All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should bi addressed to THE EDITOR OF TJIE POLICE GAZETTE, NEW SCOTLAND YARD, LOXDOV, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to ena>' e action to be taken upon them by another force. 3. Particu ars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name anal address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. t>. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature ( of an officer of not less rank than Superintendent: and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property muit be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, and art alphab'. tically arranged by counties. ' * 9. The force which causes particulars concerning delinquents or sto'en pronerty to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond A- Co.," Post Office Order payable at Parliamentst., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identifica- tion by the Metropolitan Police the Photo- graphs and descriptive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door; stealing bale of silk, van unattended, & e., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. METROPOLITAN HOLICE DISTRICT. 1.— C. O ( Convict Supervision Department). — For failing to report, and on a warrant for fraud, at Abergavenny, in 1892— Licence Holder JOHN DAVID ODDY, alias FREDERICK FOAKES, FRE- DERICK HUGHES, FREDERICK FOLKS, and GEORGE FREEMAN, Office No. 1822- 97, age 42, height 5 ft. 2 in., complexion fresh, hair light brown, eyes grey, left arm and hand wasted ( almost useless), mole on left side of belly, bust of woman and wreath on right forearm, scar front of palm of right hand. A painter; native of Stourbridge, Worcester. Sen- tenced at Four Courts, Dublin, 12th April, 1893, to 3 years penal servitude, for sheep- stealing. Liberated on 2nd licence, 29th June, 1897. C660. 2.— C Division. — For larceny ( servant) — LAURA COOPER, age about 24, height 5 ft. 2 or 3 in., stout build, complexion fresh, very red face, liair dark brown, ej'es grey ; dress, light green velvet bodice, green stuff dress, black straw hat, trimmed white ruche, pink and white roses. A native of Gloucestershire. Warrant issued. 3.— E Division.— Forobta'n'ng ^ o> ds by worth- less cheques on the Lyonnais Bank Company, Lom- bard Street, E. C.— G. BELETSKY, age lb, height 5 ft. 5 in., complexion sallow, hair and eyes dark, speaks with a foreign accent; dress, dark lounge jacket suit, black hard felt liat; wears a pair of dark pince- nez glasses, gold rims, and a diamond and pearl drop pin. Warrant issued. 4.'— H Division.— For abduction — LOUIS COHEN, age 30, height 5 ft. 7 in., complexion dark, hair ( slightly bald on top) and moustache dark brown ; dress, blue serge suit, red and black striped muffler, black hard felt hat, lace boots. A Russian. Warrant issued. 5. — P Division.— For fraud, at Bromley, Kent — CHARLES GODFREY, alias WILLIAM EVANS, age 40 to 45, height 5 ft. 8 or 9 in., complexion fair, pock- marked, high cheek - bones, flat nose, hair brown, may have heavy beard and moustache, moustache only, or may be clean- shaved, eyes sunken, front upper teeth overlap the lower; dress, brown jacket and vest, shepherd plaid trousers, brown soft felt hat. He represented himself as a solicitor, arranged for his letters to be left at a coffee- house, and obtained jewellery and money from several persons through the Exchange and Mart. Warrant issued. Information to be forwarded to the Metropolitan Police Office,. New Scotland Yard, S. W. CITY OF LONDON. 6.— For embezzlement— GEORGE E. COSSAR, late of 1, Gayhurst Road, Dalston, age about 30, height 5 ft. 7 or 8 in., complexion very dark, hair and slight moustache black; short- sighted, and wears pince- nez ; dressed usually in a jacket suit and high silk hat. Lycett, Birmingham," No. Lll, geared up to 70, " Brampton" \ in. block chain, transfer on head " Chilton Brothers, makers," " Read- ing Gun and Cycle Manufacturing Company " on down tube, pump, bag, and small racer lamp attached. A man, who gave the name of RICHARD H. NOTTLEY, age 21, height about 5 ft. 6 in., complexion, fair, hair light brown, slight moustache light; dress, black jacket and vest, light trousers, hard felt hat. Warrant issued. 8.— Redid\ ng{ Borough).— For stealing, 12th inst., 2 safety bicycles. 1st, a " Speedwell," 28- in. wheels, tangent spokes, " Scott's Standard" tyres, diamond frame, drop handles, " Brady's " saddle, rubber pedals, " B. S. A." cranKs, No. 900 stamped near seat post nut, transfer on head, " E Dew and Son, Oxforl Road, Reading," " Speedwell" on down tube, " Demon " lamp. 2nd, an " American Crescent," 28- in. wheels, tangent spokes, wooden rims, " Stand- ard " tyres, front forks half plated, " Garford " saddle, cork handles, gold plate on head, " The Western Wheel Works, Chicago," thereon, No. 9 stamped near saddle— TWO MEN. 1st, age 25, height 5 ft. 8 in., slight build, complexion very dark, thin face, hair and moustache dark ; dress, brown check jacket, grey check breeches, black- and- red mixture stockings, blue shirt, green tie, brown canvas shoes. 2nd, age 30, height 5 ft. 3 in., stout build, complexion fair, round face, moustache light, hooked nose; dress, small brown check cycling suit, with Norfolk jacket, grey mixture stockings, white straw hat with black band, black boots. Both spoke with a foreign accent. Warrant issued. Information to Captain Henderson, Chief Con- stable, Readinar. BRECONSHIRE. 9.— Brecon ( County).— For forging a bill of exchange for £ 170— THOMAS LUTHER JONES, late manager of the National Provincial Bank, Builth, age 52 to 55, height 5 ft. 9 or 10 in., stout build, complexion sallow, hair ( turning grey) dark brown, clean shaved, eyes grey, prominent nose, rather thick lips, short neck, walks erect; dress, grey suit or black coat and vest, and grey trousers, soft hat, lace boots. A native of Bangor, Carnarvonshire. Has resided at Builth for the past 16 years, which place he left on 21st April last, supposed for London. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Sergeant Watkins, Builth, Brecon- shire. Stated he was an Engineer on the Great Western Railway. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 11.— Cambridge ( Borough).— For stealing, 28 th ult., a " Humber" " Model C." lady's bicycle, No. - 1430, " Dunlop- Welch " covers on back wheel, Bee- sUm " cover on front wheel, " Brooks' B85 " saddle— A woman, who gave the name of MISS SMITH, age about 23, height 5 ft. 3 in., slight build, complexion dark, hair brown; dress, black dress, sailor hat, brown shoes. Warrant issued. 12.— Cambridge ( Borough) — For larceny, 11th inst.— A man, known by the name of JACK, age about 19, height 5 ft, 3 or 4 in., hair light brown, slight moustache brown, nose bent to the right ; dress, black jacket and trousers, light brown plaid vest, red- and- white cotton shirt, dark cloth cap, lace boots. Supposed a native of Leicester. May be found at common lodging houses. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CARDIGANSHIRE. 13.— Aberystwyth. — ( County). — For non- pay- ment of bastardy arrears— JOHN LLOYD, alias WILLIAMS, age 48, height 5 ft. 7 in., complexion fresh, hair light brown, eyes grey; lame left leg. Has been employed as a sinker in several parts of South Wales. A native of Trawsfynydd, Merioneth- shire. Warrant issued. Information to Supt. Phillips, Aberystwyth. CARNARVONSHIRE. 14.— Bangor ( County).— Woodcut portrait and description of ROBERT HUGHES, whose apprehen- sion is sought for forging a cheque for £ 400, age 42, height 5 ft. 5 in., complexion pale, hair ( turning grey) and short stiff moustache dark, walks erect with short quick steps; dress, fawn or slate coloured suit, soft black hat. Late Lloyd's shipping agent at Bangor, of which place he is a native. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Inspector Rowland, Bangor. DEVONSHIRE. 15.— Exeter ( County).— For obtaining £ 135 by a forged chequo— E. W. MARTINUCCI, alias NYE, age about 23, height about 5 ft. 10 in., complexion fresh, hair light brown, clean- shaved, eyes hazel, rather round- shouldered and stoops, 3 teeth only in upper jaw, sharp prominent nose, which he is in the habit of pinching when speaking, thin lips ( upper rather prominent); may be wearing light Norfolk jacket, white flannel trousers and straw hat with coloured band. Had a brown leather portmanteau, containing clothing. A native of London. Warrant issued. 16.— Exeter ( County).— For obtaining £ 46 by false pretences— J. PEARSON, age about 30, height 5 ft. 6 in., rather stout build, complexion fresh, round face, eyes brown ; dress, light grey or dark suit, black hard felt hat. M. SINCLAIR, age about 30, height 5 ft. 9 or 10 in., slight build, clean shaved; dress, long black cloth coat, light cloth trousers, large tie with pin, high silk hat. Warrant issued. Information to the Chief Constable of Devon, Exeter. DURHAM. 17. - South Shields ( Borough).— For stealing a quantity of joiner's tools— A MAN, ago about 40, height 5 ft. 7 or 8 in., complexion fresb, hair brown, moustache ginger ; dress, black coat and vest, black felt hat. Has the appearance of a joiner. Information to Chief Constable Morant, South Shields. FLINTSHIRE. 18.— Holywell ( County).— Woodcut portrait and description of FRANK WALLACE SPRIGGS, whose apprehension is sought for stealing, with vio- lence, on 13th inst., a gold curb bracelet and a gold ring set five diamonds, and for attempting to ravish, age 19 ( looks older), height 5 ft. 6 in., complexion pale, hair ( wavy) dark brown, very slight moustache, eyes blue, teeth badly decayed, upper teeth rather prominent; dress, black rough cloth suit, hard felt hat, tan boots with white buckskin uppers. Supposed a native of Forest Gate, London. Sentenced at Hereford Quarter Sessions in July, 1896, to 9 months imprisonment for larceny. Warrant issued. GLOUCESTERSHIRE. 19.— Bristol ( Borough).— For personating an army pensioner, and obtaining £ 3 Os. lid., on 2nd April last— THOMAS ROBERTS, alias EDWARD BRISTO, a navvy, age 40, height 5 ft. 6 or 7 in., hair and moustache brown, has a wound below left knee, and frequently attends workhouses and hospitals for treatment. Warrant issued. 20.— Bristol ( Borough).— For larceny ( bailee)— WILLIAM GOULDEN, age 25 to 30, height about 5 ft. 4 in., slight build, hair and slight moustache light. A painter. He rents a house and obtains, on the hire system, furniture, of which he disposes. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 21.— Winchester( Ct< 2/).— For stealing, 12tli inst., a " Rudge- Whitworth " 1893 or 1894 pattern safety bicycle, diamond frame, 28 in. wheels, tangent spokes, " Palmer" tyre front wheel, " Beeston " tyre on back wheel, oat pattern rubber pedals ( 3 nuts missing from leift), " Lam plough's1" saddle, spring broken, head very short, long stem to handle bar, horn handles, steel brake— GEORGE SAWYEtR, nge 41, height 5 ft. 4i in., complexion dark ( sunburnt), hair ( turning grey) dark, heavy moustache brown, eyes hazel, large burn mark back of head, suffers from rheumatism in feet; dress, dark blue serge jacket, with velvet collar and astrachan cuffs, black vest and trousers, white straw hat with coloured band, brown shoes. Warrant issued. 22.— Winchester ( City).— For stealing, 29th ult., a bicycle ( recovered)— JOHN HILL ( supposed false), age about 32, height 5 ft. 5 or G in., complexion sun- burnt, hair ( bald in front) light brown, eyes very dark, short thick feet, arms tattooed, female and crown on one, scar back of head; dress, black jacket and vest, dirty cord trousers, red- and- black tie, black hard felt hat, low shoes ( much worn at toes). Sup- posed a native of Manchester. Warrant issued. 23.— Winchester ( City).— Oil Commitment War rant, having been sentenced to one months imprison- ment, for violent assault on his wife— JAMES CUL- VEItWELL, nge 46, height 5 ft. 4 in., complexion fresh ( sunburnt), hair brown, eyes haeel; dress, when last seen, brown jacket suit, blue skull- cap. A pen- sioner from the King's Royal Rifles. Has been em- ployed at Cricket Grounds. A native of Easton, near Winchester. Information to Supt. Felton, Winchester. 24.— Portsmouth ( Borough).— For stealing, 12th inst., a brown leather purse, knob fastening, contain- ing £ 4 10s., a large size wedding ring, and a doctor's receipt— FAITH PRESTON ( supposed false), age 22, height 5 ft. 3 in., slight build, red face, pointed nose, speaks with Irish accent ; dress, striped blouse, brown skirt, yachting cap; carried a small tin box. 25.— Portsmouth ( Borough).— For stealing, 16th inst., an old silver lever watch, single case, " G. W." engraved inside ; 1 lady's gold fancy ring, set 4 pearls and 2 blue stones ( 1 stone missing); 1 paste brooch, star shape ( 8 points) ; 1 silver anchor brooch, flowered pattern— A MAN, age 28 to 30, height 5 ft. 3 or 4 in. complexion sallow, round face, hair ( cut short) and slight moustache brown; dress, blue cloth lounge suit, black alpine hat, side spring boots ; wore a plain gold ring. Information to the Chief Constable, Town Hall, Portsmouth. 26. — Southampton ( Borough).— For rape— ALFRED EDMUND LAW, age 34, height 5 ft. 6 in., complexion dark, hair dark brown, eyes blue, brown scar on right knee; a painter. Has served in the Royal Engineers, and is now in the Army Reserve. Warrant issued. Information to the Chief Constable, Southampton. HEREFORDSHIRE. 27.— Ledbury ( County).— For fowl stealing, 8th inst.— THOMAS HOPE, age 44, height 5 ft. 8 in., slight build, complexion dark, pock- marked, hair dark brown, eyes dark, bridge of nose has been in- jured, supposed burn marks on neck and chest, leans fo- rward wlhen walking; dressy blue coat ( turning brown), brown- grey striped trousers, grey cap. A brassfounder, but lately a poultryman. Native of Birmingham. Warrant issued. 28.— Ledbury ( County).— For fowl stealing, Sth inst.— A MAN, age 36, height 5 ft. 7 in., com- plexion dark ( very sunburnt), hair and moustache brown, eyes grey, bridge of nose has been injured ; dress, dark suit, black soft hat, old boots ( fronts cut down). A tramp ; native of Birmingham. 29.— Ledbury ( County).— For larceny, 22nd ult.— LEONARD GOULD, alias DICK SMITH, age 40, height 5 ft. 7 in., complexion sallow, hair and moustache light brown, eyes blue; dress, dark jacket, blue vest, cord or fustian trousers, black cap, with button on top, strong lace boots. A labourer; na- tive of Worcester. Has friends residing at Newport, Cardiff and Rhayader. May be found in company of poachers, harvesters, or timber fellers. Warrant issued. Information to> Supt. Phillips, Ledbury. KENT. 30.— Tonbridge ( County).— For breaking out of Union Workhouse, at Tonbridge, 28th ult., and steal- ing 1 brown tweed cloth suit; 1 white cord suit; 1 black hard felt hat; 1 pair nailed boots ; 1 pair leather slippers ; 1 blue neckerchief, marked " T. U. W. " ; 2 clasp knives ; 1 pair plyers ; 1 pair scissors, used for bird- stuffing; 1 pawnticket, for tools pledged at " Wagner's, Tunbridge Wells," and 18s.— SAMUEL TERllY, age 40, height 5 ft. 7 in., complexion sallow, very thin face, hair and moustache ( stubby) dark, suffers much from indigestion, and shows symptoms, of same. Supposed wearing some of the stolen cloth- ing. May be found in a Union Infirmary or Hos- pital. Is believed to be a native of Pembury, Kent. Information to Supt. Bartlett, Tonbridge. 31.— Margate ( Borough).— For stealing, 2 clar ionets ( recovered) nnd a cornet, makers, " Riverie and Hawks, Leicester Square, London," on bell, cork sat in top of valves, dent in bell tube, at bend, small dent on tuning slide, B flat, and A natural, shanks Besson's" silver plated mouthpiece, in black wooden case, lined red cloth, 2 loops to hold shanks, leather strap in lid— GEORGE WILLIAM WOOL- FORD, alias WOODFORD, nge about 40, height 5 ft. 11 in. or 6 ft., complexion dark, hair and moustache ( waxed at ends) brown, peculiar in- ward twist of right foot, owing to injury to leg; dress, black coat and vest, grey stripe trousers, grey cap, was invalided from the Grenadier Guards. May endeavour to obtain an engagement as a cornet player, or as a carpenter, or Venetian blind maker. Is accompanied by his wife, age 36, height about 5 ft., very fair complexion, and 2 girls, asjes 3£ years and 6 months respectively. Warrant issued. T H E POLICE GAZETTE. 5 LANCASHIRE. 32.— Chorley ( County).— For stealing, 7th inst., at Penworthand, 1 lady's gold- plated watch, marked " Prize Medal Exhibition " ; 1 gold watch- chain, dou- ble link pattern, seal in centre, with black- and- brown atone; 1 very small gold watch- chain ; 1 gold brooch, link pattern ; 1 silver brooch, marked " Jubilee " ; 1 silver brooch, with gold centre; 2 pairs gold links; 1 navy blue silk muffler, with red stripes; 1 pair brown kid gloves— A man, who gave the name of MERCER, age about 28, height 5 ft, 7 or 8 in., stout build, hair red, clean shaved, front teeth de cayed ; dress, black coat and vest, grey striped trou- sers, blue front and cuffs, purple tie, black hard felt hat, sidespring boots. Stated he was a traveller in the cigar trade. Information to Supt. Norris, Chorley. 33.— Church ( County).— For stealing, lltli inst., X5ii 15s.— A MAN, age 20, height 5 ft. G or 7 in., complexion fresh, hair and eyes brown ; dress, black jacket and vest, fustian trousers, grey cap, blue spotted neckerchief. A farm servant; native of Blackburn. May endeavour to go to America. Information to Supt. Campbell, Church. 34.— Rawtenstall ( County).— For obtaining, 25th ult., 5s. by false pretences, at Haslingden— IOHN HARGREAVES, alias JONES and DUXBURY, age about 30, height 5 ft. 8 in., complexion fresh, hair brown, clean shaved; wearing black coat and light trousers. Of good address. Native of Newchurch. Warrant issued. Information to Supt. Procter, Rawtenstall. 35.— Manchester ( City).—— For failing to report — Supervisee JANE WILLIAMS, alias ROSANNAH OWAN, ROSANNAH IRWIN, JANE SMITH, ROSE ANN HUGHES, and ANN HUGHES, Office No. 45504, age 48, height 5 ft. 2 in., complexion fresh, hair brown, eyes grey, scar left middle finger, centre of forehead, over both eyebrows, under each eye, on left side of neck, and several on scalp, lost 2 upper- teeth, ears pierced.
