All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons i chose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, iftiey are sufficient to enab e action to be taken upon them by another force. 3. Partial'an as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. • 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be jrrominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7 s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. • 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of. police, or his immediate deputy, of the county, city, or borough, as the case may be. .7. Announcements concerning stolen property must be guaranteed by an officer of not less rank • than Inspector, or analogous thereto. 8. A nnouncements of all • persons to be apprehended or oj stole property bear a number, ar. d are cUphab- tically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pronerty to be inserted in the POLICE GAZETTE, mu> t, on their appreh ension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, ml be wholly re sponsible for any proceedings which may result from such publicaton. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond dk Co.," Post Office Order payable at Parliament- st., Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. PRISONERS UNDER REMAND, The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under remand, and such inquiries often result in identifying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information, or that it can be complied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. SPECIAL NOTICE. " The Tulto Puzzle," of " Sydney Dove and Co.," 110, Strand, London, is a fraud, about which the Metropolitan Police have received complaints from all parts of the country. " Dove and Co." is a man named W. D. Gordon, with several aliases, who has been several times convicted— twice for conspiracy aud fraud, and three times for conducting lotteries. His present scheme is one of several by which he has lately defrauded the public without bringing himself within reach of the Criminal Law, and he will, no doubt, promote further swindles of the same kind. The Metropolitan Police cannot assist people foolish enough to be taken in by him. Attention is called to the exposure of him in Truth, of 28th inst. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— Criminal Investigation Department. — For obtaining £ 700 by false pretences— DANIEL JONES, age 38, height 5 ft. 11 in., complexion sal- low, hair, slight moustache and side whiskers black, eyes dark, small scar corner of left eye. A solicitor; native of Aberystwyth. Absconded 3rd inst. Warrant issued. 2.— E Division.— For obtaining £ 3, by fraud— M. ALFORD ( supposed false), a Frenchman, age 38, height 5 ft. 6 in., complexion sallow, hair black, eyes brown; dress, black coat and vest, light trousers, hard felt hat. He obtained the money from the man- ager of an hotel, on the pretence of depositing a packet of valuables. Warrant issued. 3.— J Division.— For horse- stealing — HENRY SMITH, alias RILEY, age 22, height 5 ft. 5 or 6 in., complexion fresh, hair light, eyes blue, two teeth deficient in upper jaw, several scars on head ; wear- ing cord trousers, blue neckerchief, light tweed cap. 4.— K Division.— For stealing, 27th inst., a pneumatic safety bicycle, " Welch- Dunlop" tyres, " Marriot and Cooper, The Humber Model B, No. 8432," stamped on front of handle- bar, felt handles, bar brake, projects 1J in. beyond handle- bar, roller chain, spokes larger in back wheel than in front one, plated handle- bars— A MAN, age about 22, height 5 ft. 6 or 7 in., stiff build, complexion fresh, clean shaved; dress, black jacket, black hard felt hat. Warrant issued. 5.— K Division.— For causing grievous bodily harm, by throwing corrosive fluid— FREEMAN ELLINGHAM, alias YOUNG KEGGY, age 20, height 5 ft. 7 or 8 in., complexion fair, hair and slight moustache brown, eyes blue, bust of sailor back of one hand, hands clasped on one arm, and other marks, all in blue ink, pock- marked on bridge of nose; dress, blue serge coat and vest, light mixture trousers, white silk muffler, blue horseshoes thereon, dark tweed cap, sidespring boots. A labourer; native of Canning Town, Essex. May be found at Swansea, Cardiff, Southampton, or Chatham. Warrant issued. 6.— M Division.— For being concerned with two persons in custody for murder— JAMES HERBERT, age about 24, height 5 ft. 9 or 10 in., stout build, com- plexion fair, hair and slight moustache light brown, scar back of head and upper lip, K, E. M., hearts and anchor right arm, dagger, star and dots left arm and hand; dress ( supposed), black jacket and vest, coloured neckerchief, black felt hat. A native of Walworth, London. May endeavour to enlist. It is requested that inquiries may be made at recruiting depots. 7.— P Division.— ARTHUR LINTON, alias THOMAS and JONES, Case No. 4, 19th February last, not to be arrested. Warrant withdrawn. 8.— T Division.— For stealing ( bailee) a bill for £ 30— F. E. BOWLER, late of Harley Buildings, Old Hall Street, Liverpool, age 35, height 5 ft. 6 or 7 in., complexion and hair dark. A bill discounter. Warrant issued. 9.— V Division.— For embezzlement— GEORGE H. DEARHAM, age 30 to 35, height 5 ft. 3 in., com- plexion dark, hair and heavy moustache dark brown; dress, black rough serge coat and vest, dark striped trousers, grey cloth cap; usually wears a neckerchief. A poulterer. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 10.— For obtaining £ 50 by false pretences— JAMES WATSON, late of 30 and 31, Woburn Place, London, W. C., age 45, height 5 ft. 10 in., complexion sallow, hair dark brown, heavy moastache; dress, grey tweed suit, hard felt hat or tweed cap. Stated he was a publican and hotel keeper. Sup- posed native of Portsmouth. He advertised for a manager of a boarding- house, with £ 50 as security. Warrant issued. Not to be arrested out of the United Kingdom. 11.— For embezzlement— JOSEPH RHEINSTROM, an American, lateof 31, MarloesRoad, Kensington, age 33, height 5 ft. 7 in., weight 13 stone, complexion, hair and slight moustache dark, eyes brown. Warrant issued. 12.— For forgery — ALFRED DICKIE FAULKNER, late of Ironmonger Lane, E. C., age 45, height 5 ft. 8 in., stout build, complexion sallow, hair, moustache and side whiskers dark; dressed in dark clothes, black felt hat; sometimes wears a blue serge suit; of good appearance and address. Bedford ( Borough).— For procuring and suborning a person to commit wilful and corrupt per- jury— FREDERICK GEORGE AVENS, age 31, height 5 ft. 10 in., hair ( inclined to curl) dark brown, slight brown moustache and small side whiskers, eyes ( large) brown, large nose and ears, nose has been broken turns his toes out. A money- lender's clerk. Well known at Croydon, Chiswick, Mitcham, Balham, Tooting and Hammersmith. Warrant issued. Information to Chief Constable Thody, Bedford. BRECONSHIRE. 14.— Crickhowell ( County).— For larceny— A MAN, age about 60, height 5 ft. 7 or 8 in., dent on bridge of nose, clean shaved; dress, brown mackin tosh ulster ( with cape), pepper- and- salt plaid coat and vest, white cord trousers, hard felt hat. Carries an old frail basket containing pins, needles, laces, etc., which he sometimes hawks. Occasionally seeks em- ployment as a gardener. May be found at common lodging- houses, or casual wards. Supposed pre- viously convicted. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 15.— Buckingham ( County).— For indecent as- sault on a girl, age 15, at Akeley— A MAN, age 28 to 30, height 5 ft. 8 or 9 in., complexion fresh, hair brown, slight moustache ( inclined to be sandy), even front teeth, round repulsive features ; dress, old brown single- breasted cloth jacket, light fustian or cord trousers ( stained with red, sandy soil), old brown cloth cap. A tramping navvy. Information to Supt. Clarke, Buckingham. CAMBRIDGESHIRE. 16.— Isle of Ely ( County).— For failing to report — Licence Holder WILLIAM CHRISTMAS, Office No. 263- 97, age 34, height 5 ft. 4| in., complexion fresh, hair brown, eyes brown, mole under left arm- pit, small birthmark right side of neck, brown ditto left side of back and front of right forearm, two moles left side of neck and right shoulder- blade, scar back of left hand, front and back of 2nd left finger, back of right hand, and front of right forefinger. Native of Stanground, March. Sentenced, at Cambridge As- sizes, 25th October, 1894, to 3 years penal servitude for carnally knowing a girl of the age of 7 years. Licenced 22nd January, 1897. 0 U 246. Information to Superintendent Dockerill, Police Station, March. CARNARVONSHIRE. 17.— Conway ( County).— For stealing ( bailee), a bicycle, No. 18549, " Envoy and Buffalo Cycle Com- pany, N. Y." on plate in front of frame, " Sayer's" saddle, " Morgan and Wright" tyres, wooden rims, rat- trap pedals, tangent spokes, cork handles, bell, lamp, and pump attached, no brake or mud- guards— WILLIAM PARSEY CLARKE, age about 29, height 5 ft. 6 in., complexion sallow, high cheek- bones, hair and moustache brown, eyes ( rather large) greyj speaks with London accent; dress ( generally; grey suit and cap, wears a gold ring set red stone on right little finger. Native of Willesden, London. May seek employment as a clerk or salesman at ironmongers' shops or cycle depots. Warrant issued. Information to Supt. Rowland, Conway. barrel hubs, black chain, and black oval shape arms — A man, who gave the name of LIONEL BERES- FORD, age about 26, height 5 ft. 9 or 10 in., com- plexion fair, very slight moustache light; dress, grey double- breasted jacket, light tweed knickers, dark brown cap, light blue hunting scarf, no collar, sup- posed brown stockings, lace boots. Of military appearance. Stays at hotels, and leaves without paying his bills. Stated he was a lieutenant in the Army. At Llangollen he gave the name of MOSTYN Warrant issued. Information to Deputy Chief Constable Jones, Wrexham. CHESHIRE. 18.— Chester ( Borough).— For stealing, 17 th inst., a pcny ( recovered)— GEORGE OSBORNE, age about 30, height 5 ft. 8 in., broad features, high cheekbones, hair ( frizzy on forehead) and small mous- tache dark ; dress, black jacket and vest, grey tweed trousers, light tweed cap ( worn at back of head), black leather leggings. Is a professional boxer; native of Cardiff'. Well known in Flintshire, Den- bighshire, and Shropshire. Information to the Chief Constable, Town Hall, Chester. DENBIGHSHIRE. 19.— Wrexham ( County).— For stealing ( bailee), a pair of lady's boots, round toes, pointed toe- caps, tips on heels ( nearly new)— BARBARA MARGARET PRICE, alias MAGGIE JONES, ago 18, medium, height, complexion fresh, round face,, hair dark; dress, brown three- quarter jacket ( large buttons), black dress, black- and- white straw sailor hat, ribbon to match, and the stolen boots. Warrant issued. 21— Wrexham ( County).— For stealing, 24th inst., a new " Claremont" safety bicycle, makers " Lloyd and Son, Claremont Works, Birmingham," painted on head and mudguards, felt handles, with celluloid ends, " Wardley's" pneumatic tyres, rubber pedals, with old nut on right one, tangent spokes, DERBYSHIRE. 21.— Ashbourne \ County).— For stealing, 1st inst., £ 16 10s. from his lodgings— GEORGE JAPP or JEPP, alias COCKNEY, age about 23, height 5 ft. 8 or 9 in., complexion fresh, hair and very slight moustache dark brown; dress, black serge jacket and vest, grey mixture trousers, red- and- grey striped silk tie, black hard felt hat, sidespring boots ( all new), wore a silver geneva watch, No. 76586, and black silk albert. A baker; believed to be a native of Hastings or Maidstone. Supposed left Derby, on 2nd inst., for London, en route for Hastings. Warrant issued. Information to Supt. Wheeldon, Ashbourne. 22.— Chesterfield(^ orowgiA).— Woodcut portrait and description of JAMES WRIGHT, whose appre- hension is sought for stealing £ 5, age 30, height 5 ft. 5 or 6 in., complexion fresh, full face ( bloated), hair dark brown, moustache dark. A moulder. Late local secretary to the Friendly Society of Iron- founders. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable Emery, Chesterfield. DEVONSHIRE. 23.— Barnstaple ( Borough).— For failing to report Licence Holder WILLIAM CORNER, alias WILLIAM MOORE, THOMAS RICHARDS, GEORGE NEW- TON, WILLIAM CURRELL and TREBLE, Office No. 1253- 97, age 47, height 5 ft. 7 J in., complexion fresh, hair brown ( thin on top), eyes grey, scar back of head, bridge of nose, top and inside right knee, outside left shin, crucifix front of right forearm, sailor with cap and flag outside right forearm, coat- of- arms, 6 flags, crown, cross, rose, shamrock and thistle outside left forearm, heart, cross and anchor within wreath outside left forearm. A mason; native of South Molton, Devon. Sentenced, at Taunton Assizes, 21st Novem- ber, 1890, to 5 years penal servitude, for burglary. W E Q 178. Information to the Head Constable, Guildhall, Barn- staple. 24.— Devonport ( Borough).— For deserting his child, leaving it chargeable to the parish of Stoke Damerel— THOMAS WILLIAM BARTLETT, age 33, height 5 ft. 9 or 10 in., stout build, complexion fair, hair brown, moustache light brown, eyes blue. A fitter. Has worked in H. M. dockyards at Devon- port and Chatham. He was seen at Chatham in November last. May be found working in one of H. M. dockyards. Warrant issued. Photograph may be seen on application. Information to Head Constable Matters, Devon- port. DORSETSHIRE. 25.— Poole ( County).— For larceny, 3rd inst.— GEORGE LISTER ( supposed false), age 30, height 5 ft. 4 in., complexion fresh, hair light brown, moustache very light, eyes blue; dress, old black coat and vest, brown trousers, light cap, spring side boots. Stated he was a native of Bristol. Warrant issued. Information to Deputy Chief Constable Hains, Poole. ESSEX. 26.— Latchingdon ( County).— For stealing ablack pilot overcoat, at Mundon, 3rd inst.— ALFRED BRIT- TON, age 36, height 5 ft. 8 in., complexion fair, thin face, hair light brown ( clean shaved), eyes grey, old bullet wound near ankle ( supposed left) ; dress, black coat and trousers ( much worn), grey cap. A dis-. charged soldier; native of Maldon, Essex. Warrant issued. Information to Supt. Halsey, Latchingdon; or Inspector Gibbons, Maldon. GLAMORGANSHIRE. 27.— Barry Dock ( County).— For failing to report Licence Holder PATRICK REGAN, alias JAMES QUINN, Office No. 3306- 96, age 48, height 5 ft. 5J in., complexion fresh, hair dark brown, eyes greyr, scar over left eye, front of right thumb, back of 4th left finger, front of left hand, and left side of body, two boil scars left of back, mole left of neck, and close to left arm- pit. A labourer; native of Ros- common. Sentenced at Winchester Assizes, 7th March, 1889, to 10 years penal servitude, for house- breaking. Licenced 22nd October, 1896. H P 4. 28.'-— Barry Dock ( County).— For failing to report BENJAMIN OWEN, alias JOHN MANSELL, Office No. 936- 97, age 31, height 5 ft. 7| in., com- plexion fresh, hair dark brown ( turning grey), ey^ s- grey, scar right eyebrow, small of back, centre of back of head, over right knee, 4th right finger, right shoulder- blade, under left corner of mouth, and two back of left elbow. A collier; native of Broseiev. Sentenced at Bridgnorth Sessions, 2nd January, 1895, to 3 years penal servitude and 5 years police' supervision, for larceny. Licenced 2nd April, 1897. O V 249. Information to Superintendent Giddings, Barry Dock. 29.— Cardiff ( Borough).— For obtaining goods- by conspiracy and fraud— WESLEY JOHN TAYLOR, late of 12, Customhouse Street, Cardiff, age about 25, height 5 ft. 6 in., slight build, complexion dark, oval face, short, pointed nose, small forehead, hair dark brown, moustache and small side whiskers dark ; speaks sharply, stoops slightly. An auc- tioneer ; may engage in business as a furniture dealer, or as a commission agent in hardware. A. W. DAW- SON, late of 162, Cathays Terrace, Cardiff, age about 55, height 5 ft. 8 in., complexion fresh ( face slightly pock- marked), hair ( turning grey), whiskers and moustache brown, prominent teeth. GLOUCESTERSHIRE. 30.— Fishponds ( County).— For stealing, betwesn 13th ult. and 3rd inst., a quantity of ladies' underlinen,. and £ 1— ANNIE RICHARDS, age 27, height 5 ft- 3 in., complexion, hair ( frizzy) and eyes dark, snub nose, weU spoken, quiet voice; dress, long black braided jacket, black or brown skirt, black sailor hat ( trimmed red wing). Supposed native of Bir- mingham. May be accompanied by her husband,, who is a painter and paperhanger. Warrant issued. 31.— Fishponds ( County).— For obtaining food by false pretences and larceny— ALFRED BULL, age 34, height 5 ft. 9f in., slight build, complexion fresh, oval face, hair and moustache dark, eyes hazel, scar left of head, abscess scars both sides of throat, fingers of left hand deficient. A native of Forhill, Ely. Warrant issued. Information to Supt. Matthews, Fishponds. 32.— Gloucester ( County).— For stealing, 26tli ult., a bicycle ( recovered)— GEORGE MILLERCHIPr age about 25, height 5 ft. 6 or 7 in., complexion freshr hair and slight moustache brown, stoops slightly; has a chap in centre of upper lip; dress, dark mixture- suit ( trousers worn at knee), hard felt hat. A cycle- maker. Has worked in cycle works at Liverpool, Worcester, Manchester, Cheltenham, Coventry, and' London. EVA WASIIBOURNE, age 20, height 5 it. r complexion fresh, round face, hair dark brown ( curled in front), very good teeth; dress ( when last seen), loose jacket - with large buttons, brown or fawn- coloured serge skirt, white blouso with blue- flowers thereon, brown felt hat trimmed with blue velvet, patent leather boots. HAMPSHIRE. 33.— Alton ( County).— For obtaining, 21st inst., 6 chamois leathers, and 6 tins of harness composition F i n DA YJ APRIL 30, 1897. JS in., stout build, complexion fresh, very full face, hair dhrk brown, rather heavy mous- tache dark, inclined to be bow- legged; dress, long black jacket, dark grey trousers, black hard felt hat, brown boots or shoes ( all much worn). A tramping harness maker. Frequents common lodging- houses and low beer- shops. Warrant issued. Information to Supt. Hawkins, Alton. 34.— Portsmouth ( Borough).— For failing to re- port— Licence Holder FRANK WILSON, alias JAMES TURNER, Office No. 95G- 97, age 44, height 5 ft. G in., complexion dark, hair brown, eyes grey, scar right of chest, right groin, front of left hand, back of 1st joint left thumb, between 1st and 2nd joints front of right middle finger, abscess scar et cu side of neck, red mole left side of back, outsiie right upper arm, on right buttock, and out3ide left tbigh. A clerk; native of Plymouth. Sentenced at Ports- mouth Quarter Sessions, 4th January, 189.", 1.0 3 years penal servitude, for larceny. Licenced 3rd April, 1897. V 4. Information to Chief Constable, Town Hall, Ports- mouth. ) 35.— Southampton ( Borough).— For failing to appear, 17th inst., to a summons for selling intoxi- cating liquors without licence—- ANNE ANITA, alias MADAME BERTRAND and THERESE SOMNIER, • a Frenchwoman, age 30, height 5 ft. 2 in., complexion, hair an4 eves dark. She will probably rent a house, - which she may use for immoral purposes. She also has cards printed, which give the idea. that she is a teacher of music, with which she stops men, and in- duoes them to visit her house. She has an account in the Post Office Savings Bank, inname of THERESE SOMNIER, 15, Wardour Street, Leicester Square, London. Warrant issued. 36.— Southampton ( Borough).— For obtaining money by false pretences— JOHN FREDERICK WARREN, age 53, height 5 ft. 3 or 4 in., complexion fresh, hair ( inclined to curl) brown ( turning grey), moustache sandy, slightly pock- marked, tender on feet, one foot supposed deformed; dress, dark over- coat ( with velvet collar), usually wears light suit, soft felt hat.
