All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOK OF THE POLICE GAZETTE, NEW SOOTLAND YARD, LONDON, S. W. 2. Particular » concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are su fficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in. question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of \ os. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of n't less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case mag be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as fur as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so us to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must he in the usual form, anil accompanied by a covering letter. 12. All payments must be in advance, either at the office, yew Scotland Yard, by Postal Order or by Post Office Order payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges fur the insertion of the same will he given on application. R. ANDERSON, Editor. A domestic servant. She obtains situations, and during the temporary absence of the family, commits a larceny and decamps. Information to Supt. Meredith, Nantwich. CUMBERLAND. 6. — Whitehaven ( County). — For larcenv ( bailee), 8th November, 1897— ARTHUR FORBES STANLEY, alias SANDOR SAGAWA and DR. VERNE, age about 43, height 5 ft. 6 or 7 in., rather stout build, complexion, hair and ( bushy) moustache dark, eyes dark brown, full round face; dress, dark rough black frock coat, grey striped trousers, brown gaiters, black soft felt hat, usually carries an umbrella. Supposed a native of Gloucester or Birmingham. Is a quack doctor and visits market places. Was employed a few years ago as agent for the firm of Sequali, at Kingston- on- Thames and Richmond. May be accompanied by a woman, age about 17. slight build, a native of Swansea. Warrant issued. Information to Supt. Kelly, Whitehaven. DENBIGHSHIRE. 7.— Denbigh ( County).— For stealing, lst inst., a new black overcoat, velvet collar; 1 new black coat and vest; 1 pair ribbed flannel drawers ; 1 pair socks ; 1 collar and front; 1 pair imitation gold studs ; 1 silver lever watch, " R. H." inside both cases, maker R. Hughes, Llangollen; 4 Postal Orders ( 2 for 10s. 6d., 1 for 7s. 6d., and 1 for Is. 6d.). — A man who gave the name of — STEPHENSON, age about 26, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean- shaved, wearing the stolen clothing, light cap, brown lace boots. He took lodgings, stating he was an engineer on the L. and N. W. Railway. Supposed identical with man, case No. 41, 17th ult. Warrant issued. Information to Supt. Jones, Denbigh. ESSEX. 8.— Chelmsford. ( County). — For stealing, 31st ult., at Writtle Manor, 1 diamond bar brooch, set 5 large diamonds with smaller ones between, in case, " Searles" marked inside; 1 diamond crescent brooch, has been repaired, scratch on bottom, in case, " Goldsmiths Alliance " marked inside ; 1 gold diamond bangle, large cats- eye in centre set diamonds — A MAN, age 40 to 45, height 5 ft. 6 or 7 in., com- plexion very pale, hair grey on temples, clean- shaved, can speak French ; dress, dark rough pilot cloth three- quarter overcoat, silk facings, dark trousers, light cloth peak cap. Information to the Deputy Chief Constable, Chelmsford. 9.— Saffron Walden ( County).— For assault on police— ISRAEL SAVILL, alias BOWY, age 85, height about 5 ft. 8 in., hair brown, moustache sandy, right thigh has been broken, hip- joint is mis- placed which causes him to limp slightly; dross, dark coat and vest, cord trousers, black scarf, black or brown hard felt hat, heavy lace boots, all soiled with lime. A labourer. Native of Aldbury, Herts. Warrant issued. Information to Supt. Pryke, Saffron Walden. 10.— Southenrl- on- Sea ( County).— For em- bezzlement— FREDERICK ELSDON, age 18, height 5 ft. 2 or 3 in., slight build, complexion sal- low! sharp features, hair and eyes dark brown, first finger of left hand deformed; dress, black diagonal jacket and vest, dark cord trousers, brown cloth cap, blue and white spotted neckerchief, jack boots. FLINTSHIRE. 11 — Mold ( County).— For stealing £ 7 18s. 3d. — JOHN THOMPSON alias RUNCORN, age 55, height 5 ft. 5 in., complexion swarthy, hair ( turning grey) dark, moustache iron grey, eyes dark, arms and breast tatooed; dress, black jacket, blue slop, cord trousers, black cap, strong lace boots. A farm labourer. Supposed a native of Runcorn or Warring ton. Wan- ant issued. Information to Supt. Davies, Mold. HAMPSHIRE. 12.— Gosport ( County).— For stealing£ 10 8s. Od. — BENJAMIN FOSTER, age about 34, height about 5 ft. 7 in., complexion sallow, hollow cheeks, hair ( wavy) and heavy moustache black, eyes dark, droops his head when walking; dress, dark blue overcoat, navy blue serge suit, black alpine hat or dark skull cap. A native of Buxted, Sussex. Warrant issued. Information to Supt. Silver, Gosport. 13.— Portsmouth ( Borough).— For stealing, 29th ult., a lady's gold Geneva watch, open face, gold hands, no seconds hand, " Gertrude " engraved on inside case ; 1 gentleman's gold- plated metal chain, curb pattern, seal attached set two stones ( one brownish, the other grey); 1 pair sleeve links, imitation gold ; 1 tortoise- shell handle pocket knife, four blades— RICHARD MARSHALL, a German, age about 30, height 5 ft. 5 or 6 in., hair, small moustache and eyes dark ; one front tooth de- ficient ; speaks English fairly well; dress, dark double- breasted three- quarter overcoat, dark jacket and vest, stand- up collar, turn- down points, spotted tie with pin set grey pebble, brownish cap. Bishop's Stortford.-( County).— For an aggravated assault on a female, 4th inst.— HENRY SCOTT, age 24, height 5 ft. 6 or 7 in., complexion fair, hair brown, flat nose turned up at point, stoops slightly; dress, light coat and trousers, dark ribbed waistcoat, light cap, dirty brown boots. A butcher, native of Bishop's Stortford ; supposed known at Braintree, Saffron Walden, and at the Central Meat Market. Warrant issued. Information to Supt. Duke, Bishop's Stortford. KENT. Dartford ( County),— For stealing, 9tli inst., a silver chain made of about 25 two anna pieces, rupee attached ; 3 silver studs, 2 anna pieces at back ; 2 silver sleeve links, with 2 anna pieces at back ; 1 bunch of box keys and £ 48 15s. Od.— HERMANN HAGENBERG, a German, age 17, height 5 ft. 2 in., complexion fair, large ( blotchey) face, hair ( cut close) light brown, eyes brown, large head, sore on upper lip, speaks very little English, leans forward when walking; dress, grey Inverness coat with cape, black coat and trousers, light lace boots. An hotel waiter. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Sharp, Dartford. LANCASHIRE. 16.— Blackpool ( Borough).— For forging and uttering a cheque and obtaining £ 500 thereby ARCHIBALD GIRVIN ARMSTRONG, age 19^, height 5 ft 6 or 7 in., stiff build, complexion fresh, thick lips, hair light, eyes brown; dress when last seen, dark blue close serge suit, light overcoat. A solicitor's clerk. May have in his possession 3 £ 100 Bank of England notes, Nos. 0/ 4/ 71467, dated London, 17tli February, 1896: 0/ 7,81006, London, 17th June, 1896; Y/ 4/ 61783. Absconded 28rd ult. May endeavour to go abroad. Warrant issued. Information to Chief Constable Derham, Black- pool. 17.- Bolton ( Counti)).— For failing to report— Licence holder DANIEL FITZPATRICK, Office No. 8346- 97, age 33, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes grey, large scar left of fore- head, flesh lump right jawbone, both little fingers contracted, back pockmarked, two fleshy lumps back right ear, scar above right eyebrow; a grinder in factory. Sentenced at Blackburn Quarter Sessions, 9th January, 1891, to 5 years penal servitude for larceny. Liberated on second licence 15th November, 1897, which expires 12th prox.; also under police supervision on a former sentence till 6th April, 1898. G. M. R. 46. Information to Supt. Leeming, County Police Office, Bolton. 18.— Kirkham (' ounty).— For stealing, 4th inst., at Fleetwood, a watch ( recovered)— A MAN, age about 50, height 5 ft. 5 or 6 in., complexion dark, florid face, clean shaved, lame right leg; dress, blue- black shooting coat, tweed vest, dark cord trousers, check cap, old lace boots. A labourer; supposed a native of Preston. May be accompanied - by a woman, age 54, height 5 ft. in., complexion fresh, hair grey, eyes brown. Information to Supt. Ormerod, Kirkham. 19.— Manchester ( City).— For stealing 4 £ 10 Bank of England notes, Nos. 54602 to 5, and £ 10— DAVID BIRD, age 16, height 5 ft. 2 in., com- plexion fair, hair and eyes brown, cut mark right- eye, abscess mark below left temple. A native of Manchester. Information to Deputy Chief Constable Smith, Manchester. 20.— Rochdale ( Borough).— For stealing, 28tli ult., a Ward, Witham & Co. " Unibria" racer bicycle, cream coloured enamel, gold lined, new handle bar unplated — ROBERT H. GORDYN, age 22i, height 5 ft. 2£ in., complexion sallow, freckled, hair, slight moustache and eyes dark, rather prominent nose, hollow cheeks, of Jewish appearance; dress, dark suit, dark short double breasted overcoat, dark sailor knot tie, skull cap, broad toed boots. A native of Oldham. 21.— Rochdale ( Borouqh).— For stealing a horse ( recovered) — JOHN WEAVER, age 25, height 5 ft. 4 in., complexion fresh, hair and slight moustache brown; bress, dark jacket, cord trousers, cap and clogs. A carter. Native of Rochdale. Information to Chief Constable Buck, Rochdale. LINCOLNSHIRE. 22.— Boston ( County).— For obtaining, 21st and 23rd ult., food and lodgings by false pretences at Shirbeck— a man who gave the name of TOM WILSON, age 30 to 40, height 5 ft. 6 or 7 in., slight build, complexion fresh, hair and moustache dark, speaks with rather a nasal twang; dress, brown dust overcoat, black coat, imitation sealskin vest, brown trousers, marone tie, black close- fitting cap, lace boots with strips of steel across, tread over nails. Stated he was a dog trainer, and had come to make preparations for receiving and training same. Ab- sconded 23rd ult. Warrant issued. 23.— Boston (' ounty). — For stealing, 20th November last, at Fishtoft, a dark leather purse, knob fastening, a swallow stamped on front side, and 30s.— GEORGE WILLIAM BESTWICK, alias JOHN BOARDMAN, age about 45, height 5 ft. 8 or 9 in., stout build, hair ( several bald patches) grey, scars on throat which cannot be shaved, scar outside calf of one leg; dress, 2 jackets ( 1 light check, 1 blue serge) nearly new, light lining, dark check vest, dark brown ( rather tight fitting) cord trousers, nearly new, red and black check scarf, black peak cap, lace boots. A cotton spinner. Sup- posed a native of Oldham. Has been employed on a farm at Fishtoft, which place he left on above date. Warrant issued. Information to Supt. Costar, Boston. 24.- Boston ( lioroutfh).— For failing to report— Supervisee JOHN SMITH, alias ROBERT WRIGHT and ROBERT WILSON, Office No. 911- 97, age 25, height 5 ft. in., complexion sallow, hair brown, eyes grey, L right forearm, large cut scar back right hand, several faint dots left forearm, cut scar left forefinger, large birth mark on back, and small one left of belly. Sentenced at Gloucestershire Quarter Sessions, Cheltenham, 24th June, 1896, to 9 months hard labour and 2 years police supervision for house- breaking. Liberated 23rd March, 1897. 17- 225. MONMOUTHSHIRE. 25.— Tredegar ( County). — For embezzling £ 2 17s. 6d.— FREDERICK SMITH, age 30, height 5 ft. 10 or 11 in.; complexion, hair, and heavy moustache dark; anchor tattooed left arm ; dress, black cloth suit, grey cap, nailed boots ; may be wearing brown leather leggings. A native of Hamp- shire. Warrant issued. Information to Supt. Allen, Tredegar. NORFOLK. 20.— Norwich ( City).— For stealing, 2nd inst., a horse, cart and harness ( recovered)— PHILIP KEYMER, age 32, height 5 ft. 7 in., complexion fresh, hair light, eyes grey; dress, black suit ( worn), white collar, dark tie, hard felt hat. A native of Norwich. Spoke of Forest Road and Dalston. May seek employment as an engineer. Warrant issued. Information to Chief Constable Winch, Guildhall, Norwich. SOMERSETSHIRE. 27.— Dunster ( County).— For obtaining food and lodging by false pretences at Minehead— A MAN, aged 40 to 45, height about 5 ft. 4 in., stout build, complexion fair, rather long face, hair ( bald on top), slight moustache and tuft on chin sandy; dress, blue serge jacket and vest, dark cloth trousers, black hard felt hat, red tie, carried a drab mackintosh with cape ; speaks with Scotch accent. Stated he was a land surveyor, and had 7 men under him, for whom he secured lodgings. Warrant issued. Information to Supt. Perry, Dunster. STAFFORDSHIRE. 28. Brownhillsl County).— For stealing£ 2 from his lodgings at Heavesford— JOHN HAYE, a Scotch- man, age about 30, height 5 ft. 8 or 9 in., com- plexion fair, hair and slight moustache light, eyes ( supposed) Dlue, upper front teeth bad ; dress, black short round coat, black vest, dark blue cloth trousers, white collar, black tie, red woollen cuffs, old lace boots. Has been employed as a canvasser for a firm at Manchester. Warrant issued. Information to Supt. Barrett, Brownhills. SUSSEX ( EAST). 29.- Hastings ( Borough). — For embezzling 9s. 10d.— FRANK STANFORD, age 25, height 5 ft. 6 or 7 in., complexion florid, hair and moustache sandy; dress, light tweed suit, brown mackintosh and light cloth cap. A baker; native of Biddenden, Kent. Warrant issued. 30.— Hastings ( Borough).— For embezzling 10s. — FREDERICK COOPER, age 21 to 23, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, clean shaved ; dress, when last seen, dark blue serge suit, long brown overcoat, black hard felt hat, lace boots. A milk carrier ; native of Hastings. May be found at Brighton, Winchester or Aldershot, and may endeavour to enlist. Warrant issued. Information to Chief Constable Baker, Hastings. WARWICKSHIRE. 31.- Birmingham ( City).-- For embezzling £ 16 16s. lid., 5th November last— THOMAS A. ANDERTON, age 32, height 5 ft. 10 in., complexion fresh, hair brown, moustache sandy, nose has been broken and a piece of bone taken out, very loose knee joints ; dress, dark grey overcoat, black velvet collar, grey check suit, grey soft felt hat; usually wears a white tie and turned- down collar, also a fine gold single link watch chain, and an American plated watch. A clerk ; native of Manchester. May endea- vour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Farndale, Bir- mingham. TUESDAY, FEBRUARY 15, 1898. T H E POLICE GAZETTE. 3 well acquainted with prison discipline. WALTER BURNETT ( supposed false), age 21, complexion fair, hair and slight moustache auburn, eyes grey, flags ILCW left forearm, heart and ILCC right forearm. Speaks with London accent. Dress, dark jacket, mixture cloth vest and trousers, black hard hat, blue and white stripe muffler, lace boots, all old. States he has been a carman at Holloway and Seven Sisters' Road, also that he has been in Ilolloway Prison. CHARLES OAKS ( supposed false), age 22, height 5 ft. 4 in., complexion fair, hair brown, slight light moustache, eyes blue, shield, heart and dagger tattooed right forearm, CO, cross and leaf left forearm; dress, blue cloth jacket, black vest, brown cord trousers, brown cap, red woollen scarf, blucher boots, all old. States he is a painter and native of Leamington, also that he has worked at the Salvation Army Factory at Battersea, which place he left on 3rd inst. Information to Supt. Anniwell, Leighton Buzzard. NORTHUMBERLAND. PORTRAITS OF PERSONS WANTED. generally dark suit, stand- up collar, black hard felt hat; an auctioneer's clerk, native of Saffron Walden. METROPOLITAN POLICE DISTRICT. 32. — Criminal Investigation Depart- ment. — Woodcut portrait and description of FRANK FLEMING, alias WELSH, whose appre- hension is sought for being concerned with ethers, in custody, for conspiring to obtain furniture, & c., with intent to defraud. Age 33, height about 5 ft. He left on 10th March last, accompanied by his wife and 4 children under 7 years of age. Warrant issued. Information to Supt. Pryke, Saffron Walden.
