Every announcement, if for the an prehension of a person, must be guaranteed by the. signature of ( in officer of not. iess rank than Superintendent: and, if the name of such person be required to he inserted, and no warrant is in force, against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mutt be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, ar. d art alphabetically arranged by counties. 9. The forcewhich causes particulars concerning delinquents or sto'en pronerty to be inserted in the POLICE GAZETTE, mu^ t, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the payer only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < k Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamns. 13. NOTICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows :— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1SS3. 3.— It is particularly requested that . any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZKTTF, may be at once notified to the Editor. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Ciiief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, ta- send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation" of the particulars they contain is not desired. The same course will he followed with respect to property lost and persons missing. THE very numerous complaints received from all parts of the country respecting THE MONO- CHROME PORTRAIT COMPANY, of Ealing ( London), give abundant proof that this is a thoroughly fraudulent business. The swindle con- sists in leading people to believe that they will receive an enlargement of a photograph, together with a valuable watch, gratis, the conditions being that they will buy a frame for the photograph and obtain other victims for the Company. As a matter of fact, the amount charged for the frame is sufficient to pay for frame, photograph, and watch, with a very liberal margin to cover advertis- ing and profit. METROPOLITAN POLICE DISTRICT 1.— D Division.— For embezzling £ 21— HENRlr BEAUCHAMP, age 30 to 35, height 5 ft. G or 7 in., complexion fresh, hair, whiskers and moustache light; dress, dark clothes, black hard felt hat. Warrant issued. 2.— E Division.— For stealing £ 20— STANLEY" BREEZE, age 18, height 5 ft. 3 in., complexion pale ( face slightly blotched), hair light, eyes blue; dress, grey twe^ d overcoat, blue serge suit, " West End Clothing Co., 71 and 72, Strand," on tab, black hard felt hat, lace boots. A native of Ellesmere, Salop. Warrant issued. 3.— E. Division.— For obtaining goods by fraud — ADOLPH HENRI CHAMBERLYN, alias CANNOT and CLEMENTS, age about 38, height 5 ft. 7 in., stout build, complexion sallow, hair dark, whiskers, moustache and eyes black, nose disfigured, husky voice ; wearing black frock coat and vest, silk hat. A native of Paris. Warrant issued. 4.— F Division.— For embezzling £ 9 16s. 5d.— HENRY HART, age 55 ( looks older), height 5 ft. 5 in., complexion fresh, hair, whiskers and moustache ( turning grey) dark, eyes grey ( nervous twitching in left); dress, black frock- coat and vest, dark trousers, high silk hat, lace boots. A native of London. Warrant issued. felt hat. Has been employed as clerk at a distillery office. A native of Plymouth. Warrant issued. 6.— N. Division.— Escaped from custody of Police whilst being conveyed from Goffs Oak to Cheshunt, Herts, on a charge of larceny, WILLIAM SMITH, age 30, height 5 ft. 10 in., complexion dark, slight moustache dark brown ; dress, light jacket, cord trousers, dark cloth cap, lace boots. A native of St. Neots, Huntingdonshire. 7.— P Division.— For embezzlement— ARTHUR J. DURRANT, age 24, height 5 ft. 6 in., complexion dark, hair and slight moustache black, eyes dark, tattooed both forearms; dress, black jacket and vest, pepper- and- salt colour trousers, turn- down collar, sailor- knot tie. A native of Great Yarmouth. Warrant issued. 8.— P Division.— For obtaining monev bv false pretences— ARTHUR HENRY TAYLOR, age 40, height 5 ft., complexion florid, hair ( turning grey), dark brown, white patdh at back of head, eyes blue, carries his head forward; dress, black coat and vest, dark trousers, black hard felt hat, side- spring boots. He represented that he was a canvasser for the sale of musical instruments. May be found at Man- chester. Warrant issued. 9.— P Division.— For embezzling £ 1 10s. 5d.— WILLIAM KING, age 22, height 5 ft. 5 in., com- plexion very^ dark, hair, small moustache, and side whiskers black, eyes dark ; dress, black jacket, light trousers, black hard felt hat, brown boots. A grocer's assistant. Native of Ingatestone, Essex. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 10.— For obtaining money by false pretences— JOHN MUTZNER, alias KASPER, MANRER, and AUNNACHER, age about 40, height 5 ft. 6 in., complexion fresh ( sunburnt), hair light brown, beard and moustache light; dress, dark brown tweed suit, green Alpine hat. BEDFORDSHIRE. 11.— Leighton Buzzard ( County).— Woodcut portrait and description of WILLIAM YOGT, whose apprehension is sought for stealing £ 2 10s. from musical instruments in public- houses, 31st July last; age about 18, height about 5 ft 6 in., com- plexion fair, eyes blue. He represented that he belonged to a firm of London musical instrument manufacturers, who were the owners of those in- struments from which he took the money. Warrant issued. Information to Supt. Anniwell, Leighton Buzzard. BERKSHIRE. 12.— Reading ( Borough)— For stealing, 8th inst., from his lodgings, jewellery ( recovered)— A man who gave the name of MILLER, age 40, height 5 ft. 5 in., stout build, bald on top of head, moustache dark; dress, light covert coat, black coat and vest, light trousers and cap. He took lodgings, stating he was a clerk on the G. W. Railway, and had recently been transferred to Reading. Warrant issued. 13.— Reading ( Borough).— For obtaining, 11th inst., 14s. by false pretences— A man who gave the name of W. REEVES, age about 35, height 5 ft. 9 or 10 in., round face, hair dark brown, moustache sandy, eyesi blue; dress, brown check overcoat, with black- and- red stripes, check trousers, pink shirt front, black hard hat. He called on a greengrocer, stating he had a quantity of potatoes for sale, and agreed to sell him a ton for £ 3, receiving 14s. on account. Warrant issued. Information to Captain Henderson, Chief Con- stable, Reading. 14.— Wind SOP ( Borough). — For obtaining, by false pretences, on 17th. August last, a set of black leather brass- mounted harness— ERNEST FOX, age about 26, height 5 ft. 5 or G in., slight build, complexion dark, hair dark brown; dress ( when last seen), light tweed suit and cap, brown boots. A studsman. Is believed to ( have friends at Birmingham. Warrant issued. Information to Head Constable Armour, Windsor. CARMARTHENSHIRE. 15.— Llanelly ( County).— For obtaining, 29th ult., food and lodgings: by false pretences— SAMUEL SMITH, age about 22, height about 5 ft. 8 in., slight build, complexion fair, very small features, hair dark, clean- shaved, supposed to have some fingers deficient on one hand; dress, dark suit, white front, dark tie, waist- belt ( floral design), " S. S." in large letters on front, brown soft felt hat, dented at top, elastic side- boots ; wore a silver ring, set white stone. A native of Stoke- on- Trent. Stated he was known at Stock- croft, Bristol. Warrant issued. Information to Supt. Scott, Llanelly. 17.— Egremont ( County).— For stealing from his lodgings £ 7 4s.— ALFRED THOIINLEY, age about 22, height about 5 ft. 3 in., stout build, complexion fresh, large nose, hair dark brown, slight moustache, eyes grey, 2 burn marks right forearm, 3rd left finger deficient; dress, dark brown tweed suit, blue cloth peak cap, brown boots ( blacked over). Supposed a native of Blackpool. Warrant issued. IS.— Egremont ( County).— For embezzling, 10th February last, £ 250, WILLIAM DANGER, a solicitor, late clerk to the Wallasey Urban District Council, age about 50, height about 6 ft., rather slight build, eomplexion fresh, hair dark brown, full whiskers and moustache, has a pleasant expression, very good address, fluent of speech, stoops slightly ; dress, usually black morning coat and vest, light tweed trousers, dark hard felt high flat top hat; generally carries a walking- stick or umbrella ; is fond of golfing. Is known at Carrog, Corwen. Warrant issued. Information to Chief Supt. Hindley, Egremont. 19.— Middlewich ( County).— For failing to sur- render, at Ivnutsford Quarter Sessions, 18th inst., on a charge of burglary— THOMAS WEBB, age 37, height 5 ft. 11 in., complexion sallow, hair dark brown, eyes grey, 3rd and 4th right fingers con- tracted ; dress, dark brown jacket, corduroy vest, black trousers and cap. A notorious thief and poacher. Native of Peover, Cheshire. Warrant issued. Information to Supt.. Large, Middlewich. DEVONSHIRE. 20.— Exeter ( City).— For stealing, 7th inst., a bicycle ( recovered)— A man who gave the name of HARRY PARSONS, age about 22, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, clean- shaved; dress, blue serge jacket suit, red tie, black hard felt hat, lace boots. He calls at cycle shops, asks the price of a bicycle, and obtains a billhead, which he afterwards uses as a receipt when pledging a machine hired from another shop. Warrant issued. Information to the Chief Constable, City Police, Exeter. DORSETSHIRE. 21.— Blandford ( County).— Forstealing a black melton cloth coat and vest, and a pair brown box- cloth gaiters— WILLIAM PARKER, age 28 to 30, height about 5 ft. 4 in., complexion fresh, rather full face, hair ( cut short) dark, scar back of head, horse's head in circle tattooed righit forearm; dress, black melton coat and vest, light blueish trousers, with small dark stripe, brown box- cloth gaiters, low crowned brown hard hat; has a sleeve vest, with horse- shoe pattern buttons, A groom ; a native of Reading. Warrant issued. Information to Inspector Brown, Blandford. 22.— Poole ( County).— For stealing 1 single- case silver geneva watch, with seconds hand, black hands, 3 cut mark on inside of ease, makers " Kendall and Dent" on dial; 1 small single- case silver geneva watch, with seconds hand, black hands, main spring broken; 1 black jacket, with small squares, usual pockets— A man, who gave the name of DOCTOR ERNEST ROGERS, M. D., age 35 to 40, height about 5 ft. 5 in., complexion dark, hair and heavy mous- tache black, scar top of second joint right thumb; dress, black vest, light trousers, with dark stripes, white shirt, turn- down collar and front, blue serge peak cap, lace boots; and wearing stolen jacket. Stated he had been a Navy doctor, and is now in receipt of a pension. Had in his possession— A large bunch of keys, including 4 brass keys, about 4 in. lone, and a Metropolitan Police whistle. Warrant issued. Information to Deputy Chief Constable Hains, Poole. CHESHIRE. 16.— Egremont ( County).— For embezzling £ 4 5s. 4d.— THOMAS WALSH, age about 17, height 5 ft. 5 or 6 in., slight build, complexion fresh, thin features, large nose, hair light brown, eyes grey, left shoulder higher than right, slightly lame in left leg, large feet, generally has his left hand in trou- sers pocket; dress, brown check overcoat with cape ( much too long for him), dark worsted jacket, and vest, brown corrl trousers, strong lace boots, dark tweed cap. Probably wearing dark speckled suit. May seek employment at dairies. Supposed a native of Scarborough. Warrant issued. DUMFRIESSHIRE. 23.— Dumfries ( County).— For housebreaking, 16th inst., at Lockerbie, and stealing, 1 filigree silver- plated trinket- box, about 4 by 3 in., " Pot Pourri" pattern; 1 silver thimble; 1 pair carved gold sleeve studs; 1 pair silver- plated sleeve studs, set light brown marled stones; 1 silver brooch, size of a half- crown, " Maggie" thereon— GEORGE DALGLEISH, age 32, height 5 ft. 9J in. ( without shoes), com- plexion fresh, hair dark brown, eyes brown, figure of a woman and thistle right arm, figure of woman and cross flags left arm, scars on back and hips; dress ( supposed), brown faded tweed jacket, dark tweed trousers and cap. A native of Selkirkshire. He served in the 1st King's Own Scottish Borderers from 1881 to 1888. Has been convicted of theft at Gala- shiels and Edinburgh. Warrant issued. Information to the County Chief Constable, Dum- fries. DURHAM. 24.— Durham ( City).— For stealing, 8th inst., a " Howe" roadster bicycle, ' 96 pattern, 23- in. frame, brake and mud- guard, rubber handles, rat- trap pedals, lock head, " Beeston " tyres ( front much worn), bag containing key, attached to saddle— A MAN, age 22 to 24, height 5 ft. 7 or 8 in., complexion fair, hair brown, clean faeffe, speaks with Tyneside dialect'T dress, dark jacket, dark grey striped trousers, black felt hat, cycling shoes with hooks; carried a long light- coloured waterproof coat and brown leather bag. about 14 in. by 7 in. He left his coat and bag at the railway station ' in the name of NIXON. Warrant issued. Information to Chief Constable Smith, Durham. 25.— South Shields ( Borough).— For stealing,. 5th inst., a fine blue serge jacket and vest; black- and- white check muffler and cloth cap— JOHN EDWARD YOUNG, age 19, height 5 ft. 4J in., slight build, complexion fresh, hair dark brown, eyes blue, 2 small scars left elbow, 3 scars left and 4 right knee; wear- ing the stolen clothing, with army trousers ( without stripes) and boots. Has1 been in the Army. 26.— South Shields ( Borouqh).— For stealing ( bailee), 5th inst., £ 2 2s. Id.— JAMES McDOUGAL, age 21, height 5 ft. 8 or 9 in., slight build, hair brown, clean- shaved, cast in one eye, droops one shoulder, and walks with slovenly gait; dress, blue jacket- suit, black silk cap. A Scotchman. Has been employed in a seamen's boarding- house. Warrant issued. Information to Chief Constable Morant, South Shields. ESSEX. 27. — Southend- on- Sea ( County).— For stealing, 2 pairs of boxing- gloves and a number of plasterer's tools ( recovered)— FREDERICK BLANCHE, alias DAN COLLINS, age about 35, height 5 ft. 6 in.,, complexion fresh, hair light brown, heavy moustache- ginger, eyes blue; dress, long white smock coat, light cord trousers, black hard felt hat. A plasterer native of Kent. Warrant issued. Information to- Supt. Simmonds, Southend- on- Sea. GLOUCESTERSHIRE. 28.— Dursley ( County).— For larceny— ALLAN" DALE, age about. 40, height 5 ft. 7 or 8 in., hair and heavy moustache dark; dress, black double- breasted frock- coat, striped trousers, lhard felt hat, elastic side- boots ( much worn). He represents himself as a doctor, and has been employed by a travelling quack named " Sequah " Warrant issued. Information to Supt. Hopkins, Dursley. HAMPSHIRE. 29.— Kingsclere ( County).— For stealing a tricycle, FRANCIS DALLEY FISHER, age about 45, height 5 ft. 8 or 9 in., complexion, fresh, hair light, rather bald on top, heavy monstaclie brown ; dress, usually light brown suit, brown alpine hat, sometimes wears white flannel trousers and brown shoes. Has been in the army. Is very eccentric in manner. Usually carries a walking- stick on right shoulder. Stays at hotels or boarding houses. Warrant issued. Information to Inspector Daniels, Kingsclere. 30.— Portsmouth ( Borough).— Forstealing, 25th- ult., 10s.— JOHN KNIGHT, age 40, height 5 ft. 5 or 6 in., hair brown, large moustache sandy, whiskers and beard close cropped, eyes hazel. A draper's- porter. Previously employed as a canvasser for in- surance companies. Has in his possession recom- mendations from the Army; also from the Buffalo- and Masonic Societies. May seek similar employ- ment. Warrant issued. 31.— Portsmouth ( Borough).— For larceny, 7th- inst.— CHRISTINIA O'NEIL, alias FOSTER, age 30,. height 5 ft. 1J in., complexion sallow, flat features, hair ( fringe in front) light brown, eyes grey, bad teeth, burn scar, " C. O'Neil," " I love," hearts or two hands and wreath of roses on arms; dress,, black skirt, light fawn bodice, light tweed cape, stiff collar, velvet yoke over shoulders, navy blue hat trimmed 3 or 4 rows of velvet bows at side. A prosti- tute. May be found in company of two men, who; visit low beer- houses, inserting tattoo marks. Warrant issued. 32.— Portsmouth ( Borough).— For . stealing, 23rd' inst., a bicycle ( recovered)— A man who gave the name of J. GRANT, age about 28, height 5 ft. 7 or 8 in., complexion fair, hair very light or ginger, slight moustache; dress, blue or black lounge suit, black hard felt hat. Of good address He pledged the bicycle in name of Henry Stewart, producing, at the same time, a billhead with " H. G. Andrews, cycle agent, Boscombe and Bournemouth," thereon, which TUESDAY, OCTOBER 603, 1897. T H E POLICE GAZETTE. 3 lie had filled in as a, receipt for money paid by him for the bicycle. Information to the Chief Constable, Town Hall, Portsmouth. 33.— Southampton ( Borough). — For larceny ( lodgings)— WILLIAM COX, age 5G, height 5 ft. lj in., complexion fresh, hair brown, eyes grey, mole left cheek, scar left of forehead, ship front of left forearm, bracelet left wrist, cut scar left thumb, scar and ship right forearm, blue stroke back of right wrist, anchor and flags right hand, red spots on chest, stomach, back and shoulders; dress, navy- blue over- coat with velvet collar, black ribbed vest, black or Scotch plaid trousers ( the latter stolen), lace boots. A seaman; and native of Oxford. Sentenced, at Newington Sessions, 10 March, 1896, to 18 months imprisonment, for larceny. ( See Illustrated Circu- lar No. 51, Fig. 27.) 34.— Southampton ( Borough).— For stealing a hand- truck— WILLIAM STELL, age about 42, height 5 ft. 8 or 9 in., hair dark, moustache brown, sfhort- sighted, carries his head forward ; dress, dark clothes, black bowler hat. A hawker. Supposed well known at Portsmouth and London. Warrant issued. Information to the Chief Constable, Southampton. down points, dark tie, button boots. A drover and cattle dealer. May W- found travelling the country, selling cattle on commission at fairs. ( Supposed in Wales.) Warrant issued. The above reward will be paid by the Guardians of the Tunbridge Union for such information as will lead to the arrest of Brotherhood. £ 1 REWARD. 42.— Tu nbridge Wells ( Borough).— For desert- ing his wife and family, FRANCIS EDWARD AD1E, age 35, height 5 ft. 5 in., square build, complexion pale, hair dark brown, when last seen was wearing small side whiskers and moustache, eyes blue, walks erect. Has been employed as clerk at a timber merchant's. Warrant issued. The above reward will be paid by the Guardians of the Tonbridge Union for such information as will lead to the arrest of Adie. Information to Chief Constable Prior, Tunbridge Wells. HEREFORDSHIRE. 35.— Ledbury ( County).- Case No. 25, 16th July last. Warrant withdrawn. - LEONARD GOULD, Not to be arrested. HERTFORDSHIRE. 36.— Hitchin ( County).— For stealing, 14th inst., a music book, the property of the Hitchin Volunteer and Town Band, GEORGE RUSSELL, age about 23, height about 5 ft, 4 in., complexion fair, hair and moustache dark brown ; star, 2 flags, and crown on back of right hand and wrist; limps slightly on right leg ; dress, dark refer jacket, black tweed trousers, dark cloth peak cap, low shoes. Stated he was dis- charged from the army through varicose veins in legs. May be found playing a brass cornet, middle valve • cap loose, dent in outside bend, makers, " R. Town send, Bradford." Will probably apply to bands for relief. Is a good cornet player. Warrant issued. Information to Supt.
