> T H E POLICE GAZET PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 10, 1897. VOL. XIV., No. 1456. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should, be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 3. Particidars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to ena^ t action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly staled. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, xcith detailed particidars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rankthan Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen properly mu4 be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HJEG- TJ LATIONS. ^ 8. A nnouncements of all persons lo be apprehended or of stolen property bear a number, and alphabetically arranged by counties. 9. Theforcewhich causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fad, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcem » . nts for the Friday issue should be forwarded so as lo be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond & Co.," Post Office Order payable at Parliament- St., Postal Order, or in Stamps. » 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated" by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send - with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " cir culation " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL ' NOTICES. Numerous complaints have been received by the Metropolitan Police about the business of " DENNIS AND HILL," of 178, Charing Cross Road, London, who advertise a guessing competition, coupled with the sale of the " Viograph "— a toy set of animated photographs, worth a few ponce. This business is carried on by a man named Hill alias Hamilton and Strong, who has promoted other schemes of the same sort. The delay which occurs in obtaining the " Viograph" is due to the number of the replies he receives. The Criminal Investigation Department cannot notice complaints from silly people who allow them- selves to be duped by such schemes. The Metropolitan Pob'ce have for a considerable time received, and are still receiving, frequent com- plaints about one ERNEST GOODE, of 184, Oxford Street, London, whose mode of advertising is flagrantly dishonest, though he is clever in keep- ing within the law. This man's business is main- tained by imposing on silly people, who are duped by his advertisements into believing that they are receiving as gifts the articles he sells at prices which secure him a good profit. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— M Division.— For stsaling 36 Bank of England notes ( 6 for £ 50, Nos. 77452 to 7 ; 10 £ 20, Nos. 38086 to 95 ; 20 £ 10, Nos. 39816 to 35), a gold lever watch, " Elgin" on works, and a lady's gold chain— TWO MEN, 1st age 55 to 60, height 5 ft. 9 in., complexion fresh, hair grey, moustache light, red nose ; dress, blue melton overcoat, grey trousers, high silk hat, speaks French, supposed FRENCH CHARLEY. ( See Illustrated Circular No. 49, Figure 26.) 2nd, age 35, height 5 ft. 6 in.; dress, black coat and vest, dark trousers, high silk hat, speaks with American accent. 2.— P Division.— WILLIAM ROBERTS, Case No. 2, 9th October, 1891 not to be arrested. Warrant withdrawn. 3.— V Division.— Woodcut portrait and descrip- tion of ERNEST EYLES, whose apprehension is sought for stealing £ 55 19s., age 26, height 5 ft. 8 in., complexion dark, hair and moustache dark brown, cut on outside of right leg from thigh to ankle, which causes him to walk flat- footed; wearing long dark overcoat, blaok hard felt hat; carries a stiok or um- brella. A booking clerk; late in the employ of the London and South Western Railway; native of Clapham. May be found in company of prostitutes. ( See Case No. 2, 26th ult.) Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CAMBRIDGESHIRE. 4.— Cambridge ( Borough).— Woodcut portrait and description of WILLIAM PEED, a solicitor, whose apprehension is sought for forging 2 transfers of stock of the value of £ 1,250, embezzling £ 5,000, and stealing £ 111 10s. 6d. IT., III., and IV., and Louis XVII. He left Cambridge on 27th September last. May endeavour to leave the country. Warrant issued. Information to Chief Constable Holland, Cam bridge. CHESHIRE. 5.— Hyde ( County).— For obtaining £ 6 by false pretences— A MAN, age about 25, height 5 ft. ft in., complexion sallow, hair and slight moustache dark, scar over left temple, is very talkative, and evidently well acquainted with the names of brewers, etc., in Lancashire and Cheshire ; dress, long dark overcoat, dark trousers, black hard felt hat, tan boots and kid gloves. Warrant issued. Information to Capt. Lingard, Supt., Hyde. DEVONSHIRE. 6.— Exeter ( County). — For stealing a pair of black field- glasses, dented at rim ; 2 purses ( 1 dark red leather; the other crocodile skin); and about £ 8 THOMAS HITCHIN, age 18, height 5 ft. 5 or 6 in., complexion freckled or spotted, hair dark, eyes grey, stoops slightly; dress, black round coat, vest and trousers, slate colour overcoat, velvet collar, white collar and tie, dark cap, light lace boots. A native of Crewe, Cheshire. Has been in an industrial school. May endeavour to enlist. Warrant issued. Information to the Chief Constable of Devon, Exeter. DORSETSHIRE. £ 2 REWARD. 7.— Wareham ( County). — For deserting his wife and family, leaving them chargeable to the Ware- ham and Purbeck Union— SAMUEL CHARLES TAPPER, age 42, height 5 ft. 5 or G in., slight build, complexion dark, hair black, eyes brown, usually clean- shaved, rather flat nose, scar over left eye, anchor tattooed on one arm. A groom. Known at Harrogate ; Piccadilly, London ; and Bournemouth. Warrant issued. The above reward will be paid by the Guardians of the Wareham and Purbeck Union for such informa- tion as will lead to the arrest of Tapper. Information to Supt. Carter, Wareham. DURHAM. 8.— Durham ( City).— Woodcut portrait and de- scription of JOSEPH WHITE, late of South Hetton, Durham, whoso apprehension is sought for offences tant that he had been sent by the proprietor's wife for the above amount. Warrant issued. Information to Chief Constable Smith, Durham, under the Trades' Unions Act, ago 40, height 5 ft. 10 in., stout build, weight about 18 stone, complexion, hair, moustache and eyes dark ; dress, usually in black shooting jacket, black vest and trousers. A miner or check- weighman. Was Secretary of the South Hetton Branch Lodge of the Durham Miners' Association. Absconded 25th ult. May endeavour to leave the country. Warrant issued. 9.— Durham ( City).— For obtaining, 26th ult., 2s. 6d. by false pretences— A man who gave the name of BOLINGBROOK, age 50 to 60, height 5 ft. 3 or 4 in., 6toutish build, complexion dark, full beard and moustache, cut rather short; dress, grey suit, dark three- quarter overcoat, brown kid gloves, soft hat. He . called at a stationer's, and produced a printed list of subscribers to the National Union, for the Suppression of Intemperance, stated to the assis- ESSEX. 10.— Chelmsford ( County). — For inflictin;, grievous bodily harm, 1st inst., at Stock— JOHN TOLLSON, age about 28, height 5 ft. 9 or 10 in., oomplexion dark, hair vory dark, beard about 3 weeks' growth; dressed in old clothing, black silk neckerchief, hard felt hat. A gipsy; travels with a van, with temporary cover, and a dark pony. He left Billericay 2nd inst. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 11.— Southend- on- Sea { County).— For stealing, 6th inst.— 1 gold English lever watch ( old), open face, white dial, No. 7415; 1 lady's gold geneva watch ; 1 black sergo lounge suit ( nearly now)— THOMAS GEORGE S. HOOKE, age about 20, height 5 ft. 10 in., slight build, complexion pale, hair light, clean- shaved, eyes grey, prominent nose ; dress, blue serge suit, slate colour tweed waterproof coat, black hard hat, white tie with pearl pin, black muffler with red stripes, tan boots. A clerk. Native of Stoke Newington. He left for London 6th inst. Warrant issued. Information to Supt. Simmonds, Southend- on- Sea. FLINTSHIRE. 12.— Mold ( County).— For deserting his child, leaving it chargeable to the Hawarden Union— WILLIAM MACKIN, age about 40, height 5 ft. 5 or 6 in., complexion fair, hair ( turning grey) light. A native of St. Helens. Warrant issued. Information to Supt. Davies, Mold. HAMPSHIRE. 13.— Basingstoke ( County).— For stealing a naval reefer jacket, black bone buttons with anchor, — A MAN, age about 26, height 5 ft., stout build, clean shaved, bald patch top of head, arms tattooed, H. M. S. St. Vincent on one, ring between thumb and 1st finger of one hand ; dress, naval uniform ( apparently too small), H. M. S. Vivid on cap. He calls on persons having sons in the nav}', stating that he has sailed in the same ship with them, and that he has recently been invalided from the navy. Information to Insp. Hale, Basingstoke. 14.— Southampton ^ Borough).— For obtaining food and lodgings by false pretences— FREDERICK DARWIN GREY SKIPWORTH, age 32, height about 5 ft. 9 in., rather broad shoulders ; complexion ruddy, hair dark, slight moustache light, eyes hazel; cork right leg, walks slightly lame ; dress, navy blue serge suit, double- breasted coat, hard felt hat. Has been a ship's 2nd mate; of gentlemanly appearance ; is fond of billiards ; may seek employment as a clerk. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. £ 1 REWARD. 15.— Ross ( County).— For deserting his family, leaving them chargeable to the Ross Union— JOHN GWILLIAM, age 49, height 5 ft. 7i in., complexion fresh, hair, whiskers and moustache dark brown, eyes blue; dress, black ( workhouse) cord suit, black hat. A farm labourer. Native of Walford. Usually sleeps in outbuildings. Warrant issued. The above reward will be paid by the Guardians of the Ross Union for such information as will lead to the arrest of Gwilliam. Information to Supt. Cope, Ross. HUNTINGDONSHIRE. 16.— Norman Cross ( County).— For larceny, 30th ult.— A MAN, age about 35, height5 ft. 6or 7 in., slight build hair, moustache and small eyes dark; dress, brown drabbet jacket, cord vest and trousers, light cloth cap. A tramping labourer; represents him- self as a bricklayer, steeplejack, etc. Was seen at Wisbech 3rd inst. Warrant issued. Information to Supt. Allen, Norman Cross. KENT. 17 _ VVest Malling ( County).— For stealing, 30th, ult., at Sjiodland, 1 small brown plaid jacket and vest, 1 dark cloth cap, 1 new flannol shirt, 1 collar sind front, 2 sleeve links, 1 silver link, 1 mother- o'pearl link, 1 small black handle razor in case, " Palmer, strood,", thereon, 1 briar pipe with silver band— STEPHEN MOON, age about 20, heights ft. 9 or 10 in., complexion fair, pimples on> face, hair light, mole on throat, small anchor on one> wrist; dress, light tweed jacket, black trousers with small white spots, white neckerchief, new blue serge cap, broad blucher boots. An able seaman. Native of Hastings. Warrant issued. Information to Supt. Hoare, West Malling.. LANCASHIRE. 18.— Manchester ( City).— For failing to report— Lictnce Holder WILLIAM THOMPSON, alias WIL- LIAM LAWLER, Office No. 2257- 97, age 62, height 5 it. 4i in., complexion fresh, hair brown ( turning, grey), eyes grey, scar each side and front of forehead,, between eyes, on throat, boil scar left cheek and back- of neck, 5 small scars on back, scar right arm, 1st right finger and right knee, right hand deformed, 2 red moles on breast, mole on back, scar 1st left finger,, left arm, left thumb and calf of left leg. Sentenced,, at Manchester Assizes, 29th April, 1895, to 3 and 3- years penal servitude ( concurrent), for burglary. Licenced 31st July, 1897. P V 384. Warrant issued. Supervisee WALTER STREET, alias JAMES SHAW, Office No. 46- 97, age 50, height 5 ft. 3 in., complexion fresh, hair light brown, eyes brown, lost 5 upper teeth, scar right forearm, near right elbow,. 2 scars right thigh, 2 moles top of right, shoulder, scar front left forearm and 3 front left shin, birth- mark front of belly. Sentenced, at Manchester Ses- sions, 12th April, 1888, to 7 years penal servitude and 3 years supervision, for larceny; and at same- Sessions, 1st August, 1894, to 6 months hard labour and licence revoked, for larceny. Liberated on second licence, 6th January, 1897. A I O 537. Supervisee JOHN HUGHES, Office No. 3328- 96,. age 32, height 5 ft. lj in., complexion fresh, hair brown ( turning grey), eyes blue, scar nose, right of" forehead, right thigh, knee, shin and ankle, " M. H. J. H." and other marks left arm, 2nd joint of 2nd. and 3rd right fingers deformed, nose inclined to right.. A native of Manchester. Sentenced, at Manchester- Assizes, 9th July, 1894, to 3 years penal servitude- and 3 years police supervision, for receiving. Li- cenced 21st October, 1896. U 317. Supervisee CHARLES TAYLOR, alias THOMAS JOHNSON, JAMES EVANS, WILLIAM ENGLAND,. WILLIAM JOHNSON and WILLIAM ASPINALL, Office No. 47055 ( Case 112, 27th September, 1895),. age 41, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, scar centre forehead, left of neck,, chin, chest ( indent) and 2 right knee, mole top left shoulder and shoulder- blade, ruptured left side. A native of Manchester. Sentenced, at Manchester- Sessions, 8th April, 1889, to 7 years penal servitude and 5 years police supervision, for shopbreaking. Licenced 13th October, 1894. V P 381. Information to Deputy Chief Constable Smith, City- Police, Manchester. 19. — Warrington ( Borough). — For obtaining: £ 2 10s. by false pretences, 27th ult. WHIT- LEY, age about 25, height 5 ft. 5 or 6 in., com- plexion fresh, hair dark, clean- shaved, lump over left eye; dress, dark slate colour suit, black hard hat, stand- up collar, brown kid gloves, brown boots; wore • long link pattern gold colour albert across vest. Of good appearance and address. He called at a shop,, representing that he was the son of a partner in a looal firm of brewers, and produced a cheque- book, and what appeared to be bank- notes, and obtained the above sum on the pretence that he was short of ' change. Ho also gave the names of ERNEST JOHN- SON and CLARK, and stated that he was a veterinary- surgeon, a butcher and horse- dealer, and owned butchers' shops. May be accompanied by A WOMAN, age about 28, height about 5 ft., slight build, long thin nose, dark brown hair with fringe, of Jewish appearance; dress, dark skirt, velvet bodice, dark blue cloth cape, with Astrachan collar, high fawn.-- colour hat, brown boots. Warrant issued. Information to Chief Constable Talbot, Warrington. MERIONETHSHIRE. 20.— Dolgelly ( County).— For perjury— JOHN MICAH, alias OSCAR and EDWARDS, age 27 ( looks younger), height 5 ft. 4 in., complexion fair,, hair light sandy, slight light moustache, eyes grey; dress ( when last seen), dark brown jacket, moleskin, trousers, brown cloth cap, strong lace boots. Tramps- the country, and obtains employment at farmhouses,, collieries, and public works. Speaks Welsh imper- fectly. Is known at Birkenhead, Liverpool, Swansea, and Cardiff. Absconded 16th ult. Warrant issued. Information to Supt. Jones, Dolgelly. MONMOUTHSHIRE. 21.— Newport ( Borough).— For stealing, 23rd ult., a silver geneva watch, open- face, half of minute hand missing, " 196 " scratched inside case; - 1 lady's FRIDAY, DECEMBER 10, 1897. T H E POLICE G A Z E T T E . 5 open- face silver geneva watch, figured dial, chased back; and a long 9- carat gold guard— A man giving the name of COX, or FOX, age 50 to 55, height 5 ft. 4 or 5 in., stout build, complexion pale, round fea- tures, hair and moustache turning grey, limps slightly; dress, dark clothes, black bowler hat, heavy - dark overcoat. He takes lodgings, representing that he is a seaman, and is to be paid off from a ship, having returned from a voyage of several months. Information to Chief Constable Sinclair, Newport. MONTGOMERYSHIRE. 22.— Welshpool { County).— For fowl stealing, 28th ult., at Golfa— ALFRED OWEN, alias BONY ROCK, age 43, height 5 ft. 3 in., complexion fresh, 3iair sandy, eyes hazel ; dress, old brown jacket, cotton cord trousers, brown cap. THOMAS GARDNER, age .26, height 5 ft. 7| in., complexion sallow, hair and • eyes brown; dress, black monkey jacket, moleskin trousers, brown cap. Labourers; and natives of " Welshpool. Warrant issued. Information to Deputy Chief Constable Crowden, Wrelshpool. NORFOLK. 23.— Norwich ( County).— For stealing, from a dwelling- house, £ 10; and a fine black ribbed Chester- £ eld overcoat— Supervisee LEWIS RICHARDS, alias . EDGAR RICHARDS, EDGAR STEWARD, EDGAR BRAND and WILLIAM ANDERSON, Office No. 2278- 97, age 26, height 5 ft. 4 § in., complexion pale, hair dark brown, eyes grey, birthmark right of chest, indistinct tattoo marks and scar left forearm, rings '( indistinct) each finger of right hand, bunion 2nd joint aright big toe, scar back head, left buttock, right hand and right shin, mole front of neck. A native of Ipswich. Sentenced, at Oxford Quarter Sessions, 2nd January, 1894, to 3 years penal servitude and 2 years • police supervision, for larceny ( dwelling- house). NOTTINGHAMSHIRE. .24.— Mansfield ( County).— For stealing a brass • cased watch, second hand, black hands and figures, • white dial; 1 white metal curb pattern albert; 1 new black rough cloth rest, black bone buttons, lining ( supposed) blue- and- white striped— A MAN, age about 30, height 5 ft. 7 or 8 in., slight build, • complexion fair, small features, hair and moustache light, eyes blue; dress, dark cloth suit, blue peak • cap, flat top with braid round crown, red socks, low - shoes; wearing a black leather belt, buckle fasten- ing. He took lodgings, and stated he had come to a- epair the telegraph wires. Warrant issued. Information to Supt. Hensley, Mansfield. STAFFORDSHIRE. 25.— Burslem ( County).— For failing to report ^. nd on suspicion of housebreaking at Stoke- on- Trent, on 26th ult.— Expiree GEORGE FROST, alias JOHN WHEILDON, WILLIAM and JAMES THOMPSON, Office No. 38364, age 64, height 5 ft. 7£ in., com- plexion sallow, hair dark, eyes hazel, clean- shaven . except moustache, tumour left side head, scar bridge • of nose, back of right shoulder, right upper arm, cut - scar back 3rd right finger, scar left upper arm and 2 - back of left hip, both 4th fingers bent, right ankle • damaged, walks with shuffling, gait; dress, dark peak • cap, dark suit, dark mixture scarf round neck, all nnuch worn. He is supposed to , have been staying At a lodging- house at Newcastle- under- Lyine for the last 12 months, going about begging, and carrying skeleton keys. ( See Case No. 103, 29th November, 1889.) Sentenced, at Stafford, 1st May, 1884, to 7 years penal servitude, for housebreaking. Li- cenced 17th October, 1889. K 429. \ W arrant issued. information to Chief Supt. Hill, Burslem. 26.— Wolverhampton ( Borough).— For stealing ' from his lodgings, 4th inst., 4 collars; and 4s.— SAMUEL SMITH ( supposed false), age about 25, height 5 ft. 3 or 4 in., slight build, complexion fair, " hail- ( curl in front, cut short behind) supposed brown, scar centre of forehead; dress, dark plaid woollen - suit, green tie with ring in centre, cloth peak cap, brown boots. He took lodgings on 1st inst., stating " he was an engineer employed by the Midland Railway Company, to erect a new bridge at Wolverhampton. He left on 4th inst., stating he was going to get his luggage. Warrant issued. Information to Capt. Burnett, Chief Constable, " Wolverhampton. SUSSEX ( EAST). £ 100 REWARD.
