All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons ivhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enah e action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In oil cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly staled. • 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. < i. Every announcement, if for the apprehension of a person, must be guaranteed by the. signature , of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chiej officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. V. Announcements concerning stolen property mutt be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. A nnouncements of all persons to be apprehended or of stolen property bear a number, ar. d are alphabetically arranged by counties. < y 9. The force which causes particulars concerning delinquents or sto'en pror> erty to be inserted in the POLICE GAZETTE, must, on their appreh ension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, tvi I be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed '' Drummond < b Co.," Post Office Order payable at Parliament st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. THE amount of stolen property at pre- sent " circulated " by the Metropolitan Police lias become so inordinately large as to prejudice or destroy tlie practical value of tlie records, and it has been found necessary to limit it very consider- ably. It has been decided, therefore, to discontinue the " circulation" in Infor- mations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Constables are re- quested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT, Letters relating to criminal business, addressed by other Police Forces to Scotland Yard, are very frequently de- layed, owing to the envelopes containing them being directed incorrectly or inade- quately. In such cases prompt attention cannot be assured unless the letters are addressed, " The Assistant Commissioner of Police, Criminal Investigation Depart- ment, New Scotland Yard, London, S. W." ( Convict Supervision Department). — For obtaining clothing by false pretences— Expiree FREDERICK BRAMPTON, alias JOHN FRED- ERICK BRAMPTON, Office No. 48983, age 60, height 5 ft. 7 in., complexion pale, hair brown ( turn- ing grey and thin), eyes hazel, scar centre of forehead, right eyebrow, and inside left thumb, left thumb wasted and stiff, 5 moles on right ribs, one on belly, and 4 red moles on left ribs, hairy chest. Sentenced, at South London Sessions, 16th* October, 1888, to 7 years penal servitude, for stealing clothing. Licenced 2nd December, 1895. EO 948. GRIF- FITHS, Office No. 702- 97 ( see GAZETTE, 15th April, 1897, Case No. 9), wantedfor failing to report, and sus- pected of committing offences in the West- end of London, age 55, height 5 ft. 10 in., complexion fresh, pock- marked, hair brown, eyes blue, scar palm of right hand, right side of head, 2 palm of left hand, 1 outside left wrist, over left eye, left of forehead, 2 left side of head, and several upper part of back, scar from shot each side of left leg ( below knee), mole over right eye, star and anchor back of left gold pincenez eyeglasses, which fit close to the eyes, is slightly flat- footed; well dressed in dark clothes and silk hat, frequently wears a scarf- pin set with large amethyst. Has the appearance of a French- man, but represents himself as a South American. He is known to have recently married two ladies, whom he has deserted after obtaining all their money. Supposed well known at Brighton and Manchester. Supposed a native of Chard, Somer- setshire. Has friends at Salisbury and Winchester. Warrant issued. 6.— N. Division.— For fraudulently obtaining a safety bicycle— JOHN C. HOWARD, age 30, height 5 ft. 5 in., complexion swarthy, hair and moustache black; dress ( generally), dark clothes and silk hat. A canvasser; supposed native of Manchester. Ab- sconded about 26th ult. Warrant issued. 7.— X Division.— For stealing £ 200— HAROLD KEENE, age 32, height 5 ft. 4 or 5 in., complexion pale, thin face, hair dark; is generally smiling; dress, black overcoat, blue serge jacket and vest, striped trousers. A public- house manager. Native of London. 8.— X Division.— For obtaining £ 6 by false pre- tences — HENRY THOMAS HADDINGTON FRANKLIN, age 50 to 55, height 5 ft. 7J in., complexion and hair ( turning grey) dark, long front teeth, much decayed ; dress, brown beaver overcoat, light coat, blue serge trousers, blucher boots. Native of Windsor. Warrant issued. Information to he forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 9.— For obtaining clothing by false pretences, J. GOLDMAN ( lately trading as T. Haywood & Co., 97, Upper Thames Street, London, E. C.), age 50, height 5 ft. 7 or 8 in., complexion pale, side whiskers grey, prominent nose, three fingers of right hand deficient; wearing dark frock- coat and silk hat. A commission agent. Has lately obtained goods from Birmingham in name of SUMMERFIELD. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, EC- ' '....: ij'f. Molsher, Wokingham. 14.— Reading ( Borough).— For ltrceny— AMY JANE OLIVER, alias JANE HART, AMY JANE HEART, AMY MOORE and MARY JANE MOORE, age 34, height 5 ft. 4£ in., complexion fair, long thin face, high cheek- bones, hair dark brown, eyes brown ; dress, black three- quarter length jacket, black dress, large black hat; wore black kid gloves. Has recently been employed as cook at an hotel. She has been previously convicted at Bath, Wareham, Salisbury, Reading, etc. Is well known at Weymouth. Information to Head Constable Tewsley, Reading. 15.— Windsor ( Borough).— For embezzling, 30th ult., £ 1 12s.— DANIEL McCARTHY, age about 24, height 5 ft. 3 in., complexion fair, hair brown, clean- shaved, eyes blue, D. M. tattooed on one arm ; dress, light brown suit, grey cap, red neckerchief. A chim- ney- sweep. Warrant issued. £ 2 REWARD. 16.— Windsor ( Borough).— For deserting his wife and children, leaving them chargeable to the Windsor Union— GEORGE WILLIAM GARBUTT, age 28, height about 5 ft. 4 in., complexion fair, hair brown, moustache light, eyes blue, scar on chin ; dress, black jacket and vest, blue check trousers, brown cap, nailed boots. A labourer. Warrant issued. The above reward will be paid by Mr. JohnSimms, Relieving Officer, Windsor, for such information as will lead to the apprehension of GARBUTT. Information to Chief Constable Armour, Windsor. BEDFORDSHIRE. 17.— Bedford ( Borough)— Woodcut portrait and description of FREDERICK GEORGE AVENS, whose apprehension is sought for procuring and FIELD, whose apprehension is sought, under Tax Commissions warrant, for failing to account for the sum of £ 72 18s. 8d., received by him as collector of taxes, age 40 to 45, height about 5 ft. 6 in., com- plexion fresh, hair brown, rather heavy moustache and short side whiskers brown. Of good address- Usually dresses in light clothing. Was formerly a reporter, and may seek similar employment. Information to Supt. Britton, Altrincham. 21.— Middlewich County).— For stealing, 27th. ult. ( bailee), at Northwich, a " Brookes, Model E 3 safety bicycle, high frame, 1896 make, with patent release saddle, round tool pouch, flat handle- bars, rub- ber shoe- brake, mudguard on front wheel, " Dunlop " non- slipping tyres, tangent spokes, rubber pedals— LIONEL BERESFORD, age about 26, height 5 ft. 9 or 10 in., complexion fair, hair and very slight mous- tache light; dress, double- breasted grey jacket, light tweed knickers, light blue scarf, no collar, dark brown cap, brown stockings, lace boots. Of smart military appearance ( see Case No. 20, 30th ult.). • Warrant issued. Information to Supt. Large, Middlewich. 22.— Oakmere ( County).— Woodcut portrait and description of ARTHUR THOMAS, whose appre- hension is sought for stealing a letter containing a postal order for 20s., age 21, height 5 ft. 5 in., com- plexion fresh, hair dark brown, slight moustache and eyes dark, muscles of left arm wasted and fingers of lefc hand contracted, 2 red birthmarks back of right wrist, walks quickly and carries his head forward ; may be wearing dark coat and vest, light trousers and cap, light dust coat, long overcoat with belt, or Inverness coat with cape, broad lace boots. Lately employed at Kingsley Post Office. Absconded 24th ult. Warrant issued. Information to Supt. JohnsoD, Oakmere. DURHAM. 23.— South Shields ( Borough).— For being con- cerned with a man in custody for shopbreaking, on 16th inst.— A MAN, age about 30, height 5 ft. 9 or 10 in., slight build, complexion fresh, thin face, slight moustache, eyes dark ; dress, black jacket, dark grey check trousers, light tweed cap. ( See Case No. 60.) Information to Chief Constable Morant, South Shields. ESSEX. 24.— Maldon ( County).— For obtaining goods by a fictitious cheque on the London and County Bank,. 6th inst.— CAPTAIN JOHN CHAPPELL BENNETT ( supposed false), age 50 to 55, height about 5 ft. 6 in., complexion rather dark, hair and moustache AYRSHIRE 10.— Ayr ( County).— For fraud— JAMES HENRY GUTHRIE, age 45, height 5 ft. 9 in., stout build, com- plexion sallow, hair and moustache black, eyes dark; wearing black frock- coat and silk hat. A commer- cial traveller; native of Nottingham. Has been con- victed at Wakefield and Carlisle, and is the person referred to in Case No. 15, 15th August, and 17th October, 1884; Case No. 14, 30th October, 1885; Case No. 47, 15th April, 1887; and Case No. 9, 8th November, 1895. He represents to shopkeepers that he is a manufacturer of marking inks, etc., having business premises in London and Leeds. Upon an undertaking to advertise their businesses in local papers, and to supply cases for exhibition of the goods in the windows and counters of the shops, he sells for cash, to the amount of from £ 1 5s. to £ 6 6s., quan- tities of his goods, which afterwards prove to be worthless. Communications to address given have been returned through the post- office, marked " Gone; no address." Photograph may be seen on application. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 11.— Newbury ( County).— For deserting his wife and family— WILLIAM BLACKFORD, age 49, height 5 ft. 9 or 10 in., hair light brown ( bald spot on top), whiskers sandy, or may be clean shaved, eyes hazel, walks with right leg straight, several scars on right leg. A tinker, and umbrella repairer. Warrant issued. 12.— Newbury ( County).— For cruelty to a child — HENRY BLACK, age27, height 5ft. 7 or 8 in., com- plexion fair, full face, hair and moustache light, large head. A gipsy. Travels with a horse and cart, sleep- ing in a tent in bye- lanes. Is well known in Berkshire and Hampshire. Warrant issued. Information to Supt. Robotham, Newbury. 13.— Wokingham ( County). — For larceny — PHILIP SCOTT, age 19, height 6 ft. 1 in., com- suborning a person to commit wilful and corrupt per- jury, age 31, height 5 ft. 10 in., hair ( inclined to curl) dark brown, slight brown moustache and small side whiskers, eyes ( large) brown, large nose and ears, nose has been broken, turns his toes out. A money- lender's clerk. Well known at Croydon, Chiswick, Mitcham, Balham, Tooting and Hammer- smith. Warrant issued. Information to Chief Constable Thody, Bedford. CARNARVONSHIRE. 18.— Conway ( County).— For stealing, 10th inst., a bank- book ( recovered); 1 cheque on the Bank of England, for 19s.; and £ 11 lis.— OWEN PARRY, age 19, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes grey, thick lips, stoops slightly, and walks with shuffling gait; dress, dark coat and vest, dark trousers, light peak cap, lace boots. An iron- monger's assistant; native of Carnarvon. Warrant issued. Information to Supt. Rees, Conway. CHESHIRE. 19.— Altrincham ( County).— For stealing £ 8, at l'artingdon— GEORGE FERRIS, age 25, height 5 ft. 5 or 6 in., complexion and hnir dark, slight light moustache ; dress, sleeved waistcoat with velvet back, tight- fitting moleskin trousers, sailor's cap, blucher boots. A ship's cook or able seaman ; native of Truro. Warrant issued. 20.— Altrincham ( County).— Woodcut portrait and description of WALTER HOWITT HAD TUESDAY, MARch255, 1 8 9 7 . T H E POLICE GAZETTE. 3 ( turning grey) dark, eyes rather dark; of gentle- manly appearance. Supposed an American. May be accompanied by a woman, age about 20 very short, and a boy, about 5, with fair curly hair. ' Warrant issued. Information to Supt. Halsey, Latchingdon ; or In- spector Gibbons, Maldon. ? 5£~ Saffro" Walden ( County).— For an unnatu- ral offence— ALBERT LAWRENCE, age 19, height 5 ft 2 in., complexion fresh, full face, hair dark brown, slight moustache light brown, eyes brown, piece of white hair over left ear ; dress, grey suit, grey peak cap lace boots. A cowman ; native of Arkesden. Warrant issued. Information to Supt. Pryke, Saffron Walden. 26.— Southend on- Sea ( County).— For stealing, 11th inst., a bay gelding, 13 hands 2 in., aged, hog mane, body clipped, ne. ir hind fetlock white; set of brown harness, brass- mounted ; and a dog- cart, dark chocolate coloured body, picked out red, latticed top, dark corded cushion, brown skin mat, black waterproof rug lined black cloth; and a carriage whip, with dark stained handle— A MAN, age about 25, height 5 ft. 2 or 3 in., complexion fair, hair light brown, slight light moustache, eyes grey; dress, dark suit, black overcoat, hard felt hat. Information to Supt. Simmonds, Southend- on- Sea. skull cap. Believed to bo an American. Will pro- bably endeavour to return to America. Information to the Chief Constable, Town Hall, Portsmouth. GLAMORGANSHIRE. 27.— Cardiff ( Borough).— For stealing, 18th ult., £. 80— WILLIAM DIXON ROYAL RIDER, age 38, slight build, square- shouldered, complexion sallow, angular face, high cheek- bones, hair and heavy mous- tache dark, large scar on one shin ; dress, blue cloth reefer coat and vest, light striped trousers, brown soft felt hat. Is fond of betting. Of good address. Has been in Australia, where he was assistant to a quack doctor. Absconded 1st inst., when he had in his pos- session : A large oak- grained iron trunk; a square black box ; a new brown portmanteau ; and an oppos- suni skin rug. He advertised in local newspapers for a partner to place money in a safe and good paying concern ; and on getting a reply he proposed to open a fellmonger's and tallow- boiling business, obtained the money to buy the necessary plant, and absconded. A butcher ; native of Birmingham. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 28.— Cheltenham ( County).— For obtaining money by false pretences— WILLIAM PHILLIPS, alias SCHEMER, age about 45, height 5 ft. 10 in., com- plexion sallow, hair ( turning grey) brown, cast in left eye, round- shouldered, shuffling gait. A native of Orleton, Herefordshire. He calls on solicitors with letters, representing that he is entitled to money under his mother's will. Previously convicted of larceny at Leominster ( see Case No. 45, 20th Novem- ber last). May be found at common lodging- houses. Warrant issued. Information to Supt. McRne, Cheltenham. HAMPSHIRE. 29.— Aldershot ( County).— For stealing ( bailee), 1st inst., an " Orion" safety bicycle, No. 159 W. stamped on handle - bar, no brake or mudguard, ribbed felt handles, " Orion " painted in gold letters on head, " Dunlop- Welch" pneumatic tyres— A MAN, age about 25, height 5 ft. 7 or 8 in , complexion very fair, hair and moustache reddish brown ; dress, black frock coat and trousers, high silk hat. He offered the machine for sale at Reading, where he stated he was going to Cardiff. Information to Supt. Miller, Aldershot. 30.— Portsmouth ( Borough).— For obtaining money by false pretences— HERBERT WILKINSON, alias HARRIS, age about 22, height 5 ft. 4 in., com- plexion dark, hair dark brown ; wearing brown suit, lie calls on secretaries of the Amalgamated Society of ' Engineers, representing that he is a member of the Colne Branch, and requires assistance. Is sup posed to be in the West of England. He left Tiverton for Gloucester, on 16th or 17th ult. Warrant issued. 31.— Portsmouth ( Borough).— For stealing, 14th inst., 1 lady's gold dress ring, set 4 red stones and some small pearls ( has been enlarged); 1 lady's gold • mourning ring with hair under glass, and inscription " Mabel Jane Henlock Capes, born 16th Sep., 1867, died Feb. 7th, 1837 "; 1 18- carat gold flexible bracelet, set 3 rubies or garnets in centre, with hook for appendage; 1 lady's large flat old- fashioned open face, gold watch, chased back, " Harriett Baker " sup- posed engraved inside, black figures; 1 gold small link albert, with small gold locket and cross at- tached ; 1 brown leather sovereign- purse, 3 compart- ments ; 1 yellow leather ditto, 1 compartment, con- taining .£ 3 3s.— MATTHEW DISIINER, age 22, height 5 ft, 7J in., complexion fresh, long face, cut scar right side of nose; dress, double- breasted grey mixture tweed jacket, or brown- and- grey suit, brown HUNTINGDONSHIRE. 32.— Huntingdon ( County).— Woodcut portrait and description of JOHN HAWKES, alias JAMES LOCK, JOHN THORP, WILLIAM JAMES and HENRY HUDSON, whose apprehension is sought for obtaining. 20th ult., at Godmanchester, by a worthless cheque, No. G316950, on " J. < fc C. Simonds & Co., Reading," a grey mare, 14 hands 3 in., 3 years, white streak down face, near hind fetlock white, toes of hind shoes cut short, inner side of front shoes cut away, short tail, broken to harness— age 45, height 5 ft. 3 in., complexion fresh, hair and moustache dark ( turning grey) eyes hazel, nose slightly pock- marked; dress, dark blue overcoat, dark cardigan jacket, brown trousers, black hard felt hat. Is identical with the man de- scribed in Case No. 2, 5th March last and supposed identical with the man referred to in Case No. 9, 5th March, and Case No. 57, 23rd ult. Also TWO MEN, 1st, age about 25, height 5 ft. 5 in., complexion very fresh, small dark moustache; dress, dark clothes, black hard felt hat. He signed the cheque " Charles Hall." 2nd, age about 26, height 5 ft. 6 in., white puffy face, clean- shaved ; dress, dark suit ; appears to act as groom.
