhere for similar frauds, see Case No. 13, 29th October, and Case No. 7, 3rd December last. Warrant issued. Information to Supt. Molsher, Wokingham. CARDIGANSHIRE. 11.— Aberystwyth ( County).— For deserting his wife and childr- n, leaving them chargeable to the Aberystwyth Union- RICHARD JONES, alias DICK MACHYNLLETH, age 26, height 5 ft. 6 in., complexion dark, hair and eyes brown, scar left cheek. A collier. Native of Machynelleth. May be found in Glamorganshire. Warrant issued. Information to Supt. Phillips, Aberystwyth. CHESHIRE- 12.— Hazel Grove ( County).— For stealing from his lodgings, a lady's gold Geneva watch, white face, engraved with gold, black hands— JOHN THOMAS GIBSON, age about 25, height 5 ft. 2 in., complexion sallow, hair and slight moustache light, eyes blue, rather large head, very small feet; dress, black jacket, 2 black vests, blue stripe trousers, navy blue cap, lace boots. A native of Congleton. Pre- viously convicted of similar offences. Warrant issued. Information to Supt. Oldham, Hazel Grove, Stockport. DEVONSHIRE. IS.— Exeter ( City).—- For forging and uttering 3 Bank withdrawal notes, thereby obtaining £ 14— ERNEST SYDNEY PRING ( supposed false), age about 33 ( looks older), height 5 ft. 9 in., rather stout build and high shoulders, complexion pale, hair ( brushed over forehead) and moustache dark, dark spot under one eye, deeply pock marked, shot mark near one ankle, carries his head slightly forward, speaks with an up- country accent; dress, brown dust coat with velvet collar, light, or dark serge trousers, hard hat, or plaid cap. Occasionally employed as a painter, and has sometimes hawked india rubber stamps. Is fond of betting. Stated he was a native of Birmingham. Warrant issued. Information to the Chief Constable City Police, Exeter. DORSETSHIRE. 14.— Blandford ( County).— For larceny ( dwell- ing house) and burglariously breaking out of same— Supervisee WILLIAM GREAVES, alias MILLI- GAN and ATKINSON, Office No. 3218- 97, age 38, height 5 ft. 5} in., complexion fresh, hair light brown, eyes grey, clean shaven, lost left arm from above elbow, scar forehead, upper lip, left knee and back 1st right finger; mole right armpit, nape of neck, right of navel and near right nipple. A native of Longtoft. Sentenced at York Sessions, 3rd October, 1893, to 3 years penal servitude and 2 years police supervision for larceny. Licence revoked. Liberated on second licence 26th October, 1897. T 423. Warrant issued. Information to Inspector Brown, Blandford. DURHAM. 15. South Shields ( Borough). — Licence holder - JOSEPH SEVERN ( Case No. 23, 28th nit.) not now wanted. HAMPSHIRE. 16.— Basingstoke( Count!/).— For failing to re- port— Licence holder THOMAS LEE, alias JOHN SMITH, JOHN SCOTT, HENRY WEBB, JOHN WILSON and JAMES WILLIAMS, Office No. 180- 98, age 66, height 5 ft. in., complexion fresh, hair grey, eyes dark grey, bald top of head, scar left of forehead, left and top of head, nose, centre chest and neck, 2 inside left forearm and 3 outside left upper arm. A bookmaker; native of Glasgow. Sentenced at Cardiff Sessions, 17th October, 1895, to 3 years penal servitude for larceny ( person). Licenced 15th ult. M. V. 510. Information to Insp. Hale, Basingstoke. 17 — Fareham ( County).— For obtaining money by false pretences— WILLIAM REEVES, age about 35, height 5 ft. 9 or 10 in., complexion fresh, round face, hair brown, moustache light brown ; dress, long dark brown check overcoat, check trousers, black hard f(# t hat. He calls on greengrocers and offers to supply potatoes, upon which he obtains a deposit. Supposed identical with man, Case No. 9, 31st De- cember last. Warrant issued. Information to Supt. Hack, Fareham. 18.— Gosport ( County).— For stealing 2 £ 5 Bank of England Notes, Nos. 11299 and 14300— JOHN EDWARD WOODMAN, a Private of the Rifle Brigade, age about 19, height 5 ft. 4} in., complexion fresh, hair brown, eyes blue, burn scar right breast, scar tip of chin, PRICE tattooed inside right leg, man with revolver right arm, Buffalo Bill left arm ; wearing fatigue uniform of the Rifle Brigade, with overcoat and belt. A native of Windsor. Warrant issued. Information to Supt. Silver, Gosport. 19.— Portsmouth ( Borough).— For stealing, 22nd and 23rd ult., a double case English silver watch, maker " Blundell, Liverpool" ; Maltese silver albert, curb pattern ( unstamped), 2 watch keys and a silver Egyptian coin attached ; 1 pair of hand- sewn elastic side boots, plain block fronts ; a black lounge coat and vest; 1 pair light striped trousers ; 1 rough brown leather purse, buckle fastening, containing £ 6 10s. Od.; a black enamelled " Swift" diamond frame safety bicycle, " 1896 " pattern, No. 10,404, 30- in. front, 28~- in. back wheel, " Dunlop" Welsh tyres, rubber pedals ( piece of rubber cut from both), toe clips fitted, rubber handles, transfer on head and top bar, double crowns to front forks, tangent spokes — PETER HODGENS, age 26, height ;) ft. 8 in., complexion fresh, hair and moustache ( cut short) red; dress, light tweed suit and cap. A gunner of the Royal Artillery, from which he is now a deserter. Native of Ballinasloe. Information to the Chief Constable, Town Hall, Portsmouth. LANARKSHIRE. 20.— Glasgow ( City).— For appropriating £ 600 entrusted to him to invest— HERBERT BARCLAY, age 28 to 30, height 5 ft. 9 in., slight build, com- plexion sallow, hair ( bushy and inclined to curl) and moustache dark, long flat feet, walks erect, smart appearance and plausible manner. H9 carried on business as David Barclay & Co., 48, W7est George Street, Glasgow, and obtained, through advertise- ments, money to invest under the " cover system." Is believed to be an amateur photographer; absconded 17th ult, may endeavour to go abroad. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 21.— Burnley ( County).— For embezzling £ 1,000 whilst acting as secretary to the Barrowford In- dustrial Co- operative Society— PRICE WILLIAM HARTLEY, age 35 or 36, height 5 ft. 8 or 9 in., stout build, complexion fresh, full round face, hair and eyes dark brown, of smart appearance; dress, steel grey suit, brown double- breasted ulster overcoat, white turn- down collar, white silk muffler, black billy- cock hat, brown shoes. A native of Pendle Forest, near Burnley. Warrant issued. Information to Supt. Barnett, County Police Office, Burnley. 22.— Chorley ( County).— For stealing, 27th ult., a silver Swiss Geneva lever watch, No. 2713, white dial, steel hands, seconds finger, " full jewelled lever " on outside of inner case; 1 pair old lace boots ( newly soled); 1 pair lady's ditto— A MAN, age about 28, height 5 ft. 3 in., complexion and moustache dark, large scar inside left hand, 2 middle fingers bent; dress, grey plaid suit, stand- up collar, red tie. A shoe- maker ; stated ho was a native of Bradford, also that he had worked at Bolton, Preston and Southport. 23.— Chorley ( County).— For indecent assault., 6th ult., at Heath Charnock— JOHN LILLY, age 23 or 24, height 5 ft. 7 or 8 in., slight build, complexion pale, thin features, hair dark brown, slight moustache dark; usually wears a dark brown frieze overcoat. A colliery labourer; native of Adlington. Warrant issued. Information to Supt. Norris, Chorley. 24.— Leigh ( County).— For larceny— MICHAEL KELLY, age 31, height 5 ft. 9^ in., slight build, com- plexion fresh, hair and moustache sandy, slight impediment in speech, stoops when walking; dress, bluish jacket, light trousers, red scarf, cap, clogs. A collier. Warrant issued. 25.— Leigh ( County).— For stealing, 19 ult., at Tyldesl » y, a lady's ( three- quarter) green cloth jacket, green velvet collar, 3 large bright buttons on front; 1 lady's blue and black crepon skirt, and a green flower pot, and 13s. 3d.— SARAH MARSH, age 17, height 5 ft. 2 or 3 in., slight build, complexion fresh, hair and eyes ( small and rather weak) dark ; wearing black hat trimmed pink flowers, button boots, and the stolen jacket and skirt. Previously convicted of larceny. Warrant issued. Information to Supt. Higginbothain, Leigh. 26.— Liverpool ( City).-— For failing to report — Licence holder, GEORGE BLACKMORE, alias STEPHEN PAUL and STEPHEN FROST, Office No. 177- 98, age 56, height 5 ft. 7J in., hair brown ( turning grey), eyes grey, complexion sallow, scar left eyebrow, front neck and right ribs, nose broken and inclined to left. Sentenced at Gloucester Ses- sions, Kith October, 1895, to 3 years penal servitude for railway station breaking. Licenced 14th ult. V 295. Licence holder ELIZABETH PERCIVAL, alias ELIZABETH ROWBOTTOM, ROBINSON, THOMPSON and SMITH, Office No. 48409, age 48, height 4 ft. 10 in., hair brown, eyes brown, complexion fresh, mole right arm, scar right eye- brow. Sentenced at Liverpool County Sessions, 28tli October, 1881, to 10 years penal servitude for larceny. Liberated on 3rd Licence, 3rd July, 1895. X C Iv 55. Information to Chief Constable, City Police, Liverpool. 27.— Manchester ( City).— For stealing 4 £ 10 Bank of England notes, Nos. 54602 to 5, and £ 10— DAVID BIRD, age 16, height 5 ft. 2 in., com- plexion fair, hair and eyes brown, cut mark right eye, abscess mark below left temple. A native of Manchester. Information to Deputy Chief Constable Smith, Manchester. LEICESTERSHIRE. 28. — Leicester iBoroui/ h). — For stealing £ 37 3s. 7d. - WILLIAM WHITE, age 21, height 5 ft. 8 or 9 in., complexion dark ( pale), hair dark brown, scar over left eye; dress, dark brown coat and vest, black and white plaid trousers, dark pad- dock overcoat, black hard hat, light lace boots, weafs several pendants on watch chain for bicycle riding. Is a Rugby football player, and has with him a brown football'bag " W W L " thereon. Warrant issued. Information to Chief Constable Lumley, Leicester. MONTGOMERYSHIRE. 29.— Welshpool ( County).— For deserting her children, leaving them chargeable to the Llanfyllin Union— MARY MORGANS, age 34, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, large mouth, thick lips, feet turns outwards. Warrant issued. Information to Deputy Chief Constable Crowden, Welshpool, or to Sergt. Meredith, Llanfyllin. NORFOLK. 30.— Norwich (< - ity).— For stealing, 2nd ult., a horse, cart and harness ( recovered)— PHILIP KEYMER, age 32, height 5 ft. 7 in., complexion fresh, hair light, eyes grey; dress, black suit ( worn), white collar, dark tie, hard felt hat. A native of Norwich. Spoke of Forest Road and Dalston. May seek employment as an engineer. Warrant issued. Information to Chief Constable Winch, Guildhall, Norwich. NORTHAMPTONSHIRE. 31.— Wellingborough ( County).— For fraud HARRIS, alias HARRISON, age 25 to 30, height 5 ft. 8 or 9 in., complexion pale, hair and small moustache light; dress, light suit, black hard felt hat. He represents himself as agent for Carr & Son, Leeds, Manchester and Birmingham, and receives orders for drapery, for which he obtains payment, giving receipts from a book in one of the above names. AYRSHIRE. 32.— Ayr ( County).— Woodcut portrait and des- cription of DONALD KERR, whose apprehension is sought for wilful fire raising and theft, age 28, height 5 ft. 7 in., complexion fresh, hair dark, moustache reddish brown, eyes ( small and sunken) dark, promi- nent nose, hangs his head when walking, suffers from rheumatism in legs; dress, dark blue serge . jacket suit, black felt hat, wearing gold studs, sleeve links, ring and watch chain. A drapery salesman ; native of Caithness. Is addicted to drink. Has friends in South Africa. May endeavour to go abroad. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. ESSEX. 33.— Saffron Walden ( County). — Por- trait and description of THOMAS COLEMAN, whose apprehension is sought for falsification of accounts. Age 31, height 5 ft. 9 in., very slight build, square shoulders, complexion pale, hair ( nearly bald on top) brown, moustache auburn, eyes blue, walks erect and with springing step; dress generally dark suit, stand- up collar, black hard felt hat; an auctioneer's clerk, native of Saffron Walden. He left on 10th March last, accompanied by his wife and 4 children under 7 years of age. Warrant issued. Information to Supt. Pryke, Saffron Walden. NORTHUMBERLAND 34.— Berwick- On- Tweed ( Borough). — For deserting his wife and family, leaving them charge- able to the Berwick- on- Tweed Union— EDWARD TIPPING, alias JOHN CLARK, BOUNCER and YORKIE, age 35, height 5 ft. 9£ in., complexion fresh, hair light, moustache ginger, eyes blue, dressed as a navvy or labourer. A native of Weighton, Yorkshire. Supposed now in the county of Durham. Warrant issued. Information to Head Constable Garden, Berwick- on- Tweed. NOTTINGHAMSHIRE. 35.- Newark ( BoroughI.— For stealing ( bailee) a box hand- cart, painted black, small wheels, moulded on top of sides, a piece broken off one corner, cross handle — ENOCH BLAGDON, age about 45, height 5 ft. 5 in., complexion fresh, hair ( short) and moustache grey. A rag and bone collector. Is accompanied by a woman, age about 38, height 5 ft. 2 or 3 in., slight build, hair brown. Warrant issued. 30.— Newark ( Borough).— For obtaining by false pretences a watch ( recovered) — GEORGE SHIPLEY, age about 22, height 5 ft. 4 in., com- plexion fair, hair brown ; dress, light brown dust- coat, drab suit, breeches and leggings, light cloth peak cap, brown kid gloves. A groom, native of Sutton- on- Trent.
