All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR or THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enab e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. j 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force, against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pronerty to be inserted in the POLICE GAZETTE, must, oh their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, xuill be wholly re sponsible for any proceedings which may result from such pMicalon. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either oU the office, New Scotland Yard, by cheque, crossed " Drummond cfc Co.," Post Office Order payable at Parliament/ it., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to th, at effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— L Division.— For falsifying accounts — WILLIAM SALE, age 32, height 5 ft. 5 in., com- plexion fair, hair light; dress, two jackets ( one black diagonal, one rough black serge), dark vest, dark blue check trousers, black and white check tie, horse- shoe pin, turn down collar, grey cloth peak cap, lace boots. Supposed a native of Watford, Herts. Warrant issued. 2.— Y Division.— For embezzlement— FRANK DUNN, age 22, height 5 ft. 9 in., complexion fresh, hair light, eyes blue, walks badly, and leans forward; dress, dark morning- coat and vest, dark trousers, black hard felt hat, button boots. A butcher; native of Friskney, Lincolnshire." • Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For obtaining goods by false pretences— J. ROSENBAUM, late of 39, Beresford Road, Canonbury, age about 45, height 5 ft. 8 in., stout build, rather corpulent, full face, hair ( bald on top) and heavy moustache dark. An undischarged bank- rupt. L. de WINDT, age about 45, height 5 ft. 11 in., well built, hair, moustache and imperial black ; of French appearance. Traded as A Rosen- baum and Co., 38, Bow Lane, E. C. Warrant issued. Not to be arrested out of the United Kingdom. 4.— For embezzlement— GEORGE PAYTEN, late of 41, Walsingham Road, Clapton, age 41, height 5 ft. 7 or 8 in., stiff build, hair, beard and mous- tache light; suffers with his throat, which he keeps covered up with a muffler ; small red spot on side of nose ; wearing dark overcoat and hard felt hat. A book- keeper, formerly of 283, Victoria Park Road. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 5.— Wokingham ( County).— For obtaining, 20th and 21st ult., a black cloth jacket and vest; a pair grey cloth trousers; and 13s., by false pretences, at Bracknell— THOMAS PULLEN, alias FRENCHY, age 26 ( looks younger), height about 5 ft. 8 in., com- plexion fresh, " hah- light brown, eyes light blue, walks slightly lame, can speak French; wearing the stolen clothes, white shirt and collar, white silk tie, black soft hat, lace boots. A native of Winkfield. Is fond of betting. Supposed wanted elsewhere. Warrant issued. Information to Supt, Molsher, Wokingham. 6.— Reading ( Borough).— For stealing, 22nd ult., a pneumatic safety bicycle, " Scott's " standard tyres, black gear wheel ( brazed under crank), " Draycott" chain, rat- trap pedals, black " Middlemore" saddle, straight handle- bars, black cork handles, " Corb « n" bell, usual parts plated, " No. 11" stamped on seat pillar, transfer on head " Speedwell, M. E. Dew and Sons, Reading," transfer on bottom bar " Speedwell" — H. NASH, age about 20, height 5 ft. 3 or 4 in., slight build, complexion rather dark, hair dark brown, clean- shaved ; dress, dark serge suit, double- breasted jacket, dark brown plaid cap, with badge and crossed flags above peak, side- spring boots; wearing 3 rings on 3rd right finger and 2 on 3rd left finger. BUCKINGHAMSHIRE 7.— High Wycombe ( Borough).— For obtaining, 25th ult., £ 1 by false pretences— A MAN, age about 35, height 5 ft. 9 or 10 in., complexion pale, thin features, moustache dark; wearing a long dark brown plaid overcoat and hard felt hat, He called at a greengrocer's, and offered to supply a quantity of apples and wild rabbits, and obtained the above sum on account, giving the name of William Reeves, Park Farm, Newbury, Berks ( false). Supposed wanted for similar offences elsewhere. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable Sparling, High Wycombe. CAMBRIDGESHIRE. 8.— Cambridge ( Borough).— Woodcut portrait and description of WILLIAM PEED, a solicitor, whose apprehension is sought for forging 2 transfers of stock of the value of £ l, 250, embezzling £ 5,000, and stealing £ 111 10s. 6d. He is believed to have had in his possession a quantity of old coins, including Spanish and American and gold coins of the reigns of James I., Charles I., Anne, Geo. II., III., and IV., and Louis XVII. He left Cambridge on 27th September last. May endeavour to leave the country. Warrant issued. Information to Chief Constable Holland, Cam bridge. CHESHIRE. 9.— Egremont { County).— For stealing, 12th ult., at New Brighton, a pneumatic safety bicycle, plated handle- bars, rubber handles, with white bone rings at end, " Dunlop- Welch " tyres, rubber pedals, geared to 72 in., roadster saddle, " King of the Road " lamp attached; 1 blue serge jacket; 1 black felt hat — A YOUTH, age 18, height 5 ft. 1 or 2 in., com- plexion fresh, thin features, hair ( long) dark, speaks with American aocent; dress, black coat and vest, light trousers and cap, or may be wearing stolen coat and hat. Information to Chief Supt. Hindley, Egremont. DENBIGHSHIRE. 10.— Wrexham { County).— For stealing, 16th ult., a pair of lady's boots and a pair of men's calf- skin boot uppers— JOHN WILSON, alias FLAN- NAGAN, age 60, height 5 ft. 6 in., slight build, whiskers and moustache grey, chin shaved, right foot deformed, wears a cork heel, and walks on his toes ; dress, brown jacket and vest, dark broad cord trousers, blue and white stripe neckerchief, dark cap. A tramping shoemaker. Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. DEVONSHIRE. 11.— Devonport ( Borough).— For housebreaking, 22nd ult., and stealing 2 gold watches, Nos. 26313 and 21197; 4 silver watches, Nos. 145222, 25648, 95386, and 27731 ; 1 18- carat gold curb albert, graduated from centre, with coloured stone as pend- ant ; 1 diamond cluster ring, convertible into stud ; 1 small white silk handkerchief, " R " worked in coloured silk in corner— RICHARD ALLEN, age 17, height 4 ft. 7 in., complexion fair, small face, hair brown, eyes grey ; dress, dark mixture coat and vest, dark cord trousers, black skull cap, old boots ; native of Devonport. Information to Head Constable Matters, Devon- port. DORSETSHIRE. £ 2 REWARD. 12.— Wareham ( County).— For deserting his wife and family, leaving them chargeable to the Ware- ham and Purbeck Union— SAMUEL CHARLES TAPPER, age 42, height 5 ft. 5 or 6 in., slight build, complexion dark, hair black, eyes brown, usually clean- shaved, rather flat nose, scar over left eye, anchor tattooed on one arm. A groom. Known at Harrogate; Piccadilly, London; and Bournemouth. Warrant issued. The above reward will be paid by the Guardians of the Wareham and Purbeck Union for such informa- tion as will lead to the arrest of Tapper. Information to Supt. Carter, Wareham. DURHAM. 13.— Durham ( City).— Woodcut portrait and de- scription of JOSEPH WHITE, late of South Hetton, ' Durham, whose apprehension is sought for offences under the Trades' Unions Act, age 40, height 5 ft, 10 in., stout build, weight about 18 stone, complexion, hair, moustache and eyes dark ; dress, usually in black shooting jacket, black vest and trousers. A miner or check- weighman. Was Secretary of the South Hetton Branch Lodge of the Durham Miners' Association. Absconded 25th ult. May endeavour to leave the country. Warrant issued. 14.— Durham ( City).— For obtaining, 26th ult., 2s. 6d. by false pretences— A man who gave the name of BOLINGBROOK, age 50 to 60, height 5 it. 3 or 4 in., stoutish build, complexion dark, full beard and moustache, cut rather short; dress, grey suit, dark, three- quarter overcoat, brown kid gloves, soft hat. He called at a stationer's, and produced a printed list of subscribers to the National Union for the Suppression of Intemperance, stated to the assis- tant that he had been sent by the proprietor's wife for the above amount. Warrant issued. Information to Chief Constable Smith, Durham. FLINTSHIRE. 15.— Holywell ( County).— For deserting his wife and family— ALFRED FITZPATRICK, age about 50, height 5 ft 9 in., slight build, inclined to stoop, complexion pale, hair ( turning grey) light brown, moustache brown, eyes blue, scald scar left of head, upper front teeth deficient, bottom teeth much decayed; a painter and paperhanger; native of Liverpool. Is addicted to drink. Warrant issued. Information to Deputy- Chief Constable Hughes, Holywell. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For obtaining £ 20 by false pretences— WILLIAM SMEDLEY, a coachman, age about 35, height 5 ft. 6 in., rather stout build, complexion fresh, oval face, hair ( cut short) brown, moustache ( small) light brown, small pointed nose, small mouth, prominent chin; dress, light tweed jacket and breeches, drab leggings, or tweed morn- ing coat, and strapped trousers. Rides a cushion tyre bicycle. May be found at public houses, in the com- pany of betting men. Absconded 15th ult. Warrant issued. 17.— Cardiff ( Borough).— For stealing, between 24th October and 20th ult., 1 silver watch; and 2 boxes, containing bedding, wearing apparel, etc.— EDWARD COLLINS ( supposed false), age about 31, height 5 ft. 6 in., slight build, complexion fresh, thin face, hair and long thin moustache dark brown; dress, blue serge suit, P. and O. cap; wore a gold- colour albert, with shield attached; a gold- colour ring, set blue stone; and a silver ring. Carried a dark stick, with 3 metal bands. He represented that he was an engineer from a P. and O. steamer, and obtained the property, together with sums of money, from a servant- girl, on the pretence of marriage. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 18.— Cheltenham ( County).— For stealing £ 4 5s. — WILLIAM STUCKEY, age about 30, height 5 ft. 8 in., complexion fair, hair brown, eyes grey, scar in right cheek, near ear and under right side of chin, dot on one finger of left hand; dress, black coat and vest, dirty cord trousers, light cap, lace boots, plaid neckerchief. A labourer; stated he was a native of Bristol. Warrant issued. Information to Supt. McRae, Cheltenham. KENT. 19.— Ashford ( County).— For stealing, at Lydd Camp, a dark tweed jacket and trousers; blue serge cap; and a Savings' Bank book SATTEN, a private of the Seaforth Highlanders, from which he is a deserter, age 18, height 5 ft. 5 in., complexion fair, hair brown; supposed wearing the stolen cloth- ing. Information to Supt. Bailey, Ashford. 20.— Tu nbridge Wells ( Borough).— Forstealing a pony and cart ( recovered)— ARTHUR HART, age 27, height 5 ft. 3 in., complexion fresh, hair dark brown, slight moustache and eyes brown, chest deformed; dress, black diagonal overcoat, grey tweed jacket and vest, light grey trousers, white composition collar, turned- down points, black hard felt hat, side- spring boots. A fish and fruit hawker. Warrant issued. Information to Chief Constable Prior, Tunbridee Wells. LANCASHIRE. 21.— Leigh ( County).— For assault on police, 9th ult.— MARTIN RANAGAN, or RALIGEN, age about 22, height 5 ft. 7 or 8 in., complexion sandy, hair light brown, slight moustache light, cross- eyed ; dress, dark coat and vest, dark brown trousers, striped shirt, dark cap, lace boots. A collier. PATRICK MUR- PHY, age 29, height 5 ft. 5 in., complexion fresh, hair dark, eyes grey, cut mark both arms and on bridge of nose; dress, dark coat and vest, brown cord trou- sers, dark cap. Warrant issued. Information to Supt. Higginbotham, Leigh. 22.— Rawtenstall ^ County).— For uttering coun- terfeit coin, at Rawtenstall, 12th ult.— Licence Holder THOMAS HENRY HOLD EN, alias THOMAS JONES and ROBERT TAYLOR, Office No. 2828- 97, age 64 ( looks younger), height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, eight- pointed star back left hand, indistinct tattoo mark right forearm, boil scar right forearm, scar right eyebrow and chest. A native of Leyland. Sentenced, at Lancaster Assizes, 17th November, 1891, to 5 years penal servitude, for uttering counterfeit coin. Licence revoked ; liberated on 2nd licence, 2nd November, 1897, which expires 24th January, 1898. I R 1074. Has been several times convicted for coining offences. Information to Supt. Procter, Rawtenstall. 23.— Manchester ( City).— For stealing £ 26— JOHN VINGLEMAN, age 20 ( looks younger) height 5 ft. 3 or 4 in., stout build, complexion sallow; dress, grey mixture tweed suit, black bowler hat. Speaks with Welsh accent; very rough voice. Information to Deputy Chief Constable Smith, Manchester. 24.— Burnley ( Borough).— For failing to report— — Licence Holder THOMAS HENRY HOLDEN, alias THOMAS JONES and ROBERT TAYLOR, Office No. 2828- 97 ( see GAZETTE, 26th ult., Case 23), age 64, height 5 ft. 5 § in., complexion fresh, eyes grey, hair dark brown, indistinct tattoo marks, inside right arm, 8- pointed star back of left hand, boil scar back of neck, burn scar inside right forearm, cut scar over cei. tre rigtit eyebrow : tnd scar front of cbest. A weaver; native of Leyland. Sentenced at Lan- caster Assizes, 17th November, 1891, to 5 years penal servitude, for uttering counterfeit coin; and, at same Assizes, 29th October, 1895, to 12 months and licence revoked, for possessing a mould for coining. Licenced 2nd October, 1897. I R 1074. 25.— Burnley ( Borough).— For failing to report Supervisee EZRA THOMAS, Office No. 2582- 96, age 30, height 5 ft. 4 in., complexion fresh, hair brown, ( thin), eyes grey, tattooed " A " front left upper arm and " A B," anchor and indistinct mark left forearm, anchor right forearm, 1st right finger- nail deformed, 3 scars right hip. A tailor; native of Burnley. Sentenced, at Preston County Sessions, 26th Novem- ber, 1890, to 7 years penal servitude and 7 years police super- vision, for housebreaking. Liberated on licence 13th August, 1896. Supervision expires 26th November, 1904. Q 345. Information to Chief Constable Harrop, Burnley. 26.— Salford ( Borough).— For burglary— A man who gave the names of G. SNOWDEN and E. ATKINS, age 45, height 5 ft. 3 or 4 in., complexion swarthy, hair ( bald on top) dark brown ( turning grey), clean- shaved. Appearance of a racing man. Information to the Chief Constable, Salford. 27.-— Warrington ( Borough).— For obtaining £ 1 10s. by a false, seaman's advance note, on 11th ult.— JOHN HOLT ( supposed false), age about 35, height 5 ft. 9 in., complexion fresh, hair and mous- tache sandy; dress, brown suit, dark tie, black billy- cock hat. Of good appearance and address. He re- presented that he was first mate of a vessel, which he described as the Chiswick. Warrant issued. Information to Chief Constable Talbot, Warrington. LINCOLNSHIRE. £ 1 REWARD. 28.— Grantham ( Borough).— For deserting his family, leaving them chargeable to the Grantham Union— JOHN TAYLOR, age 40 to 45, height 5 ft. 8 or 9 in., hair sandy, moustache and whiskers ginger, birthmark right side of neck resembling 2 or 3 rows of warts. A clerk ; native of Louth, Lincolnshire. Warrant issued. The above reward will be paid by the Guardians of the Grantham Union for such information as will lead to the arrest of Taylor. Information to Chief Constable Jones, Grantham. LINLITHGOWSHIRE. 29.— Linlithgow ( County). — Woodcut portrait and description of JAMES DUFF, whose apprehen- sion is sought for stealing £ 8 2s. 6d., 9th ult., at Broxburn, age 25, height 5 ft. 8 or 9 in., slight build, complexion fresh, full face, high cheek- bones, hair light brown, moustache light, eyes blue, walks erect; dress ( when last seen), dark tweed suit, black felt hat, brown shoes. A painter; may be found at collieries or oil works. Has resided at Cowdenbeath, Fife, and TUESDAY, NOVEMBER 3, 1897. T H E POLICE GAZETTE. Quarter Colliery, near Hamilton, Lanarkshire, at which places he was a member of a pipe band. He endeavoured to raise a pipe band at Broxburn, and after above sum was collected, he got possession of same on the pretence of buying instruments, and absconded. Warrant issued. Not to be arrested out of the United Kingdom. Information to Deputy Chief Constable Robinson, Linlithgow. MONMOUTHSHIRE. 30. — Newport ( Borough).— For stealing, 23rd ult., a silver geneva watch, open- face, half of minute hand missing, " 196 " scratched inside case; 1 lady's open- face silver geneva watch, figured dial, chased back; and a long 9- carat gold guard— A man giving the name of COX, or FOX. age 50 to 55, height 5 ft. 4 or 5 in., stout build, complexion pale, round fea- tures, hair and moustache turning grey, limps slightly; dress, dark clothes, black bowler hat, heavy dark overcoat. He takes lodgings, representing that he is a seaman, and is to be paid off from a ship, having returned from a voyage of several months. Information to Chief Constable Sinclair, Newport. NORFOLK. 31.— Norwich ( City).— For wilfully neglecting his five children— JOHN AMIS, age 47, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey, may be growing a beard. A native of Wickmere, Norfolk. May seek employment as a hackney carriage driver. HARRIET LLOYD, alias WADE ( with whom the above cohabited), age 48, height 5 ft. 7 in., complexion pale, hair ( turning grey) brown, eyes hazel, face some- what sunken ; dress, crepon skirt, red shoulder- cape or shabby fur- lined cloak, and bonnet. A native of Wymondham. Warrant issued. Information to Chief Constable Winch, Norwich. 32.— Norwich ( City).— For stealing, from a dwelling- house, £ 10 ; and a fine black ribbed Chester- field overcoat— Supervisee LEWIS RICHARDS, alias EDGAR RICHARDS, EDGAR STEWARD, EDGAR BRAND and WILLIAM ANDERSON. Office No. 2278- 97, age 26, height 5 ft. 4 § in., complexion pale, hair dark brown, eyes grey, birthmark right of chest. indistinct tattoo marks and scar left forearm, rings ( indistinct) each finger of right hand, bunion 2nd joint right big toe, scar back head, left buttock, right hand and right shin, mole front of neck. A native of Ipswich. Sentenced, at Oxford Quarter Sessions, 2nd January, 1894, to 3 years penal servitude and 2 years police supervision, for larceny ( dwelling- house). Information to Inspector Flint, County Police Office, Norwich. 33.— Great Yarmouth ( Borough).— For obtain- ing £ 9 5s. by a worthless cheque— FREDERICK WILSON, alias STEPHENS and PENNY, age about 50, height 5 ft. 6 or 7 in., slight build, com- plexion fair, hair ( bald on top) grey, clean- shaved; dress, fawn colour suit, light brown overcoat with fawn colour velvet collar and cuffs, dark brown soft felt hat.
